Today
is
september,
22nd
2021..
Today's
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
meet.
Virtually
this
hearing
is
being
recorded
and
will
be
posted
to
the
city
of
boston's
website.
Before
I
review
procedural
matters,
I
will
introduce
chairwoman
kathleen
joyce.

While
the
public
is
encouraged
to
attend,
there
will
be
no
additional
public
testimony
accepted.
I
will
read
each
item
into
the
record
after
I
will
ask
for
comments
from
the
chair
and
the
commissioners.
I
will
then
ask
for
a
motion
any
questions
on
the
motion,
and
then
there
will
be
a
vote.

The
first
matter
is
patriot
care
licensed
premises,
21
milk
street
downtown.
They
have
a
co-located
marijuana,
retail
and
medical
license.
The
request
is
to
change
the
doing
business
as
name
to
cannabis
and
to
remove
conditions
two
and
three
on
their
license,
which
states
licensee
will
not
sell.
Pre-Rolled
cannabis
products
and
licensee
will
require
minimum
purchase
amount
of
35

I
have
no
opposition
to
the
change
to
the
dba
and
I
do
have
opposition.
I
I
feel
to
the
the
second
and
third
change
that
they
requested.

This
is
an
applicant
that
came
before
us
having
had
conversations
with
the
neighborhood
group,
and
this
was
specifically
negotiated
with
the
neighborhood
group
between
the
neighborhood
group
and
the
applicant,
so
being
that
they've
haven't
even
been
open
for
a
full
month.
I
think
it's
very
premature
for
them
to
come
back
and
ask
for
these
changes
as
well.

My
sentiments
are
exactly
the
chair,
the
chairwoman's,
the
conditions.
I
remember
this
immensely
because
I
think
I
was
probably
one
of
the
people
who
was
really
focused
on
that
and
to
me
it
just
feels
like
they've,
just
turned
it
around
and
just
completely
disregarded
everything
that
they
originally
promised
the
the
bid
in
the
neighborhood.
So
I
I
agree
with
the
name
change
and
I
do
not
agree
with
the
removal
of
conditions.

agree

fellow
commissioners
and
I

will
say,
and

as
the
bid
later
also
indicated,
that
at
a
later
date
it
we
can
definitely
revisit,
but
there's
nothing
to
indicate
that
there's

significant
disadvantage
at
this
point,
economic
or
otherwise,
with
those
two
conditions,
and
since
they
were
so
hugely
such
a
huge
part
of
the
recommendation
of
a
bid.

I
think
this
request
is
a
real-time
response
to
what
some
of
the
community
concerns
were
at
our
hearing
as
far
as
cueing
in
lines
blocking
the
sidewalks.

holmes,
I
agree.
I
I
like
the
fact
that,
as
the
chairwoman
said,
they
really
responded
to
the
community's
concerns.
They
went
back
and
they
found
a
viable
solution.
So
I
I
have
no
problems
with
it.

to
remind
everyone
we're
using
the
new
evaluation
criteria
that
was
passed
by
the
city
council
and
signed
by
acting
mayor
janie
last
month.
I
wanted,
and
I
want
to
focus
in
on
the
location.

This
is
actually
0.3
miles
to
an
applicant
that
we
have
previously
approved.
So
there
is
a,
in
my
opinion,
a
very,
very
real
buffer
zone
issue.
Here,
it's
six
minute
walk
and
in
addition
to
that,
it's
two
tenths
of
a
mile
from
fenway
high
school
and
very
near
the
tobin
community
center.

Goals
were
strong,
but
I
think
they're.
They
mentioned
some
of
the
programs
that
they
were
going
to
use,
but
didn't
really
have
a
lot
of
detail
around
those.
They
don't
mention
specific
metrics,
but
I
think
some
of
those
things
could
be
changed.

really
just
want
to
focus
in
on
the
location
to
me.
Had
a
lot
to
be
desired.

holmes,
I
there
were
some
things
that
I
thought
they
were
really
good
on.
I
like
the
fact
that
they
were
going
to
establish
an
advisory
board
that
was
going
to
be
comprised
of
community
members.
I
feel
that
that's
really
really
important
in
that
area,
but
I
was
very
concerned
that
they,
they
really
hadn't
their
security
plan,
although
they
said
they
partnered
and
relying
a
lot
on
their
previous
experience.

wasn't
as
thorough
as
maybe
I
would
have
felt
a
little
bit
more
comfortable
with
considering
that
they
are
so
close
to
the
t
station
with
a
lot
of
foot
traffic,
youth
organizations
and
just
the
the
college
students
in
that
area.

think
it
needed
just
a
little
bit
more
work.
I
I
love
their
they.

their
plan
and
I
love
the
whole
concept
of
the
green
thought
of
this
whole
dispensary,
but
I
just
think
it
needs
a
little
bit
more
fine-tuning
and
I'm
hoping
that
they
can
get
that
that
support
and
that
help
they
need.

either
either
location.
So
I
for
me,
I
think
that
the
the
buffer
some
criteria
has
been
met.

holmes

there

more
detail
on
the
security,
but
I
would
like
to
point
out
that
the
applicants
have
a
long
history
of
running

plus
establishments
with
with
no

no
issue
both
here
and
I
forget,
where
they're
second
places.

confident

the

has
an
extremely
small
footprint
as
compared
to

the
other
location

huge

overlook
the

not
look

grant
within
the
buffer
zone,
but
if
my
fellow
commissioners
would
want

detail,

would

looked
to
commissioner
holmes
for
her.

be

fine
with

conflict

asked
about
explain
how
they
would
differentiate
themselves
in
terms
of
what
they
offer
the
community
being
so
close
to
another

I
don't
think
we
ever
really
got
clear
on
that,

so
that
sort
of
stands
out.
You
know
there's
no
real
differentiation
right.
I
don't
think
I'm
not
sure
that
there's
any
great
differentiation
between
all
these
businesses,
but
the
explanation
I
don't
think
stood
out.

second
thing
for
me
is
that
I
wanted
a
little
bit
more
detail
on
the
minority
hiring
and
the
micro
loans.
You
know,
I
think
one
of
the
answers
was
in
the
event
that
it's
this
will
do:

business

so
forth.
So
I
think
those
were
the
two
things
I
want
more
explanation
on
the
minority
hiring
and
how
exactly
the
microloans
are
going
to
work
and
again,
given
the
new
rules,
you
know
the
whole
idea
of
the
buffer
zone.

strong
diversity
inclusion
plan,

strong
employment
plan.
They
had
a
lot
of
community
feedback
and
public
support.
I'd
like
to
note
for
the
record,
there
was
non-opposition
from
the
district
city
councilor,
and
they
had
a
very
strong
safety
and
security
plan,
and
we
have
yet
another
buffer
zone
conflict
before
us.
The
distance
between
in
the
proper
zone
conflict
here
is
not
a
school.
It's
the
distance
between
a
license,
another
licensed
retail
establishment,
and
that
goes
to
their
location.

What
also
goes
to
location
under
the
new
criteria
is,
that
is
whether
or
not
residential
and
commercial
density
near
the
site.
This
is
actually
a
commercial
zone.
Already,
it's
not
a
residential
zone.
It
is
not
near
any
social
services
or
treatment
centers.
It
has
a
lot
of
access
to
public
transportation,
is
accessible
and
has
on-site
parking,
I
think
in
many
in
almost
every
single
category
it
had
almost
a
perfect
score
and
again
digging
down
into
the
bumper
zone.
I
think
this
building
the
site
and
this
overall
location
would
not
negatively
impact
this
neighborhood.

dismiss
the

that
we
have

place
that

strength
of
the

the

applicants
own
the

making

concern
for
me
and
I'm
not
sure
what
would
what
would
make
us
more
comfortable
with
that.

equal

have
it

they

own,

the

concerns

what
that
impact
on

the
community
could
be,

sure
further
community
input

warranted.

it's
a
great
concern
for
me.

on
the
other
application
that
we
approved,
but
because
it
is
such
a
strong
application,
my
motion
would
be
to
defer
and
we
can
leave
it
up
to
the
applicant
whether
or
not
he
wants
to
continue
with
the
process,
but
I
wouldn't
be
comfortable
granting
a
license
here.
While
there
was
still
an
active
license,

until

if
the
other
application,
if
they
open,
I
think
we
would
have
to
bring
them
back

we

to
then
take
another
vote
or
if
the
applicant
decides
to
move
on
to

location.
