board.
The
BCB
today
is
September
20th
2023..
Today's
hearing
is
being
conducted
pursuant
to
start
in
temporary
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
meet.
Virtually
this
hearing
is
being
recorded
and
we
posted
to
the
city
of
Boston's
website
before
I
review.
Some
procedural
matters
I
will
introduce

struggling

not
really
sure
how
to
treat
it.
The
the
presentation
was
in
on
last
Wednesday
was
I,
think
thin
at
best
and
they
have
since
supplemented
their
application
and
their
proposal
with
a
lot
of
materials
which
you
know,
I
haven't
had
a
chance
to
fully
process
and
synthesize
I
haven't
had
a
chance
to
ask
questions
about
what
they
submitted
and
I
know
with
what
the
augmented
materials
presented.

other
questions
that

fellow
Commissioners
had
to
just
a
few
things.
I
know
there's
a
buffer
zone
here
and
we
received
certified
plans.

what
commissioner
Smith
asked

there
so
again,
there's
certain
things
that
I
want
to
ask
with
the
security
plan
which
I
didn't
have
an
opportunity
to
do.

there's
no
buffer
zone,
but
there
was
a.
There
was
a
challenge
to
whether
or
not
there
was
a
buffer
zone
from
another
another
previous
previously
approved
applicant.
That's
what
it
was
whether
or
not
the
other
place
was
whether
it's
2922
feet,
plus
or
minus,
and
then
the
Hurley
School
issue.
So
that's
what
I
was
thinking
about.

eager

hear

other
Commissioners
think
about
this

think
it
was
thin.

they

I
still

lot

questions.

little
uneven

received

additional

what
I'm
seeing
it
looks
like
the
security
plan,

security
firm,
which
looks
like
Ed
Davis,
something
was
to
send
over
something
yesterday.
So
it's
like
a
new
like
you,
have
a
new
security,
firm
who's,
going
to
review
the
security
operations
plan
from
the
comments
and
some
of
the
things
we've
looked
at.

as
if
the
folks
were
not
satisfied
with
the
community
process.

Diversity
just
had
a
glance
at
it
in
about
the
past
hour,
so
I
appreciate
all
that,
but
it
did
feel
very
uneven
and
very
much
like
like
there
needs
to
be
more
sort
of
community
engagement
and
a
more
engaged
process
there.

I'll
leave
it
at
that.

very

found
that
the
employment
plan
lacked
a
lot
of
specific
details,
especially
when
it
comes
to
recruiting
those
impacted
by
the
war
on
drugs.

go

measuring
that
recruitment
process?
What
were
the
goals
and
Etc
a
job?
Fair
is
not
sufficient
to
to
recruit
workers
for
the
Cannabis
industry,
especially
if
you
are
targeting
people
of
color
and
those
impacted
by
the
War
on
Drugs
yeah
I
will

low

me
on
community
feedback
and
public
support.

think
there

no
support
from
local
elected
officials
and
the
support
they
had

think
it
guarded
more

for
me
a
very
low
score
in
general,

location
we
could
go
back
and
forth
and
debate
what
it
means
to
be
an
urban
college
campus,
but
in
my
opinion
they
are
surrounded
by
Emerson
College
buildings
and
to
me
this
is
an
issue.

Safety

Security
plan
responds
to
what
I
see
as
an
issue.

don't
think
running
a
cannabis
establishment
in
a
resort.
Community
like
Nantucket
is
the
same
as
running
a
cannabis
establishment
surrounded
by
college
buildings.
They
didn't
say
that
they
would
require
backup
IDs
with
pictures.
I,
don't
know
if
that
would
actually
even
change
my
mind,
but
I
definitely
think
this
location
will
put
a
strain
on
police
resources
and
majority
of
the
population.
There
are
students
under
21.

think
this
has
ramifications
on
Emerson's
plan
in
general,
as
a
college
institution
with
roots
in
the
city
of
Boston,
I
discredit
the
fact
that
Emerson
is
participating
in
the
beer
garden
across
the
street.
That
was
a
public
process
run
by
the
city
of
Boston
and
Emerson
is
one
part
of
that
activation
I
think
in
general
they
are
a
good
business
operator
and
I
want
to
give
credit
there.

totally
agree
with
Truman
Joyce
I
think
we
put
students
in
a
position
where,
if
they
are
caught
with
something
that
is
illegal
on
their
campus,
you
know
the
education
is
in
Jeopardy
and
you
know
it's
it's
pretty
accessible
again,
not
wordsmithing,
whether
they're
on
the
campus
adjacent
to
the
campus
across
campus.

seems
like
they're,
pretty
campus
oriented
somewhere.

conflict
with

back

say
it
felt
like
we
were
putting
in
a
cannabis
shop
to
really
support
housing,
but
then
the
overwhelming
over
just
overwhelming
reaction
to
you
know
what
folks
wanted
to
see
their
Community.

wanted

see
in
their
Community
was
was
a
lot
to
overcome
and
I.
Don't
think
that
that
the
presentation
was
strong
enough
to
overcome
that
opposition

agree.

dollar
condos

serve
the
working
class
community

Chinatown
I
also
found
the
presenters
characterization
of
the
Chinatown
neighborhood
very
dismissive,
especially
the
businesses
that
cater

Chinatown
residents.

somewhat
offensive

equity
applicant
and
there
is
above
its
own
conflict
with
another
cannabis
establishment
challenges.

was
pretty
weak.
You
know
we
use
our
hearings
as
an
opportunity
to
be
able
to
ask
questions
and
we
do
have
the
board
memo
as
backup,
but
there
wasn't
a
lot.
I
could
Garner
from
The
Proposal
at
the
public
hearing
on
Wednesday
and
that's
that's
unfortunate
because
it
gives
people
an
opportunity
to
hear
more
about
the
application
if
they
weren't
able
to
participate
in
some
of
the
community
process.
But
that
being
said,
we
we're
tasked
with
figuring
out
first
there's
a
buffer
zone
here.

Is
there
enough
that's
unique
or
a
reason
that
should
persuade
us
to
pierce
that
buffer
zone
I'm
not
entirely
sure
I'm
gonna
wait
and
listen
to
what
the
other
Commissioners
have
to
say,
but
it's
a
different
use,
so
I
could
I
can
see
that
it's
not
exactly
the
same
as
the
HCA
that
created
the
buffer
zone
in
that
general
area,
not
a
lot.
We
didn't
receive
a
lot
of
support
or
opposition
I
think
we
actually
just
received.

and
again,
I
know
it's
not
a
retail
establishment
in
a
neighborhood,
but
you
know
if
you're
going
to
be
a
part
of
the
community
I
think
you
really
need
to
do
that
work
with
the
community
and
become
a
contributing
member
to
the
community
and
that,
in
my
opinion,
requires
going
out
and
having
those
conversations
asking
for
that
support
talking
through
the
opposition,
but
they
did
have
I
mean
I'm,
not
an
expect
an
expert
on
employment
plans,
but
after
reading
the
materials
and
the
board
memo
I
could
see
that
they
did
put
some
work
into
that.

lot
of
stuff
was
like
vague
and
aspirational,
and
so
to
me
it
was
just
to
me:
it
wasn't
exactly
a
standout
I
didn't
see
any
major
issues
with
what
they
were
proposing
in
their
board
memo,
but
I
guess.
Those
are
my
comments
for
now
I'm
curious
to
hear
from
my
fellow
commissioners.

strongly

Buffalo

think
people
keep
piercing
the
buffer
zones

probably
have
to
have
deeper
conversations

it's
a
different
business
model

little
bit
kind
of
you

need
to
hear
more
about
your
plan
for
hiring
for
all
these
different
things,
and
that
seemed
a
little

had
to

and

want

do
is

pretty
good

again

back
and
listening

hearing
from
them

would

it
