A
Okay,
good
evening,
everyone,
my
name,
is
kim
crucioli,
I'm
the
mayor's
liaison
for
the
south
and
in
bay
village.
Neighborhoods.
Thank
you
for
joining
us
tonight.
I
am
here
tonight
to
facilitate
this
statutorily
required
cannabis.
Community
outreach.
This
is
an
application
by
redemption
co
for
a
retail
cannabis
dispensary
to
be
operated
at
the
address
of
29
stanhope
street
in
boston
massachusetts.
A
Just
so,
everyone
is
aware
all
attendees
are
muted
and
your
cameras
are
off.
I
will
be
unmuting
anyone
with
questions
or
comments
when
the
applicant
is
finished.
Presenting
when
it's
time
for
questions
and
comments
you
can,
let
me
know
you
would
like
to
speak.
By
raising
your
hand,
this
can
be
done
on
webex
by
clicking
the
open
participant
information
panel,
which
would
be
the
blue
button
with
a
little
person
on
it
at
the
bottom
of
your
screen
and
then
click
the
hand
icon
in
the
lower
right
corner.
A
If
you're
joining
by
telephone,
please
raise
your
hand
by
downloading
star
3..
You
will
hear
two
beeps
one
taken
off
mute.
Then
it's
your
turn
to
speak,
which
I
will
be
unmuting
you
once
your
testimony
is
done,
hit
raise
hand
again
to
unclick
the
icon
I'll
be
going
over
this
again.
When
we
open
up
for
questions
and
comments.
A
Before
we
start,
I
would
like
to
go
over
some
expectations
for
tonight's
meeting.
I
know
this
can
be
a
pretty
sensitive
topic,
but
I
would
like
to
keep
this
meeting
orderly
and
have
everyone
treat
one
another
respectfully.
A
I
would
just
like
to
make
it
clear
that
no
decisions
are
being
made
tonight
and
at
no
time
will
it
be
acceptable
to
be
disrespectful
to
anyone
during
the
meeting,
whether
it's
other
participants,
myself
or
the
applicants,
everyone
is
entitled
to
their
own
opinions.
There
are
no
right
or
wrong
opinions.
We
are
here
tonight
to
try
to
collect
as
many
comments
and
questions
for
this
proposal
as
possible.
A
I'm
not
here
to
facilitate
debates
amongst
neighbors
or
to
relitigate
state
legislation.
I
ask
that
all
questions
directed
towards
the
applicant
and
myself
only
there
will
be
no
questions
during
the
print
presentation
that
will
be
done
after
once.
The
presentation
is
completed.
I
will
reiterate
some
of
these
expectations.
A
The
applicant
will
answer
all
questions
related
to
the
proposal
to
the
best
of
their
ability.
I
will
answer
any
questions
specific
to
the
city's
process.
A
So,
if
you
think
of
anything
after
the
fact
you
are
able
to
reach
out
to
me,
there
will
be
an
open
comment
period
if
you
do
not
get
called
on
tonight
or
if
you
think,
questions
have
not
been
answered,
please
reach
out
to
us
and
we'll
work
to
get
you
that
information
to
reiterate
a
debate
on
the
legalization
or
morality
of
marijuana.
That
debate
occurred
at
the
ballot
box
and
we're
here
today,
because
it's
overwhelmingly
supported
in
the
city.
Thank
you
again
for
taking
the
time
to
participate
in
tonight's
meeting.
A
Yes,
before
I
wasn't
able
to,
let
me
see
if
it
lets
me:
do
it
now.
Gotcha.
A
B
Commence:
yep,
okay!
Well,
again,
kimberly.
Thank
you
so
much.
Thank
you
for
getting
dan
on
as
well
as
everybody
else,
and
thank
you
community
at
large.
My
name
is
jeff
reillinger.
I
am
the
ceo
of
redemption
boston.
We
are
a
applicant
to
open
a
recreational
marijuana
dispensary
at
29
stanhope
street
joining
me
tonight
is
william
lazier,
who
is
director
of
compliance
and
counsel.
He
is
known
to
some
of
you,
as
the
former
director
of
the
campaign
to
regulate
marijuana
like
alcohol
ballot
question
four
several
years
back
as
well.
B
We
have
dan
linsky.
Many
of
you
know
dan
former
bpd
superintendent
in
chief
and
somebody
who's
spoken
at
my
events
here
at
in
previous
events,
where
again
many
of
you
probably
saw
me
talking
around
633
three
month
stream
and
finally
patrick
delay,
who
is
operations
with
redemption?
B
Some
of
this
is
going
to
be
repetitive
for
a
lot
of
you.
Folks
again,
I
I
did
this
a
few
years
back
around
63
months
straight
and
I
think
a
lot.
While
I
can't
see
folks
on
screen.
I
suspect
we've
got
a
lot
of
the
same
folks.
People
in
the
south
that
are
passionate
and
caring
about
the
community,
so
people
show
up
and
that's
admirable,
to
reiterate
my
background
or
refresh
your
memory
about
about
my
background.
B
I
grew
up
on
marlboro
street,
attended,
boston,
latin
school,
later
bu
and
then
ultimately
babson
for
an
mba.
I
presently
live
at
the
prudential
avalon
at
the
prudential
with
my
dog
over
my
shoulder.
Some
might
be
able
to
see
and
I
have
a
five-month-old
infant
child.
I
did
the
anderson
cooper
thing,
I'm
a
single
gay
father
who
had
my
child
through
surrogacy.
B
B
Ultimately,
I
had
sleeping
issues
and
suggested
I
smoke
marijuana
to
help
myself
sleep.
I
did
and
inadvertently
discovered
that
my
ms
was
silent
in
the
first
five
years.
I'd
had
six
flare-ups
or
attacks
all
along
once
a
week,
injectable
medicine
that
I
still
take
again
once
I
started
smoking
marijuana.
I
inadvertently
discovered
that
wow,
my
ms
had
stopped
acting
up.
I
now
have
almost
20
years
later.
I've
got
dr
term
benign.
Ms,
I
walked
the
boston
marathon
for
the
jimmy
fund.
A
few
years
back,
patrick
did
as
well
with
me
26
2.
B
We
did
it
eight
half
hours,
it
was
exciting
times.
We've
got
a
lot
to
talk
about
as
far
as
security
and
other
things
that
are
in
the
powerpoint
that
some
of
you
may
have
seen
and
we're
happy
to
distribute.
If
others
want
to
see
it,
security
is
a
very
big
piece
of
it,
and
dan
is
going
to
talk
about
that.
B
You
know
after
I
finish
here
and
we'll
try
to
wrap
this
up
quickly,
so
we
can
get
to
questions
it's
the
most
important
thing,
but
ultimately,
when
I
first
approached
stanhope
street
as
a
possible
location
for
dispensary,
I
immediately
went
to
folks
in
the
community.
I
immediately
went
to
the
pope
building
a
residential
building.
I
went
to
the
fleet
of
garcia
park
and
I
went
to
the
businesses
and
other
butters.
I
talked
to
the
pope.
Building
we
had
a
great
conversation
in
november
and
they
said
hey
we're
worried
about
the
park.
B
I
said,
make
sense.
I
am
too,
let
me
talk
with
them
and
then
I'll
circle
back
and
we'll
reconvene
after
that.
I
over
time
got
to
the
park,
appeared
in
front
of
their
board
and
ultimately,
the
frida
garcia
park
voted
unanimously
to
not
oppose
my
application.
When
I
returned
to
hope
to
talk
about
this,
they
had
already
taken
a
vote.
B
I
continue
to
try
to
get
in
front
of
them
to
answer
questions,
but
have
not
been
successful
at
thus
far.
I
do,
however,
have
support
and
march
as
a
non-opposition
from
a
wide
range
of
folks.
We
have
over
100
residents
in
the
immediate
area,
including
residents
on
stanhope
street.
You
know
several
of
the
building
owners
on
stanhope
street
friendly,
toast
mistral
club,
cafe
invictus,
just
to
name
a
few
of
the
immediate
commercial
butters
and
the
reason
these
folks
got
behind
this
and
and
didn't
oppose.
B
My
application
is
because
they
recognize
in
talking
to
us
that
we
are
not
going
to
disrupt
the
fabric
of
this
really
unique.
Neighborhood
stanhope
brings
together
some
some
really
unique
things,
that's
very,
very
kind
of
appropriate
in
the
city
and
again
I
grew
up
in
this
area,
and
this
diversity
is
exactly
what
makes
the
city
great
makes
it.
What
it
is
it
makes
us
want
to
all
live
here
again.
I
still
live
here
and
I'm
not
going
anywhere.
B
Some
issues
that
have
been
brought
up
as
concerns
or
questions
have
been
issues
of
people
parking
illegal.
Now
what
already
happens
in
front
of
our
location
being
immediately
next
to
friendly
toast
is
there's
a
lot
of
double
parkers,
already
that's
necessary
for
the
friendly
toast
to
stay
in
business
right
now.
It's
been
a
really
tough
time
for
restaurants,
and
we
don't
want
to
get
in
the
way
of
that,
but
we
will
not
add
to
that.
We
are
not
allowed
by
law.
B
To
add
to
that,
so
we
will
have
a
person
out
front
checking
people
as
they
come
to
the
door
and
that
person
will
be
watching
to
see
if
people
are
parking
where
they
shouldn't
be,
and
they
will
move
them
along.
We
have
the
ability
to
have
lots
of
eyes
on
the
street
and
ensure
that
you
know
people
aren't
doing
the
wrong
things.
A
great
suggestion
was
actually
made
at
the
ellis
meeting.
I
think
it
was
the
ls
meeting
a
couple
of
days
ago
that
we
could
have
sandwiched
boards.
B
That
would
remind
people
that
you
know
the
law
says
you're
not
allowed
to
smoke
in
public.
You
certainly
are
allowed
to
smoke
in
the
frida
garcia
park,
and
we
can
do
that
in
a
gentle
way
and
as
well.
I
think,
will
will
talk
about
when
customers
come
in
they're
gonna
sign
an
acknowledgment
of
rules,
one
of
which
is
in
the
city
of
boston.
You
can't
smoke
in
public.
They
will
sign
acknowledging
that
receipt
of
those
rules
and
the
sandwich
boards
will
simply
reinforce
that.
B
You
know
the
other
thing
around
people
worried
about
parking
is.
There
are
now
75
dispensaries
in
massachusetts.
There
have
been
three
recently
advanced
to
move
on
to
the
next
phase
in
the
immediate
area:
2-1
boylston
street
and
another
one
on
newbury
street.
B
The
fact
is,
people
are
not
driving
in
from
the
suburbs
to
go
into
the
city
to
get
their
marijuana
it
doesn't.
It
doesn't
make
sense.
When
leicester
opened
the
first
one
that
we
all
heard
about,
they
shut
down
route
9..
There
were
lines
around.
You
know
new
towns,
that
was
the
first
marijuana
dispensary
east
of
the
mississippi
people
went
to
see
the
spectacle
they
didn't
even
want
the
marijuana.
B
Ultimately,
we
are
replacing
the
brahmin
at
the
end
of
the
day.
I
imagine
that
we
will
have
less
customers
per
day
than
the
brahma
did
and
we
will
certainly
have
them
spread
out
from
our
hours,
which
will
propose
at
10
a.m
to
8
p.m.
Seven
days
a
week
the
brahmin
open
until
2
a.m,
people
are
going
out
for
smoke,
breaks
they're,
not
going
to
be
doing
that
with
us.
B
You
know
and
I'll
end
by
talking
about
how
we
run
our
business
and
how
we
run
it
differently
than
other
dispensaries
in
the
area.
The
bottom
line
is
working
in
a
dispensary
is
providing
a
service
to
the
community.
We
want
to
pay
your
employees
properly
for
that
when
one
walks
into
dispensary
in
massachusetts,
now
you
often
see
tip
cops
and
the
reason
they're
tip
cups
is
because
they're
not
paid
well,
we
will
pay
starting
pay
for
full-time
employees
will
be
20
an
hour.
B
B
It
costs
a
lot
of
money
to
onboard
an
employee,
there's
a
lot
of
background
checks
and
a
lot
of
things
of
that
sort.
So
we
really
want
to
have
a
consistency
of
employee
and
we'll
treat
them
well.
In
order
to
achieve
that,
and
I
think
on
top
of
that,
we
want
to
share
in
the
good
times
that
that
are
produced,
so
we
will
set
aside
15
to
20
percent
of
our
profit.
You
know
roughly,
depending
on
somewhere
in
that
range
depending
on
economics
and
that
will
be
disbursed
to
every
single
employee.
B
B
B
What
is
better
in
the
neighborhood
for
the
quality
of
the
neighborhood,
an
organization
like
ours,
which
is
going
to
have
a
diverse
staff
that
reflects
the
diversity
of
the
community.
Sixty
percent
of
our
staff
will
be
from
protected
classes
of
citizens
in
the
state
or
a
bar
I'll.
Let
you
guys
answer
that
question
and
again
I'll
turn
over
to
dan
and
let
dan
talk
about
security,
damn
if
you
would
acf.
C
And
I
apologize
for
my
my
attire
we're
having
some
construction
done
at
the
house,
and
I've
been
relegated
to
the
back
deck
for
the
afternoon
and
my
current
hairstyle
burned
and
I
need
to
protect
it.
So
I
apologize
we're
going
to
have
the
meeting.
C
As
you
guys
said,
my
name
is
steven
lansky,
I'm
the
current
managing
director
of
crawl
and
the
head
of
the
boston
office.
Previous
to
that
I
spent
28
years
with
the
boston
police
department.
C
I
worked
hand-in-hand
with
community
groups
across
the
city
to
improve
the
quality
of
life
in
the
communities
that
we
have
the
privilege
of
serving.
I
have
developed
a
security
program
if
we
are
so
lucky
as
to
be
licensed
at
this
location
that
will
exceed
the
state
standards
for
cameras
and
access
control
line
management.
C
C
We
will
deal
with
it.
We
want
to
make
sure
we're
liaisoning
with
the
groups
jeff.
I
don't
know.
If
you
go
on
mute,
it
might
make
it
a
little
clearer,
getting
some
feedback
there.
We
go.
If,
if
there
are
challenges
or
issues
concerns
the
neighbors,
have
we
want
to
work
with
them
as
they
are
developing
and
kind
of
nip
them
in
the
bud?
We
have
a
good
neighbor
program
when
you
come
in
the
door
for
the
first
time.
We
ask
you.
C
Is
this
your
first
time
here
we
enter
you
into
our
system.
We
have
you
sign
a
form
acknowledging
what
the
laws
are
for
cannabis
in
massachusetts.
Some
people
don't
even
know
they
think
it's
just
legal.
They
can
do
whatever
they
want.
You
can't
consume
it
in
public.
You
can't
obviously
use
a
vehicle
if
you're
operating
under
the
influence
of
cannabis.
You
can't
divert
it
to
anyone
who
is
under
the
age
of
21.
C
by
being
under
the
age
of
21.
You
are
not
allowed
into
our
facility,
so
I've
had
some
questions
at
events
like
this.
Where
people
talk
about,
you
know,
kids,
knowing
what's
going
on
and
kids
seeing
it,
no
one
under
the
age
of
21
can
come
in
for
our
process.
We'll
have
somebody
outside
on
the
street.
If
somebody
you
know
walks
up
or
takes
the
bike
up
and
enters
appropriately,
we
will
check
their
id
outside,
we'll
verify
the
id
make
sure
it's
the
person
and
they'll
head
inside.
They
will
then
check
in
with
security.
C
Security
will
scan
that
id
into
our
system
and
the
system
that
the
state
uses,
and
we
will
make
sure
that
you
are
not
somebody
who
has
been
a
problem
to
our
facility
or
our
neighbors
in
the
past,
once
you're
cleared
and
checked
for
the
second
time
you
go
in,
you
make
your
order,
you
go
up
and
make
your
purchase
and
we
scan
that
idea.
Third
time
that
purchase
is
linked
to
you.
C
If
that
purchase
winds
up
in
a
high
school
or
a
park,
we
will
as
soon
as
we're
notified
of
it
turn
over
the
information
to
the
appropriate
law
enforcement
authority
as
to
who
diverted
product
and
provide
photographs
and
videotapes
of
that
purchase.
C
If
a
community
group
we,
I
know,
we
had
a
good
meeting
with
the
park,
if
somebody
is
in
the
park
using
it
appropriately
and
the
police
are
notified,
and
let
us
know
one
of
our
customers
did,
that
will
identify
who
they
are
and
they
will
be
trespassed
from
the
property.
If,
if
a
resident
takes
a
photograph
and
says
this
guy
was
in
the
park
acting
inappropriately
and
we
go
back
and
review
our
video
for
the
day
and
say
yep,
we
got
that
guy's
picture.
C
Here's
who
he
is,
that
person
will
not
be
allowed
in
the
park
again.
So
we
want
to
make
sure
we're
dealing
with
issues
in
concerns
before
they
become
problems
and
making
sure
that
we
are,
you
know
not
just
having
a
conversation
at
this
community
meeting,
but
having
ongoing
conversations
with
the
leadership
and
members
of
the
community.
As
the
process
plays
out
and
if
we
are
lucky
enough
to
get
licensed
to
make
sure
we're
good
neighbors,
I
didn't
talk
to
the
age
of
three.
C
My
mother
thought
I
was
deaf
mute
for
a
while
or
mute
for
a
while
and
now
she
says
they
can't
get
me
to
shut
up.
So
I'm
gonna
shut
up
because
you
probably
have
way
better
questions
than
I
have
information
to
give
you
and
if,
if
you
have
anything,
I've
gladly
taken
up
the
question
answer
period.
B
And
I
just
unmuted-
and
you
know
thanks
dan,
and
I
think
one
thing
I
want
to
add-
maybe
it's
two
things
is
one
of
the
things
with
the
frida
garcia
park.
Is
they
have
an
open
board
seat
and
I've
asked
and
they
have
accepted,
allowing
me
to
join
the
park
board
again,
I'm
a
five
and
a
half
month
old
who's
already
gone
and
enjoyed
the
park,
and
we'll
do
so
again,
but,
more
importantly,
I'm
doing
because
I
want
to
be
present,
I
want
to
be
accessible
and
there
are
problems
we
can
foresee.
B
We
don't
think
they're
going
to
happen,
but
there
may
be
something
we
don't
foresee
and
we
can't
account
for
on
this
call.
My
phone
number
is
my
phone
number
pick
up.
The
phone
call
me
I
want
to
deal
with
it.
Dan
wants
to
deal
with
it
again.
We
don't
want
issues
and
people
thinking
things
that
they
don't
share
with
us.
We
can
only
solve
what
we're
aware
of.
We
don't
think
anything's
going
to
come
up
and
we
feel
like
we've
kind
of
adjusted
and
dealt
with
and
anticipated.
B
A
All
right,
thank
you,
everyone
I
just
wanted
to.
Let
everyone
know
too,
that
we
have
as
attendees
sherry
hill
from
state
rep
aaron,
michael
with
his
office
with
us,
and
I
do
see
that
we
have
vanessa
wu
here
from
ed
flynn's
office
and
then
with
that
we
can
open
it
up
for
q
and
a
I'll
go
over
again
how
to
raise
your
hand
just
in
case
people
missed
it.
A
So,
if
you're
on
webex,
please
click
the
participant
information
panel,
which
is
the
blue
button
with
the
person
on
the
bottom,
then
click
the
hand
icon
in
the
lower
right
corner.
If
you're
joining
by
telephone,
please
raise
your
hand
by
dialing
star
three
you'll
hear
two
beeps
and
then,
when
I
take
you
off
mute,
then
you
can
speak
I'll
call
your
name
before
I
let
you
speak
too
soon.
A
Are
you
being
unmuted
once
your
testimony
is
done,
hit
the
raise
handing
button
to
take
you
off
the
list,
and
then
I
have
a
list
of
people
with
hands
raised
already,
so
I
will
just
be
going
down
the
list.
First,
I
have
stephen
fox
with
his
henries
steve,
you're,
muted,.
D
Thanks
kimberly,
can
you
can
you
hear
me?
Okay,
yep,
yep,
okay,
great
jeffrey
one
of
the
questions
that
has
come
up
as
we
have
been
discussing.
Your
proposal
has
been
the
history
of
previous
efforts
and
a
lot
of
people
have
asked
about
the
newbery
street
proposal.
D
You
had
a
very
robust
and
very
vigorous
community
engagement
process
for
the
newbury
street
location
and
as
you
and
I
have
talked
about
it
as
a
result
of
the
permitting
process,
you
ended
up
selling
your
interest
in
newbury
street,
as
well
as
the
approval
of
the
board
of
appeal
approval
and,
as
a
result,
the
newbury
street
location
is
in
the
hands
of
a
third
party.
D
B
Steve
thank
you
for
your
question
and
I'd
love
to
talk
about
newborn
street,
so
I
was
licensed
on
newbury
street
in
2017.
I
believe,
and
the
city
of
boston
was
not
ready
to
give
me
building
permits.
B
They
thought
I
wasn't
going
to
be
able
to
pull
it
off
on
newbury
street
and
I
did-
and
I
did
because
my
story
is
genuine
genuinely
from
here
and
as
a
result
and
somebody's
steve
fox
there
you
go.
Thank
you
walking
away
from
newbury
street
hurt
it
hurt
a
lot
and
the
only
reason
I
did
it
was
a
simple
one.
It
was
economics
I
was
paying
25
000
a
month
rent
and
I
did
that
for
a
year
and
a
half,
I
am
not
a
boston
billionaire.
B
I
cannot
afford
to
do
that.
I
didn't
have
a
choice.
I
did
not
want
to
sell
newborn
street.
My
first
job
out
of
college
was
managing
the
reebok
concept
store
at
344
neighbors
street.
I
had
eight
jobs
in
new
bristol
before
that,
from
haagen-dazs
ice
cream
store
to
ready
vision,
video
leasing
to
dave's
homemade,
to
wheels
skateboard
shop
to
morgan
gallery,
I
mean
there's
more
again.
This
is
where
I
grew
up.
This
is
what
I
wanted
to
do,
but
I
was
not
allowed
to
do
it.
B
The
city
of
boston
wasn't
ready
and
that's
just
a
reality.
So
I
can
tell
you
today
that
this
is
likely
not
the
first
call
like
this
kimberly's
had
because
these
things
are
coming
now,
the
the
the
dam
has
burst
and
they're
starting
to
open,
and
I
think
everybody
on
this
call
can
point
to
one
or
two
locations,
they've
seen
unexpectedly
on
their
commutes,
wherever
they
go
again,
places
are
starting
to
open.
So
I
do
not
anticipate
the
same
issue.
I
have
the
same
expensive
rent.
B
I
guess
it's
possible,
but
that
is
certainly
not
my
intention
and
I
would
suggest
this
is
why,
when
they
first
passed
these
laws,
everybody
in
boston,
said
you
know.
From
from
the
governor
to
the
attorney
general
said:
we
don't
want
msos,
multi-state
operators,
we
don't
want
big,
mcweed
and
guess
what
they
got.
They
got
the
walmarts
of
weed.
You
look
at
who's
open
in
boston,
milk
street.
It's
columbia,
care,
former
goldman
sachs
mso,
multiple
states,
the
place,
the
only
other
one
in
boston
that
existed
until
recently
was
mayflower
out
on
harvard
ave.
B
Also,
it's
almost
brooklyn.
That's
ianthis.
There
are,
you
know
the
top
three
operators
in
the
united
states,
if
not
worlds.
So
the
fact
is,
all
boston
has
gotten
largely
are
big
operators
because
I've
been
at
this
now
since
november,
I've
been
paying
rent
since
november,
and
you
know
again,
I'm
I
haven't
even
started
the
state
application
because
I
have
to
get
through
this.
B
So
if
I'm
lucky
I'll
be
applying
to
the
state
in
june
and
they're
six
months
so
yeah,
I'm
I'm
looking
to
compete,
rent
for
an
entire
year
and
not
be
over
for
business
and
not
even
gonna,
start
construction,
so
you
know
steve.
I
understand
why
you
bring
this
up,
but
please
understand
you
know
it
just
like
it
was
not
my
goal
to
walk
away
from
tremont
street,
where
I
spent
18
months
and
a
lot
of
money.
You
know
it
has
been
my
goal
to
open.
B
It
is
my
goal
and
harry
collins,
who
was
the
president
of
the
freda
garcia
park
board,
asked
me
the
exact
same
question.
I
said:
look,
I'm
raising
my
kid
here.
I'm
staying
here.
This
is
I
want
to,
and
I
have
wanted
to
for
10
years
run
a
pot
shop.
That's
been
my
my
dream,
so
I
am
not
looking
to
do
this
to
sell
it.
B
That
is
not
my
goal,
so
I
don't
know
what
other
insurances
I
can
give
you
other
than
you
know
my
word,
which
you
know
again,
I'm
not
sure
how
well
you
know.
We
don't
know
what's
that,
if
that's
anything,
but
I
don't
know
what
you're
upset.
C
Yes,
if
I
could
just
so
any
commitments
that
were
made
by
the
previous
company
compassion,
organics
are
in
the
community
hosting
agreement
and
are
have
to
be
honored
by
the
current
ownership
of
the
company,
so
that
community
host
agreement
was
chiseled
out
and
those
specifications
still
hold
true
today,.
D
Yeah
the
the
fact
is,
though,
that
we
all
know
that
the
that
this
is
a
moving
target,
the
there
is
a
city
ordinance
that
has
a
half
mile
demarcation
limit
and
we
know
how
well
that's
held
up.
So
you
know
you
have
to
understand
that
there's
a
lot
of
skepticism
within
the
community
in
terms
of
how
well
these
previous
agreements
will
actually
be
honored,
but
I
don't
want
to
belabor
the
point.
I
appreciate
your
answer
jeffrey.
D
I
just
wanted
to
raise
it
as
an
issue
that
a
lot
of
people
have
asked
about
we're,
not
interested
in
encouraging
trojans
trojan
horses
in
in
the
south
end
we'd
really
like
to
have
local
operators
and
we're
trying
to
find
assurances
that
that
will
stay.
The
same
understand
that
that
it's
it's
a
community
reaction
in
terms
of
trying
to
prevent
that
we,
by
the
way,
also
had
a
very
positive
experience
with
liberty
on
all
burning
albany
street,
and
that
has
worked
out
quite
well
as
so.
D
There
is
some
precedent
for
being
able
to
keep
an
operator
who's,
pretty
local.
You
know
within
the
south
end
community.
So,
thanks
for
your
response,
jeff,
I
appreciate
it.
A
Thanks
steve
next,
I
have
karen
reeves
karen
you're
unmuted.
A
E
E
So
that's
the
headline
of
this
month's
psychiatric
news,
all
right
and
according
to
the
report,
they
obviously
colorado
has
been
a
leader
in
this.
So
it's
been
legalized.
So
obviously,
since
the
2014,
I'm
sure
you
guys
all
know
that
and
according
to
the
report
from
the
rocky
mountain
high
intensity,
drug
trafficking
area
between
2014
and
2017,
this
is
already
three
year
old
data.
E
So
my
plea
to
you
is:
there
are
very
few
little
children's
parks
in
boston.
The
location
that
you
wish
to
have
your
store
in
is
literally
a
few
feet
away
from
a
children's
park.
Certainly
there
are
many
other
locations
where
there
are
not
little
children
asking
their
mothers
and
fathers.
Who
are
those
people
lining
up?
Why
is
there
a
policeman?
Why
are
people
taking
pictures
of
those
people?
What
are
they
getting
in
that
store?
Can
I
go
in
that
store?
E
This
really
is
not
something
that
the
community
needs
and
if
you
love
the
diverse
community
that
is
in
boston,
let
me
tell
you,
having
marijuana
being
sold
a
few
feet
where
little
children
are
playing
in
the
very
few
spots
like
this
in
the
city
of
boston,
is
not
in
the
interest
of
the
community,
not
in
the
interest
of
children
and,
frankly,
it's
not
in
the
interest
of
anybody.
Who's
in
this
little
stand,
hope
neighborhood.
So
that's
what
I
want
to
say,
and
I'm
sure
some
of
you
have
heard
have
heard
me.
Thank
you.
B
Kimberly
can
can
I
can
I
make
a
comment
to
that.
Oh
sure
yeah,
I
I
I
know
it
wasn't
a
question
karen
and
I
appreciate
the
comment:
neda,
the
the
brookline
dispensary,
which
is
the
busiest
marijuana
dispensary
in
the
united
states.
I'm
gonna
I'll
say
that
again,
neta
is
the
busiest
marijuana
dispensary
in
the
united
states
and
the
reason
is
because
boston
has
none
by
and
large,
so
everybody
goes
there
and
massachusetts
didn't
have
a
whole
lot.
So
people
from
all
around
eastern
massachusetts,
their
neighbor,
is
a
bright
horizons.
B
They
share
a
driveway
with
the
bright
horizons.
Kids
are
playing
right
there.
Looking
over
that
driveway
and
brookline,
where
I
went
to
high
school
I'm
from
boston,
I
went
to
high
school
in
brookline,
where
I'm
gonna
didn't
see
a
problem
with
it.
Just
as
the
frieda
garcia
park
board
unanimously
didn't
see
an
issue
with
this.
The
report
that
I
just
got
an
art,
glide
scott
says
study,
finds
no
evidence.
Legal
medical
cannabis
increases
youth,
marijuana
use.
This
was
a
brand,
an
article
just
got
it
days
ago,
where
or
earlier
today.
I
believe
so.
B
I
really
appreciate
your
position
and
your
belief.
I
I
I've
not
seen
the
evidence
you're
referring
to
so
I
can't
speak
to
that
and
comment,
but
that
has
not
been
my
experience
from
the
the
information
I've
been
exposed
to
thank.
F
A
I'm
sorry
I
said
I'm
giving
karen
a
chance
to
respond
to
the
comment,
so
karen
you're
unmuted
now
it
now.
E
Thank
you
very
much.
So,
first
of
all,
you
were
talking
about
medical
marijuana.
I
believe
you're
selling
recreational
marijuana
in
this
facility,
I'm
a
medical
doctor,
I'm
speaking
from
many
years
of
experience,
and
it
it
it.
How
shall
I
say
the
evidence
is
so
growing
in
places
that
have
legalized
marijuana
and
I'm
not
here
to
discuss
what
I
think
or
don't
think
about
that.
E
What
I'm
saying
is
the
city
of
boston
has
so
few
children's
parks
that
a
parent
should
be
allowed
to
take
their
child
to
a
park
and
not
have
to
explain
why
a
few
feet
away.
They're
policemen,
they're
people
queuing
up
they're
people
shooing
away
people.
What
are
they
selling
in
that
store?
It's
a
secret.
It
must
be
really
exciting.
What's
going
on
in
that
store,
we
don't
need.
E
This
boston
has
so
few
respites
for
children
and
their
parents
and
I'll
say
one
other
thing
that
during
this
pandemic
I
don't
know
if
you
know
or
the
city
people
know,
there
was
a
survey
of
100
cities
that
named
from
the
best
to
the
worst
to
be
in
during
the
pandemic.
Boston
was
number
89
out
of
a
hundred,
and
one
of
the
reasons
was
one
of
the
reasons
was
there
was
not
good
places,
little
parks
places
where
people
could
go,
the
other
one
had
to
do
with
food
right
now.
The
stanhope
street
is
blocked
off.
E
E
Honestly,
there
are
parents
who
do
not
want
to
be
sitting
a
few
feet
from
a
place
where
people
are
buying
recreational
marijuana,
never
mind
wanting
policemen
running
around
with
cameras
and
whatever
seeing
who's
there
and
who's
buying
and
who's
causing
any
kind
of
disturbance.
I
it's
a
plea
to
the
city,
and
I'm
saying
this
as
a
medical
doctor
and
as
a
parent.
Thank
you.
A
Okay,
thank
you
karen
next,
I'm
going
to
unmute
janet
barros,
janet
you're
unmuted.
H
Good
evening
everybody
I'm
a
member
of
the
boston
living
center,
which
is
in
29
stanhope
street.
You
guys
number
one.
You
have
to
check
your
address,
because
the
brahmin
is,
I
believe,
27
stan,
hope
street.
H
H
B
H
Okay,
as
a
member
of
the
boston
living
center,
if
you
don't
know
what
that
is,
it's
a
victories
program,
it
is
located
in
29,
stanhope
street
and
it's
a
program
for
people
that
are
living
with
hiv,
so
you
go
in
and
you
can
have
lunch
and
you
can
have
different
activities
that
go
on
every
day.
One
of
the
programs
at
the
boston
living
center
is
called
mobile
prevention
site.
H
H
H
I
know
you
said
people
double
parked
to
get
stuff
for
the
food
for
the
french
restaurant,
the
french
toast
restaurant.
You
can't
even
some
days
you
can't
even
the
wheelchairs
that
go
into
the
boston
living
center.
They
block
the
ramp.
That's
just
people
buying
food
at
the
front
end
the
friendly
toast.
I
can't
imagine
what
is
going
to
happen
on
stan
hope
street,
because
it's
a
small
little
street.
H
It
only
goes
one
way
and
you
know
as
much
as
you
say
that
you're
gonna,
you
know,
monitor
the
traffic
and
everything
well
friend,
friendly,
toast,
doesn't
monitor
it
and
every
day
they're
blocking
the
ramp
and
people
who
go
into
the
boston
living
center,
who
are
in
wheelchairs,
who
are
handicapped,
can't
even
get
up
the
ramp.
So
we
called
the
police
and
everything.
So
I
don't.
I
just
don't
like.
H
I
see
that
there
are
many
other
places
besides
next
to
a
place
called
the
boston
living
center
through
victory
programs
to
put
a
recreation,
and
it's
right
next
door
like
literally
and
please
check,
because
you
put
29
stan
hope,
and
that
is
not
the
address
it.
The
brahmin
is
27,
so
you
need
to
look
at
that
because
you
don't
even
have
the
right
address,
so
I
just
wanted
to
say
I'm
definitely
opposed
because
of
those
reasons.
B
Well,
I
I
don't
think,
there's
a
question
in
there,
but
you
know
janet.
B
I
did
meet
with
sarah
porter
and
the
entire
executive
team
back
in
november
of
2020,
so
I
understand
the
victory
program
or
the
living
wealth
center
as
it
used
to
be
called
when
I
first
was
exposed
to
it
gets
their
money
from
the
federal
government,
so
they
cannot
take
a
position,
but
I
also
understand
they're
not
on
this
call
saying
they
oppose
so
they've,
not
given
non-opposition
or
support,
but
I've
met
with
them
again
I
met
with
their
executive
team,
so
I'm
very
aware
of
the
program
and
what
they
do
and
in
fact,
one
of
the
employees.
B
There
runs
a
security
outfit
and
will
be
helping
to
monitor
our
door
security
he's
one
of
the
people
who
works
at
the
front
desk
there
and
again.
That
is
our.
We
really
want
to
be
good
neighbors
with
those
folks
they
do
such
noble
work.
So
we
do
not
want
to
to.
You
know
detract
from
that
at
all.
That's
an
honorable.
A
Thank
you.
Next,
we
have
james
dolce
james
you're,
unmuted.
I
Hi,
I'm
also
a
local
resident
there.
I've
got
both
a
a
question.
I
got
a
comment
and
a
question.
I'll
start
with
the
the
comment.
First,
as
you
may
know,
the
city
you
know
in
conjunction
with
beacon
communities
and
mount
vernon
company,
are
building
a
a
center
for
households
experiencing
homelessness.
So
let's
call
it
a
homeless
center.
I
It's
about
300
feet
away
from
the
front
door
of
the
proposed
marijuana
shop,
the
I've
spoken
to
the
developers
of
big
communities
and
and
as
well
as
the
vernon
company
and,
as
you
may
know,
the
boston,
housing
authority
and
the
boston
department
of
neighborhood
development
are
also
involved
in
this
project.
I
These
these
homeless
people
will
be
getting
intensive
case
management
services
on
site
from
the
pine
street
inn,
but
the
the
issue
is
is
the
types
of
residents
that
will
be
housed
there.
These
will
be
given
that
the
screening
is
only
screening
for
non-us
citizens,
persons,
convicted
of
producing
methamphetamine
and
tier
three
sex
offenders.
I
Anybody
else
will
be
eligible
for
including
residents
engaged
in
substance
use
or
seeking
treatment.
Anybody
else
will
qualify
it
it.
It
is.
I
I
guess
I
would
say
it's
unusual
to
to
to
think
that
it
would
be
a
good
idea
to
put
a
marijuana
shop
300
feet
away
from
a
homeless
center,
which
is
going
to
have
111
units
for
households
experiencing
homelessness,
to
put
a
box
up
300
feet
away
from
a
hundred
and
potentially
100
level
111
households
where
you've
got
residents
engaged
in
substance,
use
or
seeking
treatment
who
will
qualify
for
those
for
those
houses.
I
That's
comment.
Number
one
second
comment
is:
has
there
been?
Is
a
question
essentially?
Has
there
been
in
fact
a
traffic
study,
and
is
there
a
traffic
study
available
because,
as
was
just
mentioned,
the
stanhope
is
a
one-way
street.
It's
company
closed.
I
There
is
no
parking
available
on
stanhope,
because
the
street
is
closed
and
any
given
time
in
any
day
on
clarendon,
which
is
on
the
corner
of
stanhope.
There
is
no
available
parking,
in
other
words,
all
metered
talking
places
are
are
taken
and
likewise
on
the
corner
of
whether
it's
columbus
or
columbia
yeah.
There
also
is
oftentimes
no
parking
available,
so
I'm
not
sure
where
you're
going
to
park,
people
that
are
coming
certainly
cam
park
and
stanhope
little
parking
available
in
clarendon.
There
is
no
parking
lot
accessible.
I
Of
course
there
is
a
a
public
parking
garage
which
is
a
paid
garage
effectively.
So
I'm
not
sure
people
are
going
to
look
to
pay
to
park
in
order
to
go,
buy
their
their
marijuana
here
at
the
dispensary.
So
question:
has
there
been
a
traffic
study
done
and
can
I
get
access
to
that
traffic
study.
B
B
B
When
there's
marijuana
available
in
their
community
with
parking
lots,
it's
just
people
will
come
in
to
go
to
work
and
stop
by
you
know
at
the
similar
time
you
know,
but
people
are
not
going
to
be
making
trips
in
with
their
vehicle
to
come
to
us.
That
is
just
not
the
expectation
and
again
when
we
open
their
75.
Now,
by
the
time
we
get
open,
there
will
be
you
know,
85
or
90
dispensaries,
if
not
more
open
around
the
state,
it
will
make
it
even
more
accessible
in
people's
individual
neighborhoods.
B
So
again,
I
understand
the
concern,
but
I
think
that's
having
a
store
in
the
city.
If
you
have
a
store
in
the
city,
you
don't
have
a
parking
lot
for
it
designated,
and
so
again
people
don't
go
into
the
city
for
general
shopping
that
they
can
do
in
the
suburb
more
easily.
With
the
parking
lot,
so
that's
my
response
to
the
question.
I
hope
that
answers
it
to
some
degree.
I
I
I'm
not
aware
of
that.
I'm
not
the
developer
there,
I'm
asking
if
there's
a
traffic
study
to
and
by
the
way,
I'm
not
sure
homeless.
People
have
cars,
but
they
don't
have
a
home,
so
I'm
not
broke
by
the
car,
so
they
got
a
food.
It's
there
for
homeless
people,
that's
kind
of
a
silly
question.
But
again
you
say
it's
not
our
expectation.
I
could
also
tell
you
that
you
also
are
very
accessible
to
mass
pike.
I
So
so
you
say
you
expect
that
people
will
come
in
will
not
come
in
via
via
cars,
but
they'll
come
in
by
public
transportation.
Granted
there's
a
t-stop
across
the
street
there's
also
a
mass
pike
exit
across
the
street.
But
again
I
want
to
focus
on
the
traffic
study.
Do
you
intend
to
do
a
traffic
study?
Does
the
city
intend
to
do
a
traffic
study,
I'm
not
sure
kim?
If
I
can,
if
I
can
direct
that
question
to
you,
does
the
city
intend
to
do
a
traffic
study?
A
We
haven't
had
any
questions
or
that
hasn't
been
brought
to
my
attention,
but
if
that
is
something
residents
would
be
interested
in.
I
can
definitely
look
into
that
for
you.
If
you
could
send
me
an
email
actually.
A
I
There
will
be
the
the
services
on
site
provided
by
the
street
inn
referred
to
as
intense
case
management
services
services,
so
we're
going
to
house
homeless
people
who
have
substance,
abuse
problems,
300
feet
away
from
from
the
recreational
pacha.
You
know,
I'm
not
even
sure
what,
if
the
city
realizes
that
doing
this,
because
if
we
got
two
two
projects
currently
in
process
and
which
are
going
to
converge.
C
My
family
was
intimately
involved
in
the
recovery
community
for
a
number
of
years
and
still
is.
Unfortunately,
people
who
are
going
to
use
drugs
will
use
drugs,
and
the
client
that
is
coming
into
this
facility
is
not
an
individual
who's
homeless
and
doesn't
have
expendable
income.
The
cannabis
that
jeff
will
be
selling
is
high
quality
tested
by
the
state
and
sorry
jeff
very
expensive.
C
An
individual
who
is
in
the
midst
of
addiction
seeking
to
utilize
drugs
will
get
it
from
the
street.
We
hope,
eventually,
the
the
black
market
dries
up
when
cannabis
becomes
legal,
you
know
throughout
the
land
and
but
the
reality
is
there
is
a
street
market
and
it
is
a
lot
cheaper
than
are
coming
into
our
facility.
C
My
experience,
both
with
the
recovery
community
and
former
experience
as
a
law
enforcement
officer
is
people
will
go
for
the
cheapest
option
to
get
the
largest
quantity
they
can
right
now.
C
Obviously,
I
guess
maybe
the
facility
can
do
it,
but
every
adult
in
the
commonwealth
can
grow
six
plants
in
their
home
right.
I
think
your
landlord
can
prevent
it
or
and
will
might
know
more
about
that,
but
every
adult
can
grow
their
own
cannabis
right
now,
legally,
that's
what
was
voted
for,
and
I
do
not
see
that
as
an
option.
However,
because
of
my
experience
with
family
in
the
recovery
community,
we
want
to
make
sure
we're
giving
people
the
tools
to
succeed.
C
C
So
I
want
to
be
on
a
list
where
you
won't
accept
my
money
and-
and
we
would
certainly
be
willing
to
work
with
the
groups
in
pine
street
and
others
who
do
amazing
work
to
make
sure
we
can
do
anything
to
discourage
somebody
who's
struggling
from
not
not
picking
up
that
that
cannabis.
I
You
know
daniel,
I
appreciate
that,
but
it's
also
apple
pie.
Motherhood
here
we've
got
these
folks
who
are
coming
in
they're,
they're,
they're
being
they're.
They
were
homeless
yesterday
and
today
we're
giving
them
a
section
8
voucher
for
a
brand
new
apartment.
I
That's
300
feet
away,
it's
not
costing
them
anything
on
top
of
it
now
because
they
are
not
getting
intensive
cash
management
services
they're
also
getting
checks
for
public
assistance
so
now,
whereas
they
may
not
have
money
living
in
in
the
boston
common
or
in
the
park
today
they
do
have
money
because
they
are
are
getting
case
services
and
and
as
a
result,
they're
getting
benefits
provided
by
by
the
state.
I
So
so
yesterday,
when
they
were
living
in
the
park
with
no
money
today,
they're
living
in
a
brand
new
apartment
with
with
public
assistance,
and
they
have
cash
in
there
in
their
pockets
and
there's
a
pot
shop
300
feet
away.
You
gotta,
you
got
to
agree,
I
mean
we're
both
smart
guys
here,
you
gotta
agree:
there's
a
temptation.
C
I
Continue
anything
which
is
available,
I'm
putting
cash
in
your
pocket
and
I'm
making
this
available
300
feet
away
and
by
the
way,
I'm
not
even
sure
the
city
knows
that
they've
got
these
two
things
converging
we're
in
we're
having
a
a
discussion
right
now
to
get
approvals
from
our
own
shop
that
the
same
time
there's
a
there's
approvals
being
being
asked
for
this
homeless
facility.
I
Both
of
these
probably
different
state
city
agencies,
the
homeless
is
the
boston
housing
authority.
Obviously,
so
that's
not
the
agency
we're
talking
about
here.
The
city
may
not
even
be
aware
that
these
two
are
converging
within
300
feet,
but
it
really
doesn't
make
any
sense
to
me.
It
would
not
make
any
sense
to
to
to
anybody
who
thinks
about
the
practical
aspects
of
what
we're
trying
to
do
here.
C
All
right,
so
I
don't
know
if
you
know
about
my
experience,
working
for
a
former
administration
and
knowing
the
current
administration
and
the
advocacy
of
the
elected
officials
in
the
area.
I
would
assume
that
everyone
is
aware
of
all
of
the
projects
going
on
and
taking
them
into
consideration,
as
they
are
determining
what
they
are
supporting,
not
supporting
and
what
they
need.
Information
and
questions
for.
B
Well
and
andre,
andrea
campbell,
andrea
campbell
was
approved
to
open
a
dispensary
on
friend
street
through
I
I
forget,
the
name
of
her
organization,
but
that
location
is,
is
pretty
darn
close
to
bay,
cove
and
everybody
in
boston
knows
where
bay
cove
is
by
by
the
guard,
and
the
city
of
boston
clearly
knew
that
and
they
approved
a
dispensary
very
close
to
that.
You
know
300
feet
plus
minus
so,
and
the
city
was
cognizant
of
that.
So
I
suspect
you
know,
as
dan
said,
they're
aware
of
what's
happening
in
their
city
here.
A
A
You
next
I
have
sheila
beckman
sheila
you're
unmuted.
J
Hi
I'm
sheila
beckman.
I
live
in
the
neighborhood
and
I
sent
an
email
to
kim
that
she
was
supposed
to
share
with
others.
I'm
not
sure
if
you
saw
it
dated
the
19th
of
march
and
what
what?
What
has
me
really
flummoxed
about
this
whole
proposition
is.
J
I
went
to
the
cannabis
control
website,
the
massachusetts,
cannabis
control
website
and
very
plainly.
It
says
that
there
is
a
500-foot
buffer
zoned
around
schools
and
playgrounds,
and
this
is
not
only
300
feet
or
less
from
the
homeless
thing
that
he
was
speaking
about,
but
it
is
75
feet
from
the
playground,
and
I
just
I
just
I'm
at
a
loss
as
to
why
why
I
mean
is
it
a
law?
J
Is
it
a
law
that
is
the
buffer
zone
law
or
is
it
I
don't
understand
why.
C
You
answer
some
of
the
confusion.
Initially,
when
medical
marijuana
was
passed,
it
was
within
500
feet
where
children
may
gather
so
that's
parks,
community
centers,
any
places
where
children
may
gather
when
they
redid
the
law
for
recreational
cannabis.
The
state
decided
to
make
it
just
k
through
12
educational
facilities.
C
So
this
the
the
state
legislation
specifically
spelled
that
out
now
the
cities
have
the
ability
and
will
run
to
further
restrict
that
if
they
wanted
to.
But
it's
my
understanding,
the
city
of
boston,
adapted
the
state
regulations
so
that
it's
only
certified
schools
that
are
prohibited
from
being
within
so
the
park
would
be
exempt.
Although
you
were
correct
in
the
first
iteration
of
the
law,
the
park
would
have
been
precluded.
J
The
but
the
they
have
not
updated
their
website
when,
when
I
I'm
sorry
I'm
I'm,
I
don't
understand
why
the
public
isn't
if
it
changed,
why?
Why
does
it
still
say
what
it
says.
K
Just
parenthetically
the
executive
director
of
the
interagency
council
on
substance,
abuse
and
prevention
working
very
closely
with
lieutenant
governor
murray
on
a
whole
range
of
sub-confused
issues,
so
the
cannabis
control
commission
regulations
and
I'm
happy
to
send
you
the
current
copy
of
the
regulations
that
are
the
current
section
of
the
regulations
that
deals
with
the
buffer
zone
and
it
only
entails
500
feet
from
a
public
or
private
school,
offering
k-12
education.
K
So
there's
there's
not
in,
and
my
I've
been
to
all
of
the
cannabis
control
commission
meetings
and
my
recollection
is
that
the
adult
use
cannabis
control
regulations
have
never
included
playgrounds
or
other
places
where
children
congregate.
They've
only
included
those
educational
institutions
within
the
buffer
zone.
J
I'm
just
sorry
because
it
it
that's
what
it
says
on
the
massachusetts
cannabis
control.
I
I'm
not
sure
kim.
If
you
shared
my
my
letter
that
I
actually
copied
and
pasted
and
underlined
that
what
it
said
and
it
did
include
playgrounds.
C
I
would
I
would
recommend
you
reach
out
to
yao
jivi,
who
is
the
general
counsel
for
the
kingdom
to
control
commission.
If
they
have
still
have
erroneous
information
on
the
website,
I'm
sure
they
would.
They
would
like
to
know
about
that
and
correct
it.
You
can
find
his
name,
I
believe,
on
the
website.
Yao
jibi
is
the
general
counsel
for
the
cannabis
commission.
K
Like
I
said
from
the
beginning,
it's
my
understanding
that,
from
the
beginning,
the
adult
use
regulations
have
never
included
a
buffer
zone
that
included
playgrounds
or
other
places
where
children
congregate.
But
I'm.
J
Okay,
are
you
looking
at
the
massachusetts
cannabis
control
website.
G
Sheila,
just
to
also
speak
to
your
comments
about
the
snowden
school,
so
the
again
regulations
entail
the
regulations
entail
that
you
know
this
is
from
the
entrance
to
this
the
school
you
know
which
which
exists
on
the
on
the
on
the
basement
level
here.
So
it's
it's
more
than
500
feet
away.
In
fact,
it's
closer
to
650
feet
away.
So
that's
also
a
non-issue.
J
I'm
sorry
I
I
don't
know
even
what
the
snowden
school
is.
I
I
was
talking
about
the
frida
garcia
park.
K
So
the
the
cannabis
control
commission
regulations
are
935.
Cmr.
K
500.110
and
in
section
two,
it's
set
pardon
me
in
section
three
entitled
buffer
cone.
It
says
a
marijuana
establishment
entrance
may
not
be
closer
than
500
feet
from
the
nearest
school
entrance
unless
a
city
or
town
adopts
an
ordinary
bylaw
that
refuses
that
reduces
the
distance
requirement.
The
buffer
zone
distance
of
500
feet
shall
be
measured
in
a
straight
line
unless
there's
an
impassable
barrier
and
in
those
cases
the
buffer
zone
should
be
measured
along
the
shortest
public,
accessible
pedestrian
travel
pack-
and
it
says
the
buffer
zone.
J
Well,
I
have
that
you
know,
I
believe
it's
the
regulation,
105
cmr
725.110,
a
14
state,
and
it
says
that
it's
not
only
schools
but
playgrounds,
and
it
says
it's
you
know
from
the
building
to
building
or
side
where
playground
is,
is
not
a
building
curbside
to
the
closest
part
of
the
building,
and
I
was
under
the
impression
that
we
were
looking
at
29.
A
Sorry,
I
I
don't
mean
to
I'm
interrupt,
but
I
do
have
a
few
other
people
that
still
have
their
hands
raised.
So
in
the
interest
of
time
sheila
and
will
I
don't
know
if
you
would
want
to
speak
about
that
at
another
time
or
after
the
meeting?
A
J
Of
course,
I'd
be
happy
to
send
email
kim
that
I
sent
you
to.
A
Follow
up
with
the
candidate
the
cannabis
board,
and
that
too
I
did
let
them
know
so.
Thank.
B
You
yep
and
kimberly,
if
I
could
say,
according
to
the
city
of
boston,
the
property
address
is
29-31
stanhope.
I
don't
know
if
27
is
friendly,
toast
next
door,
tony
gordon's,
but
according
to
isd,
our
building
is
29-31
so
that
that's
my
understanding
from
isd.
B
A
All
right
we
can
check
on
that.
Also.
I
do
have
a
couple
questions
in
the
chat,
so
I'm
gonna
address
those
two
just
so
they
know
we
we
didn't
forget
about
you
guys
so
dean.
You
are
unmuted.
L
Me
yep:
yes,
okay,
I'd
like
to
know
why
you
chose
this
spot
and
why
you
think
it
would
be
a
good
spot
since
there's
no
parking,
there's
no
access,
there's
a
homeless,
shelter,
that's
going
in
nearby
there's
a
park
nearby
and
the
221
columbus
avenue
is
already
having
problems
with
parking
and
issues
from
toast
and
flower.
I'd
like
to
know
why
you
chose
this
spot
and
why
you
think
it's
a
good
spot
and
also
you've
addressed
that
it's
medical
marijuana,
and
yet
it's
not
medical
marijuana.
I
think
you're
misleading
us.
Could
you
address
that.
B
Sure
and
I'll
take
them
in
order,
and
if
I
miss
anything,
please
get
me
back
on
track
the
reason
we
chose
this
location
and
I
looked
at
the
location
and
met
with
the
property
owner
a
a
year
plus
ago.
The
location,
in
my
mind,
is
has
excellent
accessibility
not
by
car
necessarily.
But
again,
I
don't
believe
people
come
into
the
city
to
shop
by
car.
B
They
come
in
by
public
transportation
or
they're
here
already,
because
they
work
in
the
area
and
then
at
lunch
time
or
after
work
on
their
way
home,
and
then
they
would
have
a
parking
space
for
their
car
because
they
work
in
the
area.
So
I
think
it's
an
accessibility.
I
think
it's
a
very
accessible
spot.
I
think
more
than
that,
it's
an
area
between
back
bay
and
the
south
end.
That
is
a
little
it's.
B
The
stewart
street
overlap
and
that's
a
zoning
term
in
in
this
particular
area,
and
it's
a
small
area
from
a
zoning
standpoint.
Anything
goes
basically
meaning
you
can
do.
B
If
you,
if
you
would-
let
me
finish
so
so
so-
and
you
threw
me
off
but
again
there's
a
lot
of
options.
What
can
be
done
in
the
neighborhood,
because
the
communities
recognize
that
this
we've
got
bars.
There
are
nightclubs
and
things
of
that
sort,
but
then
there's
also
the
I
keep
want
to
call
it.
The
living
wilson.
G
B
Victory
program,
you
know
again
it's
an
incredibly
diverse
neighborhood.
As
far
as
the
park
I
met
with
the
board
of
the
park,
we
talked
extensively,
they
love
the
parks,
that's
why
they're
on
the
board
for
the
park,
and
they
are
confident
that
there
will
not
be
an
adverse
impact
on
the
park.
I
think-
and
I
am
confident
as
well-
and
I
say
this
as
a
local
as
a
parent
of
a
very
young
child
and
as
a
person
who
consumes
marijuana
medically,
is
how
I
started.
B
But
again
I
recognize
the
factors
that
go
into
my
behavior
and
I
don't
believe
that
there's
a
problem
than
ever.
As
far
as
the
homeless,
shelter,
I
think
going
back
to
what
dan
said.
I
that
is
not
our
target
customer
the
target
customers
who
come
and
spend
28,
plus
percent
in
sales
tax
on
marijuana,
which
they
could
get
on
the
street
for
half
the
price.
That's
not
the
type
of
demographics.
We
are
people
that
customers
who
are
coming
in
are
over
40
disposable
income,
and
it's
not
the
profile
of
a
demographic
that
is
formally
homeless.
L
And
also
daniel
said
that
there,
you
would
have
lines
out
aside
you'd
question
whether
people
could
come
in.
So
how
are
you
going
to
prevent
those
lines
outside?
We
already.
C
F
C
And
the
the
presentation
is
recorded
so
hopefully,
if
I
was
confusing
to
any
way
I
apologize,
our
security
personnel
will
be
outside
and
the
first
check
is,
as
you
come
to
the
door,
we
have
designed
a
facility
that
we
will
do
a
very
quick
check
on
your
id
open
the
door.
You
go
inside
to
the
facility
where,
if
we
do
have
lines,
our
intention
is
to
cue
those
lines
internally,
so
they're
not
outside
the
building.
L
C
You
know,
I
understand.
C
L
C
My
job
is
to
make
sure
that
if
we
are
licensed
that
we
minimize
any
of
those
concerns
and
issues
because
your
issues
are
valid
and
concerning
and
we
need
to
address
them
if
we're
ever
licensed-
and
I
I
I
what
I
was
going
to
say
is:
I
understand
100
why
someone
wouldn't
want
this
project
in
their
neighborhood.
L
C
So
that
hasn't
been
the
experience
that
we've
had
policemen
staying
anywhere.
In
fact,
I
pulled
the
crime
stats
of
dispensaries
before
I
got
into
this,
and
I
I
I
I
missed
that
when
I
started
I
was
the
former
chief
of
police
in
boston.
I
stood
on
the
state
house,
steps
with
100
chiefs
of
police
and
governor
deval
patrick
and
said:
don't
legalize
cannabis.
It
is
going
to
have
a
negative
impact.
We're
going
to
see
crime,
we're
going
to
see
violence,
robberies,
we're
going
to
see
an
increased
utilization
of
youth.
Please
don't
do.
L
A
I
understand
that
dean.
You
don't
agree
with
this.
Please
feel
free
to
send
me
a
letter
of
support.
I
mean
sorry
a
letter
of
opposition
for
this,
but
I
do.
I
still
have
some
people
that
need
to
ask
questions,
so
please
feel
free
to
send
me
your
note
of
opposition,
but
we're
not
gonna
have
any
arguing.
So
thank
you.
M
You
I'm
also
a
resident
of
the
pope
building,
and
I
also
want
to
register
my
opposition
to
this
project.
I
think
it
is
one
of
the
stupider
locations
that
could
have
been
chosen
and
let
me
explain
why
first
of
all,
jeff
has
said
that
one
of
the
reasons
he's
chosen
is
because
quote
few
immediate,
accessible
resident,
neighbors.
Well,
there's
150
families
that
live
right
around
there.
So
I
have
no
idea
why
he
thinks
it
is
not
residential
number
two,
the
traffic
impact.
I
find
that
ludicrous.
M
As
as
dean
just
said,
the
traffic
has
always
been
a
problem
prior
to
the
pandemic.
You
couldn't
get
through
stanhope
street
because
there
was
always
a
backup
number
three.
He
puts
no
kindergarten
through
12
grade
schools
in
immediate
area.
Well,
no,
there
isn't,
but
obviously
there's
a
playground
and
if
you
have
ever
eaten
a
flower
which
is
at
the
corner,
you
know
that
anytime
at
flower
there's
got
to
be
20
little
babies
with
their
mothers
sitting
there.
M
School
kids
running
in
the
neighborhood,
in
addition
to
that,
having
it
right
next
door
to
the
boston
living
living
center
and
right
next
door
to
a
pharmacy
where
addicts
get
their
their
drugs
for
their
addiction
or
not
for
their
addiction
to
to
suppress
their
addiction
to
me,
it
just
makes
zero
sense.
A
Thank
you
so
much
and
then
just
like,
I
said
before
any
notes
of
support
or
opposition.
Please
email
them
to
me
after
the
meeting
but
jeff
I
didn't
know
if
you
wanted
to
respond,
but.
G
A
All
right,
thank
you.
I
think
stacy.
I
have
a
question.
I
don't
know
if
you
were
looking
to
ask
a
question
stacey
or
I'm
muted,
just
in
case.
A
Okay,
I'm
sorry,
I
just
had
the
question
mark
at
the
top
and
then
anthony
gordon
too.
I
have
a
question
mark
for
you
as
well
you're
unmuted.
If
you
do
want
to
ask
a
question.
A
Okay,
I
think
that
just
might
be
an
error.
I
do
have
ian
gardner
you're
unmuted.
N
Hi
I'm
josie
gardner.
We
have
an
apartment
at
221,
columbus,
ave
with
four
12-foot
windows,
overlooking
the
entrance
to
the
ramen.
I
am
agreeing
with
saul.
I
am
agreeing
with
dean.
I
totally
oppose
this
center.
We
I
mean,
if
you
have
lived
here,
you
understand
the
traffic
problems
on
that
street.
You
understand
the
people
gathering
on
that
street.
You
understand
the
lines
on
this
street.
N
Our
our
garage
door
opens
right
up
to
the
entrance
half
the
time
we
can't
even
get
out
of
our
building,
because
there
are
trucks
stopped
and
now
you're
going
to
bring
in
people
to
buy
cannabis.
I
drive
by
the
brookline
a
cannabis
center
every
single
day.
The
lines
are
huge
and
long
outside.
I
don't
know
how
you
even
think
you're
going
to
be
able
to
control
them
inside
that
building.
It
is
right
next
to
a
children's
park.
N
The
street
is
blocked
off.
I
think
it
might
be
one
of
the
worst
locations
other
than
it
is
a
good
access
for
you
to
sell
your
cannabis
because
of
back
base
station
and
its
location
to
the
south
and
the
back
bay,
but
for
people
living
in
that
area.
It
isn't
absolutely
probably
the
worst
choice
that
you
could
make
and
I
am
totally
stating
my
objection
to.
O
This,
I
would
also
add
this
is
ian
gardner
speaking
today
we
have
nighttime
traffic
at
the
brahman.
This
would
be
more
daytime
traffic,
which
would
be
completely
just.
It
will
be
a
mess
so
kimberly.
I
have
sent
you
an
email
stating
that
we
would.
I
would
like
to
see
a
traffic
study
on
this
as
well,
and
thank
you.
A
Thank
you,
gina
dodd.
You
are
unmuted.
F
A
Question
for
you
gina
one.
Second,
let
me
just
pull
it
up
in
the
q.
A
that
looks
like
it
is
a
comment.
Gina
said,
even
if
you
are
proven
to
be
within
the
law,
ari,
the
buffer
zone,
don't
you
have
a
personal
concern
about
children?
The
law
can't
be
used
to
serve
as
our
moral
compass.
It's
up
to
us
to
do
the
right
things
in
life.
B
A
B
Nothing
excuse
me.
Excuse
me,
people
talk,
please
allow
me
to
answer
the
question.
There
are
so
many
protections
in
place
packages
again.
No
advertising,
no
flashing
neon,
nothing
visible
through
windows.
It
is
a
store.
People
are
drinking
alcohol
on
the
street
outside
in
the
friendly
toast
during
breakfast.
B
The
concern,
in
my
mind,
is
always
for
the
kids,
but
if
we're
worried
about
the
kids,
we
should
worry
about
things
that
actually
endanger
kids.
The
stepping
stone
drug
is
not
marijuana.
Marijuana
is
not
in
every
household
alcohol.
Is
alcohol
is
right
in
front
of
these
kids
every
day.
I
think
we're
worrying
about
the
wrong
things
and
science
supports.
A
That
okay
and
then
next
I
have
jonathan
smith,
jonathan
you're,
unmuted,.
P
Oh
great
thanks,
jonathan
smith,
I
live
in
the
south
end
for
many
decades
and
I
serve
on
the
ellis
neighborhood
association,
development
licensing
and
zoning
committee,
jeffrey
you
and
your
team
presented
to
our
committee
a
couple
weeks
ago,
and
I
wanted
to
follow
up
on
a
question
that
I
asked
you
that
night
in
the
presentation
this
evening.
P
It
was
about
13
minutes
into
your
presentation
when
you
actually
got
around
to
talk
about
the
park
and
the
effect
that
the
proposed
facility
would
have
on
the
park,
and
I
think
what
you
said
tonight
to
me
is
a
little
thin
you.
You
said
that,
basically,
that
your
plan
is
that
you
don't
expect
that
there
will
be
any
problems
in
the
park
and
my
question
is
a
follow-up.
You've
got
a
lot
of
talent
on
your
on
your
team.
P
There
shouldn't
you
have
a
a
plan
b
or
some
level
of
plan
in
place.
Expecting
that
you
know
you
expecting.
Of
course
things
will
work
out
well,
but
if
they
don't
work
out
well,
what
what
type
of
plan
are
you
discussing
with
your
team
that
you
could
discuss
with
us
tonight.
C
I'll
be
happy
to
take
that
jeff,
so
we
had
talked
with
the
board
members
of
the
park
about
the
issues
and
concerns
of
the
park,
and
although
we
feel
it
shouldn't
be
a
problem,
we
understand
we
need
to
make
sure
we're
ready
for
that.
I
don't
want
to,
and
jeff
doesn't
want
to
place
a
program
in
the
park
unless
it's
acceptable
by
everybody.
We
have
the
ability
and
willingness
to
put
cameras
in
the
park
that
can
be
monitored
by
ourselves,
monitored
by
the
boston
police,
we're
willing
to
pay
for
that.
C
Even
though
it's
nowhere
near
you
know
it's
not
our
facility
and
not
our
obligation.
To
do
that,
we
are
willing
to
do
that
if
there
is
another
neighborhood
hotspot,
that's
of
concern
for
public
consumption
or
disorder,
we're
willing
to
place
cameras
there
provide
those
cameras
to
boston
police,
so
they
can
have
safety
and
security.
Sometimes
the
mere
presence
of
a
camera
can
change
people's
actions
and
behaviors.
C
We
want
to
be
very
cognizant,
though,
that
some
people
don't
want
to
have
cameras
in
parks,
so
the
goal
is
to
offer
solutions
and
work
with
the
community
groups
to
see
what
the
best
solution
is.
It
might
be
our
staff
going
down
at
periods
of
time
to
see
if
any
of
our
clients
are
in
the
park.
It's
we
definitely
will
have
a
800
number
and
an
email
where,
if
somebody
does
see
somebody
who's
doing
something
inappropriate
in
the
park
or
anywhere
else
in
the
neighborhood,
they
can
contact
us
in
real
time.
C
If
detail
offices
are
requested
by
the
captain
from
district
four,
I
don't
feel
we
need
detail
officers
at
the
front
door
of
our
facility.
I
believe
we
have
a
safe
and
secure
program
for
our
clients,
our
customers
and
our
in
our
personnel.
C
We,
the
community
and
the
district
captain,
decided
they
wanted
extra
patrols
because
of
disorder
in
the
area.
We
would
supplement
police
officers,
hopefully
on
foot
or
bicycle
to,
instead
of
standing
in
front
of
our
door
for
eight
hours
to
patrol
the
surrounding
community
in
the
area.
If
there
were
interesting
concerns
around
there.
So
we
have
several
plans,
but
we
don't
want
to
dictate
a
plan.
C
We
want
to
have
conversations
with
those
who
are
impacted
by
the
plan
and
figure
out,
which
is
the
best
plan
to
put
forward
and
which
there
may
be
many
elements
of
some
of
those
plans
that
are
interesting
to
others
and
there.
One
of
the
reasons
for
meetings
like
this
is
to
hear
from
others
what
we
haven't
thought
of
that
we
make
it.
You
know,
put
it
to
the
put
into
the
mix
to
make
sure
we
are
not
having
problems
at
the
park.
I
have
several
cannabis
clients
in
several
cities
in
massachusetts
and.
C
Issues
to
date,
that
doesn't
mean
we're
not
gonna.
I
had
a
cannabis
client
with
a
school
and
the
school
wanted
to
have
access
to
the
cameras,
and
that
was
an
easy
solution
for
the
traffic
issues.
It
will
be
daytime
traffic,
which
is
one
of
the
reasons
I
believe
jeff's
decided
to
open
at
10
o'clock
after
the
rush
hour,
so
that
we're
not
adding
extra
burden
to
the
rush
hour
traffic
once
copen,
you
know
ceases,
and
we
get
back
to
regular
wreck
hour
traffic
in
boston.
B
A
Okay,
thank
you
just
a
moment
here.
A
Okay,
I
do
have
a
couple
people
that
would
like
to
speak.
That
spoke
already,
but
one
person
that
was
not
able
to
speak
yet
just
raised
their
hand.
So
I'm
gonna
mute
you
very
quickly,
anthony
gordon
you're
unmuted.
A
Anthony
if
you
can
type
your
question
in
the
chat
box,
I'll
read
it
out
and
we
can
answer
it,
but
next
steve
fox,
I
believe,
had
his
hand
raised
to
speak
again.
Let
me
just
unmute
you
steve.
D
D
I
know
I
know
you've
met
with
you,
know
everybody
and
their
brother
thus
far,
but
I
think
that
some
of
the
questions
that
have
been
raised
about
the
conversion
by
beacon
communities
and
the
pine
street
inn
for
the
wraparound
services
that
are
going
to
be
offered
at
the
former
y,
that
are
it's
really
on
the
border
between
back
bay
and
the
south
end.
That
might
be
helpful.
D
B
A
All
right,
thanks
steve,
I'm
just
checking
to
see
if
there's
anyone.
A
A
Okay,
I
believe
everyone
that
still
has
their
hand
raised-
I
think,
has
spoke
already
and
had
their
concerns
addressed.
Oh
actually,
I
just
got
a
chat
from
anthony
gordon
okay,.
A
Okay,
I
don't
think
anyone
else
has
any
other
questions
or
comments.
If
you
do,
please
send
your
note
of
your
stance
on
this
proposal
to
me
at
kimberly.crucioli
at
boston.gov
also,
please
feel
free
to
send
them
to
the
licensing
board.
One
question
I
did
get
was
what
happens
after
this
meeting.
I
know
steve
just
mentioned.
He
thinks
it
would
be
a
good
idea
to
maybe
have
another
one
of
these
meetings.
A
We
could
do
that,
but
just
the
the
general
the
next
steps
in
this
process,
so
I
will
be
notifying
the
cannabis
board
that
the
applicant
has
completed
the
community
process.
Then,
if
the
applicant
is
approved
by
the
cannabis
board,
they
will
negotiate
a
host
community
agreement.
Once
that's
executed,
the
city
will
schedule
a
zoning
board
of
appeal
date
to
hear
the
applicant's
case.
A
People
will
be
notified
about
that
as
well.
The
zba
hearings
are
public,
so
you
can
attend
those
if
you'd
like,
then,
if
the
cba
approves
the
applicant's
conditional
use
permit,
they
will
then
have
to
go
through
the
state
application
process
with
the
cannabis
control.
Commission,
then,
the
city
of
boston
will
provide
the
commission
a
document
that
shows
that
the
applicant
has
executed
a
host
community
agreement
and
then,
if
they
get
approval
from
the
state,
they
can
register
as
a
business
in
the
city.
A
B
No,
I
just
want
to
thank
you
for
for
putting
this
meeting
together
and
you
know
thank
folks
for
attending
again.
You
know
I
I've
made
clear
my
commitment
to
this
community
having
lived
here
for
my
entire
life
and
that
doesn't
change.
I
I
encourage
people
to
talk
to
me
and
ask
me
questions.
I'm
incredibly
disappointed
that
I
was
not
allowed
to
present
my
proposal
to
to
the
pope
building,
because
many
of
the
pope
residents
are
on
this
call.
B
Yet
a
vote
was
taken
without
hearing
and
without
talking
to
me,
and
I
tried
hard
even
after
the
vote
was
taken,
and
I
still
am
encouraging
that
I
would
love
to
present
via
zoom
or
citrix.
To
answer
questions
I
may
change
minds
I
might
not,
but
at
minimum
I
can
answer
questions
and
we
can
at
least
have
a
dialogue,
so
I'll
just
put
that
out
there
and
again
well
beyond
this
call
that
that
offer
is
extended.
A
Thank
you.
I
do
have
the
last
comments
from
anthony
gordon.
I
just
wanted
to
officially
put
them
into
the
meeting.
He
says
he
has
listened
to
all
the
folks
who
have
made
up
their
minds
that
this
sale
of
this
legal
product
would
not
be
acceptable.
A
He
also
says
I
live
across
the
street
and
have
for
40
years.
I
think
that
it's
no
more
of
a
problem
than
a
liquor
store
would
be,
but
also,
please
feel
free
to
send
me
any
of
those
comments
in
a
note,
or
also
please
send
to
the
cannabis
board.
I'll
put
my
email
in
the
chat
one
more
time.
Just
so
everybody
has
it
and
then
just
also
so
everyone
has
my
phone
number.
It's.
B
A
That's
okay.
I
will
put
both
of
our
email
in
the
chat.
B
A
All
right,
just
one
moment
here,
I'm
gonna
put
the
emails
in.
A
Okay,
so
I'll
just
give
people
just
a
minute
or
two
to
get
the
emails,
but
I
think
with
that
we
can
conclude
the
meeting.
So
thank
you
everyone
for
joining
tonight.
I
can't
stress
enough
if
you
have
any
questions
or
comments
or
want
to
send
a
letter
of
support
opposition
non-opposition,
please
send
them
to
me
in
the
boston
cannabis
board,
but
thank
you
everyone
and
have
a
good
rest
of
your
night.
