Description
Boston Cannabis Board - Transactional Hearing 5/10/2023
A
A
All
right
good
afternoon,
this
is
a
hearing
before
the
Boston
cannabis
board.
The
BCB
today
is
May
10
2023..
Today's
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments
to
the
open
meeting
law.
This
is
what
allows
us
to
meet.
Virtually
this
hearing
is
being
recorded
and
we
post
it
to
the
city
of
Boston's
website
before
I
review.
Some
procedural
matters
I
will
introduce
chairwoman
Kathleen
Joyce.
B
A
You
chairman
Joyce,
my
name
is
Jasmine
Nguyen
I
am
the
Boston
cannabis
board
manager
and
we
are
also
joined
by
Allison
Quinn,
who
is
the
project
manager
for
the
BCD
I
will
Begin
by
reading
each
item
into
work
into
the
record
as
they
appear
on
the
agenda.
I
will
then
ask
who
is
president
on
behalf
of
the
proposal
before
us.
The
first
four
items
are
amendments
to
already
approved
licensees,
so
they
will
have
10
minutes.
Each
I
mean
five
minutes
each
to
present
to
the
board
followed
by
questions
from
the
board
members.
A
Then
we
will
move
to
New
license
application
where
they
have
10
minutes
to
present
to
the
board,
followed
by
questions.
We
will
then
take
public
testimony,
beginning
with
elected
officials
or
the
representatives
followed
by
the
general
public.
If
you
wish
to
testify,
please
use
the
link
that
will
be
put
in
the
chat.
If
you
already
signed
up,
you
do
not
have
to
do
it
again.
Additionally
you
may
use
the
chat
function.
To
request
to
testify.
Please
wait
until
the
matter
in
which
you
would
like
to
speak
about
is
called.
Do
not
use
the
chat
function.
A
To
give
testimony,
as
it
will
not
be
considered,
please
State
your
full
name
address
and
affiliation.
If
any
testimony
will
be
limited
to
two
minutes
at
which
time
you
will
be
muted.
Additional
testimony
will
be
submitted
in
writing
to
cannabisboard
at
boston.gov,
quick
housekeeping
matter.
Our
voting
meeting
will
take
place
next,
Tuesday
May
16th
at
1
pm.
A
The
record
will
be
kept
open
until
Monday
May
15th
at
5
PM.
The
BCB
does
not
give
any
more
weight
to
spoken,
Testament
testimony
than
investment
written
testimony.
We
will
begin
with
the
first
item.
The
applicant
is
mass
citizing
for
social
change,
LLC
the
license
firmness
is
561
Dudley,
Street
Roxbury,
the
license
type
is
a
retail
recreational
cannabis
dispensary
license
and
the
license
request
is
to
amend
the
closing
hour
from
8
PM
7
days
a
week
to
10
pm
7
days
a
week.
Who
was
president
on
behalf
of
the
licensee.
C
Okay
good
afternoon,
Madam
chair
fellow
Commissioners
and
members
of
the
Cannabis
board.
Thank
you
for
having
us
here
today.
Also
with
me
is
Dustin
Allison.
He
is
the
area
manager
for
all
three
of
the
high
profile,
Bodega
stores,
so
we're
here
today
to
propose
a
change
of
hours
of
operation
for
561
Dudley
Street,
which
was
approved
back
in
2020.
Currently,
our
estimated
opening
date
is
in
July.
The
approved
hours
were
our
Monday
through
Sunday,
9,
A.M
to
8
p.m,
and
we
are
proposing
a
10
pm
closing
time.
C
Seven
days
a
week,
some
of
the
so
Dudley
Street
is
known
for
its
vibrant
and
diverse
community,
and
so
are
the
businesses
there.
We
do
hope
to
complement
that,
and
here
are
some
of
the
nearby
businesses
with
closing
times
later
than
we
currently
have
approved.
C
We
have
connected
with
some
of
these
businesses
and
they
do
support
our
change
of
hours
to
a
10
pm
closing
time
and
having
more
foot.
Traffic
in
this
area
would
benefit
the
local
businesses
that
are
currently
operating.
So
we're
excited
to
be
a
part
of
that
Community
engagement.
We
We
Begin
our
community
outreach
for
the
change
of
hours
at
the
end
of
January
and
met
with
dsni
their
sustainable
sustainability
development
committee
on
February
23rd,
and
then
we
held
our
private
Butters
meeting
on
April
19th.
As
you
all
know,
prior
to
our
approval.
C
We
we
received
significant
support
from
the
community
and
some
of
that
support
was
based
on
the
commitments
that
we
made
to
be
a
positive
impact
of
the
neighborhood.
So
once
again
it
was
important
for
us
to
receive
Community
Support
many
of
the
butters
who
supported
this
did
send
in
their
letters
of
support
to
the
board.
So
we
met
with
the
community
of
Butters
businesses
and
and
we
will
continue
to
meet
with
the
community
upon
opening
and
once
operational,
and
that
would
be.
B
Can
you
tell
me
about
what
sort
of
process
you
had
with
the
community
about
changing
the
hours.
C
Yeah
so
initially
before
we
were
licensed,
we
we
met
with
DS
and
I
for
almost
a
year
and
a
half,
and
so
part
of
their
support
to
us
was
based
on
our
hours.
So
when
we
started
the
process,
I
initially
reached
out
to
them,
we
presented
at
their
monthly
meeting
in
in
February,
and
they
just
seemed
very
delighted
that
we
were
opening
soon
and
had
no
opposition
to
the
change
of
hours.
C
Additionally,
I
walked
around
the
neighborhood
and
spoke
to
many
of
the
businesses
at
our
community
meeting
on
April
19th
I.
Believe
four
people
for
a
Butters
showed
up
and
supported
one
of
them
being
Backwoods
Pizza,
Papa
Domingo's
market
and
another
retail
business
on
Dudley
Street.
B
C
Based
on
the
other
neighboring
businesses,
we
wanted
to
sort
of
complement
the
times
that
they
were
open
to
right.
Next
to
us
is
brown
market
and
they're
actually
open
until
about
10,
45,
P.M
and
also
part
of
the
change
of
hours,
was
having
all
three
stores
having
the
same.
The
same
hours
of
operation.
B
Okay,
I'll
I'll.
C
And
we
sorry
sorry,
madam
chair,
so
we
also
did
reach
out
to
counselor
Anderson
and
we
we
were
communicating
with
her
up
until
today.
She
she
was
supportive
of
the
process.
I
just
don't
believe
she
they
they
had
time
to
to
show
up
today
to
support.
But
if
their
support
letter
comes
in
after
today,
where
I'll
be
happy
to
submit
that
as
well.
B
The
businesses
to
happen
in
closing
hour
different
neighborhoods,
require
or
command
different
hours
of
operations.
So
that's
not
a
persuasive
argument
to
me,
but
I
will
I
will
defer
to
my
fellow
Commissioners
to
see
if
they
have
any
questions.
Thank
you.
Ma'am.
A
Okay,
we'll
move
to
the
next
item.
The
applicant
is
again
Mass
citizens
for
social
Equity,
LLC
the
license
premises,
39.95
to
39.97
Washington
Street
in
Roslindale.
The
license
type
is
a
retail
recreational
cannabis
dispensary
license.
The
license
request
is
to
amend
the
closing
hour
from
8
PM,
seven
days
a
week
to
10
pm
seven
days
a
week,
who
was
president
on
behalf
of
licensee.
C
So,
as
you
know,
this
was
the
second
high
profile
Bodega
store
to
open
back
in
November
of
2022.
The
current
closing
time
here
is
8
p.m,
and
we
are
proposing
a
closing
time
of
10
P.M.
This
was
based
on
customer
and
employee
feedback.
C
C
So
we
wanted
to
just
kind
of
share
this
with
you
all
and
then,
as
far
as
a
public
need,
we
have
received
customer
feedback
regarding
the
hours
of
operation
and
many
of
the
customers
who
live
in
the
neighborhood,
have
jobs
and
families
and
have
different
hours
and
and
schedules,
and
so
the
current
closing
time
of
8
pm
has
been
time
prohibitive
to
some
of
the
patrons
who
would
like
to
come
to
the
store
and
purchase
product
and
with
the
current
closing
time
we
have.
C
We
have
Turned
patrons
away,
we
held
in
a
Butters
meeting
and
received
support
from
our
brothers
who
attended,
and
then
this
area
does
also
have
businesses
with
a
later
closing
time
than
we
currently
have,
including
Domino's,
which
has
a
closing
time
of
1am
on
Fridays
and
Saturdays.
And
so
we
do
recognize
the
need
for
patrons
to
come
in
past
8
PM,
like
the
other
neighborhoods.
We
also
receive
support
from
some
of
the
butters
in
the
area
for
a
10
pm
closing
time,
and
that
is
that
is
all
for
this
presentation.
A
You
will
move
to
public
testimony.
Are
there
any
elected
officials,
other
Representatives
that
would
like
to
speak
on
this
matter?
I
see
Jordan.
You
have
your
handbags.
I
D
J
H
A
Next
matter,
we
have
is
urban
C3,
Joshua
style
C.
The
license
premise
is
43
Freeport
Street
Dorchester,
the
license
type
is
a
recreational
cannabis
dispensary
license.
The
license
request
is
to
amend
the
operating
hours
from
10
a.m,
to
9
pm
seven
days
a
week
to
9
A.M
to
10
p.m.
7
days
a
week
who
was
president
on
behalf
of
licensee.
C
Okay,
thank
you
so
this,
as
we
all
know,
this
location
was
the
first
of
the
three
stores
to
open
last
year
in
March,
the
current
hours
as
Jasmine
stated,
are
10
a.m
to
9
pm
and
we're
proposing
to
open
an
hour
earlier
and
close
an
hour
later,
so
it
would
be
from
9am
to
10
p.m.
Seven
days
a
week.
C
Again,
we
wanted
to
to
share
some
of
our
diversity.
Numbers
should
be
like
this.
Thank
you.
We
wanted
to
share
some
of
our
diversity
numbers.
C
These
were
some
of
the
goals
that
we
initially
had
before,
opening
and
and
we've
maintained
that
so
we're
very
proud
of
that,
and
as
far
as
a
public
needs,
65
of
our
customers
are
local
to
the
community,
the
community
and
and
the
community
feedback,
and
does
validate
like
a
10
pm
closing
time
right
now,
we're
seeing
purchase
times
for
walk-in
between
five
and
seven
minutes
and
then
two
to
three
minutes
for
pickup
orders,
and
we
are
turning
away
customers
after
9
00
PM,
probably
about
two
to
three
times
per
week.
C
C
Some
of
the
neighbors
have
expressed
support
for
this,
and-
and
you
know
we
have-
we
didn't-
receive
any
opposition
during
our
community
meeting,
so
we
just
hope
to
complement
the
already
existing
businesses
with
closing
times.
We
also
reached
out
to
a
counselor
Baker
who
supported
us
on
the
change
of
ours,
so
that
that
will
conclude
our
presentation
here
as
well.
B
C
I,
that's
that
that
information
I
can
I
can
submit
to
you,
but
I
do
know.
I
believe
and
I.
Think
Dustin
is
here
who
can
also
answer
that
question,
but
I
do
know
that
we're
seeing
I
think
300
to
350
customers
per
day
here.
But
if,
if
Dustin
is
available,
if
he
has
those
numbers
he
can
share
and
if
not,
we
can
submit
them
Dustin.
Are
you
available.
K
K
We
can
see
upwards
of
40
customers
in
that
last
45
minutes.
That
rush
in
before
close.
D
A
L
Yes,
good
afternoon,
Madam
chair
members
of
the
board.
My
name
is
Ross
Cochran,
with
the
mayor's
office
of
Neighborhood
Services.
The
applicant
has
completed
the
community
process
at
this
time
we
held
in
a
Butters
meeting
in
February
of
this
year.
One
person
in
attendance
was
explicit
about
Support
over
the
project
and
others
were
just
concerned
about
the
project
itself.
I've
not
heard
anything
from
the
local
civic
association,
but
at
this
time
we'd
like
to
defer
to
the
board's
judgment.
Thank
you.
A
Thank
you
all
right.
Our
next
item
is
rooted
in
LLC.
The
licensed
premises,
331
Newbury,
Street,
Back
Bay,
the
license
type
is
the
recreational
cannabis
dispensary
license.
The
license
request
is
to
amend
the
closing
hour
from
10
pm
Monday
through
Saturday
and
8
pm
on
Sunday
to
11
pm
7
days
a
week,
who
was
president
on
behalf
of
the
licensee.
M
A
M
M
Okay,
don't
start
till
the
timer
until
I
stay
go
good
evening
or
good
afternoon,
Jasmine,
chair,
Joyce
and
rest
of
the
Commissioners
I'm
happy
to
be
here
before
you
to
talk
about
our
extension
of
hours.
Our
extension
of
hours
requests
I,
won't
bury
what
we're
talking
about
where
we
are
in
The
Desmond
stated.
We
are
looking
to
extend
our
hours
until
11
pm
seven
days
a
week.
Put
this
presentation
together,
one
to
just
show
you
what
we've
been
doing
since
we
opened
in
December
and
then
towards
the
end.
M
We'll
talk
about
the
specific
requests.
I
think
this
presentation
is
important
because
you
know
before
you.
We
made
a
lot
of
guarantees
and
and
talked
about
things
that
we
would
be
doing
and
it's
important
to
us
to
show.
You
know
what
we
have
been
doing
since
we
opened,
but
also
even
prior
to
us
opening.
M
So
you
can
see
that
we've
put
the
store
together.
We
think
it's
one
of
the
nicest
looking
dispensaries
potentially
in
the
world,
so
you
can
see
our
sales
floor
right
here,
point
of
sale
and
then
this
is
important
because
we
also
made
some
guarantees
about.
You
know
where,
where
our
staff
would
be
coming
from
and
the
diverse
makeup
of
the
staff,
so
we
can
see
is
we
did
hire
16
individuals
81
our
bipod
68,
well,
actually
a
little
bit
more
than
68
percent
our
Boston
residents.
M
66
percent
are
women,
six
percent
lgbtq
and
then,
as
far
as
our
management
staff,
we
have
seven
managers
that
includes
Finance
marketing
as
well
as
store
managers,
and
you
can
see
our
management
staff
is
57.
People
of
color
57
women
and
a
little
bit
over
70
Boston
residents.
M
We've
been
engaging
with
the
community
again
since,
before
we
opened
taking
part
in
open,
Newberry,
open,
Dorchester,
open,
Roxbury
as
well,
and
then
also
we
talked
about
prior
to
opening
having
our
community
pop-ups
a
lot
of
cannabis.
Companies
have
pop-ups
with
cannabis
vendors.
We
actually
had
our
first
Community
pop-up,
which
is
a
non-cannabis
vendor
that
we
brought
and
they
were
able
to
sell
their
product
on
our
sales
floor.
M
M
This
is
another
mock
interview
event
that
we
took
place
in
basically
working
with
this
group
of
young
people.
This
is
one
of
our
general
one
of
our
agm's
hair
Justin.
This
is
one
of
our
agm's
Gonzalo
and
they
were
able
to
work
with
this
group
of
young
people
giving
them
those
interview
skills
that
not
everyone
has.
M
This
is
solar,
flare
Optics.
They
were
happy
to
work
with
us
on
our
community
pop-up,
so
you
can
see
they
have
a
mobile
eyeglass
company
that
they
ride
around
and
do
different
pop-ups
around
the
city,
and
they
were
able
to
bring
that
mobile
sunglass
company
right
onto
our
sales
store
ourselves
a
fun
day
and
then
here's
the
meat
of
our
request.
M
This
is
basically
a
breakdown
of
when
we're
seeing
traffic
and
just
like
Desiree
said
what
you
know
our
biggest
in
in
most
heavily
trafficked
time
of
the
day
is
between
that
7
pm
and
10
p.m.
When
we're
currently
closing-
and
just
as
Desiree
mentioned,
we
too
are
closing
the
door
on
a
lot
of
people
at
10
pm.
This
is
Newberry
Street,
it's
an
area
that
is
heavily
trafficked
by
Back
Bay
residents,
but
also
tourists,
Hotel,
goers
business
people,
people
attending
conferences
across
the
street
at
the
Heinz
and
other
hotels
in
the
area.
M
So
we
are
seeing
a
large
number
of
people
who
are
looking
to
make
purchases
after
10
pm,
but
we're
not
able
to
service
them
and
then
very
similar
we'd.
Have
we
didn't
share
our
notes?
And
now
we
were
going
to
put
these
presentations
together,
but
you
can
see
here
is
a
list
of
the
different
restaurants
and
bars,
and
things
of
that
nature
that
are
in
the
Back
Bay,
Area
and
Community
that
are
open,
11
p.m
or
later.
A
N

about
his

was
held
for
the

on
April
18th.
There
were
no
about
his
present.
The

the

heard
from
wanna
butter
who's
against
this
type
of
business
on
Newberry
and
believes
any
extension
in
ours
is
a
detriment
to
the
neighborhood.
H
Should
say
we
did
have
one
individual
sign
up:
Conrad
Armstrong
Mr
Armstrong.
If
you
would
like
to
provide
testimony,
please
proceed.
O
A
A
A
You
now
we'll
move
to
our
new
license

The
applicant
is

a

take
the
proposed

The

is

Our
appointment,
only
this
is
a
non-equity

A
E
A
All
right,
you'll
have
10
minutes
to
present
you
when
you
share
your
screen
again.
E
Good
afternoon
and
thank
you
to
the
Boston
canvas
board,
Commissioners
elected
officials
and
community
members
present
with
us
today,
I'm
humbled,
to
have
the
opportunity
to
testify
again
on
behalf
of
build
a
life.
Legacy
LLC
build
a
life.
Legacy
LLC
was
formed
in
January
2021,
and
our
mission
was
simple.
We
wanted
to
revitalize
the
community
that
we
grew
up
in
by
becoming
business
owners
so
that
we
could
Empower
and
Elevate
all
of
those
around
us.
Our
primary
commitment
was
always
to
serve
our
community
in
every
way.
We
wanted
to
be
good.
E
Neighbors
trusted
employers,
a
community
resource
for
job
training
and
education,
and
we
wanted
to
bring
a
high-end
shopping
experience
to
the
heart
of
Mattapan
Square.
Our
values
of
Integrity,
Financial,
stewardship,
Community,
empowerment
and
social
justice
have
guided
Us
in
every
step
of
this
journey,
and
we've
had
some
changes
to
our
business
structure
and
also
our
DBA.
So
we're
here
to
share
our
new
proposal
with
you.
E
So
we
have
a
new
name.
We
will
be
doing
businesses
at
Boutique.
The
state
rejected
our
previous
name
and
we
took
it
as
an
opportunity
to
really
think
about
what
we
wanted
to
represent.
The
circle
in
our
logo
represents
our
intersection
of
all
the
cultures
represented
in
mattapand,
including
my
Haitian
of
Venezuelan
culture.
The
three
leaves
represent
our
commitments
to
education,
advocacy
and
collaboration.
E
We
are
still
100
minority
owned
and
controlled.
Our
leadership
team
is
made
up
of
curly
Nicholas.
Our
Chief
Financial
Officer
Mr
Nicholas
is
raised
in
Mattapan,
attended,
Boston
Latin
Academy
and
has
over
13
years
of
sales
and
Leadership
experience
currently
serving
as
sales
director
for
Proctor
and
Gamble
Leslie
Pasquale
Esposito,
our
chief
technology
officer,
Mrs
Esposito,
was
also
raised
in
the
greater
Mattapan
neighborhood
District,
attended,
Boston
Latin
School
in
Stone
Hill
College
and
has
a
20-year
technology
background
with
experience
in
highly
regulated
markets,
and
myself
drew
a
lot
better.
E
Your
new
chief
executive
officer,
I,
moved
to
Mattapan
from
Venezuela
in
1990
and
witnessed
my
mother
opened
the
first
Caribbean
air
mail
branch
in
the
city
of
Boston
right
on
Blue
Hill,
Ave
I'm,
a
Boston
Latin
School
of
Boston
college
graduate
and
I
transitioned
into
canvas
for
my
previous
roles
in
nursing
leadership.
A
profession
I
was
honored
to
be
a
part
of
for
over
17
years.
E
Our
team
has
a
strong
commitment
to
Justice
diversity,
equity
and
inclusion.
That
Boutique
will
be
a
safe
and
accessible
workplace
for
all
team
members,
regardless
of
race,
gender,
ethnicity,
religion,
sexual
orientation
or
gender
identity.
We
will
be
ADA
Compliant,
with
parking
and
within
our
facility,
as
well
as
having
gender-neutral
bathrooms
on
site.
We
want
to
create
and
maintain
a
comprehensive
recruitment
plan,
we'll
partner
with
existing
organizations
that
serve
people
with
disabilities,
the
bipod
Community,
the
lgbtqai
plus
community
and
transition
and
re-entry
programs.
E
We
are
seeking
out
diverse
vendors
and
service
providers
for
every
step
of
our
build
out
because
Justice
diversity,
Equity
inclusion,
is
at
the
core
of
our
purpose.
We
will
have
a
full-time
diversity,
Equity
inclusion
officer
that
would
also
serve
as
a
community
liaison
to
make
sure
that
we
stay
on
top
of
our
goals
and
maintain
an
active
Community
engagement.
We're
looking
for
a
local
person
to
fill
this
role,
and
this
individual
will
be
tasked
with
creating
a
jdei
committee
made
up
of
Staff
members
and
Leadership
that
will
oversee
all
of
our
activities.
E
The
committee
will
meet
regularly
to
review
a
report
on
all
of
our
goals.
They'll
be
involved
in
team
member
hiring
will
assist
with
capturing
qualitative
information
from
our
team,
so
we
can
maintain
an
inclusive
work
culture.
The
committee
will
also
provide
regular
reporting
of
goals
to
the
entire
company,
as
well
as
our
local
community
and
city
and
state
regulatory
bodies,
that
body
and
that
committee
will
also
serve
to
review
and
handle
any
internal
grievances
filed
and
any
concerns
that
are
brought
forth
by
the
community.
E
Our
proposed
location
is
still
5
36
to
538
River
Street
in
Mattapan.
The
facility
is
commercially
zoned,
brick
building
it
is
3.3
miles
away
from
the
nearest
open.
Marijuana
establishment
does
not
have
a
buffer
zone
conflict
with
any
of
the
previously
approved
marijuana
establishments.
This
location
is
also
not
within
500
feet
of
our
public
or
private
school
or
within
500
feet.
From
an
adult
day
care
the
building
is
Central
to
public
transit.
It
is
in
Mattapan
Square.
E
Our
proposed
hours
of
operation
are
Monday
through
Thursday
10
a.m,
to
8,
P.M,
Friday
and
Saturday
10
a.m,
to
9
p.m,
and
Sunday
11
A.M
to
7
P.M.
We've
also
agreed
to
work
at
an
appointment
only
basis
on
Sundays
from
11AM
to
2
p.m.
When
the
Church
of
the
Holy
Spirit
is
in
service
to
minimize
activity
around
our
store
during
the
church
service
hours,
we'll
have
indoor
queuing
and
outdoor
queuing
on
the
side
by
the
parking
lot
to
avoid
sidewalk
congestion
and
multiple
point
of
sale
stations
to
ensure
an
efficient
customer
flow.
E
Our
team
was
fortunate
enough
to
secure
an
existing
underutilized
parking
parcel
adjusted
to
our
building.
Our
zoning
approval
allows
for
five
dedicated
parking
spaces
on
site.
In
addition,
team
members
will
have
access
to
subsidized
T
passes
as
well
as
bluebag
memberships
as
a
way
to
encourage
and
incentivize
our
team
to
use
public
transit.
E
There
are
also
three
nearby
public
parking
lots
in
Mattapan
Square
Zeb
Boutique
will
create
over
20
jobs
over
the
next
three
years
in
Mattapan,
and
our
employment
plan
will
focus
on
hiring
at
least
80
percent
of
Boston
residents,
with
a
priority
being
placed
on
Mattapan
residents,
51
percent
of
bipoc
and
51
women,
our
starting
salary,
will
be
above
industry
standard
at
18.50
an
hour.
In
addition,
we
will
commit
a
percentage
of
the
profits
to
create
a
bonus
program
for
employees.
E
E
Our
security
plan
was
created
with
our
trusted
vendor
said
Tronics
a
leader
in
the
Cannabis
industry,
and
we
also
spent
a
lot
of
time
in
continued
continue
to
be
in
communication
with
officers
from
B3.
The
facility
will
feature
over
24
total
cameras,
including
one
directly
in
front
of
the
store
facing
the
Church
of
the
Holy
Spirit
parking
lot,
where
a
lot
of
the
activity
is
happening.
Currently,
that
is
not
so
pleasant.
We
will
remain
CCC
compliant
with
24,
7,
monitoring
and
surveillance.
E
We
also
have
partnered
with
Eagle
Eye
transport,
a
social
equity
and
CCC
compliant
company
for
product
transport
and
money's
transport,
we're
very
dedicated
to
ensuring
that
cannabis
is
only
accessible
to
adults
over
the
age
of
21
and
certified
medical
patients.
So
our
entry
will
Feature
Feature
an
ID
scan
to
ensure
those
that
are
entering
are
all
over
the
age
of
21..
E
Our
business
plan
was
guided
and
influenced
by
Community
feedback.
We
collected
over
270
signatures
of
support
from
community
members
and
over
68
letters
of
support
was
set
to
the
BCB.
We've
obtained
letters
of
support
and
updated
letters
of
support
from
our
district
five
City
councilor
Ricardo
Arroyo
City
councilor
at
large
Julia,
Mejia
and
Rudy
Legion.
We've
also
received
verbal
support
from
state
senator
Nick,
Collins
and
state
senator
Liz
Miranda.
We've
also
received
a
support
letter
for
the
greater
Mattapan
neighborhood
Council,
which
also
represents
the
views
from
our
closest
Civic
Group.
E
Edgewater
Civic
group,
we
plan
to
impact
the
community
in
unique
ways:
we're
participating
in
the
planned
Mattapan
public
art
project,
we're
going
to
be
using
our
external
Street
facing
wall
to
add
to
the
beautification
efforts
in
our
community.
We
also
are
hoping
to
achieve
membership
in
the
community,
gardens
and
use
that
space
to
educate
our
neighbors
and
improve
access
to
Urban
agriculture.
E
B
F
Thanks
Jasmine,
true
just
one
question:
you
had
said
that
20
employees
over
three
years
and
then
I
think
on
one
of
the
slides
it's
at
30..
Is
it
yes
well.
E
We
we
initially
hope
to
have
over
30
jobs
and,
as
we
are
becoming
more
mature
in
our
cannabis
experience
and
communicating
with
colleagues
that
already
open,
we
realize
that
a
lot
of
people
are
running
a
lot
more
lean.
So
that
would
be
an
editing
mistake
on
my
part,
so
we're
thinking
realistically
there'd
be
20
jobs
by
the
time
we
are
fully
ramped
up.
Okay,.
G
Yes,
under
the
diversity
and
inclusion
plan
under
goal
number
one,
you
mentioned
a
number
of
organizations
that
you're
going
to
partner
with
I
want
to
know.
What's
the
status
of
those
Partnerships
have
they
been
approached?
Have
they
agreed
with
the
the
program
I'm
talking
in
specific
about
ABCD
matapan
office,
Mattapan,
main
streets
and
people
affecting
Community
change.
E
So
we
actually
met
with
people
affecting
Community
change.
We've
had
a
preliminary
meeting
they're,
providing
us
a
letter
for
our
state
application
that
they
are
open
to
working
with
us
ABCD
we
approached
and
when
we
were
right,
we
said
when
we
were
ready
to
do
job
fairs,
especially
for
transitional
program.
Job
fairs
that
they're
open
and
willing
to
do
that
as
well.
E
So
we've
had
communication
with
them
and
Mattapan
main
streets
is
actually
who
helped
us
find
our
location,
and
we
are
working
very
closely
with
them
and
are
now
one
of
our
team
members
is
serving
on
their
Safety
Committee
and
participating
in
all
the
community.
Engagement
we've
also
formed
a
business
Coalition
with
all
the
River
Street
businesses
along
in
the
church,
as
well
as
the
grocery
store
to
just
improve
safety
and
Community
awareness
of
the
issues
that
are
kind
of
plagued
in
Mattapan
Square.
F
E
Absolutely
I
love
that
we
have
dedicated
one
percent
to
we
call
it
I
forgot
the
actual
word.
We.
O
D
E
Essentially,
we're
doing
one
percent
of
our
profits
and
we
want
to
incentivize
our
employees
by
creating
bonuses.
All
of
us
come
from
corporate
backgrounds
where
we
see
bonuses
at
the
end
of
the
year
based
on
performance,
and
if
the
company
does
well,
we
think
that
we
should
be
sharing
those
profits
with
our
employees.
We
also
want
to
minimize
turnover,
which
is
a
big
issue
here
in
the
Cannabis
industry.
It's
over
50.
E
P
Good
morning,
Madam
chair
members
of
the
board
Eric
James,
with
the
mayor's
office
of
neighborhood
services,
so
the
applicant
for
build
life,
Legacy
LLC
did
have
a
community
meeting
on
Tuesday
May,
2nd
2023.
P
They
were
met
with
a
lot
of
support
at
that
meeting,
little
to
no
opposition
the
support
centered
around
it
being
a
new
small
minority
business,
with
emphasis
on
the
black
ownership
dot
with
not
that
not
many
that
currently
exist
in
Mattapan,
and
they
also
did
favor
the
names
at
Boutique
and
they
were
confident
in
the
state
that
the
owner
is
holding
the
community.
They
met
with
the
great
amount
of
pain,
neighborhood
Council,
the
great
amount
of
pay.
P
The
neighborhood
Council
continues
to
stand
by
their
support
for
the
application
for
building
life
Legacy
LLC,
and
they
continue
to
stand
by
the
provisions
as
well
with
the
operation
hours
on
Sundays.
The
parking
lot
design
being
reviewed
by
BTD.
The
proposed
applicant
also
proposed
applicant
continuing
to
participate
in
the
Edgewater
area.
Business
group
to
improve
the
physical
conditions
of
the
immediate
area
of
proposed
business
would
adhere
to
their
stated
Community
participation
in
the
area,
cleanups
and
betterment,
and
then
finally,
the
Edgewater
Drive
directly
above
the
Neponset
River.
P
So
there's
a
community
canoe
launch
that
has
existed
for
over
50
years
on
Edgewater
Drive.
This
area
is
expected
to
be
a
part
of
an
expanded
connection
to
the
neponsic
greenway,
so
it
is
imperative
that
all
businesses
in
this
area
adhere
to
codes
of
conduct
that
support
initiatives
of
walkability
and
less
in
congestion
in
the
immediate
area.
So
at
this
time
the
mayor's
office
would
like
to
defer
to
the
Judgment
of
the
board
on
this
matter.
Thank
you.
I
Good
morning
again
chair
members
of
the
board
Jordan
Council
Arroyo's
office.
We
just
wanted
to
speak
in
support
of
this
applicant.
Thank.
A
A
Thank
you.
So
those
are
the
managers
for
the
board
today.
