a
little
bit

information
about
our
location
there

boston.

28
employees
at
our
milk
street
location
and
we
have
been
and
continue
to
be
committed
to
our
local
talent
hiring,
as
well
as
our
de
ni
efforts
with
a
majority
of
our
employees
identifying
as
non-white
and
almost
60
percent
of
our
employees
are
city
of
boston
residents.
We
are
very
proud
of
our
partnership
with
boston
and
thank

guys

much

the
opportunity

speak
this
morning
on
this
afternoon.

license
conditions
real
quickly.
I'm
just
gonna
quickly
go
through
this.

Today,
we're
here,
as
was
discussed,
to
ask
for
three
changes
in
our
license
conditions.
One
is
extending
the
hours.
The
next
is
removing
the
minimum
basket
size
and
then
removing
the
prohibition
on
pre-roll.
So
I'm
going
to
go
through
each
of
those
very
quickly
and
I
apologize
but
jasmine
because
I'm
sharing
my
screen,
I
can't
see
the
clock
just
so
you
know
for
the
for
the
time,
so
the
first
I'll
go
through
quickly
is
the
extended
hours.

So,
in
order
for
us
to
take
a
little
bit
more
advantage
of
that
and
the
information,
we
would
ask
that
we'd
be
allowed
to
extend
our
hours
to
8
p.m,
which
mirrors
that
of
pure
oasis
in
our
area,
and
that
is
our
first
ask
and
I,
I
believe
john's
been
said,
nine
to
eight,
but
I
think
we
were
seeking
eight
to
eight,
but
we
can
clarify
that
if
need
be.
Our
next
ask
is
on
the
removing
of
the
prohibition
on
free
world
products.

So
when
we
came
before
the
bcb
last
time,
we
were
asked
about
some
direct
impacts
and
some
numbers
on
this
prohibition
and
patriot
care
and
cannabis,
and
so
we've
done
that
homework
and
so
we're
back
with
some
information
for
y'all.
We
found
out
that
roughly
47
of
transaction
in
massachusetts,
which
doesn't
include
boston,
adult
use,
include
pre-road
products.
So
approximately
half
of
our
massachusetts
customers
are
purchasing
pre-rolled
products
when
they
are
going
to
one
of
our
massachusetts
locations
outside
of
our
boston
location.

We
also
conducted
a
survey
of
customers
for
approximately
two
weeks
at
our
boston
location,
where
we
observed
over
2
100
customers
at
that
time,
who
were
coming
in
to
the
dispensary
to
purchase
and
make
transactions
out
of
that
2100
over
1700
of
them
or
about
75
percent,
asked
about
pre-rolls
said
they
were
interested
in
them
and
or
our
our
cashiers
had
a
conversation
with
them.

Our
sales
associates
had
conversations
about
pre-rolls
of
those
that
we
observed,
and
this
is
just
those
that
we
kind
of
tallied
and
observed
over
200
of
those
customers
actually
left
without
making
a
purchase
when
they
asked
about
pre-rolls.
So
if
they
asked,
if
we
had
them-
and
we
said
no,
then
over
200
of
those
customers
actually
left
and
did
not
make
a
purchase
and
in
in
one
day
alone,
we
saw
a
loss
of
nearly
23
of
customers
once
they
found
out,
we
did
not
sell
pre-rolls.

On
on
utilizing
local
companies
and
equity
brands,
but
when
we
can't
sell
a
product,
it
means
that
we
can't
put
their
product
on
the
shelf,
so
it
does
hinder
our
ability
to
purchase
equity
brand
products
if
we
can't
sell
them
at
all,
and
finally,
is
the
removing
of
the
minimum
purchase
of
35,
and
I
wanted
to
just
specifically
say
that
we
hope
that
you
all
consider
this
to
be
separate
and
distinct
from
the
pre-roll
prohibition,
because
if
we
can't
sell
pre-rolls,
we
can't
sell
pre-rolls,
but
this
minimum
basket
purchase
does
affect
a
number
of
other
products
which
you
see
here.

Somebody
may
want
to
come

and
purchase
a
sleep
aid
which
is
on
here

and
we
would
currently
be
unable
to
sell
that
to
them
if
that
was
all
they
wanted
to
sell,
and
so
we
have
some
examples
here,

muscle,

fruit
shoes
and
then
sleep
aids,
which
all
would
fall
under
this-

somebody
wanted
to
come
in
and
only
purchase
one
of
these
today,
we
would
unfortunately
not
be
able
to
sell
them.

comment

would
be
that,
given
the
economic
climate
that
many
people
are
experiencing
right
now,
where
they're
really
taking
a
look
at
their
finances
and
determining
what
they're
going
to
spend
money
on,
we
would
simply
ask
what
kind
of
message
is
this
sending
to
customers
saying
that
in
order
to
even
walk
into
our
facility,
you're
going
to
have
to
be
able
to
spend,
let's
say,
50,
and
so
we
really
hope
that
we
can
have
a
discussion
and
and
consider
removing
this
so
that
any
customer
who
wants
to
come
in
and
make
a
purchase
would
be
able
to
do
so,
regardless
of
their
ability
to
spend-
and
that's
all
I

privately
negotiated

group

people

order

get
support,

some
we

gone
through
those
at

first
hearing

said
some
of
these
were
not
appropriate
for
us,

municipal

get
involved
in
and
some
became
part
of
the
face
of
the
license.

I
am
ceo
of
just
incredible
cultivation,
the
first
and
only
black-owned
cultivator
in
the
state.

I
would
like
to
say
thank
you
guys
for
being
equity,
driven
with
multiple
dispensaries
in
boston
being
minority
owned
and
some
coming
soon.
Patriot
care
has
been
a
very
great
customer
for
us.
I
actually
found
reached
out
to
my
sales
team
and
found
us
and
having
the
opportunity
to
provide
pre-rolls
to
consumers
has
been
a
major
way
for
my
brand
to
get
known
throughout
the
state
and
get
more
orders
coming
in.

So
by
being
able
to
have
the
first
thing,
a
customer
does
invest
in
a
brand
as
a
pre-roll,
which
is
a
cheaper
amount
than
an
eighth
would
be
comparable
to
eight
dollars
to
fifty
five
dollars.
To
some
you
know
some
apes.
They
will
be
able
to
experience
new
things
new
brands
and
be
able
to
let
companies
like
mine
strive.
There
are
also
two
other
minority-owned
companies
that
provide
a
lot
of
pre-road
being
freshly
baked
and
major
bloom
in
worcester
ulysses,
young
blood
company,
as
well.

So
having
the
opportunity
to
sell
pre-rolls
is
very
important
for
our
industry,
as
she
stated
45
of
sales.
Currently
right
now,
almost
all
of
our
cells
have
been
in
pre-rolls
for
the
last
three
months
because
of
the
economy
and
the
downturn
of
the
price
per
pound.
It's
hard
for
small,
independent
cultivators
to
compete
when
the
eight
prices
drop
as
low
as
they
have
so
pre-rolls
gives
us
advantage
to
capture
a
market
share
and
once
again
bring
our
items
to
the
public.

office
held
at
a
butters
meeting
for
this
proposal
on
june
7th
the
downtown
resident
association
and
the
downtown
bid
has
both
taken
an
identical
stance
on
this
proposal.

Both
organizations
are
not
supportive
of
the
proponents
proposed
amendments
of
removing
the
minimum
purchase
amount
and
the
sale
of
pre-road
cannabis
products
to
the
recreational
license.
They
are
both,
however,
supportive
of
the
applicant
extending
operating
hours.
At
this
time,
we
would
like
to
defer
judgments
to
the
board.

I'm
writing
in
support
of
the
application
of
patreocare
to
extend
their
hours
of
operation
to
8
pm,
as
well
as
removing
the
condition
of
having
minimum
purchase
of
35
dollars.
However,
I
oppose
removing
the
condition
of
not
selling
free
rolls,
as
I'm
aware
of
the
concerns
surrounding
this
issue.
Patreon
care
has
a
track
record
of
responsible
operation
at
21,
mil
street,
and
I
believe
that
extending
their
hours
from
7
pm
to
8
pm
and
removing
purchase
minimum
will
not
negatively
impact.

neighborhood,
however,
selling
pre-rolls
may
bring
unwanted
side
consumption,
and
I
have
heard
concerns
from
the
downtown
community
and
neighbors
related
to
this
matter.

hope
that
petrol
care
will
continue
to
work
collaboratively
with
the
boston
police
department,
the
city,
as
well
as
the
downtown
vet
and
other
stakeholders.

forcing
us

veterans

live
downtown

forcing
us
to
go
to
the
illicit
market
where
we
have

opportunity
to
run
into
heavy
metals
and
fentanyl
and
all
sorts
of
things

are
actually
punishing
us
as
veterans
and-
and
I
think
it's
irresponsible
of
the
city
to
do
this.
I
think
that
patriot
care
has
been
very
patriot,
patriot,
sensitive.

have
cared
about

veterans.

always
supported
the
veterans
and
now
to
have
this
as
a
veteran
thrown
in
our
face
is
very,

difficult
to
deal
with.

these
pre-rolls
to
also
help
us

able
to
transition
off
of
the
opiates
that
we
get
at
the
va
and
hopefully
continuing
to
use
these
pre-rolls.

It
will
help
us
completely
remove
ourselves
from
opiates,
but
yet
you
give
us
no
alternative
and-
and
I
don't
understand
it-
yes,
I
am
sure
that
there
are
individuals
and
maybe
some
veterans
who
may
leave
a
dispensary
and
end
up
lighting
up
on
the
way
out,
just
as
anybody
else
might
do
so.
Why
sell
pre-rolls
anywhere?

For
that
fear,
I
spent
60
years
downtown
and
I
see
people
smoking
and
I
see
people
doing
all
sorts
of
things,
but
I
don't
see
veterans
when
they
leave
a
dispensary
around
the
state
and
I've
watched
them.
I
don't
see
them
lighting
up
until
they
get
at
their
home
or
wherever
they're
going,
and
I
think
it's
very
unfair
to
use
that
as
a
reason
not
to
allow
pre-rolls
for
those
of
us
who
are
suffering
and
need
it
badly.

welcoming

various
cannabis
related

representatives
came
gave
a
very
similar
presentation

what
you

We
had
a
robust
discussion
with
our
committee
members.

Afterwards
it
became
clear
that
people
now
actually
had
evidence
of
seeing
people,
smoking,
pre-roll
products
in
the
district
and
other
places
felt
that
the
the
demand
information
that's
presented
is
also
a
compelling
argument
for
why
you
would
keep
the
ban
right
because
they're,
obviously
popular
products,
so
we
very
much
want
to
keep
the
pre-roll
ban.
We
also
discussed
the
minimum
purchase
issue
and
the
committee
would
like
to
keep
that
in
place
as
it
is
at
this
time.

amended
our
proposal

signatures
talking
to
stakeholders

people

moving

district

They
work
in
the

they're

out
the
only
loitering
that
the
community
seems
to

be
dealing
with.

you

typical
loitering

just

every
neighborhood,
but
we're

We
are
expecting
most

patrons
to
be
walking
traffic,

not
expecting
people
to
be
driving

south
station

street

big
plus,

will

attracting
more
commuters

angle,

towns

while
massachusetts
has
the
highest

adults

entire
country

admit
to
consuming
cannabis
regularly
at
21

our
population,
there
are
still
some
towns
who
said
you

not
in
my
backyard
that
doesn't
mean
the
residents
don't
enjoy
the
product.

expect

number

professionals
on
that
commuter
rail,
to
make
a
quick
stop
in
hop
on
their
train.

idea

include

the
train
schedule
in
our

aren't

to

rush

significant
amount

the
vehicular
congestion
at

concerns
that
adding
a
new
vehicle
dependent
business
is
going

movement

around

leather
district
and
south
station
previous
to
desi,
just
mentioning
that
they
had
submitted
a
traffic

suggest
that
the
board
take

look

that,

leather
district,

neighbors

has
taken

stance

opposition

this
proposal,

have
also

like

In
opposition

the
proposed
cannabis
dispensary
on
727
in
the
leather
district,
I've
heard
from
residents
and
community
leaders
about
their
concerns
about
having
cannabis
dispensary
at
these
particular
sites.

proposed
dispensary
will
diminish
the
quality
of
life
of
the
residents
who
live
in
the
leather
district.
The
streets
of
the
leather
district
already
suffer
from
regular
unwanted
smoke
that
filter
into
living
spaces
and
negatively
impacts
residents.
Health
and
safety
at
the
opening
of
this
dispensary
will
likely
impact
their
quality
in
their
streets
analysts.
Another
concern
is
vehicular.
Conjunction
traffic
is
already
quite
significant
in
the
area
and
adding
a
new
vehicle
dependent
business
will
further
increase
the
problem
and
hinder
the
movement
in
and
around
the
neighborhood.

already
the
lack
of
parking
spaces
in
the
area,
and
this
business
will
increase
double
parking
on
atlantic
avenue.

exacerbating
this
problem
residents
are
also
concerned
that
this
dispensary
will
encourage
loitering
in

neighborhood,

is
already
an
issue
with
the
number
of
people
experiencing
homelessness,
lowering
in
the
area
as

result

pandemic.
Overall,
the
residents
do
not
find
this
proposed
location
to
be
suitable
for
a
dispensary
and
have
concerns
about
how
this
will
negatively
impact
their
neighborhood.
