licensed
type,
is
a
recreational
cannabis
dispensary
license.
The
request
is
to
change
the
corporate
name
from
new
england,
cannabis
corporation
necc
to
debkin
court,
who
was
president
on
behalf
of
the
licensee
phil
silverman,
no
phil
again,
you
will
have

So
just
by
way
of
a
little
background,
new
england,
cannabis
corp
filed
an
application
with
the
board
for
a
license
to
operate
a
cannabis
retailer
at
204
north
beacon
street.
That
was
back
in
september
of
2020.

in
september
of
2020.
Actually
it
was
approved
by
this
board.
They
got
a
license
about
two
weeks
later
executed
a
host
community
agreement
with
the
city
since
that
time
again
a
little
bit
of
further
background.
The
company
also
has
a
cultivation
facility
out
in
holliston
massachusetts
and
a
buyer
approached
the
company
because
they
had
great
interest
in
this
cultivation
facility
and
they
basically
arranged
a
transaction
where
they
would
like
to
buy
the
ownership
in
new
england,
cannabis
corp.

However,
they're
not
looking
to
take
over
this
particular
boston
license,
and
so
my
client
has
asked
me
to
transfer
this
this
license
and
the
hca
over
to
a
new
company
called
debkencorp.
That's
why
it's
sort
of
a
change
of
name,
but
it's
the
same
exact
owners
as
new
england,
cannabis
corp
presently,
so
this
will
allow.
You
know
the
these
owners
to
go
forward
in
debkencorp
the
other
entity.
The
prior
entity
will
be
sold
and
you'll
end
up
with
a
license
in
a
company
with
the
same
exact
owners
as
before,
really
effectively
no
change.

company
exceeding
the

ownership
interest
threshold
set
forth
in
the
ordinance.

we're
looking

do
is
to
capitalize
on
the
need
for
more
equity
applicants
in
the
city.
One
of
the
things
that
we've
been
successful
with
is
demonstrating
our
ability
to
run
a
successful
dispensary
we've
been
in
operation

grove
hall.
Since
march
of
2020,
we've
been
incident
free.
One
of
the
things
that
we
like
about
our
establishment
is
that
we
are
in
an
urban
environment.

company
right
now
we
are
expanding.
This
would
be
our
second
location.
We
are
also
in

process
of
opening
a
growth
facility
in
south
of
boston,
indict
and
mass.

would
be
the
first
vertically
integrated
equity,
applicant

equity
company

the
state
of
massachusetts
and
potentially
in
the
country.

host
agreement,
we've
purchased
the
building
and
we
are
looking
to
create
distribution
channels

more
retail
operations
for
our
enterprise.

location
in
downtown
boston
is
attractive
for
obvious
reasons,
one
mainly
for
the
foot
traffic
in
downtown
boston,
which
is,
I
believe,
upwards
of
200
000
people
a
day
outside
of
covid
downtown
boston
is
a
prime
real
estate
market.
The
hard
part
of
downtown
boston
is
that
there
is
a
high
school
in
the
middle
of
downtown.
I
believe
on
temple
place
what
makes
it
which
makes
it
harder
to
find
real
estate,
and
so
we
were
looking
on
summer
street,
but
that
is
in
a
buffer
conflict
with
the
high
school
we
found
this
location.

The
owner
was
amenable
to
having
a
cannabis
dispensary,
which
is
almost
unheard
of
in
prime
real
estate
in
a
major
city
like
boston,
so
it
made
it
very
attractive
for
us,
albeit
it
wasn't
the
location
that
was
optimal
just
based
on
the
buffer
zone
issue,
but
you
kind
of
have
to
you
know,
go
with
what
you
have
versus
an
ideal
situation.

This
is
just
a
rendering
of
the
outside
of
the
building,
as
people
are
familiar
with
the
area
again.
As
a
group
that
is
from
the
inner
city,
the
opportunity
to
be
in
a
major
market
is
exciting
for
us,
so
we
were
very
happy
and
pleased
that
this
owner
was
amenable
to
having
us
in
downtown
I'm
working
with
our
architect
jta
architect-
and
this
is
kind
of
some
of
the
renderings
I'll
go
through
quickly.

This
is
just
a
high-level
view
of
what
the
space
from
our
overview
looks
like
operations.
We
have
great
operational
experience
some
of
the
best
in
the
country
based
on
the
fact
that
we've
been
open
for
two
years
and
in
the
cannabis
industry
being
open
for
two
years,
is
probably
equivalent
to
being
open
for
five
years
day
in
and
day
out,
you
are
always
looking
at
different,
unexpected
circumstances
that
make
you
hardened
to
the
industry
and
and
more
agile,
not
many
people
that
come
before.

can
say
that
they
have
been
in
operations,
and
so
that
is
one
of
our
assets
that
we
lend.
When
we
look
at
new
opera
new
opportunities
security
is
important.
One
of
the
things
that
we
took
away
from
our
last
meeting
in
terms
of
talking
about
brighton
was
the
fact
that
there
are
flaws,
inherently
with
the
id
system,
that
we
are
very
hyper
sensitive
to.
We
understand
that
kids
are
sending
their
ids
over
to
china
and
getting
them
recoded
so
that
they
can
beat
the
machines
that
scan
id.

So
we're
really
sensitive
about
that
because
we
are,
we
don't
want
people
who
are
underage
coming
into
the
shop
so
security.
We
have
a
security
presence
at
our
shop
and
growth
hall
to
make
sure
that
no,
when
no
one
is
making
straw
purchases,
so
our
security
guards
stand
out
front.
They
look
up
and
down
the
sidewalk,
make
sure
no
one
is
smoking
illegally
on
the
premise,
so
security
is
key
for
us.

it

loitering
is
key.
We
thought
that
when
we
were
going
to
open
that
lawyering
would
be
as
much
of
an
issue,
but
it
didn't
end
up
being
as
ish
as
an
issue,
as
maybe
a
liquor
store
or
with
someone's
buying
nips
or
something
of
that
nature.

The
version
again
with
security.
We
don't
want
people
under
age,
purchasing
cannabis,
so
diversion
is
key
with
our
security.
Jobs
are
key
hiring
from
neighborhoods.
We
want
to
make
sure
that
everyone
that
we
hire
is
local.
We
try
and
hire
people
with
quarries.
We
do
not
restrict.
If
you
have
a
corey,
we
will
hire
you
and
put
you
through
the
state
application
process.

Community
is
key
again
hiring
from
local
neighborhoods.
I'm
going
to
speed
up
here,
because
I
want
alexis
to
jump
in
and
talk
about
the
buffer
zone
issue
social
justice,
because
we
are
from
boston
and
we
live
in

neighborhoods.
It's
important
that
we
give
jobs
an
opportunity
for
people
from
those
neighborhoods
again
experience.
We
are
one
of
the
few
companies
in
the
city
that
can
demonstrate
a
successful
deployment
of
an
operation
and
a
consistent
operation
without
any
issues.

street
has

indoor
waiting
area.
There
are
no
other
downtown
shops
that
have
that.
It
is
very
similar
to
grove
hall
where
there
have
been
no
problems
with
lines
on

sidewalk

neighbors
or
local
businesses
and
the
average
half
mile
radius
in
the
city
of
boston.
There
are
13
000
residents
in
this
radius.

show

need
for
more

one
shop

demand
would
be
there

also
equity
in
the
downtown.
When
milk
street
was
approved
in
september
2020,
the
bcb
said,
though
we
are
granting

want

ensure
that
we
are
not
prohibiting
or
blocking
equity
in
the
downtown
area.

attention
with
these
id
systems.
It
really
is
a
problem
on
both
the
liquor
side.

haven't
seen
as
much
of
a
problem

the
cannabis
side,

very
curious
about
the
location.
I
don't
know
if
this
is
a
question
for
you
or
for
alexis
kachuk,
but
we
see
this
all
the
time
and
the
board
did
say
at
the
outset
that
we
don't
want
to
lock
down
downtown
for
non-just
just
for
non-equity
applicants.

we've
had
other
hearings
where
we've
had
very
strong
applications
before
us,
but
the
location
didn't
seem
quite
right
due
to
things
within
the
buffer
zone,
things
without
the
buffer
zone,
maybe
just
the
building
itself
or
some
bits

butters.

you
tell
me
how
long
you've
been
looking
for
this
location?
What
it
took
just
as
a
business
perspective,
to
help
us
understand
the
process
that
these
applicants
go
through.

so
probably
a
year
and
a
half
at
least
looking
for
sites-
and
you
know
we
were
excited
because
we
potentially
found
a
location
on
summer
street,
but
we
had
no
idea
that
there
was
a
sober
high
school
on
temple
place
and
so
that
created
a
buffers
issue
kevin
and
I
would
spend
saturdays
walking
around
downtown
trying
to
find
different
locations.

You
know
the
location
is
one
thing,
but
then
a
property
may
be
encumbered
because
it
has
a
mortgage
and
then
the
mortgage
holder
may
be
a
large
bank
and
the
large
bank
will
say
well.
We
can't
have
a
tenant
paying
the
landlord
rent
from
cannabis
and
then
then
take
that
money
as
a
mortgage
payment,
because,
according
to
the
federal
laws,
that's
now
laundering
money,
so
90,
high
90
percent.
To
you
know,
most
of
these
buildings
are
financed
over
15
years.
So
then
they
have
to
refinance
after
15
years
get
another
mortgage.

So
most
of
these
buildings
have
mortgages
and
when
you
have
a
mortgage,
you're
kind
of
precluded
from
ever
having
a
cannabis
tenant
unless
you're
a
large
mso
and
what
they
do
is
they
guarantee
the
mortgage.
They'll
say
rent
to
us:
if
your
lender
calls
your
loan
in,
we
will
guarantee
a
new
lender
to
step
in
and
finance
your
building.

see
the
discussion
in
your

memo,
but

had
described,
there'll
be
no
loitering
outside
the
cueing,

the
lines

We
can
operate
in
roughly

feet,
so
it's
double
the
amount
of
space
that
we
have,
but
what
it
allows
for
is
us
to
have

queuing
line
inside

dispensaries,
we

take
people
off
the
sidewalk.

be
inside
the
building

in
a
way
that
that
would
just
not
be
an
issue
for
pedestrians.

very
difficult.

becomes
clearer

us

every
hearing
we
have
so

was
very
interested

hear

about
the
process

your

perspective,

finding

great

been
operating
specifically

grove
hall

neighborhoods

communities

But

know
many
of
us
are
dying
to
hear
like
how's
it
going
what's
how
the
retention
going
around
employees
how's
the
problem
I
mean,
I
think,
that's
what
I'm
really
curious
about
just
because
having
a
successful
business
come
up
for
another
license
is
really
encouraging.

get
a
discount,
so
it's
easy
to
hire
people,
but
then
you
know
it's
highly
regulated.
You
know
we
have
to
account
for
every
single
item
in
the
store
and
we
have
to
run
it
almost
like
it's
lab
space
where
you

all
these
checks
and
balances,
and
it
doesn't
always
mesh
you
know.
So
a
lot
of
people
come
in
thinking
that
it's
going
to
be
super
casual
which
we
want
it
to
be,
but
on
the
back
end
of
it
it
becomes
arduous
because
we
we
need
to
regulate
everything.

need
all
those
controls
in
place,
and
so
it
doesn't
work
out
for
everyone
and
then,
at
the
end
of
the
day,
people
figure
out
that
it's
just
another
retail
job.
But
you
know
we.
We
like
the
fact
that
we
have
day
one
employees,
employees
that
have
been
us
with
us
from
the
first
day
and
they
go
from
being
a
security
guard
to
a
bud
tender
to
a
manager,
an
assistant,
general
manager.

so
that's
where
we
kind
of
find.
You
know
that
happy
median
is
where
the
the
employees
that
are
really
dedicated
to
their
job
and
they
want
to
be
with
us
and
we're
excited
about.
You
know
seeing
them
and
we
know
their
personal
lives
and
you
know,
but
it's
a
challenge.
It's
a
nuanced
industry
and
and
every
day
is
you
know
you
don't
know
what
you're
going
to
deal
with.
But
you
know
it's
exciting.

that
point
that

underscore
the

fact
that
it
is
retail.
So
you
know
we're
not
always
faced
with
applicants
who
are
as
career
focused
as
we
are
so,
but
but
because
there

this
affinity

cannabis

our

our
communities
and
culture.

there
is
no
shortage
in
the
pipeline
of
people
who
come
to
pure
oasis
looking
for
jobs,
so
it's
actually
been
a
phenomenal
experience
for
kobe-
and
I
like
this-
is
our
like.

people
are

color

think
about
diversity

slightly

really
need
to
bring
people

We

a
tremendous
staff.

know
they're
overworked,
but
wondered
if
there's
anything
that
you

like
more
from
us

support

we,
I
think
we
actually
over
compensate
our
staff
weirdly
enough.
I
think
because,
unlike
ms
unlike
bigger
companies,
we
allow
staff
to
get
tips.
I
don't
know
who's
listening
here,
but
so
that
raises
their
baseline
salary

I
had
to
work
the
register
the
other
day,
and
so
I
think
we
walked
away
like
fifty
dollars
worth
of
tips
in
like
a
couple
hours.

We
were
like
wait
a
second
like
this,
isn't
so
bad,
but
so
now
you
know
we
start
out
at
15,
you
go
to
16
after
six
months
and
then
we
offer
health
insurance
and
that's
just
in
general,
but
just
with
the
contraction
of
retail
labor,
you
have
to
be
more,
you
know
open
to
other
compensations
and
you
know
just
cost
of
living
increases
and
everything
just
to
attract
and
retain
good
employees.
So
I
think
you
have

roxbury
and
we
own
a
business
called
black
market
inside
of
nubian
square,
and
we
see
the
economic
devastation
every
day.

opioid
epidemic

has
been
allowed

fester.
We
see
so
many
folks
that
have
entrepreneurial
visions
and
dreams
that
could
be
supported
by
what
is
happening
in
grove
hall
and
also
downtown
by
folks,

kobe,

are
proficient
and
who
have
a
vision
for
helping

close
this

in
real
time

successes

metrics

security

cannabis

and

and

that
for
the

we

is

part
of
this
approval

have

fairly
recently
and,
and

hasn't
been

changes

really

we

hired
our
store
manager
for
the
west
roxbury
location.

running

medical

if

approved

adult
use
operation
quantity.

starts

us
next
week
to
begin
her
training
she'll
be
working
out
in

framingham
location
in
the
interim
until
we
get
west
roxbury
completed
so
boston
resident,
african-american,
great
experience

the
cannabis
industry
already
here
in
massachusetts,
and
we
are
really
happy
to
have
her
on
the
team.

As
the
board
may
remember,
we
have
our
medical
approval
as
jasmine
said
in
boston.
We
also
have
medical
and
adult
use
of
approval
in
new
bedford
and
attleboro,
and
in
framingham
we
have
medical
approval
and
we're
currently
working
on
our
adult
use.

Approval
in
framingham,
but
that's
not
yet
completed
outer
bros,
where
we
have
our
cultivation
and
manufacturing
and
the
other
locations
are
our
retail
and
medical
dispensaries,
similar
to
what
we've
presented
to
the
board
before
we
have
specific
hiring
goals
and
measurements
to
ensure
the
success
of
our
diversity
plan,
our
hiring
goals
are
40
women,
35
people
of
color.
We
spend
a
lot
of
time
talking
up
to
the
board
about
that
at
the
last
meeting
as
to
why
we
set
those
goals.
I'm
happy
to
take

that
during
that

Certainly
we'll
do
our
local
advertising
and
promotion
job
opportunities
within
neighborhood
mass
higher
one
of
the
things
we're
very
focused
on
because
we
have
multiple
locations

well

cultivation
manufacturing
is
being
able

bring
people
up

the
industry
and
provide
them
careers
where
they
can
go
on
and
do
other
things
within
our
own
company,
and
certainly
then
you
know
you're,
hopefully
always
building
the
next
ceo
of
of
another
company
right.
So
that's
something
we're
really
proud
of.

Having
that
flexibility
of
doing,
we
have
we've
submitted
our
policy
on
our
internal
accountability
through
our
diversity
and
equity
committee.
With
quarterly
meetings
and
annual
reports
to
make
sure
that
we're
meeting
those
goals
and
having
the
appropriate
steps
in
place
to
to
work
to
meet
those
goals,
certainly
we
have
our
mandatory
training
within
first
90
days
of
employment
on
diversity,
implicit
bias
and
sensitivity
and
education
same
site
that
we
were
just
before
the
board
on
no
changes.

right

the
vfw
parkway

west
roxbury
and,
as
we
discussed
a
couple
months
ago,
we're
now
in
the
yoga

of
you

that
this
was

a

Recently.

a
little
bit
about
that,
but
we've
worked
with
the
city
and
gotten
all
the
remediation
done.
I'm
happy
to
talk
about
that
during
the
questions
same
floor
plan
that
we
proposed
to
the
board
just
a
couple
months
ago.
No
changes
to
our
floor
plan.

come
in
as
you're
looking
at
the

at
the

This
is
our
sales
floor

counter

and
then
the
exit

the

We
spent
quite
a
bit
of
time
going
over
this
with
the
board.
So
this

There's
no
changes
since
we
last

this
location
approved
employment
plan,
we're
looking
to
do
50
boston
residents,
75,
which
reside

west
roxbury.

talked
about
minorities
and
people
of
color,
certainly
the
I
think.
One
again
I
mentioned
it
previously,
but
one
of
our
biggest
advantages
is
the
ability
to
move
people
through
the
cannabis
industry
within
within
our
own
company
because
of
our
cultivation
manufacturing
in
other
locations,
competitive
wages,
we
we
kind
of
put
the
idea
of
meeting
or
exceeding
the
boston
jobs
and
living
wage
ordinance,
because
that's
a
little
bit
of
a
moving
target.
So
it's
not
a
fixed
dollar
amount.
We
would,
you
know,
continue
to
update
to
meet
that,
along
with.

health
insurance
and
paid
time
off,
and
then,
of
course,
we
implant
and
plan
to
use
the
mayor's
office
for
returning
citizens.
Mass,
higher
and
boston's
operation
exit
program
for
individuals,
who've
been
disproportionately
impacted
under
more
drugs.
Just
for
the
updates
you,
the
board
has
seen
this
slide
and
all
the
outreach
that
we've
done
here
has
been
very
robust.
Since
we
last
appeared
before
you,
we
did
our
community
outreach
meeting
on
1013.

We
also
met
with
the
west
roxbury
neighborhood
council
on
10
26,
and
the
council
voted
seven
to
one
in
favor
of
beacon,
adding
adult
use
at
this
location,
and
then
we
got
an
updated
letter
from
councillor
o'malley
who,
since
left
for
a
letter
of
non-opposition
security.
This
is
the
same
as
we've
proposed
previous
previously
that
the
board
approved
previously
we
haven't
made
any
changes
to
our
security
plans,
certainly
checking
ids.
We
are
aware
of
the
id
scanner
issue
and
we're
you
know,
making
sure
our
security
team
is
working
to
address
that.

As
the
chairwoman
had
said,
we
haven't
seen
that
as
much
in
the
cannabis
industry,
but
we
we
know
it's
out
there.
So
no
changes
to
our
previously
approved
security
plans,
bill
policies
and
procedures
for
building
security,
certainly
in
accordance
with
the
regulations
and
again
no
changes
from
the
previous
of
plu
previously
approved
plans
that
this
this
board
already
reviewed
same
with
our
perfecting
youth
from
accessing
the
product.

No
changes
from
what
the
board
previously
reviewed
and
approved
again,
making
sure
we
have
our
employees
trained
and
we
have
all
the
proper
security,
retail,
dispensing
policy
procedures
in
place
and
preventing
access,
keeping
in
mind.
One
change
here
is
where
we
were
medical
before
adding
the
adult
use
would
allow
anyone
over
the
age
of
21
to
enter
the
facility
without
the
need
for
a
medical
card.
So
that's
one
chain
parking
and
transportation
as
it's
the
same
site
that
the
board's
reviewed
remains
the
same.
There's
a
bus
stop
nearby
rideshare
access.

We
do
have
26
parking
spaces
off
street
parking
in
the
dedicated
parking
lot,
it's
primarily
accessed
by
vehicular
traffic.
There's,
not
a
lot
of
additional
public
transportation,
we'll
comply
with
the
regulations
for
transportation
and
delivery
of
product,
as
we've
previously
noted
to
the
board,
as
well
as
for
the
transportation
of
money.
So
there's
been
no
changes
to
what
the
board
previously
approved
relative
to
those
matters.
The
timeline
the
board
has
seen
this.
The
last
time
we
were
here
was
920
where
we
talked
about
the
excuse
me.

That
was
where
we
got
the
medical
approval.
Since
then
we
got
the
location,
change,
the
zbo
approval,
and
then
we
are
here
for
the
west
roxbury
neighborhood
council,
we've
done
that
and
boston
canvas
board
meeting.
So
that

our
timeline
and
with
that
jasmine
I
am
done
and
I'll
turn
it

for
any

are
not
open
for
medical.

so
we
were
madam
chair
we're
in
the
construction
process.
Unfortunately,
we
did
have
a
squatter
who
was
able
to
gain
access
to
the
building
prior
to
beginning
construction.
They
started
a
fire
to
keep
warm
in
the
bathroom
and
it
did
pretty
extensive
damage
to
the
facility.

We
were
able
to
work
with
the
city
and
the
landowner.
All
the
remediation
and
repairs
have
been
done
and
we
have
the
construction
underway,
so
that
just
happened.

believe

december
just
happened
very
recently,
so
I
did
bring
some
pictures

the
current
state
of
it.
To
the
extent
the
board
was
curious
as
to
where
we
are
today
because
of
the
fire.

that's

we
already

think

roxbury
demographic
is
very
different,
so
one
of
the
things
we
talked
about
with
the
commission
previously
on
the
medical
application
was
trying
to
have
a
some
outreach
to
other
parts
of
the
city
to
get
people
to
come
to
west
roxbury
to
work
there,
the
biggest
challenge
we
have-
and
we
talked
a
lot
about
this
with
commissioner
st
gaine-
was
that
we
don't
really
have
the
access
to
public
transportation.

So
one
of
the
things
that
I
mentioned
on
the
slide
today
was
providing
ride,
share,
helping
to
offset
the
cost
of
ride,
share
for
employees
who
were
willing
to
come
from
other
parts
of
the
city
to
west
roxbury,
and
so
that's
something
we've
spoken
to
the
board
about,
I
think
for
us
really.
It
is
something
that
we
know
we're.
Gonna
have
to
spend
time
and
energy
to
actively
do
to
be
really
meet
our
diversity
goals.

Just
by
way
of
perspective,
the
diversity
in
west
roxbury
is
about
30
of
the
demographic
we
established
a
goal
of
35
percent.
So
what
that
really
demonstrates
is
we're
hoping
to
capture
all
of
the
diversity
within
west
roxbury,
as
well
as
go
above
that
local
diversity
by
bringing
employees
in
from
other
parts
of
the
city.

it
doesn't
sound
like
a
big
number,
and
I
appreciate
that,
but
we
really
are
saying
we're
going
to
go
above
and
beyond
our
neighborhoods
demographic
to
really
try
to
improv
increase
our
diversity
to
the
best
extent
we
can.

This

something
we've.
You
know
we
spent
quite
a
bit
of
time
talking
the
board
about
last
time,
and
we
know
this
is
going
to
be
something
we
have
to
remain
focused
on
to
to
meet
these
goals,
and
we
understand
that.

cannabis

in
regulated
security

successfully

dozens

cannabis

medical
licenses
and
one
cultivation
license
maryland
where
they
have
three

license

Ethos
has

in
fitchburg,
along
with
cultivation

co-located
with
adele

medical

patients

customers
coming
to
this
facility

1445
represents
hundreds

workers

processing,
packaging

recreational

industry

state

surpassed
two
billion
dollars
in
gross
revenues
last
year,
the
attorney
general's
office
in
massachusetts
has
fined
cannabis
companies,

would
never
happen
with

union
contract.

collective
bargaining
agreements

contain
better
wages

easier
for
cannabis

fall

hands

miners,

know

that
would
purchase
and

marijuana

minors

just

ground

not
wanting

over
proliferation
of
cannabis
in
our
community
oversaturation

type

businesses

is

cash
flow,

involved
with

thought
of
vans
of
cannabis.

cannabis

a
great
opportunity

likes

we

are
owned
by

and

the

she

have

to
be
impacted

fat

by
that
fact
that
she
won't
have
control
over
her
parking
spots.

think
she's
being
taken
advantage
of

proposing
a
flawed
business
model
where
already
people
are
complaining
about
that

not
profitable
enough

two

drivers.

that
a
lot

fast
food

drivers
are
getting
robbed

drivers

operate

huge

doctors,
got
pills
and

now
addicted.

think
the
biggest
issue
in
roxbury
is
the
opioid
crisis

put
all

efforts
into
solving
those
issues
specifically
living
in
orchard
gardens,
we're
greatly
impacted
by
the
opioid
crisis.
When
I
walk
outside
my
door
every
day,
I
have
to
tell
people
to
cross
the
street,
who
are
smoking,
crack
smoking,
cigarettes,
they're,
never
smoking
cannabis.

I

strongly
support
this
and
I
hope
that
we
can
provide
education
in
our
communities
to
help
to
help
fight
the
real
culprit,
which
is

not
cannabis.

delivery
and
the
fact
that
those
delivery
vehicles

only
have
packages
for

have

manifest.

so
the
concern
about

ton

product

targets

one
is
there's
a
lot.

concerns

retail
stores

people

operate

folks
are
proposing,

fulfill

only
people
allowed

those
facilities
are
regulators

can't
come
by.

folks

and

person

home
and

say-
