meeting
law
requires

I

start
with
introductions,
I'm
a

the
minute
minutes
from
the
last
meeting
right
now,
because
we
don't
have
a
quorum,
so
that's
and
we

Heather

our
chairs
on
her

so
hopefully
we'll
be
able

approve

have
the
chair
report
when
she
arrives,
but
Commissioner
mccosh
would
like
to
give
us
the
commissioners

updates
this
month,
I'd
like
to
just
let
everybody
know
that
Kathryn
Quigley
has
left
her
position
as
our
architectural
access
specialist.
So
currently,
I
am
the
one
in
the
office
who
is
overseeing
all
the
architectural
access
projects.
These
include
p.I.c
public
improvement,
Commission
projects,
architectural
access
board
projects
and
pra
projects
under
the
Boston
Redevelopment
Authority.
There's
one
project
that
I
would
like
to
email
to
board
members:
I'll
email
it
tomorrow.

It's
a
large
development
project
in
Andrew
square
in
South
Boston,
and
it's
going
to
have
a
large
impact
on
the
community,
sidewalks
Street
crossings
and
they're
looking
for
feedback
from
the
public,
because
it's
such
a
large-scale
development,
with
a
big
impact
on
the
pedestrian
right
of
way.
So
I'd
like
to
email
that
to
people
and
I'll
highlight
the
places
to
look
because
it's
a
long
document
and
it
may
be
overwhelming,
but
I'll
put
some
of
my
thoughts.

thought
it
might
be
something
that
we
might
want
to
write
a
letter
for
the
only
thing
is
the
letter
would
be
due
at
the
end
of
the
week.
So
I'll
put
some
of
my
thoughts
together.
I
can
compose
a
letter
if
everyone's
interested
in
signing
on
we
could
do
it
that
way.
It
kind
of
came
at
the
last
minute
that
the
way
I
came
about.
So
it's
it's
not
that
anybody
missed
it.
I
just
am
getting
it
to
you
know.
Since
we
are
show
it's
staffed,
we
have
three
open
positions.

position
was
posted
a
so
if
you
know
anyone
who's
interested,
I'll,
also
fold,
you
all
the
job
descriptions.
If
you
know
anyone
who's
an
architect
and
interested
in
architectural
access,
please
let
them
know

the

Two
positions
which
are
chief
of
staff
and
architectural
access
support
person
will
be
posted
this
week,
hopefully
board
updates.
We
have
one
board.
Member
opening,
skill
and
I
will
be
posting
that
just
after
the
new
year,
so
we'll
have
nine
board.

Another
thing
I'm
working
on
is
housing
for
the
City
of
Boston
I,
don't
know
if
everyone
saw
it
in
the
news
last
week,
but
the
mayor
just
approved
a
new
inclusionary
development
program.
He
expanded
the
amount
of
money
that
developers
have
to
pay
to
put
towards
affordable
housing
in
certain
neighborhoods,
the
neighborhoods
that
are
really
popular
and
having
a
lot
of
development.
He
raised
the
he
increased
the
price
that
developers
have
to
pay
into
the
fund
and
also
he's
requiring
that
any
off-site
housing
be
located
within
one
quarter
of
a
mile
of
the
development
itself.

So
the
mayor
is
now
requiring
that
if
they
put
money
in
it's
more
money
and
if
they
located
off
site,
it
has
to
be
within
a
quarter-mile
of
the
development,
and
this
is
really
significant
because
a
lot
of
times
the
the
developers
will
build
luxury,
condos
or
luxury
apartment
buildings
in
desirable
areas
and
then
put
the
affordable
and
accessible
units
in
an
area.
That's
less
desirable,
less
near
transit.
So
this
way
it
keeps
people
with
disabilities
and
people
who
need
affordable
housing
in
the
same
area
as
the
rest
of
the
development.

So
that's
a
big
big
change
by
the
mayor
and
we
were
thrilled
about
that
I'm,
also
working
on
the
disability,
housing
task
force,
which
is
part
of
the
mayor's
30-year
housing
plan.
We
are
currently
finishing
up
the
Boyd
recommendations
which
will
go
to
the
mayor
after
the
first
of
the
year
and
we've
broken
the
housing
test
for
us
into
three
areas.
One
is
on
developing
new
housing.

One
is
on
services
for
people
with
disabilities
who
need
housing
and
the
third
one
is
getting
information
out
to
people
about
how
they
can
access
housing,
so
we'll
make
out
recommendations
and
then
hopefully,
send
them
to
the
mayor
and
if
he
proves
hopefully
we'll
be
able
to
implement
some
changes.
Another
thing
that
I'm
currently
working
on
is
the
changes
in
the
accessible
parking
program.
There's
currently
some
legislation
at
the
State
House
pending
to
strike
the
word
handicapped
from
all
the
state
laws
and
replace
it
with
disabled
or
accessible.

So
that
was
one
thing
that
we
had
recommended.
What
we
talked
about
recommending
to
the
mayor
was
to
change
the
language
from
handicapped
parking
too
accessible
parking.
So
if
that
gets
done
at
the
state
level,
that
will
be
great
because
it
won't
be
something
that
will
have
to
implement
and
the
inspector
general
is
also
in
the
process
of
finishing
his
write.
His
recommendations
for
changes
in
the
accessible
parking
in
the
city
and
I'm
meeting
with
the
City
Council
next
week
to
go
over
some
recommended
changes
that
we
had.

Some
of
the
big
things
are
changing
the
language
potentially
limiting
neighborhood
accessible
parking
spaces
to
neighborhood
residents
by
requiring
a
sticker
and
also
potential
changes
in
the
meter
law
requiring
for
our
limit
for
people
with
a
plaque
out
or
a
plate,
and
that
would
all
have
to
go
through
the
state.
So
this
is.

did
have
a
film
screening
in
November
and
we
had
a
large
turnout.
How
many
people
do
we
have
Jessica
60
people,
75
people,
so
I
think
that
was
our
biggest
turn
out
yet.
So
we
were
excited
about
that.
We'll
do
another
film
screening
after
the
new
year
and
we
still
do
a
monthly
TV,
show,
disability
news
and
views
so
other
than
that
we're
just
holding
down
the
fort
and
hoping
to
get
some
new
stuff.

projects

do
hope
after
the
new
year
to
have

architectural
access
calendar
available
for
people,
so
you'll
be
able

see
what
projects
are
coming
to
win
and
get
more
information
to
you
about
timelines
to
weigh
in
with
letters
one.

one
quick
old
business
letter
was
submitted
in
November
to
the
Joint
Committee
on
Public
Safety
and
Homeland
Security,
which
is
Senator
timilty
and
representative
Naughton
in
regards
to
bill

323,
which
is
an
act
relative
to
the
architectural
access
board.
I
did
send
out
that
language,
but
I
just
wanted
to
confirm
and
update
you
guys
that
that
was
in
fact
sent
out
and
was
brought
over
by
the
office
of
intergovernmental
relations
and
supported
by
the
mayor,
and
we.

We
also
mail
that
a
letter
about
the
sandwich
boards
am
encouraging,
making
sure
that
the
right-of-way
is
upheld
in
any
new
sandwich
board
standards
that
are
put
out
also
one
update
for
what's
happening
around
City
Hall
tomorrow
there
is
a
Boston
City
Council
Committee
on
education
working
session,
which
is
a
hearing
to
identify
solutions
to
ensure
equitable
transition
of
boston,
public
school
students
receiving
special
education
services.
What
time
is
that,
and
that
is
at
four
tomorrow
on
the
fifth
floor,

room

at
City
Hall,
while.

So
we
are
partnering
with
imagine
imagine

Boston,
which
is
an
initiative
that
the
city
is
doing
to
kind
of
think
out
of
the
box
and
literally
imagine
what
Boston
would
look
like
in
20
30.
So
there
are
a
couple
boxes
that
we've
specifically
targeted
the
disability
community
for
there's
one
in
Boston
Center
for
Independent
Living.

There
is
one
at
the
multicultural,
Independent,
Living
Center,
there's
one
at
the
Greater
Boston
Legal,
Services
I
believe
there
we
will
be
putting
one
up
at
the
disability
policy
consortium
next
week
and
hopefully
at
deaf
Inc
as
well.
Those
will
be
around
for
a
couple
weeks,
so
there's
suggestion
boxes
their
suggestion
boxes,
so
they
are
there
and
the
little
cards
say
my
life
in
20-30
would
be
easier.
If
and
you
literally
just
you
can
either
check
a
box
off
that
says.

Oh
I
had
access
to
transportation,
I
had
affordable
housing,
I
had
better
classes
in
my
schools
and
then
there's
a
place
for
you
to
write
whatever
you
want
and
then
I'll
be
going
around
to
those
locations
and
collecting
the
comment
cards
periodically
and
then
eventually
the
boxes
will
be
taken
back.
The
whole
initiative
is
being
run
by
the
office
of
neighborhood
services,
so
I'm
working
with
them
to
kind
of
put
this
together,
but
I
wanted
to
make.
We
wanted
to
make
sure
that
the
disability
community
was
reached
out
to,
and
their
comments
were
heard.
The.

Vision,
zero
vision,
zero,
that's
a
task
force
that
I
serve
on
whose
goal
is
to
have
the
city
of
zero
pedestrian
deaths,
pedestrian,
Oh,
bicyclists
and
the
mayor
just
launched
that
program
publicly.
Last
week,
we've
been
doing
a
lot
of
behind-the-scenes
work,
but
we're
working
with
the
police,
with
the
Boston
Transportation
Department
in
Boston
Public
Works,
to
really
look
at
how
we
design
streets,
how
we
design
policies
and
traffic
regulations
so
that
the
car
is
no
longer
King
in
Boston.

Pedestrians
should
have
equal
rights
and
bicyclists,
it's
better
for
everybody
when
people
get
out
and
walk
and
bike.
So
it's
a
great
task
force,
but
this
the
mayor's
launched
a
number
of
really
big
initiatives
over
the
last
year
or
two.
So
these
are
just
some
of
them
and
we
really
want
to
have
the
disability
community
voice
in
them.
So
maybe
we
can
put
together
like
a
information
sheet
on
all
these
initiatives.
I
can,
of
course,
do
that
tomorrow
and
get
it
out
to
people
just
to
make
sure
we
get
get
everybody's
input.

The
volunteering
sign
up,
I
believe
abies
I
know
it's
a
wednesday
evening,
I
believe
it's
the
last
Wednesday
in
January
and
if
you're
interested
in
signing
up
essentially
what
it
is
you're
put
into
different
groups
and
out
into
the
city
and
a
census
is
taken
of
homeless
that
are
on
the
streets
in
shelters
in
rehab
facilities
and
pretty
much
anywhere
in
the
city
of
Boston.
So
there's
an
opportunity.
If
any
of
you
would
like,
I
can
send
that
information
out
as
well.

Tomorrow
as
chris,
as
the
commissioner
said,
we
did
have
the
film
series
which
was
incredibly
well
attended.
It
was
a
Cambridge
filmmaker
and
we
screamed
la
casa,
linda
just
a
documentary,
and
we
had,
I
think,
about
75
people
and
then
a
talkback
moderated
by
oz
from
Spaulding
with
a
couple
individuals,
the
director,
as
well
as
a
disability
lawyer
in
the
community
and
then
thirdly,
oh
the
Earned
Income,
Tax
Credit.

So
we're
prepping
for
that
as
well,
and
so
the
free
tax
prep
will
be
happen,
we'll
start
very
soon
and
believe
in
january-february
and
that'll
happen
all
over
Boston
and
many
times,
people
in
just
disability
community.
There
is
an
overlap
in
which
they
meet
the
criteria
for
free
tax
prep.
So
our
office
will
have
a
lot
of
information
about
that
and
we
will
send
that
out
as
well.

We're
also
doubling
our
efforts
to
do
ASL
tax
days
many
times
the
deaf
community
is
faces,
a
lot
of
barriers
to
doing
their
taxes
based
on
communication
breakdown
and
locations
and
just
general
knowledge.
So
last
year
we
did
two
different
ASL
tax
days
when
a
deaf
Inc
and
one
at
Dorchester
house,
we
are
now
doubling
our
efforts
and
I
believe
doing
two,
if
not
three
ASL
tax
days
at
deaf
Inc
and
one
at
a
free
tax,
prep
area
in
Jackson,
Square
hoping
to
get
two
different
communities.

the
blind,
which
is
some
advocacy
organization
for
blind
people
and
I,
don't
know
what's
going
on,
but
I
believe
they
have
formed
a
task
force
to
look
at
discrimination
against
blind
people
for
the
city
of
Cambridge
Boston,
this
area
in
terms
of
uber,
lyft
and
tactic
app,
because
I
think
recently,
there's
been
a
number
of
service.
Animal
users
who
have
been
denied
access
so
and
the
taxi
service
will
also
be
included.

The
housing
speak
out
was
very
successful.
We
focused
a
lot
on
the
alternative
housing
voucher
program.
The
affordable
housing
program
that
this
commission

board
has
supported,
increasing
funding
for,
but
then
several
of
us
from
the
housing
meeting
did
go
over
to
the
MBTA
at
that.

that
I
boat
to
one
of
the
board,
members
and
I
think
they
were
gonna,
maybe
delay
it
and
look
at
the
numbers
a
little
bit
more
but
I,
don't
know
how
to
vote.
Finally
went
down

another
update
last
week
or
two
weeks,
so
I
believe
I
went
with
one
of
the
council
staff
to
one
of
the
city
councilors
for
Jamaica
Plain
counselor,
mom
ali.
I
went
with
one
of
his
staff
to
the
back
of
the
hill
apartments,
which
is
over
in
between
mission
hill
and
jamaica
plain,
and
we
held
a
community
forum
for
the
residents
who
had
some
access
concerns,
most
of
them
pertaining
to
the
MBTA
and
the
trouble
of
getting
the
MBTA.
It's
rated.

The
heat,
Street
stop
and
the
issues
related
to
access
that
that
intersection
holds
its
the
intersection
of
south
huntington
and
heath
street,
which
is
there's
lots
of
different
roads
as
well
as
train
tracks
and
not
a
whole
lot
of
signaling
and
a
lot
of
open
space
in
the
roads.
So
that
was
a
main
concern,
as
well
as
most
people's
concerns
that
we
have
heard,
which
is
snow
and
snow
removal.

But
it
was
a
fairly
successful
meeting
in
which
the
residents
were
happy
to
have
city
representatives
there
and
I
believe
that
those
meetings
are
going
to
continue
both
for
those
residents
in
that
housing
community,
as
well
as
in
other
places
in
the
community.
So
in
JP
and
possibly
other
places
in
the
city
in
which
community
members
from
housing
complexes
or
just
independent
individuals
who
are
living
in
the
community
are
able
to
raise
concerns
related
to
accessibility,
mostly
for
senior
citizens
and
people
with
disabilities.

there

that
we
would
like
to
do
about
the
ride.

there?
Is
there
any
point
to
us
writing
a
letter
this
week,
I
know,
there's
been
a
lot
of
language
circulated
regarding
letters
that
can
be
sent,
so
I
imagine
that
putting
one
together
would
not
be
particularly
difficult.
I
also
know
we
can't
vote
on
one
yet
since
we
don't
have
a
quorum,
but
if
that
is
something
that
the
board
that
is
present
is
interested
in
I
can
at
least
work
on
one
this
week,
I
think.

That's
a
great
idea:
I
think
that
I
definitely
haven't
given
up
on
the
idea
of
cutting
service,
even
though
they
didn't
do
today.
So
it
would
make
a
difference,
especially
since
we're
in
Boston,
so
the
Boston
it
would
still
be
covered
if
they
eliminated
the
premium
zone.
So
it
might
mean
something
to
show
that
even
Bostonians
care
about
this
sure.

because
even
I
think
there
was
a
figure
that
said,
twenty
percent
of
the
non
premium
of
the
premium
area
trips
came
to
Boston,
okay.
So
it's
a
lot
of
people
who
come
to
Boston,
like
you
said,
for
medical
services
and
and
to
see
family
and
friends,
and
that
that's
a
big
isolating
factor
if
they
can't
get
into
the
city
anymore,
believes.

Was
it
was
all
premium
services
which
included
trips
over
three
quarters
of
a
mile
away
from
a
t,
stop
as
well
as
under
24-hour
notice?
So
any
of
those
that
were
under
premium,
I
believe,
were
the
ones
that
were
being
looked
into
and
I
believe
that
the
ride
was
given
or
the
MBTA
asked
for
a
week,
long
extension
to
look
at
these
cuts.
So
we
do
have
at
least
a
couple
days
in
order
in
which
we
could
get
a
letter
out
to
the.

Well,
as
you
know,
where
we'll
be
working
again
on
funding
for
the
alternative
housing,
voucher
program,
affordable
housing
for
people
with
disabilities
and
the
budget
asked
for
that
will
be
the
same
as
last
year
to
bring

total

program
to
a
total
of
7.1
million
dollars.
From
a
current
total
of
four
point,
six
and
the
goal
there
is
to
get
it
up
to
approximately
the
800
vouchers
that
have
funded
in
the
mid-90s
when
the
program
started.

that
probably
could
wait
a
little
while
because
we
haven't
started
asking
for
formal
organizational
endorsements
yet,
but
similar
to
last
year,
bc.
Iln
the
disability
policy
consortium
will
be
gathering
a
list
of
organizations
that
support
this
campaign,
and
I
would
certainly
hope
that
our
board
will
be
one
of
them
once
again,
and
I
know
that
we
all
support
affordable
housing
for
people
with
disabilities.
