unit
responded

Bijou

Stewart
Street
for
the
report
of
loud
music.
This
call
was
received
at
City
Hall.

Boston
noise
ordinance
forbids
readings
exceeding
50
decibels
after
11
pm,
Sergeant
Tech
of
Gallagher
then
proceeded
to
Bijou
in
order
to
conduct
a
license
from
its
inspection
and
speak
to
the
management
about
the
noise
issues.
The

assisted
Sergeant
Gallagher
met
up
with
the
management
and
informed
him
about
the
sound
readings
that
recorded
from
next
store.

on

before
the
night,
we

lowered
the
base
from
the

have
a
small
monitor
in
the
closet
that
bypasses
the
mixer
that
the
DJ
plays
from.

we
have
it
at

decibels
and
on
this
particular
night,
when
Sergeant
called
me,
when
I
went
into
the
closet,
it
was
at
-2
or
minus
one.

set

sergeant
left
and
once
we
closed,

talked
to
my
lighting,
guys

monitor

I
asked
them.

was
a
little
bit?

it
wasn't
leveled,

while
it
wasn't
at
-9
as
we
always
do-
and
they
informed
me
that
before
the
night
they
had
to
reset
the
system-
and
there
was
some
sound
issues
so
once
they
reset
the
system.

instead
of

nine,
so
usually
prior
to
opening.

it
at

before
we
open.

make

that

DJ
doesn't
push
the
volume,
so
they

control

the
mixer.

building
manager
if
he
would
send
out

email
asking
affected
residents
to
get
in
touch
either
with
him
or
me
in
the
building

not
willing
to
do
that.

people
who
have
moved
out.
There
were
other
people
that
were
going
to
be
that
that
could
have
potentially
come
to
this.
Unfortunately,
I
was
away
and
I
just
got
back
very
late.
Last
night
and
yeah
it
I
didn't
find
a

I
searched
but
couldn't
find
a
public
notice
about
the
hearing.
So
I
don't
know
if
I
just
missed
that,
but
it
would
have
been
really
helpful.

don't

in
the

couple
things
to
note:
when
Sergeant
Gallagher
came,
that
was
a
pretty
typical
night.
There
was
one
time
previously.
I
was
able
to
arrange
him
coming
to
visit
a
couple
residents
and
it
was
abnormally
quiet.
It
was
still
audible
with
the
windows
shut,
but
the
it
and
with
the
windows
open,
it
was
over
50
decibels,
but
it
came
in
just
under
with
them
shut
a
couple
times
a
little
bit
over
50.
I've
had
readings
in
my
apartment
up
to
70.

In
times
when
detective
Gallagher
was
here,
and
also
mostly
when
they're
not
I've
found,
it
tends
to
be
worse
on
nights
when
the
licensing
unit
is
not
working
and
I
have
had,
and
that's
kind
of
a
problem
that
there
aren't
other
parties
who
from
BPD
who
can
write
up
violations
because
it
seems
like
there
just
isn't.

questioned
whether
there

been
other
complaints

many
times
there
have
been
violations
and
as
sergeant

said,

they
have
other
calls.

respond

likelihood
of
them
being
available
at
the
time
or
resident
calls
on
the
day
that
they
cause
is
pretty
small
and
I
have
talked
to
other
people
in
my
building.

people
that
it's
just
come
up
with

don't
know
most
of
the
residents,
but
the
ones
I've
happened
to
talk
to
who
are
on
my
side.
There's
people
all
the
way
up
to
the
highest
floor.

talked
to
was
the
26th
floor
and
they
can
still
hear
it
on
the
26th
floor,
I'm
on
the
10th
floor.
So
it's
a
much
bigger
impact.

residents

told
me

have
this
in
writing
that
I
can
share

the
licensing
board.
If
I
get
the
permission

the
parties
who
mentioned
it,
but
they
even
have
a
hard
time
watching,
TV
or
relaxing,
because
the
bass
is
just
non-stop.
Even
if
you're
trying
to
sleep,
you
can't
block
it
out,
and
you
know
it's
to
the
point
where
there's
been
times
there
was
one
day
I
just
decided:
okay,
I
have
a
background
in
music
I
have
the
windows
shut,
it's

just
gonna
write

the

wrote
it

it

mate

Sergeant

So
it's
to
the
point
where
not
only
do
you
feel
based,
but
I
can
hear
the
Melodies

hear
it
in
the
shower,
which
is
about
10
feet
away
from
the
wall
with
the
water
on,
and
my
shower
head
makes
a
lot
of
hissing
noises.
It's
quite
loud.

can
still
feel
the
bass.

impact

my
sanity

confused

difficult

find

many
complaints

down
in

did
was
they
ripped
the
whole
ceiling
down,

bunch
of
different
boards
that
cuts
the
sound
and
then,
after
that
they
have
sound
panels.
So
the
whole
ceiling
is
probably
like
three

four
inches
of
soundproofing.

ventilation
system

obviously
can't
cover
the
vents.
