A
Everyone
is
muted
great.
Thank
you
good
morning.
This
is
an
administrative
hearing
before
the
mayor's
office
of
consumer
affairs
and
licensing
today
is
monday
february
14th
2022.
This
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
meet.
Virtually
this
hearing
is
being
recorded
and
will
be
posted
to
the
city
of
boston's
website.
A
We
are
joined
today
by
the
executive
director
of
the
mayor's
office
of
consumer
affairs
and
licensing
kathleen
joyce
and
director
of
operations
rebecca
foo.
I
will
read
today's
agenda
items
into
the
record.
I
will
then
ask
who
is
present
on
behalf
of
the
applicant,
who
will
then
make
a
brief
presentation
regarding
your
proposal,
followed
by
questions
by
the
division
and
testimony
beginning
with
elected
officials
or
their
representatives.
A
Please
limit
your
testimony
to
two
minutes
and
please
state
your
name
address
and
affiliation.
If
any,
the
first
item
on
today's
agenda,
shamrock
pub
has
been
continued
due
to
a
lack
of
legal
notice.
Therefore,
we
will
only
have
one
item
on
today's
agenda.
B
So
plenty
of
experience
managing
these
types
of
venues
as
part
of
the
boston
landing
development,
which
is
currently
home
of
the
new
balance
world
headquarters,
the
track
at
new
balance,
which
is
under
construction
in
conjunction
with
this
venue,
as
well
as
the
boston,
bruins
and
celtics
practice,
and
training
facilities,
other
new
offices,
residents,
retailers
and
restaurants.
B
This
particular
application
is
for
the
planned
concert
venue
by
the
valerie
presents,
who
is
a
leading
concert,
promoter
and
venue
management
company
that
operates
some
of
the
most
beloved
venues
for
artists
and
fans
alike
along
the
east
coast
and
locally
here
at
the
sinclair,
as
previously
mentioned.
B
As
far
as
the
venue
details
are
concerned,
and
josh
can
certainly
elaborate
a
bit
more
on
this
as
well
in
a
few
moments.
But
it
is
a
50
000
square
foot
venue
which
can
accommodate
up
to
3
500
people
upon
completion.
The
roadrunner
will
be
the
largest
general
admission
standing
room.
B
B
An
extensive,
sound
study
was
conducted
with
three
different
sound
consultants,
and
the
construction
method
was
intricate
in
both
energy
and
expense
in
order
to
not
only
present
the
best
sound
experience
within
the
venue,
but
also
avoid
any
disruption
to
the
surrounding
neighborhood
they've
built
the
venue
to
incorporate
two
layers
of
drywall
everywhere,
large
air
gaps,
acoustically
rated
exterior
doors,
as
well
as
building
the
venue
so
that
the
whole
ceiling
is
suspended,
which
is
a
method
used
in
order
to
not
transmit
more
vibration
into
the
structure,
because
sound
is
vibration.
B
Decoupling
of
the
walls
from
the
structure
itself
creates
less
vibration
on
the
exterior
of
the
building,
which
is
what
would
ordinarily
cause
the
sound
to
emanate
from
the
walls.
To
begin
with,
I
think
kind
of
interesting
fun
facts
as
well
that
I've
learned
throughout
this
process
too.
B
The
state-of-the-art
facility
comes
along
with
top-tier
security,
training
and
detail
as
well.
The
head
of
security
for
aeg,
the
bowers
parent
company,
boasts
a
team
consisting
of
the
upper
echelon
of
people
in
public
safety,
knowledge
and
trading,
including
folks
who
previously
worked
for
the
department
of
homeland
security.
B
This
team
3eg
is
responsible
for
vetting
the
local
security
management
companies,
who
will
be
on
the
ground
providers
here
in
boston
and
they're
utilizing
rsig
security,
who
also
is
the
same
company
that
provides
security
for
events
like
the
boston
marathon,
boston,
calling
children's
hospital,
the
special
olympics
so
on
and
so
forth.
So
incredibly
experienced
and
detail-oriented
security.
B
A
team
for
major
venues
with
higher
bigger,
bigger
number
audiences
each
show
will
have
approximately
30
to
40
security
staff
on
duty,
and
this
includes
staff
posted
to
doors.
The
metal
detectors
that
people
will
walk
through
as
they
enter
the
venue
bag
checks
floats
around
the
venue
as
well
as
perimeter
security.
B
We
did
submit
the
most
updated
security
plan
and
procedure,
which
also
includes
the
crowd
management
plan
to
the
board
this
morning,
so
they
have
that
on
file
and
also
in
partnership
with
spectrum
who's.
Our
concessionaire
for
this
facility-
and
I
know
of
related
security
concerns.
The
premises
will
also
have
an
id
scanner
in
this
venue.
They're
utilizing
intellicheck
at
the
doors
and
ids
will
also
be
double
checked
at
points
of
service
for
alcohol
service.
B
As
far
as
community
outreach
is
concerned,
this
venue
has
been
thoughtfully
developed
in
close
partnership
with
the
austin
brighton
neighborhood
and
has
been
met
with
great
support
during
the
community
process,
as
evidenced
by
support
letters.
I
know
the
board
has
received
from
residents
nonprofit
and
community
organizations
and
elected
officials
common
threads
and
echoes
that
we've
heard
about
this
venue
is
that
because
austin
brighton
is
a
community
that
thrives
thanks
to
a
vibrant
arts
culture.
B
This
venue
will
bring
economic
and
creative
development
to
the
neighborhood
that
people
are
looking
forward
to
music
venues
in
the
neighborhood
to
support
local
boston
musicians
and
performers,
and
as
far
as
nonprofit
and
community
outreach
relationships
and
community
benefits
in
the
in
the
neighborhood,
there
was
one
in
particular
from
the
west
end
house.
B
Business
bauer
certainly
continues
to
or
looks
forward
to
continuing
the
relationship
in
the
austin,
brighton,
neighborhood
and
making
its
own
contributions
and
positive
impacts,
as
well
as
community
benefits
when
and
where
they
can.
B
Artist
displacement
lately
is
a
huge
thing,
and
the
lack
of
practice
spaces
right
now
in
the
neighborhood
is
something
that
local
artists
are
feeling
one
of
the
bigger
practice
facilities
on
the
same
block
as
looking
to
be
redeveloped.
So
local
musicians
have
lost
a
lot
of
space
to
perform,
and
this
venue
is
definitely
going
to
provide
an
opportunity
for
musicians
not
only
to
play
ticketed
concerts.
B
They
actually
do
have
a
number
of
bands
from
the
area
that
we'll
be
playing
or
plan
to
play
for
roadrunner
already,
but
have
this
space
about
available
for
them
to
rehearse
will
be
a
great
thing
additionally,
and
I
think
worth
noting
they
will
be
collecting
25
cents
per
ticket
that
will
fund
shout
syndicate
which
will
fund
arts
programming
close
to
a
hundred
hundred
thousand
dollars
of
direct
financial
impact.
B
A
local
arts
program
will
happen,
counting
nothing
else,
just
from
the
tickets
alone
that
they
will
host
the
anticipated
opening
date
is
well
we'll,
hopefully
receive
the
certificate
of
occupancy
by
the
end
of
this
month,
working
hard
to
achieving
that
through
final
inspections,
with
the
first
planned
hard
opening
event
for
march
9th.
With
that
being
said,
josh,
please
feel
free
to
add
anything
you'd
like
and
happy
to
answer
any
questions
or
concerns
that
the
board
may
have.
C
Thanks
chris,
I'm
not
sure
you
left
too
much
too
much
detail
out
for
me
to
fill
in,
but
you
know
we're
we're
very
much
looking
forward
to
joining
the
austin
brighton
neighborhood.
I
feel
like
this
is
a
great
use
for
a
neighborhood
that
has
certainly
embraced
the
arts
for
for
decades.
Before
my
time
even-
and
we
feel
like
it'll-
be
a
welcome.
C
C
You
know
a
rigorous
process
to
look
both
at
the
venue
space,
as
well
as
the
neighborhood
and
our
operations,
and
look
forward
to
joining
the
neighborhood
and
and
bringing
some
some
great
concerts
and
events
to
the
area.
D
C
Typically,
one
hour
before
doors,
I
think,
a
typical
event.
We
would
see
a
seven
o'clock
doors
with
an
eight
o'clock
performance
beginning
we
have
the
full.
You
know
the
full
two
am
license
in
there,
which
will
give
us
flexibility
for
new
year's,
special
events
and
other
activities.
But
I'd
say
the
vast
majority.
C
Sorry
of
the
events
will
be
concluded
by
11
pm.
D
Okay
and
ticket
tickets,
are
they,
can
you
purchase
tickets
at
the
door
or
are
they
online
only.
C
Both
so
we
see,
probably
somewhere
around
90
and
that's
an
ever-increasing
number
of
tickets
being
purchased
in
advanced
online,
that
we
do
have
two
box
office
windows
there.
So
if
a
concert
is
not
sold
out
by
the
time
we
open
doors
tickets
will
be
available
day
of,
but
once
concerts
are
sold
out
to
the
3500
capacity,
then
then
no
more
tickets
will
be
made
available
and
we
do
not
do
kind
of
a
one
out
one
in
type
thing
once
once
the
event.
E
C
Out
it
is,
it
is
sold
out
similar
to
what
you'd
see
at
other
venues
around
town.
D
Okay,
I
know
there's
been
a
lot
of
support.
We
have
received
some
letters
but
attorney
scalen.
Is
there
a
letter
from
the
neighborhood
group?
We
might
have
it
already,
but-
and
I
know
you
mentioned-
that
you
met
with
them.
B
D
If
you
happen
to
have
it
handy
would
just
help
with
sticking
it
out.
We
might
have
it
on
the
licensing
side,
I'll
yeah
I'll
double
check,
send
it
over
okay,
I'm
going
to
turn
it
over
to
rebecca
to
see.
If
I
missed
anything
that
you
would
like
to
get
answers
to.
B
There
is
the
lantera
building,
that's
the
closest
and
they,
I
know,
obviously
are
fully
aware
of
the
venue,
and
I
don't
know,
and
we've
we
had
a
butters
meeting
with
them
pre-covered
or
no
that
was
postpo
of
it.
I
think
josh
helped
me
out
on
the
date
there.
B
B
What
it
was-
and
we
had
a
couple,
come
over
to
visit
and
discuss,
but
I
don't
know
that
there's
been
any
major
concern
and
that
all
their
concerns
were
adequately
addressed.
Additionally,
they
were
put
on
notice
of
this
hearing
as
well.
B
G
Good
morning
chairwoman
joyce
attorney
green
director
foo
pam
mullany
from
counselor
liz
braden's
office.
Counselor
would
like
to
go
on
record
with
her
strong
support
for
this
particular
entertainment
license
application.
The
live,
entertainment
that
will
be
hosted
by
the
venue
is
a
welcome
addition
to
the
athletic
and
retail
offerings
at
boston
landing
from
the
local
neighborhood
perspective.
G
The
bowery
presents
is
a
closely
connected
group
in
terms
of
connection
to
the
local
austin
brighton
community
for
more
than
a
decade
had
been
the
exclusive
booking
partner
for
the
former
great
scott
and
a
partner
for
local
community
organizations
like
the
boys
and
girls
club
of
west
end
house.
They
shows
that
roadrunner
will
provide
many
job
opportunities
for
local
residents
to
work
in
the
live
music
industry
and
will
drive
foot
traffic
to
the
growing
number
of
small
businesses
and
restaurants
in
and
around
the
boston
landing
area
of
brighton,
so
strong
support
from
councillor
braden.
A
H
H
The
representative
has
had
the
opportunity
to
visit
the
venue
and
was
incredibly
impressed,
but
also
looks
forward
to
the
employment
opportunities
provided
to
the
community,
as
well
as
the
continued
partnership
with
the
west
end
boys
and
girls
club.
It
is
for
these
reasons
again
that
the
representative
would
be
would
like
to
be
recorded
in
support
of
this
license.
A
Thank
you
and
we
have
a
letter
of
support
from
the
representative
on
file
as
well,
this
application
opening
up
to
general
testimony.
If
you
would
like
to
testify
on
this
matter,
please
use
the
raise
hand
function.
If
you
are
able-
and
I
will
call
you
in
the
order
that
we
see
your
hand
raised,
I
see
a
hand
already
raised
from
robbie's
iphone.
You
could
identify
yourself
and
please
testify.
I
Hi,
my
name
is
robert
wolfson,
I'm
in
a
band
out
of
boston
called
ripe
that
has
grown
to
a
national
touring
organization,
and
that
has
worked
closely
with
both
the
barry
and
josh
for
a
while
and
we're
incredibly
supportive
of
what's
happening
with
roadrunner.
It
feels
like
a
massive
addition
to
the
boston
music
scene
and
I
think
that
doesn't
currently
exist,
especially
coming
out
of
coven,
where
venues
were
in
the
habit
of
closing,
with
nothing
really
coming
out
to
replace
them.
I
The
bowery
has
been
incredibly
good
to
boston
musicians
in
the
local
scene.
They've
been
really
supportive
to
us.
We
are
actually
in
the
middle
of
a
tour
right
now
that
we
did
rehearsals
for
at
the
sinclair,
a
different
bowery
venue,
and
also
we
worked
alongside
josh
with
the
boys
and
girls
club
and
like
they
show
up
100
where
they
say
they're
going
to
they're,
really
good
for
the
community.
I
I
live
down
the
street
from
boston
landing
and
say
that
everybody
that
I
speak
to
on
our
block
is
very
excited
for
this
to
be
in
addition
to
the
neighborhood
it
yeah.
It's
it's
a
bit
surreal
to
be
having
something
that
we've
been
wanting
for
almost
a
decade.
Finally,
up
here
in
boston
and
roadrunner,
is
it.
A
J
Hi,
my
name
is
alyssa
deepaswali
and
I'm
the
owner
of
the
kodi
club.
I
am
a
creative
operator
and
business
owner
at
the
charles
river
speedway.
I
am
in
full
110
support
of
the
roadrunner
entering
the
neighborhood.
J
I
am
so
warmly
welcomed
to
the
allston
brighton
neighborhood
as
a
brooklyn
resident
for
such
a
long
time,
and
I
can
tell
you
that
meeting
everybody
in
the
neighborhood
and
over
the
past
year.
We
are
all
equally
excited
for
something
as
exciting
as
roadrunner
to
bring
a
lot
of
business
to
the
neighborhood.
J
Their
opening
time
of
seven
o'clock
will
be
so
beneficial
from
a
sales
perspective
for
a
small
business
like
mine,
who
will
be
opening
at
five
o'clock
and
sometimes
even
at
noon.
Prior,
I
have
a
great
relationship
with
alice
and
finney.
I
have
full
faith
that
she
will
run
an
incredible
venue
and
I
cannot
wait
for
it
to
be
a
part
of
a
community
that
they
are
going
to
contribute
so
much
to.
K
Buddy
keith
craig
nb
development
group.
We
are
the
master
developer
of
boston,
landing
and
landlord
to
this
building.
Obviously
we're
speaking
in
very
much
support
for
the
roadrunner
and
the
bowery
team.
We
think
that
the
roadrunner
will
be
an
anchor
not
only
to
boston
landing
in
the
neighborhood,
but
also
to
the
arts
community,
as
most
people
know
at
boston,
landing.
We've
strived
to
have
partners
and
retail
and
restaurant
operators
that
are
locally
based,
have
strong
connections
to
boston
and
to
new
england,
and
this
is
no
different
for
the
bowery.
K
We've
gone
through
a
fairly
lengthy
vetting
process
to
find
the
right
partner
for
this
type
of
venue.
We've
had
a
very
transparent
relationship
with
the
bowery.
We've
toured
many
of
their
venues
in
the
city
as
well
as
other
cities,
and
we
feel
they
are
going
to
be
a
great
tenant
and
a
great
asset
for
us
at
boston,
landing
and
for
the
city.
K
F
Good
afternoon,
good
morning,
this
is
arnaldo
monte,
general
manager.
My
name
is
corey
kramer,
director
of
sales
at
studio,
austin
hotel,
one,
two,
three
four
soldiers
field.
We
would
just
like
to
provide
our
support
for
the
entertainment
license
for
rubrunner
and
the
bowery
team.
F
The
whole
concept
of
our
property
was
to
celebrate
the
budding
austin
brighton
community,
specifically
celebrating
the
arts
and
the
success
of
the
venue
like
road
runners
in
direct
conjuncture
with
that
idea,
as
one
of
the
few
hotel
accommodations
in
the
area,
the
more
successful
we
can
be
as
a
business.
The
more
support
we
can
provide.
As
for
the
community,
for
that
short-term
housing
option
and
coming
out
of
the
pandemic,
travel
has
been
absolutely
crushed
and
a
venue
like
this
would
be
game-changing.
F
I
worked
with
allison
direct
during
her
time
at
house
of
blues,
and
I
know
that
under
her
leadership,
the
property
would
be
huge
is
successful.
So
we
want
to
show
our
support
as
well.
L
Hi
hi,
how
are
you
can
you
guys
hear
me
all
right?
We
can
hear
you.
Oh
good
hi.
My
name
is
matt
cheret
I've
been
living
in
brighton
since
2003.,
I'm
a
barber.
I
run
a
small
three
chair,
barbershop
at
408
market
street
in
brighton
center
aptly
named
matt's
barbershop,
as
well
as
a
musician
who's
been
lucky
enough
to
play
at
bowery
venues
like
the
sinclair
and
deal
with
the
production
team
over
there.
L
I
can't
speak
highly
enough
of
everyone
involved
with
this
project
and
I
think
I
speak
for
a
lot
of
people
in
the
neighborhood
when
I
say
that
we're
really
excited
to
have
the
venue
in
the
neighborhood
there's
a
lot
of
changes
recently.
There's
a
lot
of
development
around
here
and
the
venue
itself
is,
is
probably
the
most
exciting
thing
coming
to
the
neighborhood,
and
I
can't
think
of
a
better
team
of
people
to
run
it
than
bowery
productions,
and
it's
going
to
be
great.
M
Hey
everybody,
my
name
is
cormick.
I
am
the
events
manager
at
american
flatbread
in
brighton
at
76
guest
street
right
across
the
street,
from
what
will
be
road
runner.
All
of
us.
I
can
speak
for
all
of
the
management
team
and
the
owners
on
the
american
flatbread
side
in
full
support
of
roadrunner
and
the
bowery
productions.
M
We
are
super
excited
for
the
business
that'll
bring
to
our
business
as
well
as
the
community
that
will
reorient
in
the
boston
landing
area.
I
think
we
all
could
agree
that
the
traffic
will
be
increased
with
the
with
bowery
coming
into
the
neighborhood,
we're
excited
for
what
it
brings
for
us,
as
well
as
all
of
our
neighbors.

Hi,
my
name
is
emily.
I
live
at
5,
30,
western
ave
in
brighton
and
I'm
just
in
support
of
the
venue
opening.
I
think
it'll
be
a
really
good
opportunity
for
this
area
in
terms
of
the
arts,
but
also
employment
for
people
and
traffic
to
other
businesses
and
just
keep
things
open
and
going
and
growing
from
there.
A

Yes,
conor
newman
with
the
mayor's
office
of
neighborhood
services.
At
this
time,
we
defer
to
the
board's
judgment.
The
applicant
has
worked
extensively
with
the
community
for
a
number
of
years,
and
this
is
on
everyone's
radar
in
the
austin
brighton
area.
They
met
with
both
civic
associations,
the
brighton,
austin
improvement
association,
the
austin
civic
association,
the
mayor's
office
also
held
in
a
butters
meeting
several
years
ago
with
local
artists
and
abutters,
and
this
is
something
that
I
know
the
community's
been
very
excited
for.
Thank
you.
