hearing

pursuant

temporary
amendment
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
meet
virtually
with
us
today
is
executive
director,
kathleen
joyce
and
myself
rebecca
food
director
of
operations
calling
first
item
orpheum
theater.
The
request
is
to
maintain
and
operate.
The
categories
of
stage
plays
floor
shows
consisting
of
musical
and
theatrical
performances
with
up
to
70,
instrumentalists
and
70
vocalists
for
seven
days
a
week
until
the
hours
of
11
p.m.

representing
the
orpheum
theater
with
us
this
morning,
laura
marie
cancro
from
live
nation
and
aaron
mcdermott,
who
is
the

all
intents
and
purposes.
The
manager
of
record
in
place.
Deirdre
kelly
is
on
maternity
leave,
but
she
has
been
both
aaron
and
deirdre
have
been
running
the
facility
for
some
time
and
aaron
is
certainly
qualified
and
we'd
be
happy
to
bring
deirdre
before
the
division.

You
know
when
she
returns
from
her
leave
and
the
the
application
before
you
today
is
really
quite
simple.
For
many,
many
years
long
before
the
present
director
of
this
office,
the
orpheum
was
caused
to
apply
on
a
daily
basis
for
entertainment
licenses,
and
these
are
for
some
of
the
biggest
acts
in
the
united
states
and
the
world
and
oftentimes.

It
would
turn
out
that
a
show
could
be
placed
quickly
and
we
couldn't
get
a
license
in
time,
so
it
was
very
administratively
very
difficult
to
deal
with
and,
quite
frankly,
I
I
never
saw
any
reason
for
the
first
place.
The
division
has
always
licensed,
as
does
the
licensing
board
this
facility.

They
have
an
excellent
reputation
with
the
police
and
in
terms
of
their
management
skills,
and
literally
this
will
simply
allow
us
to
have
an
annual
license
and
thereby
you
know,
do
away
with
the
need
to
be
back
and
forth
to
city
hall.
Looking
for
licenses
on
our
you
know
daily
weekly
monthly
basis.
That
really
is
the
only
change
we
have
vetted
this
with
the
mppna.

know
they're
present
today
with
the
downtown
the
bid
with
the
residents
association
with
the
city
councilor
mayor's
office,
and,
as
we
appear
before
you
today,
we
have
no
we've
heard
of
no
objections
to
this
grant
of
this
license,
and
no
other
changes
are
caused
by
this
other
than
the
administrative
simplicity
of
having
an
annual
license.

We
have
chelsea
handler
we're
seeing
a
big
increase
with
more
and
more
tv
shows.
We've
had
shit's
creek,
we
have
letter
kenny
and
even
some
podcast
inquiries
we're
starting
to
get
as
those
are
becoming
more
popular.

to
five
instrumentalists

vocalists
to
their
existing
non-live
entertainment,

proposed
manager
of
record
mike,
has
been
running
this
operation
for
many
years.
He
affiliated

restaurants,
lincoln

capo
across
the
street
very
very
popular
sites
in
the
south,
boston
neighborhood.

They
like
many
others,
have
been
dark
a
lot
given
the
covet
situation
in
the
last
18
months
or
so
have
petitioned
and
granted
approval
for
a
zoning
change
to
allow
this
use
and
to
allow
an
expansion
of
the
premise
into
an
adjoining
space
that
has
also
been
vetted
by
the
licensing
board
with
regard
to
their
alcoholic
beverages
and
food
service
license
during
the
process
of
vetting
the
zoning
change
for
the
entertainment
and
the
expansion.

given
out
and

answered

this
application

it
is
to
allow
live
entertainment
at
the
site.
The
new
space
allows
for
this.
We
have
had
a
successful
ons
abutters
meeting.
We
have
met
with
the
saint
vincent's
neighborhood
association
and
with
the
district
city,
councilor,
council,
flaherty
and
again
as
we
come
before,
you
we're
not
aware
of
any
opposition.
They
have
a
an
excellent
reputation
in
the
neighborhood
which
I
think
is
well
deserved
and
we're
certainly
happy
to
answer
any
questions
you
might
have.

reaching

office

meeting,
as
I
suggested

saint
vincent's
association

the
electeds
to
make
sure
they
were
aware
of
it.

mean
I
think
we
hit
all
of
the
possible
areas
of
of
interest
in
the
process,
both
on
zoning,
licensing
and
entertainment,
and
all
three
were
discussed
at
all
of
these
meetings.

be

think
a
lot
of
this
was
discussed
pre-code
when
we
obviously
initially
planned
and
stopped
the
project,
but
both
with
you
know
directly
communicating
with
the
abutters,
obviously
the
civic
associations
and
our
elected
officials.
We
we
went

community
approval
process
in
dennis.
I
think
it
was
2019
and
then
everything
kind
of
died,
so
we're
just
we're
we're
just
making
our
way
to
where
we
thought
we'd
be
a
couple
of
years
ago.

biggest
expense
in
the
new
space,
was
soundproofings.
Four
layers
of
drywalls
hung
on
350
springs,
we've
measured
in
the
tenants.
It's
condo
owners
upstairs
there's
two
units
we've
been
up

down

them
through
the
closeout
process
and
construction.

been

there

six
times
with
the
centec
who's.
Our
sound
attenuation
engineer
and
we've
had
full
support
of
the
building,
both
owners
and
renters
in
the
building
above.

has

allowed
since
coved
we've
been
getting

more
complaints
from
residents
who
live
above
places
that
have
live
entertainment,
so
we're
just

focusing

us
to
be
able
to
take
that
into
consideration,
and
so
the
hours
of
entertainment
will
be
seven
days
a
week
until
1am.

for
clarity,
because
we're
not
talking

amending

that's

seems
to
have
been

works

used
for
quite

look

inspection

the
place

assembly
permit,
because

dictates
what

indoor
capacity

says
to
something
and
nothing
with
the
outside.
Typically,
we
put
zero
if
music
has
not
been
allowed
outside,
yet.

it's

contain
music
and
in
the
sense

neighborhood
impact,
again
the
butters
and
now
the
front
space
that
deck
area
has
a
tremendous
impact
on
the
neighbors
along
the
alleyway.
So
it's
it's
probably
more
important
as
far
as
residential
impact,
except
for
the
the
changes
that
are
now
going
across
the
street
to
really
focus
on
that
outdoor
deck.

we
have
a
marked
level
on
the
volume
which
is
only
accessible
by
managers,
and
that
was
agreed
upon
during
a
butters
meeting.

think
we
had
at
least
maybe
15
people
here
from
around
the
neighborhood.

got
out
in
the
alleyway,
turned
on
the
music
and
set
the
volume
to
kind
of
an
agreed-upon
amount,
and
we
have
not
measured
the
decibels,
though
of
that,
so
that's
definitely
something
we
could
do
if
that
would
satisfy.

on
the
weather,

it
bounces

buildings,

comment

sort

think

raised

issues
as
well
as
kim,
but
we
did
have
an
incident
this
saturday
where
there
was
a
dj
and
the
back
patio
windows
were
open
and
it
was
incredibly
difficult
for
neighbors.

ted
rather
will
confirm
that
those
windows
when
they
have
a
dj
or
entertainment
license,
are
never
opened
again,
because
it
was
incredibly
difficult
for
people,
and
I
want
that
to
go

record.

confirm
that
for

and
the
issue
there
was
coveted
related,
as
I,

I
said

my
previous

and
that
the
party
there
had
serious
concerns.
They

event,

they
had
concerns
about
the
lack
of
air
flow
from
it
being
a
closed-off
event,
which
is
why
the
windows
were
open.

we're
regretting
now

reason,

it

felt
right

time

safety
reasons

moving
forward.

that
we
will

license

process

now
your

taking

at
the
other
records

far

indoor
outdoor
space
and
the
public
being
able
to
view
what
details
in
that
license
before
you
issue
it?

way
or
some
timing
that
allows

decision

the
decision
is

the
license

that's
a
public

could
all

the

population
