Who
is
present
on
behalf
of
the
applicant.
C
Thank
you
so
much
for
joining
us.
If
you
would
just
briefly
present
your
proposal
to
the
board.
E
Sure
so
may
may
has
been
a
long
time
business
in
the
city
of
Boston.
We
opened
as
a
food
truck
in
2012
and
then
have
been
operating
at
the
506
Park
Drive
location
for
the
last
10
years.
E
E
We
came
up
with
this
opportunity
at
the
Ironworks
development
in
South
Boston
to
grow,
The,
Dumpling,
manufacturing
side
of
the
business,
as
well
as
to
reopen
a
cafe
and
welcome
our
guests,
who
we've
been
desperately
missing
back
on
site
at
Maymay.
So
we
are
planning
to
open
the
cafe
to
relaunch
our
dumpling
classes
in
person
and
then
to
also
grow
the
manufacturing
side
of
the
business
through
State
wholesaling
later
in
the
year
at
this
space
in
South
Boston,
as
we
presented
it
to
through
our
neighborhood
process.
E
Our
starting
opening
hours
are
planning
to
be
11
to
6..
We
do
plan
to
adjust
those
we'll
go
through
whatever
ever
updates.
We
need
to
in
order
to
do
that,
but
we
are
focused
on
being
a
daytime
really
lunch
and
afternoon
heavy
affair
with
the
opportunity
to
be
hosting
our
dumpling
classes
and
small
private
events.
In
addition
to
those
hours.
C
D
I,
don't
have
any
questions.
Thank
you
for
that
explanation.
C
F
Madam
chair
members
of
the
board,
Conor
Newman
with
the
mayor's
office
neighborhood
services
at
this
time,
the
mayor's
office,
let's
defer
to
the
Judgment
of
the
board,
some
background
information
on
the
community
process
and
a
Butters
meeting
was
held
on
November
3rd.
A
few
residents
were
in
attendance
and
expressed
their
support.
The
app
can
also
went
on
to
the
Andrew
Andrew
Square
civic
association.
Excuse
me
and
receive
support
for
the
proposal
as
well
from
that
neighborhood
Civic.
At
this
time,
our
office
is
unaware
of
any
concerns
from
anyone
in
the
neighborhood.
G
H
C
Thank
you
very
much
missing.
If
you
could
please
just
briefly
present
the
proposal
to
the
board.
I
Of
course,
first
I
would
like
to
apologize
because
I'm
on
the
way
from
travel
building.
So
if
there's
any
loud
noise,
just
let
me
know
our
restaurant
located
down
277
Washington
Street
in
Brighton
Massachusetts
majorly.
We
do
Chinese
food,
especially
in
so
the
capital
style,
flavor,
Beijing
food
and
they
they
grade
for
Beijing
Legends
as
well.
The
owners
started
the
business
back
in
2016
and
our
first
restaurant
was
located
in
Lawrence
Massachusetts.
I
We
did.
It
was
a
hard
time
doing
the
commander,
but
the
owner
did
work
things
through
and
right
now
we're
trying
to
kind
of
way
to
do
like
it
better
and
we're
lucky
that
we
found
this
place.
So
we
would
like
to
continue
in
to
serve
our
food
to
probably.
C
F
Yes,

At
this
time,
the

to

to
the

of
the
board
some
back
information
on
the
community
process.
We
have
the
applicant,
circulate
a
flyer
to
a

300
feet.
No,
will

our
office
with
any
concerns.

that
we
refer
to

You
thank

Mark,
as
Mark
mentioned,
Louis
has
successfully
operated
several
alcohol

in
the

Boston.
He
currently
runs
the

both

which

good
standing
with
their

the
abcc
and
we're
glad
to
answer
any
questions
about
the
operations,
but
I
think
Mark
has
covered
most
of
what
we
need.
D
Okay,
thank
you.
So
no
operational
changes,
just
a
new
management
agreement
and
removing
the
previous
management
agreement.
J
Yes,
a
low
week
will
obviously
bring
his
own
style
of
food,
and
you
know
operational
Flair
to
The
Establishment,
but
same
exact,
restaurant
and
same
French,

concept.
Okay,.
C
Are
there
any
other
individuals
who
would
like
to
testify
in
this
matter
and
just
clarify
turn
it
up
and
there's
no
change
to
the

It's
just
where
we're
doing
this
through
the
management
agreement.
J

Okay,

they're

Oh
there
I
am,
we
are
in

of

My

so
I'm
fully

more
of

Moving

I've

So
I

U
Let's
see,
let's
make
sure
I
check
all
the

here
and
so
and
then
for
the
11,
A.M

11

We
will
be

hopefully
just
to

a
little
bit
crazy,
but
we'd
like
to

the

11

We
don't
plan
on
ever
staying

just
to
meet
the
rules
and

that
this

has
in

U
D
Thank
you
thanks.
Thank
you
for
joining
us
today,
Mr
Tony.
Can
you
just
go
into
a
little
bit
more
about
the
additional
two
hours?
How
will
help
your
business
like
what?
What
is
your
business
plan
now,
if
you
have
to
close
at
11?
What
is
the
last
group
that
you
allow
in
and
how
will
expanding
it
till
1am
help
your
business
plan
so.
U
We,
the
last
group
we
allow
in,
is
usually
about
10
o'clock.
I
run
everything
into
hour
to
half
hour
increments.
You
know
12
for
an
hour
of
bowling
and
then
last
call
is
at
10
45..
Currently
we
have
a
couple
Leagues
with
us
during
the
week,
one
being
bolo
sports,
that
you
know
they
bowl
from
about
9
to
11
and
with
those
that
hard
closing
hour,
you
know
we're
kind
of
rushing
them
out
the
door,
so
we
are
kind
of
cheating
them
of
the
experience
a
little
bit.
U
That's
why
mainly
I'm
here
to
you
know,
petition
for
this
idea,
because
you
know
I.
We
do
feel
that
we
do
have
business
past
the
current
operating
hour.
But
we
do
understand
you
know.
Oh
1am,
isn't
necessarily
what
the
neighborhood's
looking
for.
So
we're
just
trying
to
be
within
the
rules
of
the
board,
if
you
will,
while
still
trying
to
operate
efficiently
in
a
safe
manner,.
D
Okay,
and
do
you
allow
people
in
after
11
who
aren't
bowling
no.
C
F
Yes,
Madam

of
the

this
time,

all
the
questions
raised
during
the

and
one

to
the
proposal
at
this
time,
I'd
like
to
defer
to
the

report.
Thank
you.
G
Office
we
have
heard
many
concerns
from
The
Neighbors
about
a
1am
closing
hour,
but
the
counselor
would
like
to
see
some
compromises
from
the
owner
to
see
if
they're
open
to
close
at
12
pm
instead
of
1am,
and
if
they
do,
then
the
counselor
would
like
to
support
the
application
for
a
12
pm
closing
hour.
Thank
you.
U
Yes,
I
mean
currently
it's
like
I
said
this.
1Am
is
just
to
cover
my
bases
for
a
closing
hour.
If
we
were
to
say
compromise
at
12,
you
know
I'm
not
looking
to
have
people
walking
out
the
door
at
1
30.
If
you
know
what
I
mean
for
us,
it's
just
more
to
be
within
the
rules
and
regulations
of
this
board
and
not
have
to
really
worry
about
it.
But
Staffing
is
currently
an
issue
to
even
staying
open
that
late.
C
Thank
you

further

any
further

would

to
testify

this
matter
or
it'll.

W
This

is
to
expand
the

the

since

They

to
the

of
their

including
changing

of

so
that
pricing

They've
also
chosen
on
their

W
These
changes
have
resulted
in
a

eliminates

of
trash

in
the

This
request
to

this

at

of
their

who
would
like
the

of
buying
these

while
they're
picking
up

at

W
This
proposal
will
add
approximately
15
to
20
square
feet
of
hard
alcohol
to
the
approximately
2200
square
foot
store,
making
up
less
than
10
of
the
squares
to
the
store's
total
square
footage,
as
seen
in
the
way
that
Andy,
Vijay
and
Vinnie
have
run
this
business.
They
understand
the
impact
a
store
can
have
on
its
Community,
which
is
why
they've
chosen
not
to
sell
nips.
W
In
addition
to
already
not
selling
single
beers,
there
is
a
public
need
for
this
change
in
category,
as
I've
said
this
is
this
is
a
response
to
direct
requests
from
their
customers.
This
knee
can
also
be
seen
in
the
11

of

a

D

you

just
for
clarification.
How
much
of
your
current

and
malt
offerings
will
you?
Will
you
be
like
adding
the
hard
alcohol
to
it,
or
would
you
be
replacing
what
you
currently
have
I'm
just
trying
to
see?
What
are
you?
Are
you
adding
or
just
replacing
some
of
the
stuff
you
already

W
The
the
plan
is
to
add
this
in
addition
to
the
existing

of

already
already
on

The

as
I
said
it's

a
result,
I
know
councilor,
Flynn's,
office
and
ons
were
represented.
It
did
not
require
any
further
Outreach
from
us
at
that
point
in
time.
L
So
we
are
certainly
here
happy
to
answer
any
questions,
but
this
will
be
a
movie
theater,
hopefully
replacing
a
movie
theater
at
the
same
location
with
new
ownership
and
new
management
and
we're
happy
to
answer
any
of
your
questions.
Ms
Stanton
is
here.
She
is
a
resident,
a
citizen
and
has
experience
in
the
industry
and
thank
you
for
having
us
this
morning.
D
Thank
you
attorney

Miss
Stanton.
Are
you
familiar
with
the
rules
and
regulations
of
this
board,
the
abcc
and
the
laws
of
the
Commonwealth,
as
they
pertain
to
the
sale
and
service
of
alcohol?
Yes,
okay,
just
a
comment:
this
is
a
neighbor
a
license.
That's
in
one
of
the
neighborhoods
of
our
city
being
moved
to
the
seaport.
I
know
there
were
some
questions
about
this,
but
it
is
a
private
transaction.
Yes,
ma'am
on
the
record
for
yes
that
are
that
are
watching.
So
thank
you
and
thank
you
for
explaining
this
transfer.

At

As
you
heard,
from

they
did

At

our

Good

Dome

who
is
the

is

right

but
he
would

if
approved
the

before

any

new

By
way
of
background.
This
restaurant
first
opened
near
Brigham
Circle
in
Mission
Hill
in
2017
as
a
full
service,
Thai
and
Sushi
restaurant.
Z
It
quickly
became
a
very
popular
food
destination,
receiving
consistent
praise
from
the
neighborhood
patrons
and
a
variety
of
media.
Outlets
of
note,
the
restaurant
did
receive
the
Mission
Hill
main
streets,
business
of
the
Year
award
in
2018
by
the
city
of
Boston,
then
Mayor
Marty
Walsh.
The
restaurant
has
not
only
been
an
asset
to
the
city,
but
in
particular
to
the
Thai
Community
as
well.
Z
A
large
part
of
the
reason
for
seeking
the
all-alcohol
beverage
license
now
is
the
restaurant's
plans
to
expand
into
the
neighboring
adjacent
and
vacant
commercial
space
at
741,
Huntington
Ave,
to
include
a
Vietnamese
sandwich
shop
and
overflow
for
the
existing
restaurant
space.
Of
course,
they'll
continue
as
a
casual,
Quick,
Lunch,
Spot
and
fun
and
vibrant
dinner
venue,
which
is
also
available
for
events.
No
changes
will
be
made
to
the
existing
space
and
they
plan
to
utilize
the
kitchen
on
the
existing
side
for
the
expanded
space
as
well.
Z
Z
The
closing
hour
would
remain
the
same
at
1am,
but
they
would
like
to
open
at
7am
if
they
could,
for
the
new
sandwich
side
of
the
restaurant,
to
accommodate
breakfast
options
if
they
could,
as
because
this
is
an
application
for
a
new
license.
I
know
a
conversation
on
public
need
is
warranted.
I
would
hope
the
character,
and
fitness
is
certainly
not
in
question
by
the
board
at
this
time,
with
this
established
licensee
and
business.
Z
Z
It's
an
asset
to
the
continued
Improvement
of
the
neighborhood
and
attractiveness
economically
as
well.
Great
addition
for
the
commercial
destination
of
Brigham
Circle
as
Mission
Hill,
has
only
been
awarded
a
very
small
handful
of
neighborhood
restricted
licenses
since
they
were
created.
Z
As
far
as
community
outreach
is
concerned,
we
did
meet
last
year
with
the
Community
Alliance
of
Mission
Hill
had
a
mayor's
office,
a
Butters
meeting
and
also
met
with
the
Mission
Hill
Neighborhood
Housing
Services,
all
who
strongly
supported
the
expansion
and
the
upgrade
of
the
license.
Echoing
some
of
the
comments
we
heard,
which
goes
to
support
the
public,
need
and
Public's
desire
to
support
improvements
at
this
restaurant,
some
noted
this
restaurant
is
a
wonderful
small
business
which
adds
to
the
diversity
and
fabric
of
the
neighborhood.
Z
Furthermore,
this
is
a
great
business
owner
and
operation.
Please
support
our
small
businesses
or
they'll
be
replaced
with
office
space
closed
at
night,
offering
zero
to
the
neighborhood
and
lastly,
The
Laughing
monk
has
really
become
an
attraction
to
Mission
Hill
happy
that
people
are
happy
that
it's
there
and
it's
an
example
of
a
restaurant
who
made
it
through
difficult
times
with
covid
that
is
expanding
rather
than
closing
down
and
is
really
a
great
example
of
a
restaurant
thriving
in
Mission
Hill
at
this
time.
Z
Z
Board,
yes,
he's.
Currently
the
manager
of
record
on
the
existing
beer
wine
and
portals
license
at
the
establishment
would
remain
the
manager
of
record
if
this
license
is
approved.
Okay,.

after
that
