Description
City of Boston Licensing Board Transactional Hearing 5/26/21 Part 1
B
A
Board
for
the
city
of
boston
today
is
wednesday,
may
26
2021.
Today's
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
meet.
Virtually
today's
hearing
will
be
recorded
and
will
be
posted
to
the
city
of
boston's
website.
Before
I
review
procedural
matters,
I
will
introduce
chairwoman
kathleen
joyce.
A
Thank
you
as
a
reminder.
Please
keep
yourself
muted.
Unless
you
are
presenting
to
the
board
or
testify,
we
will
call
each
item
in
the
order
they
appear
on
the
agenda.
We
will
then
ask
who
is
present
on
behalf
of
the
applicant.
The
applicant
will
then
have
the
opportunity
to
present
to
the
board,
after
which
the
chairwoman
and
commissioners
will
ask
questions.
Following
that
we
will
take
public
testimony.
Public
testimony
will
be
limited
to
two
minutes.
Written
testimony
is
also
accepted.
The
board
gives
no
additional
weight
to
public
testimony
over
written
testimony.
E
We
are
proposing
or
applying
for
a
common
victorious
license
for
this
location.
We
have
10
other
locations
licensed
in
the
city
of
boston.
We
are
a
quick
service,
restaurant
concept
serving
breakfast
lunch
and
dinner.
This
location
is
approximately
3
000
square
feet
and
we
have,
as
you
mentioned,
two
bathrooms
seats
for
49
occupants
and
we're
seeking
to
operate
monday
through
sunday
from
7
a.m,
to
9
00
pm,
no
exterior
seating.

like
to
go

The
community
is
very
excited
for
them
to
join
the
neighborhood
and
we
wish
them
the
best
of
luck.
Thank
you.

Thank
you,
members

the

I'm
here
representing
the
applicant
raising
cane's

fingers.
They
are
seeking
a
common
victoria

to
be
operated
at
755
boylston
street.
It
is
a
fried
chicken
restaurant,
that's
what
they
offer
and
by
offering
that
one
product
they're
able
to
make
sure
that
they
are
giving
their
customers
the
best
quality
food
that
they
can.
It
is
a
fast
concept.
H
It's
going
to
be
a
mostly
dining
restaurant,
with
the
option
of
takeout
as
well
the
hours
of
operation
we
did
meet
with
nab,
and
so
we
are
looking
for
sunday
through
thursday
9
a.m,
to
1
30
a.m
and
friday
and
saturday
until
2
a.m,
to
go
with
the
community
and
what
they
were
looking
for
for
the
space
and
the
patio
operating
on
those
same
hours
as
well.
The
space
is
about
5
000
square
feet
and
there's
going
to
be
68
indoor
seats
and
14
outdoor
with
seats.
Today.

We
met
with
the
applicant.
We
like
that
they're
having
indoor
traffic
storage
and
adding
a
compactor
and
adding
a
scrubber
to
their
kitchen
vent
on
that
they're
going
to
close
no
later
than
2
am.
But
I
want
to
caution
when
you
met
with
this.
You
didn't
talk
about
the
patio
being
open
very
late.
Usually
the
patio
hours
are
much
earlier
than
the
inside
closing
hours.
H
Thanks
conrad,
we
are
hoping
for
them
to
close
the
same
hours,
but
we
understand
if
the
board
or
the
community
would
like
us
to
discuss
that
with
them
to
make
any
changes
to
those
proposed
hours.
G
G
Sorry,
could
I
get
back
to
you
because
I
was
not
the
one
to
be
in
communication.
I
will
speak
to
george.
You
know
that
is
fine
and
I
will
get
back
to
you.
Leslie.
D
I'd
like
the
applicant
to
to
continue
talking
to
the

2

me
as
very

well
on

plano,
texas,
75024,
we
are
amenable
to
backing
those
hours
on
the
patio
down.
I
believe
that
11
pm
would
be
perfectly
fine
for
us,
especially
if
there's
a
concern
from
the
neighborhood
association.
I
would
prefer
not
to
defer
this
so
if
that
is
what.
D
Are
you
looking
to
open?
I
I'm
not
going
to
be
able
to.
We
probably
won't
be
voting
on
this
tomorrow,
due
to
the
fact
that
this
is
still
outstanding.
D
The
closing
time
of
outdoor
patios
has
been
elevated
to
a
new
level,
given
that
we've
had
so
much
more
outdoor
dining
in
the
city,
so
I
don't
feel
comfortable
voting
on
it
until
the
neighbor
association
has
had
a
chance
to
speak
with
you.
I
don't
think
we
want
to
get
into
that
right
now.
During
the
public
hearing.
F
F
Right
the
the
quote:
the
opening
date
depends
entirely
on
when
we
get
permits
approved
by
isd
at
this
current.
At
this
point,
we
are
hoping
that
they
are
approved
by
this
fall
and
we
would
open
early
next
year.
D
H
A
Thank
you.
Are
there
any
other
individuals
who
wish
to
testify
regarding
this
application,
seeing
on
the
board
we'll
take
this
matter
by
under
advisement,
and
it
will
be
deferred
until
there's
a
discussion
regarding
the
closing
hour
on
the
patio
calling.
Thank
you.
Thank
you.

K
Derek
bolton
good
afternoon,
as
you
said,
we're
at
126
state
street
we're
an
eastern
mediterranean
restaurant.
We
opened
in
october
2020
after
over
15
months
of
delays,
we're
a
casual
upscale
restaurant,
mostly
in
restaurant
dining.
We
do
have
a.
We
do
serve
lunch
dinner.
We
have
a
bar
take
out
and
catering
service
with
87
seats,
4,
000
square
feet
and
three
bathrooms.
K
We
were
just
approved
for
an
outdoor
patio,
which
will
add
only
seven
tables
but
hopefully
increase
the
visibility
of
our
restaurant.
As
you
said,
we
can
currently
have
a
full
liquor
license
cv7al
ozkan
ozone.
He
was
our
opening
chef
is
no
longer
with
the
restaurant,
so
we're
looking
to
move
it
to
myself
as
the
director
of
operations
for
the
ownership-
and
you
know
currently
we
are
doing
better
every
month,
but
certainly
certainly
looking
forward
to
the
neighborhood
coming
back.
D
Okay,
mr

today
before
us,
is
just
the
change
of
manager,
correct.

Are

D
D
G
A
A
N
D
Okay
thanks,
mr
story:
are
there
any
operational
changes
or
is
it
just
the
officers,
directors
and
the
stock.
A
A
O
Afternoon,
carolyn,
conway,
350,
west
broadway
and
with
me
today
is
mr
michael
cooney,
who
is
being
listed
as
administrator.
I
know
he's
here
and
we're
going
to
go
through
with
his
there.
He
is
he's
down
he's
listed
as
administrator.
The
first
thing,
obviously
is
we
want
to
change
the
dba
to
dovetail.
The
reason
for
the
name
change
is
because
this
restaurant
is
basically
dovetailing
with
its
sister
restaurant
over
in
the
brewers
fork.
So
that's
the
reason
for
the
name
change.
O
Secondly,
we
are
basically
just
adding
two
members
to
the
llc,
mr
mcmahon
and
mr
hate.
It's
a
situation
where
we,
it
was
it's
basically
debt
being
turned
into
equity
and
you
will
see
that
the
equity
is
is
being
distributed
from.
The
two
majority
are
main
members,
mr
cooney
and
mr
payne.
So
it's
basically,
the
large
members
have
transferred
over
the
small
percentage
to
the
to
these
new
members.
There's
going
to
be
no
change
in
the
operation.
Really,
these
new
members
are
just
passive
investors.
O
So,
most
importantly,
we're
looking
today
to
up
change
the
classification
of
the
restaurant
to
add
cordials
to
the
restaurant.
When
we
originally
went
to
the
neighborhood
pre
covid,
we
had
told
the
neighborhood
when
we
were
going
to
transfer
the
beer
and
wine
license
and
that
we
would
be
going
for
a
cordial's
license
and
they
agreed
at
the
time
that
it
was
a
good
idea,
especially
since
we'd
like
to
offer
brunch
and
we'd
like
to
offer
those
kind
of
drinks
that
are
made
with
the
with
the
cordials.
O
So
we
that's
what
we're
basically
looking
to
do.
We
took
us
this
long
to
do
it
because
of
co-ed
and
we're
recently
reopening.
So
we
do
like
to
have
that
for
our
customers,
for
the
cordial
license.
So
we'd
request
that
from
the
board
today.
D
O
The
mostly
because
we've
had
our
customers
ask
for
it.
They
with
is
especially
with
respect
to
the
the
brunch
menu
and
for
people
who
are
later
at
night
they
like
to
have
the
cordial
we
we've
been
felt.
We've
been
a
great
addition
to
the
to
the
navy
yard
and
we're
very,
very
happy
with
our
operation,
and
we
just
want
to
up
it
for
our
clientele.
O
G
