Today's
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments
to
the
open
meeting
law.
That
is

hearing
will
be
recorded

will
be

the

matters,
I
will

are

versus

is
to

not

in

very
successful,

and
well

applicant

with

street
in
bay

However,
I

like

point
out
that
is
about
300
feet
from
the
establishment
and
it's
a
straight
shot
there
absolutely
no
buildings
or
anything
any
other
barriers
to
the
travel
of
noise,
not
much
of
an
issue
during
the
day
when
the
pike
is
is
busy,
but
late
at
night
in
the
early
morning
hours
when
there's
very
little
traffic
on
the
turnpike,
a
sound
travels
directly
across
from
the
location
of
the
premises.

over
to
my
house,
I
have
two
young
children,
ages,
eight
and
10..

I'm
also
here
on
behalf
of
the
bay
village,
neighborhood
association,
you
received
the
letter
from
bay
village.
Essentially,
the
neighborhood
association
is
opposing
the
application
at
this
time,
because
there
was
any
failure
to
meaningfully
engage
with
us.
I'd
also
like
to
point
out
that
I've
lived
in
the
neighborhood
for
20
years.
I
was
president
of
the
neighborhood
association
for
two
years
back
in
the
early
2000s.

I
was
on
the
bvna
executive
committee
for
over
15
years,
I've
been
involved
in
many
many
licensing
applications
and
also
in
the
general
development
process,
served
on
bra
committee.
So
I'm
fairly
familiar
with
the
general
situation,
and
what
I
would
say
is
this
has
been
an
extremely
uncooperative
applicant
who's,
basically
blown
off
bay
village,
that's
number
one!

As
to
the
substance,
there's
absolutely
no
reason
for
a
2
am
license
for
what
is
being
presented
here
as
a
restaurant
use.
The
particular
premises
are
now
already
configured
mostly
to
be
a
bar
there's,
a
very
large
bar
that
occupies
a
big
part
of
the
of
the
main
room
and
basically,
what
we're.
What
we're
hearing
is
that
there
may
be
weddings
on
a
thursday
night
going
until
2
a.m.
My
kids
have
to
get
to
school
on
a
school
night
the
next
morning
and
that's
noise.

That's
going
to
go
directly
to
me
and
and
my
neighbors
there's
no
business
justification
for
it.
The
other
thing
I
can
say
is
you
know.
For
so
many
years,
we've
heard
various
applicants
who
want
a
2am
license,
and
they
say
it's
because
there's
a
late
night
demand,
there
is
no
late
that
might
like
demand.
That's
never
happened,
they're
simply
looking
to
have
licenses
for
resale
for
purposes
of
operating
a
bar
at
some
point
in
the
future.
So.

reasonable
understanding

when
we

portion

echo

comments

I
haven't
found
the
applicant
here
to
be
particularly
good
about
reaching
out
to
us
as
president.
I
did
not
get
notification
of
him
of
this
hearing,
as
he
promised,
as
the
lawyer
promised
he
would
do
which
is
frustrating
to
me
when
I
have
to
kind
of
chase
this
sort
of
stuff
down.

things

transfer
technically

the
bankruptcy
trustee

the

was
established
in
1944
by
my
grandfather,
elliot
and
great
uncle
bernard,
hence

you

name

corp

we've
been
a
surviving
member

this
evolving

time,
I
personally
I've
worked
the
location,
since
I
was
seven
years
old.
My
mother
would
drive
me

canton

boston

weekend,

could
fill

cars
up

day
and
check
oil.

made

times
more

would
pay

with

we

order

our

employees

customer
asks

something
that
we
don't
have,

us

one
thing
that's
always
come

years

wine
and
in
previous
years

never
really
considered

now

happened
was
over

last
few
years.

city

championing
small

really

better
time

ask

this
license
and
from

few
virtual
calls
we've
recently

butters
we've
heard
the
opposition-

heard

they

very
vocal,
but
not
extremely
numerous
for
us
to
say
we
can't
move
forward
with
this.
So
after
the
abortions
meeting
we
went
and
garnered
more
support.
Hopefully

many
letter

know,
hopefully,
there's
a
completely
testify
for
us

The
biggest
issue
we
found
was
we
it's
a
fact
that
the
boston,
comprehensive
treatment
center
is
1.2
miles
away
from
our
location
in
city.
Talk,
that's
a
far
distance,
but
the
fact
is
some
of
the
patients
use
the
mass
ave
train
station
to
get
from
a
train
station
to
the
treatment
center,
but
they
are
not
our
customers
very
few
of
any
ever
approach
our
store
or
loiter
around
our
property.

They
don't
have
the
funds
or
id
to
purchase
age-restricted
products,
okay
and
even
further.
They
most
certainly
do
not
have
a
credit
card
to
match
an
id
which
will
be
required
to
purchase
an
ounce
of
bureau
wine
being

unique

location
as
we
are.
We
will
have
unique
restrictions
going
above
and
beyond
what
is
required
by
the
city.

I've
heard
massa
have
residents
right
down.
The
street
complain
about
patients
loitering
in
front
of
their
stairs
and
doing
things.
No
one
should

to
see
we
installed
the
highest
quality
brightest
lighting
around,
and
that
is
one

reasons
along
with
24-hour
video
surveillance
and
our
diligence
because
it
starts
with
us.
We
don't
have
people
gathering
norway
to
find
any
paraphernalia
lit
on
our
grounds
what
I
would
suggest
to
the
abutters
who
are
so
against
us.
Because
of
this
reason
it's
really
we
don't
have
any
effect
of
if

help
alleviate.

lighting

too
dark
walking
up

street

small
store
west
of
columbus
that
offers
beer

heard
from
neighbors
as
far
as
west
springfield,

even
closer
to
that
location,
that
they
would
rather
be
given
opportunity
for
a
contactless
transaction
and
not
have
to
walk
inside
a
store
to
purchase
their
products.
As
we
all
know,
covet
has
significantly
changed
the
way
we
do
business.
The
way
we
interact
with
people
and
we
really
do
offer
the
best
solution-
and
this
is
obviously
a
major
issue.
Even
though
restrictions
are
lifted.

employees,
even
distance
by
the
thick
glass
still
wear,
masks
and
often
gloves
to
process
transactions.
We've
also
been
asked
about
student
traffic
and
fake
ids
we're
a
half
a
mile
from
northeastern,

package
tours
around
town
that
are
even
closer
to
universities,
but
we're
still
going
to
implement
a
strictly
enforced
policy
for
ids
to
match
a
credit
card,
end
of
a
cash
transaction,

forms
of
iid

you

from
our
tobacco
licensing
history,
our
employees
are
well-versed
and
asking
for
identification
and
able
to
say
no.

have

advantage
over

walk-in
stores,
because
we

huge
showcase,

traffic
coming
east
west,
north
south-

north
west
and

we
can
see
our
customers
coming

feet

stores,
you
have

feet

walk
in
the

behavior

that

granting

on

shop

opened
in

they
originally

a

license

three
years
and
then

2006
added
cordials
to
their
license.
Since
that
time,
they
have

exemplary
licensee
with
no
violations
to
speak
of
and
have
been
a
true
small-scale,
south
end
neighborhood
gem,
it's
a
perfect
place
for
a
glass
of
wine
and
a
small
bite,
a
meal
with
friends
and
to
enjoy
the
neighborhood.

menu
highlights
meat
and
produce
from
local
farms
and
vendors,
with
whom
chef
barber
has
built
decades-long
relationships.
For
years.
The
restaurant
has
gotten
creative
with
their
cocktail
offerings
with
what
they
were
allowed
to
serve
under
the
cordial's
license,
but
as
of
late-
and
this
was
very,
this
is
pre-coveted
very
much
since
covid
customers
and
regulars
have
been
asking
for
the
restaurant
to
seek
and
obtain
a
full
alcohol
license
so
that
they
can
begin
to
serve
true
cocktails
martinis,
for
example,
with
limited
size
and
space
at
the
restaurant.
It
only
has
30
seats.

As
far
as
public
need
is
concerned,
a
full
license
at
the
end
of
the
day
does
enhance
the
customer
experience
for
some
people,
as
evidenced
by
the
push
from
especially
loyalists
to
the
restaurant,
requesting
them
to
see
this
upgrade
right.
Now.
Business
is
down
anywhere
between
60
and
70
percent,
even
with
the
outdoor
seating
that
has
been
granted
to
them
in
light
of
the
pandemic
and
they're
really
doing
what
they
can
to
stay
alive
and
thrive
at
this
location.

license
would
have
aided,
obviously,
prior
to
coveting
saving
a
customer
that
they
might
otherwise
lose
because
of
the
drink,
offering
restriction
based
on
their
existing
license,
but
it's
now
more
imperative
than
ever,

definitely
a
lifeline.
Now
they've
been
a
true
neighborhood
business
that
has
withstood
the
test
of
time
for
nearly
two
decades
in
the
south
end,
based
on
the
quality
and
caliber
of
its
operations
and
offerings,
they've
always
been
a
good
neighbor.
Actually,
in
the
beginning
of
kova,
they
were
the
only
game
in
town,
doing
takeout
for
a
while
other
nearby.

in
the
area
mostly
have
full
alcohol
licenses,

this
would
level
the
playing
field

bit,
but
also
keeps
a
unique
variety
of
restaurants
serving
in
that
area
complementary
to
one
another

this
license
at
this
location
and
or
a
license.

a
local,
attentive
and
respected
operator

the
neighborhood,
so
the
upgrade
would
only
serve

complement

surrounding
neighborhood

fundamental
business
we
did
meet
with
local
abutters

streets,

organization,
who
had
no
opposition
to
this
