Tuesday
May,
2nd
2023.
and
his
hearing
is
being
held
pursuing
two
temporary
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
be
virtually
today's
hearing
is
being
recorded
and
will
be
posted
to
the
city
of
Boston's
website.

licensee
with

is
Ali

who
was
the
manager
in
on-site
on
the
night
of
the
incident.

On
Friday
October,
7th
of
2022
units
from
B2
and
Roxbury
responded
to
a
report
of
a
large
fight
at
the
Dublin
House
located
at
9
Stone
Street
in
Dorchester,
several
surrounding
districts,
including
units
from
C11,
B3,
C6
canines
and
the
state
police
also
responded
upon
arrival
officers
observed
about
70
people
fighting
outside
of
the
establishment
in
the
middle
of
the
street,
holding
traffic
from
passing
on
both
sides
of
the
street.

When
officers
were
attempting
to
disperse
the
large
group
of
people
and
remove
all
the
vehicles
involved,
several
females
began
fighting
which
were
quickly
separated
by
the
officers.
They
did
inform
a
female
Chanel
thwaits
to
leave
the
area
she
continued
to
shout
and
flail
her
arms.

then
attacked
another
group
of
females
causing
her
to
be
placed
under
arrest.
Those
are
essentially
the
facts
for
that
night.
That
suspect
was
charged
with
disorderly
conduct
and
assault,
and
battery
I
did
not
respond
to
the
initial
scene.
I
responded
on
Saturday
October
8th
to
do
a
license
premise:
inspection
I
spoke
to
the
manager
at
the
time.
Mr
Yasser
Muhammad,
who
was
cooperative
I,
did
check
all
of
his
license,
which
were
posted
and
were
up
to
date.

He
said
that
his
nephew,
also
a
manager
Ali,
who
was
present
today,
had
called
9-1-1
when
he
began
to
see
the
fight
outside.
They
acknowledged
that
the
females
had
been
patrons,
but
they
had
been
asked
to
leave
after
they
started
an
argument
inside
with
staff.

as
sergeant
DeVito
indicated,
that
there
were
two
females
that
got
into
an
argument
close
to
closing
at
the
at
the
premises
on
the
night
in
question
once
once
that
was
spotted
by
by
Ali
who's
here
today
he
was
the
manager
on
duty.
He
had
the
staff
escort
both
females
out
into
the
street
as
he
observed
them
to
continue
the
fighting
he
called
9-1-1
before
the
violence
erupted.
It
wasn't
until
the
police
arrived
that
the
fight
started
but
I
believe
he
followed
the
appropriate
protocol.

he
saw
trouble

he
called
9-1
to
notify
the
police
of
a
potential
situation.
Nothing
did
happen
inside
the
premises
they
were
Vigilant
enough
to.
It
sounds
like,
despite
the
number
of
people
nip

could
have
been
a
a
bad
scene
with
a
large
group
in
the
bud
and
and
the
police
were
expert
enough
to
calm
it
down.

was
that
would

our
statement.

moving
people

on
duty
on
most
weekend
nights,
the
staff
is
trained
to
identify
problems
like
this
separate
the
people
and

try
to
escort
them
out
of
the
building
and
make
sure
they
go
their
separate
directions.

think
that's
what
happened
in
this
case,
although
they
they
re-engaged
after
a
while
and
when
Ali
saw
the
re-engagement.

what
he
made.

get

they

it
in
the
bud
before
that,

when
they
got
him
outside

staff

particularly
on
the
weekends.

what
happened
was
every
night
they,

in
this
instance
they
had
them,
go
separate
ways
and
they
thought
they
had
it
under
control
and
then
they
re-engaged
when
they
re-engaged

spoke
to
Kildare
Cardona
parentheses,
witness
the
manager
of
the
above
location,
Mr
Mr
Cardona
stated
there
had
been
a
fight
inside
the
above
location,
Miss
Cardona
stated
two
parties
out
front
of
the
above
above
area
had
caused
a
conflict
inside
the
bar.
Both
parties
were
identified
as
Wendy
Carolina
DeRosa
Ramos
suspect.

suspect
complained,
offices
of
left,
leg,
pain
and
left
wrist
pain
and
stated
her
head
was
smashed
three
times
against
the
pavement
by
the
victim.
The
suspect
further
stated,
an
argument
had
happened
in
multiple
parties
inside
the
above
location
had
jumped
on
her
one
being
the
victim
who
smashed
her
ahead
to
the
pavement
multiple
times
it
should
be
known.
Officers
observed
the
suspect
and
witnessed
two
to
have
multiple
cuts
and
scratches
on
their
faces
in
the
top
of
their
heads.

scene

under

victims

Potter
stated
that
while
he
was
at
the
bar
with
his
girlfriend
Valentina
botero,
they
were
asked
to
leave
by
security,
so
the
victim
Zapata
asked
for
the
bill
and

paid.
However,
while
looking
at
the
receipt,
they
noticed
a
random
charge
on
the
bill
when
they
asked
the
bartender,
they
were
told
only
the
manager
can
change
it.
The
victim
Zapata
spoke
with
the
manager
and,
as
he
was
reviewing
the
receipt,
the
manager
said
there
was
nothing
they
could
do
to
change
to
to.

could
do
the
charge
already
went
through
with
an
attitude
the
victim
Zapata
said.
He
then
snatched
the
receipt
out
of
the
manager's
hands
and
then
the
boss
security,
a
black
male,
approximately
30
years
old.
About
six
feet
tall
grabbed
him
by
the
neck
and
threw
him
to
the
ground,
causing
a
laceration
on
his
nose
and
lip
and
bruising
around
his
neck.
The
victim
continued
to
state
that,
while
they
were
being
escorted
out,
the
security
bounces
stated
that
they
were
going
to
call
the
police.

the
victim
Zapata
and
his
girlfriend
butiero
did
not
speak
English
and
and
had
to
use
office
of
a
gun
as
a
translator.

stated
that
the
victim
later
identified
as
Harold
Zapata
and
his
girlfriend
Valentina
had
started
a
verbal
argument
with
him
over
the
bill.
Mr
Griffin
then
stated
that
the
two
individuals
had
thought
that
they
were
being
charged
twice
for
the
same
bill.
Mr
Griffin
stated
that
the
argument
went
back
and
forth
for
some
time.
Then
Mr
Zapata
grabbed
the
bill
from
Mr
Griffin's
hand
and
shoved
him
back.

take

from
my

receipt

receipts.

them

card

they
could
ask

members

group,

for

the

tried

grab
the
bill

and

shoving
match

at

impact

two

were

the

to
be
where
the
victim
was
injured.

were

had

Coronas

She
did
not
consume
any
shots,

did

consume

hard
liquor
and
those

is

in

establishment

observed
patrons
sitting
at
multiple
tables,

crafts
of
hard
alcohol

placed
on
the
tables

to
ice
buckets.
These
bottles
were
left
unattended
and
made
available
for
self-service
access
to
make
beverages
detectives
of
informed
the

in
charge
of
Mr
Jorge
Castaneda.
