The Emergency Informational Hearing is being held to address the numerous complaints received by the Board and the Inspectional Services Department (“ISD”) regarding the operations of Licensees in South Boston.

this
is
a
hearing
before
the
licensing
board
for
the
city
of
boston.
Today
is
friday
august
14th.
This
is
an
emergency
informational
hearing
regarding
licensees
in
south
boston
and
is
being
held
to
address
the
numerous
complaints
received
by
the
board
and
the
inspectional
services
department
regarding
the
operations
of
licensees.
A
While
the
vast
majority
of
licensees
in
the
city
of
boston
are
working
diligently
to
adapt
to
the
changing
guidelines
and
provide
a
safe
dining
experience
for
patrons,
the
board
has
received
numerous
complaints
of
covid
19
operational
requirements.
These
complaints
include
sidewalk
seating,
blocking
pedestrian
access,
patrons
waiting
in
line
at
not
social
distancing,
not
wearing
masks
and
smoking.
Patrons
standing
at
the
bar
patrons
standing
around
tables
parties
of
more
than
six
patrons
tables,
not
separated
by
six
feet
and
patrons
drinking
out
of
shared
beverages
such
as
scorpion
bowls.

The
licensed
premise
unit
of
the
boston
police
department
has
responded
to
and
investigated
each
of
these
complaints.
The
vast
majority
of
licensees
have
been
found
to
be
in
compliance.
All
licensees
have
made
any
changes
to
operations
requested
by
the
board
isd
or
the
licensed
premise
unit,
and
we
greatly
appreciate
your
ongoing
cooperation.

Public
health
and
safety
are
of
the
utmost
importance
to
the
board,
and
the
purpose
of
today's
emergency
informational
hearing
is
to
hold
a
conversation
and
to
ensure
our
licensees
are
operating
in
a
way
that
conforms
to
the
commonwealth's
guidelines
and
operational
requirements
ensures
the
health
and
safety
of
each
licensee's
patrons
employees
and
the
general
public.
The
board

a
resource.

understand
the
guidelines
that
recently
came
out
were
changed
based
on
incoming
public
health
metrics.

An
item
of
prepared
food
must
be
ordered
at
the
same
time
as
the
initial
alcoholic
beverage.
Food
items
must
sufficiently
serve
the
people
in
the
party,
as
the
governor's
guidance
states,
explicitly
potato
chips,
pretzels
and
other
pre-packaged
or
manufactured
foods.
Do
not
constitute
food
prepared
on
site
licensees.

The
licensee
must
ensure
that
masks
are
worn
in
social
distancing.
As
observed,
reservations
are
encouraged.
Contact
information
should
be
collected
in
case
there
is
a
need
for
contact
tracing
a
licensee
who
wishes
to
host
a
private
event
or
do
a
restaurant.
Buyout
must
now
adhere
to
the
indoor
outdoor
guidance.
There
would
be
50
people
outside
and
25
people
inside
the
governor's
executive
order
in
accompanying
guidance
also
states
that
no
licensing
may
permit
a
line
to
form
either
inside
or
outside.
The

are
strongly
discouraged.

these
are
changing

be
confusing
we're
working
very
hard
to
interpret
them
as
well.

out
to
the
state
specific
answers
to
questions
that
have
arisen
over
the

days
from
other
licensees
and
we're
here

you

to
help
you
we
want
to
see
you
successfully
operate
and
whatever
we
can
do

assist
you

that
way.

answer

we've
heard
a
lot
of
different
creative

we've
worked

licensees

a
lot
of
times.

neighborhood
just

sure
that
your
outside
extension
reflects
what
you've
been
approved,
for
there
have
been
some
questions
about
how
much
of
the
sidewalk
can
be
occupied.

something

we're

still
seeking
guidance

when
we
last
checked,
the
governor's
guidance
was
very
clear
that
the
initial
drink
order
must
accompany
a
food
order.
However,
on
a
separate
call
yesterday,
with
other
licensees,
bob
was
from
the
mass
restaurant
association
said
that
he
had
been
part
of
a
separate
conversation
with
the
governor's
administration
in
which
they
said.
That
was
not
the
case.

we
were
not
privy
to
that
conversation
and
we
have
not
been
formally
told
that
that
is
allowable
well,
it
sounds
like
it
makes
sense.
We
keep
hearing
the
phrase
the
order
of
of
ordering
I'm
saying
it
wrong,
but
at
this
point
we
have
to
urge
all
of
our
licensees
to
read
the
governor's
guidance
and
adhere
to
those
and.

again
we're
not
out
policing
whether
or
not
your
customer

drink

licensees

neighborhoods
have
received
visits

things

inspected,

we

how

the

pm

outdoor
patios,
determined
the

p.m,
weeknight
close

p.m?
Weekend
close
are
for
the
temporary
outdoor
patios
and
the
temporary
extensions,
and
that
is
because
these
extensions
were
done
without
the
community
process.
These
were
done
in
a
temporary
non-precedent
setting
way
to
ensure
that
our
licensees
could
reopen
with
outdoor
dining.
So
that
is
why
we
limited
the
hours
and
we
are
not-
and
the
chairwoman
can
correct
me
if
I'm
wrong,
but
we're
not
considering
extending
those
hours
at
this
time.

as
far
as
extending
the
date
of
operating
outside
past
november
1st,
I
would
imagine
the
city
will
defer
to
what
the
governor
does
and
we
haven't
heard
an
end
date.
But
we've
seen
we've
seen
that
these
temporary
other
other
language
and
some
of
the
governor's
guidance
on
these
temporary
extensions
had
them
expiring
on
november
1st.
But
there
haven't
been
any
conversations
at
the
local
level
about
that.

licensees

do
the
right

licensees

to

open

patrons

your
employees,
and

appreciate
that

guidance
changes

on
incoming
