The Licensing Board for the City of Boston holds licensed premise inspection hearings on Tuesdays, transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).

This
is
the
hearing
before
the
licensing
board
for
the
city
of
boston.
Today
is
tuesday
october
6
2020..
Today's
hearing
is
being
conducted
pursuant
to
temporary
amendments
to
the
open
meeting
law.
That
is
what
allows
us
to
meet.
Virtually
this
hearing
will
be
recorded
and
posted
to
the
city
of
boston's
website.
I'll

I
call
the
first
item
in

the
record
as
a
reminder,
I
will
ask
if
there
are
any
individuals
present
representing
the
licensee,
I
will
then
ask
if
there
are
any
individuals
present
from
the
boston
police
department
and
finally,
I
will
ask
if
there
are
any
other
witnesses
with
personal
knowledge
of
the
alleged
incident
who
wish
to
testify,
because
you
need
to

sworn
in.
We
ask

Sergeant
detective,
william
gallagher
in
po,
alfredo
garcia
conducted
a
licensed
premise,
inspection
of
character,
volcano
at
203,
adam
street
dorchester
officers,
were
informed
that
the
premise
was
not
practicing
social
distancing
and
selling
hot
alcohol
without
the
appropriate
license
aside
the
premise
the
captives
observed
two
men
and
women
sitting
next
to
each
other.
At
the
bar
detectives
observed
a
clear
liquid
in
a
rocks
glass
filled
with
ice
in
front
of
each
sergeant.
Detective
met
with
adelson
texera,
who
stated
he
purchased
the
business.

Two
weeks
ago
from
andre
gomes,
mr
texera
showed
sergeant
gallagher
where
the
liquor
license
was
posted,
as
sergeant
gallagher
made
his
way
behind
the
bar
to
inspect
the
liquor
license.
He
observed
about
10
bottles
of
hard
alcohol
under
the
bar
on
inspection
of
the
premises
liquor
license
sergeant,
observed
wine
malt
license
lb
336646
posted
on
the
wall
with
andre
gomes
listed
as
the
manager
of
record
during
the
inspection.
Mr
andre
gomes
showed
up
after
being
called
by
mr
texera.

Mr
gomes
stated
the
deal
to
sell
his
premise
last
year
fell
through,
and
mr
texera
was
to
be
the
new
owner
sergeant,
provided
names
and
contact
info,
a
boston
licensing
port
to
aid
in
the
process.
Mr
gomez
and
texera,
in
addition,
sergeant
observed
a
disc
jockey
to
be
setting
up
in
tvs
to
be
operating.

licenses
posted
to
inspect
sergeant-and-format

contact
the
entertainment
division

monday
and

requirements
