This
is
for
a
seven
day,
liquor
license
closing
times
approximately
9
pm.
Of
course,
that
is
based
on
flights.
When
they're
delayed
we
open
a
little
bit.
Will
we
stay
open
with
the
passengers
in
there?
I've
got
extensive
history
in
the
city
of
Boston.
I've
done
several
liquor
licenses
before
this
board.
A
I,
don't
believe
I'm
sitting
on
one
at
the
moment,
but
I'm
very
familiar
with
the
laws
and
regulations
of.
A
The
abcc

and
service
of
liquor
and
alcohol
and
I'm
a
resident
of
Massachusetts
and
a
U.S
citizen
I
live
in
Revere
Massachusetts.
D
Thank
you
very
much
and
thank
you
for
covering
those
questions
for
me.
I
have
no
questions
this
time.

A
J
Morning,
Madam
chair
members
of
the
board,
Kristin
Scanlon,
representing
the
applicant
signed
on
with
us
this
morning,
is
Spencer
Payne,
who
is
the
sole
owner
operator
and
proposed
manager
of
record
of
the
proposed
new
neighborhood
wines
at
619,
Tremont
Street
in
the
South
End.
As
you
know,
the
application
before
use
for
a
new
section,
15
beer
and
wine
Package
Store
license
the
concept
itself
is
for
a
new
small
neighborhood
natural
wine
shop,
which
would
offer
wines
from
around
the
world
made
without
the
addition
of
any
chemicals.
J
Interestingly,
winemakers
are
not
required
to
utilize
ingredient
label,
so
they
get
away
with
putting
in
chemicals
without
the
consumer's
knowledge.
I
myself
have
actually
learned
a
lot
through
this
process
and
learning
will
also
be
a
key
concept
of
Spencer's
business.
He
plans
to
educate
customers
on
what
they're
drinking
and
find
options
that
suit
individual
tastes
within
a
wide
range
of
price
points,
via,
of
course,
everyday
shopping,
tastings
and
events,
wine
clubs,
classes
and
private
events
for
education
and
tastings
as
well.
J
By
way
of
background,
Spencer
is
a
long
time
resident
of
the
south
end,
so
he
will
be
living
and
working
in
the
neighborhood.
He
is
level
two
certified
with
the
wine
and
spirit
education,
trust
and
in
the
past
has
also
worked
as
a
personal
trainer
and
worked
at
Grace
Hall
in
South
Boston
for
two
years,
which
is
a
restaurant
that
has
a
strong
focus
on
natural
wine
offerings
as
well.
J
He
has
had
this
vision
building
for
quite
some
time
now
and
is
looking
forward
to
being
able
to
bring
it
to
fruition
and
his
home
neighborhood.
The
store
itself
is
taking
the
place
of
a
neighborhood
plant
shop,
the
front
of
the
house.
Space
is
approximately
square
feet
and
the
proposed
hours
of
operation
are
daily
from
12
P.M
to
8
P.M,
to
start
because
this
is
an
application
for
a
new
license.
A
discussion
on
public
need,
of
course,
is
warranted,
and,
as
previously
mentioned,
this
is
a
unique
concept.
J
The
demand
for
chemical
free
wine
is
growing
more
and
more
consumers
demanding
to
know
what's
in
their
products.
Both
food
beverages,
alcohol,
combined,
where
it's
coming
from,
and
the
anticipated
growth
in
this
particular
natural
wine
industry
is
over
10
percent
before
the
year
2030..
While
there
are
a
handful
of
wine
shops
in
the
neighborhood,
none
of
them
right
now
offer
solely
a
selection
of
natural
lines.
J
As
far
as
community
outreach
is
concerned,
we
did
have
in
mayor's
office
sponsor
to
Butters
meeting
in
December,
and
we
also
met
with
the
Alice
neighborhood
association,
who
I
believe
the
board
received
a
letter,
non-op
position
regarding
this
proposal
as
well
happy
to
answer
any
questions
or
concerns
the
board
might
have
regarding
this
application
too.
B

Hi

good

Madam

in

of

where
General

shown
by
the
abutters.
They
also
met
with
the
Ellis
neighborhood
association
and
received
a
letter
of
non-opposition
from
them
as
well
at
this
time
or
I
would
like
to
defer
to
the
board
on
this
matter.
Thank
you.

Wanda

who

the

who's
the

who
are
also
logged

as

any

M
This
is
an
application
for
a
new
all
alcohol
liquor
license
for
this
proposed
restaurant
El,
punto,
Restaurant
and
Lounge
located
at
879,
Blue

Ave
in
Dorchester,
a
public
need
has
already
been
demonstrated.
The
royalty
iron
grill
was
a
restaurant
and
lounge
previously
at
this
location,
with
a
license
as
well
in
this
area.
The
area
is
lacking
in
establishments
like
this,
where
the
community,
where
the
community
can
come
enjoy
dinner,
have
a
night
out
even
host
an
event
like
a
baby
shower
wedding
or
a
party,
as
they
have
the
function
hall.
M
They
plan
on
freshening
the
place
up
with
paint
new
floors,
some
Renovations
in
hopes
of
bringing
patrons
out
together
and
enjoy
themselves
in
this
area.
The
proposed
hours
are
11
A.M
to
2.
A.M
capacity
is
240,
which
I
know
is
broken
down,
45
for
the
restaurant
and
then
the
195
for
the
hall.
They
have
a
security
plan
and
we'll
have
police
details
when
necessary.
M
They
plan
on
serving
Spanish
food,
more
specifically
of
from
the
Dominican
Republic.
They
have
a
long-term
lease
already,
which
was
included
in
the
application
for
five
years,
with
four
additional
options
to
renew
at
five
years.
Each
one

is
the

U.S,

resident
and
Mauricio.
The
proposed

has
prior

in
the
bar
and
restaurant
industry
she's.
Also
a
U.S

and
a
Massachusetts

she's
also
tip
certified.
Actually
they
both
are
there
she's
familiar
with
the
roles
of
the
abcc
and
the
City
of
Boston
licensing
board.
M
They
look
forward
to
serving
patrons
the
authentic
Dominican
and
Spanish
food,
along
with
some
rum,
Daiquiris
and
Spanish
wine
hope
we're
hoping
that
this
place
will
be
a
place
for
gathering
with
family
and
friends,
place
to
relax,
celebrate,
get
good
food
and
enjoy
great
cocktails.
M
We
did
reach
out
to
the
community
to
the
Civic
associations
and
groups.
There
we
had
an
ons
meeting
a
Butters

in
November.
I
was
just
notified
a
few
minutes
ago
that
great
amount
of
Penn
neighborhood
Council
wants
us
to
also
bring
everything
to
their
monthly
meetings.
So
I'll
be
scheduling
that
right
after
this
immediately
but
other
than
that,
if
you
have
any
questions,
we're
happy
to
answer
them.
D
Thank
you
very
much
and
thank
you
for
joining

I,
don't
have
