From YouTube: City of Boston Licensing Board 4-22-20
Description
The Licensing Board for the City of Boston holds transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).
B
Thanks
for
joining
us
today
and
bear
with
us
as
we
get
used
to
this
new
teleconference
virtual
hearing
but
I'm
Kathleen,
Joyce
I'm,
chair
of
the
licensing
board
and
I'm,
also
joined
via
teleconference
by
Commissioner
William
Curran
and
Commissioner
Kiana
Saxon,
as
well
as
Leslie
blaming
Hawkins.
Who,
as
you
know,
is
executive
secretary
to
the
board
and.
A
Just
to
go
over
some
not
housekeeping,
but
logistical
matters,
so
just
as
we
would
in
a
typical
hearing,
I
will
call
each
applicant
by
name
if
you
could
unmute
yourself
as
the
applicant
and
your
attorney,
if
you're
represented
by
counsel,
if
you
could
unmute
as
well.
If,
for
some
reason
you
can't
unmute
or
you're
not
identified,
please
either
use
the
raise
your
hand,
function
or
send
a
chat
message.
A
Please
note
that
chapter:
are
you
visible
to
everyone
on
the
call
note,
any
documents
that
need
to
be
submitted,
such
as
notices
of
appearance
or
abutters,
can
be
sent
directly
to
the
board
via
email.
If
there's
anything
that
you
want
to
share
with
the
group,
most
of
these
are
strictly
transactional
items.
You
can
certainly
share
that
in
the
trick
in
the
chat,
if
you
would
like
to
testify
after
the
chair
asks,
if
there's
anyone
in
support
or
opposition,
please
either
use
the
chat
function.
A
A
Function
to
get
my
attention
I'm,
the
only
one
who
can
see
it
I
believe,
but
we'll
see
how
this
goes
and
we're
definitely
looking
for
feedback.
If
anybody
has
any
other
ideas
or
suggestions
as
we
move
forward
with
this.
All
of
these
items
are
rescheduled
from
hearings
that
were
previously
scheduled
to
take
place
in
the
traditional
fashion
before
the
board.
So
I
know,
I
speak
for
the
chair
and
the
commissioners
and
saying
thank
you
for
bearing
with
us
as
we
kind
of
explore.
A
Do
these
virtual
hearings
and
I
think,
as
everyone
knows,
it's
very
important
to
the
marriage
of
the
board
to
continue
conducting
business
as
usual.
So
with
that,
we
will
begin
calling
the
first
item.
Third
cliff
bakery,
LLC
doing
businesses
third
cliff
bakery
and
cafe
located
at
35
31
Washington
Street
has
applied.
C
A
D
D
So
I'm
Meg,
Crowley
I'll,
give
everyone
I,
guess
a
minute
to
get
that
up.
If
you're,
if
you're
following
along
I,
am
the
owner/operator
of
Thera
cliff
bakery
I
started
it
in
2015
as
a
mobile
bending,
it
was
a
roving
bakery
on
a
tricycle
operating
out
of
Commonwealth
kitchen
and
going
around
Boston
I
did
street
vending
for
a
couple
of
years
in
farmers
markets
and
have
been
building
toward
this
brick-and-mortar
spot
in
Jamaica
Plain.
D
Since
then,
I
have
tested
a
whole
bunch
of
recipes,
we're
going
to
scale
up
to
a
full
cafe
bakery
menu
at
this
site.
Obviously,
with
the
public
health
measures
in
covered,
a
response
will
have
a
slightly
staggered
opening
compared
to
what
we
had
planned
as
far
as
seating
and
dynein
options.
But
I
will
be
transitioning
from
Commonwealth
kitchen
to
this
site,
which
is
31:51,
Washington,
Street
and
really
excited
about.
It
cares
to
see
what
kind
of
questions
folks
have
in.

was

we

A
And
as
a
reminder,
we
will
be
holding
our
voting
meeting
on
Thursday
at
10:00

just
like
we
typically
would
just
virtually
I
meant
mention
that
previously
well,
the
bittersweet

located
at
257
Newbury

has
applied
for
coupling

early.
The

the

8:00

okay.
B
Thanks
for
joining
us
today,
can
you
tell
us
a
little
bit
about
this
proposal?
Okay,.
E
So
my
name
is
Tracy
Cashman
I
own.
Originally
what
was
called
bittersweet
homestead?
We
set
up
at
farmers,
market
street
fairs
and
festivals.
We
were
mobile
lemonade
operation
with
the
city
hall
plaza
operating
seven
days
a
week
and
we
expanded
into
you,
know
more
food
and
we're
just
looking
to
expand
our
footprint
and
establish
a
brick-and-mortar.
E
So
we
found
this
great
little
spot
on
Newberry
Street
we're
gonna
be
calling
it
the
bittersweet
shop
on
Newberry
we're
gonna,
be
an
old-fashioned
soda
found
in
gourmet
coffee
cafe,
with
our
lemonade
being
offered
out
front
on
the
warmer
days
as
well,
and
some
sweet
treats
pastries
and
some
picnic
style.
Food
being
probably
the
perfect
item
to
have
in
today's
times.

J
This
is
a
license
that
was
approved
by
the

at
this
location,
on
Salem

Mr.
Chaddha
and
his
partner
did
extensive
renovations
on
the
inside
of
the
premises,
have
been
open,
well,
we're
open
and
then,
of
course,
like
everyone
else
had
been
shut
down
now
for
some
time,
the
condition
on
the
license
proceeded
their
ownership.
J
The
changes
that
they
made
would
allow
them
to
have
a
small
bar
area
for
food
service
as
well,
and
they
would
like
to
remove
the
restriction
which
again
was
on
placed
on
the
previous
operator
at
this
location
so
that
they
could
have

obviously,

did
go
to

we
met
with

anyone
had
any

also,
we
actually
had

think
the

and
the
only

He
certainly
as
experience,
can
explain
that
to
the
board
and
answer
your
questions.
The
other
matter
is
a
request
to
add
cordials
to
their
present
license,
and
in
this
context
we
have
had
a
very
positive
meeting
with
the
Neighborhood
Association
of
the
Back
Bay.
If
you
are
not
in
receipt
of
their
letter,

J
You
know
electronically
by
Elliott
laughter
I
know
that
they
were
in
non
opposition
to
this
application.
This
is
a
very
small
capacity,
private
club,
absolutely
no
issues
in
the
community
and
what
they're
requesting
is
very
important
to
their
main
business
undertaking,
which
is
the
dealing
with
their
membership,
and
then
their
income
is
based
primarily
on
functions
and
the
light
that
members
hold
at
the
establishment.
J
They've
had
many
requests
over
the
years
to
add
to
their
ability
to
serve
alcoholic
beverages,
and
this
we
think,
would
give
them
a
great
opportunity
increase
that
business
for
them
without
causing
any
issues
the
Neighborhood
Association
agreed
with
us.
I
am
it's

in

J
B
K
A
M
So
that's
the
background
there
for
the
change
of
manager
record.
As
far
as
the
proposal
for
the
outdoor
patio
has
indicated
an
illegal
ad,
it's
a
proposal
to
add
an
outdoor
patio
to
the
existing
pub,
but
it
has
23
seats
with
a
proposed
10:00
p.m.
closing
hour.
Their
interior
hours
are
right
now
our
12
p.m.
to
1
a.m.
daily,
which
would
not
change
by
way
of
background.
As
I
mentioned
mr.
sultani
who's,
the
owner
is
a
longtime
business
and
community
leader
in
Mission,
Hill
and
JP.
He
previously
had
mission
bar
and
grill
in
Huntington
Ave.
M
This
particular
pub
has
been
in
existence
for
over
30
years
at
this
location,
and
it's
been
an
anchor
business
of
Hyde,
Square
and
JP
for
decades.
Mr.
Soltani
purchased
this
particular
business
in
2007
and
also
purchased
the
building
as
well
in
2017.
So
he's
they
can
add,
seats
to
compete
with
other
nearby
businesses,
especially
outdoor
breweries
and
pop
ups,
and
the
nicer
whether
the
proposed
rear
at
this
building,
where
this
patio
is
going
is
currently
under
utilized.
Now,
mr.
M
sultani
did
meet
with
butters
and
the
Jeffers
Point
Jamaica
Plain
Neighborhood
Council
last
summer
and
fall,
which
I
know
voted
to
approve.
He
also
into
the
CBA
for
the
approval
on
the
patio,
which
was
approved
last
fall
and
we
did
submit
numerous
letters
of
support
from
abutters
nearby
residents
and
local
businesses,
which
also
included
support
from
three
squares,
Main
streets
and
Mission
Hill
main
streets.
B
Okay,
thank
you.
Thanks
for
explaining
the
public
need
for
that
alteration,
miss
Flynn!
Yes,
oh

Sorry,

I
just
want

you

Yes,
I
am.
Are
you

resident

Yes,

do

food
and

I
do.

and

of

would
be
entirely
on
private
property
how
Paul
was
probably
about
a
week
away
from
opening,
and
the
intention
was
to
try
to
coordinate
the
opening
of
these
two
patios
as
well.
It
would
be
a
great
addition
to
this
large
space
and
dining
area.
There's
18
vendors
that
we're
planning
on
going
into
the
space
and
are
still
planning
on
going
in
and
operating
here.
L
One
patio
patio
one
on
the
floor
plan,
if
you
have
it
in
front
of
you,
would
be
attached
to
the
MoMA
Sun
ramen
restaurants
in
the
other
would
be
more
of
the
open
hub
Hall,
which
would
be
entered
in
access
to
internally
through
through
the
hub
hall.
So
the
patio
one,
the
larger
one,
which
would
have
48
seats,
would
allow
the
full
service
weight
service
as
part
of
that
restaurant
and
the
other
one
would
be.
L
You
know
table
service
you'd,
be
able
to
go
up
to
the
two
interior
service
areas
and
get
your
drinks
and
food
in
patrons
would
be
able
to
enjoy
outside
on
those
two
patio
areas.
We're
looking
for
a
12
midnight
closing
the
licensee
itself
has
a
2:00
a.m.
closing,
but
don't
anticipate
needing
to
go
much
past
midnight
and
they
are
open
for
brunch
lunch
and
dinner
service
as
well.
We
did
meet
on
I
think
it
was
the
first
week
in
March
with
West
End
Civic
Association.
It
was
well
attended
and
it
was
well
received
as
well.
L
B
B
L
Then,
just
for
the
DBA
I
think
that's
pretty
straightforward-
that
wasn't
these
the
second
part
of
that,
so
we're
actually
a
during
adding.
It
could
be
a
record
for
the
longest
business
name
perhaps,
but
we
are
adding
the
restaurant
momo-san
ramen
by
Morimoto
that
always
been
the
plan,
but
it
had
taken
a
little
longer
to
coordinate
all
the
vendors,
and
this
is
of
the
18
vendors.
This
is
more
of
the
traditional
sit-down.
The
rest
of
the
vendors
are
kind
of
grabbing.
L
Go
that
can
be,
you
know,
enjoyed
by
the
patients
throughout
the
entire,
so
it
was
important
to
both
patina
BOS,
as
well
as
obviously
mo
Masson,
to
make
sure
that
they
had
some
recognition
theirs
as
a
national
brand.
All
the
others
are
local.
All
the
other.
Seventeen
vendors
are
local
vendors
throughout
Boston,
Greater,
Boston
area,
okay,.
