627
tremont
street
trust
located
at
627
tremont
street,
has
applied
for
a
lodging
house
license
to
be
exercised
on
the
above
six
rooms
on
the
first
floor,
seven
rooms
on
the
second
floor,
two
rooms
on
the
third
floor,
total
of
15
rooms,
total
of
15
lodgers
manager,
amy
shamada,
who
is
present
on
behalf
of
the
applicant.
C
My
name
is
amy
shimada
and
I
am
the
manager
of
the
property
located
at
627
tremont
street
we're
applying
for
our
license,
basically
because
of
an
oversight
we've
had
the
building
in
our
family
for
over
70
years
operating
as
a
lodging
house
sometime
after
my
father's
passing.
C
The
building
is
located
at
627
tremont
street.
With
the
mentioned
units
on
each
floor.
The
building
is
hardwired
for
fire
smoke,
carbon
monoxide.
C
B
C
Well,
I
manage
it,
the
management
was
has
always
been
in
our
family.
I
am
the
property
manager
I
perform.
70
of
the
maintenance
outside
contractors
are
brought
in
when
necessary.
I
take
care
of
pretty
much
everything
on
the
building
since
my
father's
passing.
Okay.
C
B
Okay,
we're
just
asking
these
standard
questions,
probably
a
surprise
to
you,
but
there's
more
lodging
houses
in
the
city
of
boston
than
just
a
few,
so
we
just
want
to
make
sure
everyone's
properly
licensed
to
get
a
better
understanding
of
the
operations.
C
B
Okay,
I
don't
have
any
further
questions.
Commissioners,
do
you.
A
F
Hi
yes,
good
morning,
madam
chair
and
members
of
the
board
kim
crucioli
with
the
mayor's
office
of
neighborhood
services,
the
mayor's
office
would
like
to
defer
to
the
board
at
this
time
our
office
held
in
a
butters
meeting
in
march
of
2022,
where
no
opposition
was
shown
by
the
abutters.
Thank
you.
G
F
A
H
A
Great
thank
you
for
being
with
us.
Please,
just
briefly
tell
the
board
what
you're
proposing.
I
My
name
is
david
kanji.
I
I
applied
for
that
license
because
I'm
trying
to
you
know
set
up
my
the
restaurant
in
the
community,
but
it's
been
like
we've
been
there
for
years,
trying
to
open,
but
for
some
reason
with
the
co-vision
and
everything
it's
been
like
a
very
tough,
but
now
we
accomplish
everything
that
we
have
to
do,
but
we
get
into
a
point
where
we
can.
B
J
B
I
Oh
okay,
the
food
that
we
offer
actually
is
haitian
and
american
food,
okay,
which
is
the
rice
and
beans,
and
you
know
salads
and
everything,
and
so
on
and
so
forth.
Planting
you
know,
like
you
know,
that's
some
help.
B
Healthy,
very
good
food.
Okay,
that
sounds
great.
I
don't
have
any
further
questions.
Commissioners,
do
you
none.
A
H
Hi,
this
is
christina
kanji,
david's
daughter,
one
of
the
co-owners
just
wanted
to
pop
in
and
say
hello,
I'm
at
work
right
now,
but
just
wanted
to
say
hello
and
thank
you
so
much
for
giving
us
the
opportunity
to
participate
in
this
hearing
just
to
speak
on
a
little
bit
more
of
what
my
dad
was
saying.
Yes,
we
are
on
a
restaurant
that
would
like
to
cater
specifically
to
really
all
really
different
kind
of
people
from
walks
of
life.
H
Yes,
we
predominantly
serve
haitian
food,
but
we
know
from
like
the
past
experiences
of
us
having
free
thai
restaurants,
we've
had
like
four
or
five
in
the
past
they've
been
very
successful.
People
are
very
loyal.
We
have
very
loyal
customers
within
our
community
and
outside
of
that
community,
and
so
we
just
think
that
bringing
it
to
the
heart
of
matapan
bringing
it
back,
people
would
really
really
take
to
it
and
I
think
overall,
it
will
serve
the
surrounding
communities
and
surrounding
businesses
as
well
just
bringing
more
attraction
to
that
area.
H
So,
of
course,
you
know
the
not
only
the
healthcare
climate
we're
in
right
now,
but
social
climate
as
well.
In
terms
of
supporting,
small
businesses
is
very
important,
and
particularly
black
businesses
as
well
is
extremely
crucial
right
now,
as
well.
So
just
wanted
to
pop
in
and
say
hello,
and
thank
you
so
much
for
giving
us
this.
A
Thank
you
for
that.
I'm
going
to
ask
again:
are
there
any
elected
officials
or
their
representatives
who
would
like
to
testify
on
this
matter?
Hi.
J
M
M
I
would
like
to
say
first
that
the
mayors
also
would
like
to
go
and
defer
to
you
guys
for
your
judgment
on
this
matter,
but
I
would
like
to
highlight
that
edgewater,
the
applicant
did
meet
with
edward
neighborhood
association
back
in
january
of
2022
to
to
express
what
they
were
trying
to
do
with
the
application,
but
there
was
some
pushback
from
the
neighbors
as
they
are
the
the
budding
group,
the
most
the
closest
neighborhood
association
into
the
establishment
to
establishment
issues,
ranging
with
parking
opening
up
the
establishment
and
maintenance
of
the
of
the
front
of
store
with
cleaning
things.
M
Of
that
that
nature.
The
mayor's
office
would
like
to
highlight
that
petitions
of
support
email
support,
as
well
as
support
from
businesses
in
the
area
as
well
as
surrounding
areas,
should
be
on
record
and
was
sent
to
the
board.
But
again,
at
this
time
the
mayor's
office
would
like
to
defer
to
your
judgment
and
also
request
a
hold
of
the
vote
for
about
30
days.
The
next
meeting
of
the
neighborhood
association
will
be.
M
It
will
be,
may
may
12th,
I
believe,
and
during
that
time
I
can
also
run
in
a
butters
meeting
to
get
any
further
information.
Thank
you.
N
I
know
dante,
and
I
know
david
also,
I've
known
david
for
for
years,
he's
a
really
really
good
guy,
a
really
hard
worker
he's
a
pillar
in
the
community,
actually
sort
of
everybody
in
the
town
knows
him.
He
also
runs
a
local
radio
station
and
does
a
lot
of
outreach
on
that
for
the
community.
N
He's
been
a
great
man
to
know
his
food
is
sort
of
well
known
and
legendarily
known
around
around
this
around
the
city,
especially
around
matapan.
I
think
he'd
be
a
great
addition,
especially
because
he's
hiring
five
six,
seven
local
people
from
the
town
to
work
there.
A
O
Well,
thank
you
so
much
chair,
my
name
is
adrifah
floyd,
I'm
the
chair
of
the
haitian-americans
united,
incorporated
into
alien
center
working
with
the
haitian
community,
closely,
I'm
mostly
known
by
pastor
kiki
in
the
community
helping
out.
I
know
the
family
very
well
many
years
working
in
the
community,
but
also
having
a
free
tire
restaurant
in
marapan,
which
is
almost
46
percent
haitian
distance.
O
The
food
is
well
needed
down
there
and
david
is
a
great,
a
friend
of
the
community
and
also
will
definitely
serve
the
purpose
of
having
a
small
haitian
restaurants
and
being
able
to
also
hire
haitians
to
work,
understand
the
culture
that
would
definitely
be
helpful
to
our
community.
I
would
greatly
recommend
that
we
agree
with
him
and
grade
him.
That's
a
license
so
that
he
can
continue
to
operate.
Thank
you
so
very
much
for
your
help.

Yes,
madam

the

with
the
mayor's

neighborhood

we
conducted
a

on
december

2021
there
were
concerns.
There
was
one
abutter
who
had
concerns.
She
lives,
rear
the
property
on
the
street.
Langley
road
was
worried
about
the
potential
impact
of
delivery
drivers
parking
on
the
residential

as
well
as
noise.
There
was
also
another
resident
that
was
also
on
langley
road,
that
was
in
support
of
the
proposal.
T
Didn't
think
there'd
be
much
of
an
impact
because
langley
road
is
up
on
a
hill
and
a
little
a
decent
distance
away
from
the
from
the
property.

They
also
went
on
to
the

proposing
a
4

Closing
time
the
civic
association
voted
to
oppose
feeling
they
were
worried
about
a
precedent
being
sitted
with
other
businesses
in
the
oak
square
area,
also
seeking
to
extend
their
hours
the
applicant
offered
to
to
compromise
and
came
back
later
with
an
earlier
closing
time.
The
civic
association
proposed
again
as
well
feeling
that
the
applicant
had
not
been
there
long
enough
to
justify
the
hours.
T
But
that
being
said,
we
we
haven't
heard
any
other
concerns
raised
from
abutters.
Since
we've
had
that
about
his
meeting.
It's
really
been
just
a
small
number
of
residents
that
have
reached
out
to
the
office
with
that
we
defer
back
to
the
board.
Thank
you.
Y
Y
As
secretary
green
just
stated,
we
are
here
today
to
change
the
dba
of
a

when
the
transfer
application
was
filed.
The
name
of
the
restaurant
had
not
yet
been
chosen,
as
they
approached
their
opening.
The
name
facia
bruta
was
chosen.
While
it
is
its
direct
translation
in
italian,
it
is
ugly
face.
It
is
a
term
that
is
used
in
an
endearing
and
playful
way
the
lighthearted
playfulness
fits
with
their
approach
to
the
operation
of
the
restaurant.
Y
They
take
what
they
do
very
seriously,
but
they
don't
take
themselves
too
seriously.
We
want
to
thank
you
very
much
for
hearing
us
today
and
we're
happy
to
answer
any
questions
you
may
have.

any
further
questions.
A
A
E
Good
morning,
everyone,
andrew
upton,
from
upton,
connell
and
devlin
for
the
licensee.
We
are
proposing
a
name
change
and
continued
streamlining
of
this
operation
in
east
boston.
For
now,
all
we
are
doing
is
changing
the
name.
It's
the
same
manager
record
the
same
ownership,
the
same
floor
plan,
no
other
changes
to
operations.
A
Z
Yes,
good
morning,
I
am
in
opposition
to
this.
I
am
the
owner
of
the
liquor
license
as
well
as
mr
tyler.
The
board
is
in
receipt
of
court
orders.
Mr
upton
was
asked
to
notify
my
attorneys
in
advance
of
any
changes
to
the
license
of
which
he
did
not
do
so
and
has
not
done
to
date.
Today,
yourself,
mr
green,
I
reached
out
to
you
and
the
board
to
notify
me
of
any
changes
to
the
license.
Z
I
was
told
that
there
was
none
pending
and
I
was
in
receipt
of
a
notification
last
evening
giving
me
no
chance
to
have
my
attorneys
represent
today
and,
as
the
board
is
aware,
there
has
been
quite
a
bit
of
contentious
reports
back
and
forth
about
the
ownership
and
the
execution
of
what
is
going
on
at
154,
maverick

as
well
as
mavericks,
and
this
new
entity
that
has

knowledge

being
myself.
E
Attorney
green,
if
I
may
respond
absolutely,
we
have
submitted
to
the
board
court
documents
that
indicate
that
john
tyler,
the
current
manager
of
record,
is
the
89
percent
owner
of
the
parent
entity.
Melissa
tyler,
I
believe,
is
about
an
eleven
percent
owner.
Contrary
to
a
previous
statement,
no
no
new
entity
has
been
formed.
This
is
merely
a
dba
change.
The
the
licensee
entity
remains
exactly
the
same,
nor
am
I
nor,
nor
am
I,
in
receipt
of
any
correspondence
from
her
attorney
advising
of
any
instructions.

that,

miles
away
and
on
the
opposite
side
of
commonwealth

with
the

So
with
this
upgrade,
it
would
definitely
be
filling
a
gap
and
an
unmet
need
within
this
particular
area
of
boston.
AA
As
far
as
community

is
concerned,
we
did
meet
with
the
austin
austin

who
was
supportive
of
the
proposal
and
of
note
and
as
the
license
he
represented
to
the
aca,
they
will
not
sell
nips.
Should
this
license
upgrade
be
approved,
I'm
happy
to
answer
any
questions
or
concerns
the
board
might
have
at
this
time.
B
Thank
you

I
have
no
questions
at
this

Commissioners,
do
you
have
any

Yes,
madam

of
the
board,
conor

the

as
the
applicant's
representation
stated,
they
met
with
the
austin

which
is
the
active

and
received
their
support.
The
civic
association
liked
that
this
is
an
existing
business
with
the
long-standing
good
record
in
the
community.
Our
office
isn't
aware
of
any
concerns
that
have
been
raised
by
the
austin

and
with
that
we'd
like
to
defer
back
to
the
board.
Thank
you.

a

not

and
that
will

absolutely
no

about
that.
AG
Some
there
was
an

held
on
march
23rd,
and
only
one
person
appeared
for
that
and
requested
that
the
condition
remain
the

there's
no
problem
on
our

with
that
addition.
Additionally,
we've
been

who
likewise
said

they
just
requested

the

the

since

georgiana's,
which

the

not
a

most
of

AG
This
is
on
the

of
appleton

Street
noise
has
not
been
an
issue,
and
I
think
the

has
proven
themselves
to
be
a
the
sort
of
operation
that
is
respected
and
respectable
in
this

a

are

G
A
A
L
Diozy
here
I
actually
live
in
the
building
that
they
actually
operate
their
business
in
at
nine
appleton
street,
which
is
the
alternative
address
to
55
berkeley
street.
I'm
in
opposition
to
this
matter.
I
live
and
own
a
condominium
unit
directly
above
7-eleven.
My
windows
face
that
particular
side
of
the
building
onto
berkeley
street.
Over
the
course
of
time
we
have
seen
a
numerous
amounts
of
issues
surrounding
the
building,
not
to
say
that
7-eleven
is
a
direct
component
of
that,
but
we
have
seen
an
increase
in
drug
use.
L
We
have
seen
an
increase
in
bottles
people
using
alcohol
around
the
actual
premises.
We
constantly
see
traffic
situations
outside
of
7-eleven
on
the
side
of
appleton
street.
This
section
of
berkeley
street
between
appleton
street
and
also
chandler
street
is
extremely
heavily
trafficked.
Constant
issues
with
traffic,
constant
issues
with
noise
people,
including
police
officers,
always
double
park
around
the
area,
fire
trucks.
We
have
a
preschool
directly
across
the
street
in
terms
of
what
we're
seeing
around
the
area
itself.
L
We've
had
consistent
issues,
including
our
building
alone,
with
a
recent
break-in
from
two
homeless
people
using
drugs
and
paraphernalia
in
the
actual
storage
area
of
our
building.
We
are
constantly
combating
these
particular
situations
around
the
area,
our
building
and
all
the
residents
inside
have
to
deal
with
this
constantly.
L
We
also
have
seen
no
hearing
and
nobody
from
our
building
received
notice
of
that.
So
in
turn,
we
are
opposing
the
actual
vehicular
license
or
whatever
you're
trying
to
get
for
actual
hard
liquor
or
anything
along
those
lines.
Even
in
recent
areas
and
other
residents
alone
have
seen
those
particular
situations
arise.
They
have
you
know,
photographs
of
that
stuff.
L
We
just
don't
believe
that
we
need
another
liquor
store.
I
did
not
buy
a
condominium
in
this
building
to
live
above
a
liquor
store
either.
I
don't
want
this
particular
situation
to
occur.
The
owners
of
the
actual
business
are
very
lovely.
People,
they've
always
done
their
best
in
order
to
keep
things
going,
it
has
nothing
to
do
against
them,
but
we
just
don't
believe
this
neighborhood
needs.
Another
liquor
store
when
the
actual
georgianas,
which
has
a
liquor
license,
is
a
three-minute
walk
directly
around
the
corner.
L
AH
A
AH
You
okay,
I
directly
about
this
stockholm
and
store
I've
lived
in
the
building
of
9
appleton
street
for
over
40
years.
I
have
seen
many
different
iterations
of
this
particular
store
come
and
go.
We
do
live
about
an
actual
block
from
georgiana's.
AH
AH
AH
AH
AG
AG
May
I
just
quickly
respond.
I
just
wanted
to
point
out
that
at
the
butters
meeting
two
years
ago
there
were
some
concerns
raised
similar
to
what
was
raised
us
now,
and
I
think
the
consensus
was.
Although
the
neighbors
at
nine
apples
street
have
some
concerns
about.
AG
About
homeless
people
and
some
trash,
there
was
some
agreement
that
the
owners,
the
owner
of
the
business
and
the
management,
have
been
very
responsive
to
any
complaints
brought
to
their
attention
about
trash
or
anything
that
was
at
all
attributable
to
the
7-eleven
store.
I
think
the
complaints
are.
The
concerns
that
are
raised
today
are
not
do
not
tie
back
to
7-eleven
and
they.
AH
I
was
at
that
other
meeting
two
years
ago
and
actually
even
the
revolution
hotel
was
against
beer
and
wine
going
in.
So
I
don't
know
how
many
liquor
stores
we
need,
but
hours
of
operation
are
also
a
concern.
Trish
is
a
concern.
I
have
a
picture
on
my
cell
phone
from
four
days
ago
with
a
vagrant
outside
doing
the
very
thing
I'm
talking
about.
AH
B
Thank
you.
I
have
a
follow-up
question
for
the
applicant
of
your
current
beer
and
wine
offerings.
What
percentage
of
the
shelf
space
do
you
plan
on
assigning
to
hard
alcohol?
What's
the
percentage
of
the.
AF
Show
it's
only
going
to
be
a
small
shelf
similar
to
the
one
we
have
the
wine
we
have
now
for
the
wine.
I
would
say
it's
about
96
inches
long
shelf.
AF
B
AF
Everything
everything
else,
everything
else
stays
the
same.
We
just
gonna
add
196
inch
caged
shelf
on
one
of
the
corners
of
the
store,
so.
B
You're
not
taking
over
the
other
thing
7-eleven
taking
away
things
7-eleven.
AF
AF
B
AG
AG
Very
briefly
that
mr
kadely
has
reported
that
many
customers
have
asked
him
about
the
sale
of
liquor
have
requested
and
have
asked
if
they
sell
liquor
and
have
shown
some
support
for
this
application.

you.

The
board
has
already
found
public
need
for
this
applicant
at
this
location
for
a
new
license
granted
pending
availability.
They
are
now
back
seeking
a
transfer
attorney,
kristen
scanlon
attorneys.
AA
I
defer
to
the
board
at
this
time,
if
you'd
like
me,
to
proceed
with
the
presentation
or
incorporate
by
reference
the
testimony
and
supportive
documentation
presented
previously
in
support
of
a
beer
and
wine
license
at
this
location.
At
the
previous
hearing
for
the
applicant,
including
the
thousand
plus
signature
support
petition
from
nearby
residents.
The
only
difference
I
will
point
out
with
this
application
is
a
pledge
of
the
license
to
a
private
lender,
468
commonwealth
avenue
llc.
AA
B
So,
thank
you
very
much.
That's
a
helpful
explanation
and
a
summary
of
where
we
are
today
and
the
reason
for
the
pledge
is
it
just
for
to
capitalize
or
to
equitize.
AA
It's
it's
to
help
with
the
financing
for
the
actual
purchase
of
the
license.
A
A
A
A
This
application
also
had
the
board
hans,
found
public
need
and
granted
a
license
pending
availability
where
there
was
unavailable.
The
applicant
is
now
back
attorneys,
gangland.
AA
Good
morning
again,
kristen
scanlon
for
the
applicant
for
the
record
assigned
on
with
us
today
is
amy
magner
who's
proposed
manager
of
record,
who
was
previously
approved
by
the
board
chef.
Andy
husbands
would
typically
be
here,
but
he's
actually
in
dc,
testifying
before
congress
regarding
restaurant
relief,
so
doing
doing
some
other
good
work
at
this
time.
So
I
hope
you
can
forgive
his
absence
in
light
of
those
facts.
AA
As
mr
green
again
mentioned
similar
to
the
previous
applicant,
the
board
heard
this
exact
application
from
this
applicant
back
in
december
of
2021,
which
the
board
found
public
need
for
granted
and
granted
a
license
pending
availability,
since
that
time
no
license
has
yet
become
available
through
the
city,
so
the
applicant
is
back
again
hoping
for
perhaps
some
better
luck.
AA
A
K
A
Thank
you
and
any
testimony
we
had
not
received
prior
from
elected
beginning
with
elected
officials
or
their
representatives.
