The Licensing Board for the City of Boston holds licensed premise inspection hearings on Tuesdays, transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).

walk-in
report
for
an
assault
and
battery

Street
Boston,
the
victim
self-identified,
as
Franco
Celeste,
stated
that
he
was
violently
assaulted
and
threatened
last
night
at
the
Flamingo
266
Commercial
Street,
the
victim
celestead
on
Wednesday
November
23
2022
at

pm.

victim
stated
that
Mr
Gomes
suspect
number
one
approached
him
in
inside
the
bar
pretended
to
say,
say
hello
and
then
Berkeley
head-buttered
him
causing
to
him
to
sustain
minor
bruising
to
his
forehead
and
minor
laceration.

his
lip,
the
victim
say
that,
after
a
brief
struggle,
Institute
prompting
several
staff
members
of
management
to
call
9-1-1
the
victim
stated
that,
prior
to
the
officer's
arrival,
suspect
number
one
returned
to
the
entryway
of
the
flamingo,
with
his
brother
suspect
number
two
Robert
Gomes
and
began
wildly
waving
a
small
red
baseball
bat
towards
him
and
several
onlookers.
While
shouting
I'll
kill
you,
the
victim
stated
that
both
suspects
then
fled
the
area
in
the
Jeep,
similar
to
a
sports
utility
vehicle
with
unknown
tags.

victim
is
unaware
of
either
the
suspects
may
be
in
possession
of
other
weapons
or
and
or
Firearms.
However,
he
wishes
to
report
the
incidents
for
documentation
purposes.

victim
standard
he's
afraid
of
further
confrontation
with
both
Gomes
brothers
and
will
call
911
in
case
of
an
additional
incident
officer.

on
Netflix
one
calls
associated
with
the
flamingos
address

results
for
this
query
revealed
that
an
emergency
911
call
was
placed
on

at

by

dispatch

revealed
that

responded
rapidly
responded
to
their
premises
following
the
United
call.
However,
all
parties
were
gone
on
arrival.

assault

the

Malden
was
cooperative
and
signed
for
the
violation
and
just
reading
from
the
detective's
notes.

the
victim
back
and
he
said
he
was
doing
fine.
He
said
he
is
not
interested
in
pressing
charges,
so
the
case
was
closed.

took
every
appropriate

this
incident,

knew

suspect,

approached

looks
like
he
was
going
to
speak
with

to
him
and

next

he

butts

victim,
presumably
out
of
nowhere.

foreseeable

have

the
staff
immediately
intervened.
They
took
action,
they

call
9-1-1
and
the
suspect
was
escorted
outside.
As
stated
in
the
report,
the
licensee
fully
cooperated
with
the
police,
as
the
evidence
shows.

was
an
unforeseeable
event.

prompted
this
and
as
soon
as
it
happened
this
the
staff
took
the
appropriate
action
either

he
observed

firearm
on

hip
of
a
man.
He
was
arguing
with
over
a
lost
coat.

believed
that
man
could
be
a
visual
employee,

called
9-1-1
to
report.

in

speak

who
cooperated

his
valid

licensed
or
return
to
the
employee.

investigation
by
licensed
premise
unit
detectives
revealed
that

had
not
informed
the
boss

of
armed
security
on
premise.

result
on

issued
a
licensed
premise:
inspection
notice,

to

for
failure.
