to
be

significant
upgrade

isle

to
put
in

million
dollars
to
build

the

needs
to
think
also
that
you
know
with
internet
companies
gopuff
or
amazon
or
all
of
those.

people
are
saying
well
something
like
total
wine
is
going
to
put
out
the
local
businesses.

no
evidence
of
that.

no
evidence

in
the
six
current
locations
that
has
happened,
and

think
people

want
something

total
wine

versus
the
go
pops
and
the
and
the
amazons,

they
employ
people
there's
a
presence
in
the
neighborhood.

reasons
that
the
application
of
total
wine

denied.

the
overwhelming
opposition
of
the
community,

coordinator

that

three
reasons
quickly
number
one.
We
respectfully
submit
that
this
area
is
already
well
served
by
existing

licensees
we've

documentation
showing
the
number
in
the
vicinity.

think
it's

our

mile,

issues

liquor
isle

grounds

served

The
licensees
second
reason
that
we
submit
that
the
application
should
be
denied
is
that

proposed
location
is
inappropriate
and
just
three
quick
points
one.

there
was
a
previous
agreement

the
landlord
not
to
have
a
liquor
store
when
expansion
of
south
bay
was
undertaken
in
2002.

know
some
community
members
have
raised
that
mr
raul

that

second

there's
a
high
level
of
criminal
activity
in
this
area.
As
the
board
is
well
aware,
we
submitted
statistics
from
boston
police
2200
over
2200
calls
just
this
year
to
the
south
bay
property
1300
to
allstate
road.
It's
they're,
staggering
figures
stop
and
shop
alone
has
had
368
calls
this
year,
meaning
there's
more
than
one
call
a
day
to
the
supermarket
in
south
bay.

The
idea
of
adding
a
23
000
foot
alcohol
superstore
to
that
does
not
make
any
sense
respectfully
that
combined
with
the
close
proximity
to
mass
gas,
the
board's
well
aware
of
the
public
health
crisis.
That's
going
on
it's
walking
distance.

I
know
there's
a
submission
by
mass
addiction
prevention
alliance,
which
I
think
touches
on
that,
and
so,
for
those
reasons
we
think
putting
a
23
000
square
foot
store
in
this
area
is
inappropriate
and
then
lastly,
attorney
farmsworth
talked
about
alcohol
appliance
compliance
being
taken
very
seriously
by
the
applicant,
and
we
pointed
out
and
as
the
board
is
well
aware,
the
reputation
of
the
applicant
is
a
relevant
consideration.

history

violating
alcohol
regulations

contempt

street
neighborhood

roxbury
area
and

has

been
tainted
by
going
outside
of
the
boston
limits
and
not
engaging

are

butters
in
roxbury
in

the
new
market
business
association
is
a
group

certainly
in
favor
of
businesses
in
the
community,
and
they
are
not
residents
that
that
live
in
that
general
vicinity.

letter

opposition
requesting
that
the
application
be
denied.

additional
supplemental

impart
to
you
today
about
alcohol
and
about
why
we're
so
concerned
about
the
vulnerability
of
that
area
and
and
its
location
and
the
largest
one
of
the
largest
research
studies
done
on
alcohol
in
in
the
country
did
show
that
10
of
the
population,
the
american
population,
drink
up
to
74
drinks
per
week,
and
that's
those
74
drinks
per
week
of
that
10
of
the
population
is
75
of
all
alcohol
consumed
in
the
country.

So
that
indicates
that
these
these
alcohol
outlets
make
their
money.
I
mean
essentially
they're
making
their
money
off
people
who
are
drinking
a
couple
handles
a
day.
So
that's
important
information
when
you're
thinking
about
alcohol
licensing
and
where
it's
gonna
go
and
how
it's
gonna,
how
you're
gonna
have
these
operations
in
place
and
and
many
in
those
groups
of
that
ten
percent
of
the
population
and
we're
talking?
M
Ten
percent
of
your
population,
if
you're
going
to
go
down
to
the
local
area,
ten
percent
of
your
population
are
in
that
group
that
are
devastated
by
alcohol,
with
dramatic
impact
on
their
friends
and
family
and
such
remarkable
repeat.
Sales
for
this
segment
of
population
may
be
good
for
the
alcohol
industry
in
a
place
like
total
wine,
because
they
make
their
big
profits
off
it.

But
it's
not
good
for
the
communities
and
the
neighborhoods
they've
they've
they've
also
done
a
study
that
found
that
we
pay
an
additional
two
dollars
and
five
cents
per
drink,
for
direct
costs,
for
losses
in
workplace
activity,
care
and
and
criminal
justice
expenses,
and
these
are
costs
that
we
that
that
local
people
feel
alcohol
is
also
responsible
for
88
000
deaths,
a
third
of
traffic
deaths
and
more
than
10
of
us
children
live
with
a
parent
with
alcohol
problems.

And
that's
because
you
know,
10
of
our
adult
population
are
addicted
to
alcohol
and
and
it's
not
by
choice.
It's
it's
that
alcohol
can
increase.
What
it
does
is
it's
it's.
M
It
increases
the
neurotransmitter
dopamine,
which
is
the
reward
center
of
the
brain
and
can
trick
the
brain
into
thinking
that
alcohol
is
the
most
important
thing
for
survival,
and
one
of
the
problems
is
that
dopamine
can
only
can
only
be
not
only
can
be
released
when
you
drink
alcohol,
but
also
when
you
smell
it
and
see
it,
and
and
that's
the
problem
there
in
that
area,
because
you
have
over
10
to
15
recovery
and
treatment
programs
right
there,
and
so
you've
got
people
that
are
really
struggling
to
to
stay,
sober
and
they're,
going
to
have
visuals
of
this
big
alcohol
store
right
in
that
location.

So
that's
that's
one
of
the
reasons
it's
really
important
to
think
about
where,
where
this
thing
is
going
to
be
be
placed
and
the
neighbor,
and
also
that
neighborhood
right
there
is,
you
know,
bordered
by
neighborhoods
that
are
predominantly
communities
of
color
and
with
their
rich
ethnic
diversity
and
those
those
populations
have
long
been
targets
of
discriminatory
social
structures
that
have
made
their
targets
for
that
have
been
targets
for
alcohol
outlets.

In
fact,
there
are
eight
times
more
alcohol
stores
in
american
and
black
american
neighborhoods
than
white
neighborhoods,
so
this
is
an
area
extremely
vulnerable
and
given
the
demographics,
and
that
is
less
than
half
a
mile
from
the
mass
cass
site
that
was
declared
a
public
health
crisis
last
month.
It
just
it
doesn't
seem
like
this
is
a
very
prudent
way
to
bring
economic
development
and
and
city
planning
to
to
the
area.

Given
the
crisis
that's
going
on,
and-
and
so
you
know
we
talk
about
in
in
our
work
at
the
massachusetts
addiction
prevention
alliance,
we
talk
about
that.
There's,
there's
such
things
as
addiction,
economics,
where
we
build
an
economy
around
addiction,
and
this
is
kind
of
what
we're
looking
at
in
the
this
is
the
face
of
the
problem
right
now
of
your
location.
Is
that
we,
you
know,
as
you
have
an
alcohol
store
there,
that's
going
to
make
75
of
its
revenues
from
people
who
are
drinking
two
handles
a
day.
That's
a
big
problem.

election

we
worked
within
neighborhoods
of
of
boston,
south
boston,
dorchester,
extended
into
the
south
end
roxbury
and

locations

asked
to
leave

security

other
causes,
we
were
shown
the
door
for
that.

the
landlord

have
a

store

supposed

had

local

they
are
going
to

issue,

massive
headache
in

area

collaborate

super
88.

was
there
at
the
time
in
button
heads

edens

aviance,
a
massive
undertaking
went
underway
to
collaborate
to
try
to
make
the
entrance
in
egress
to
sell
to
super
88
work
in
allow
the
south
bay
shop
and
center
to
expand
the
major
bone
of
contention
at
the
time
other
than
traffic,
which
seems
to
have
been
you
know,
kind
of
worked
on
was
liquor
in
the
fact
that
liquor
would
not
be
sold
or
package
stores
would
not
be
opened
within
the
mall.

did
actually
hear
since
I've
started
working
with
some
of
these
small
businesses
about
the
the
one
thousand
square
foot
aisle
and
stop
and
shop
that
did
you
know,
get
in
there,
unfortunately,
and
I
think
it
did
get
on

there

opposition,
from
not
from
the
community
and
from
the
elected
officials.

aware

that
real
quick

contentious,
the
liquor
aisle
there

significant
opposition.

us
felt
it
was
a
very
close
call,

small
size
of
that
proposed
liquor.
Aisle
was
touted,
as
you
know,
a
plus,
and
if
I
can
only
speak
myself,

saw
it
as

plus

was
skeptical
about
the
boat.

think
that
especially
I

myself
again,
but
when
it
came
up
to
remove
that
license,
I
was
happy
to
see
that
application.

impression

operation
of
the
liquor
aisle
at
stockton
shop

actually
somewhat
of
a
failure.
Didn't
quite
work
didn't
work,
the
way
that
they
said
it
was
supposed
to
work.
So
I
did
want
to
make
comments
on
the
liquor
aisle
situation
there
were.

was
raised
that
there
was

verbal
agreements,

a
liquor
store
wouldn't
go
into
south
bay,
but
for
me,
at

time
it
wasn't
entirely
clear

set
in
stone
that
was

argued

has
been

and

major
concern

small
business

People

knowledgeable

smarter
than
me

to
and

already
spoken
to,
the
concerns
about
the
proximity
to
mass

cass,

just
simply
concerned
for
small
businesses
and
how
this
would
affect
them
to
be
clear
and
open.
I've
been
to
total
wine
before
I've
been
to
the
everett
and
the
natick
stores
have
nothing
against
them,
not
against
their
business
or
businesses
opening
in
boston.

just
personally
with
no
offense
to
the
company,
don't
think
the
store
makes
a
lot
of
sense
at
south
bay.
There
are
speaking
for
my
own
neighborhood,
and
I
don't
know
if
anyone
any
other
neighbors
are

think,
immediately
of
two
south
and
wine
emporium
stores
bricks,
which
is
over
on
washington
street
and
urban
grape,
which
is
closer
to
the
back
bay,
but
is
a
very
popular
independent,
locally
owned
wine
store
actually
just
won
a
national
award
from
the
chamber
of
commerce.

think,
a
week
or
two
ago,
I'm
concerned
about
how
it's
going
to
affect
those
stores.
I'm
also
concerned
about
how
it's
going
to
affect
places
like
social
wines,
which
is
right
over
the
bridge
in
south
boston

small
stores.

I've
been
to
total
wine.
You
know
they
have
a
lot
of
selection
and
I'm
not
against
that.

of
two,

I'm
up
at
that
everett
plaza
a
lot
like

you
might

at
costco
just
buying
things
like
you

paper,
goods
and
diapers

wipes,

there

beer
and
wine
at
you

some
at
costco,
but
I
also
don't
think
a
costco
would
make
any
good
sense
at
south
bay
as
well
and
in
some
of
the
coverage
and
some
of
the
neighborhood
comments.

concern
about
the
effect
on
local
businesses
and
small
businesses,

I
would
also
just
bring
up
not
to
forget
the
breweries
and
distilleries

in
the
area.

that

retail
concept.

brewing
company

locally
owned
brewery
is
literally
right
next
door
to
south

have

of

wines
in
the

frustrating

spin

save

when

cooper

the

neighborhood
groups,
they
emailed
him
back

their
first
concern
was
this
deal
alleged

that
agreement

edens

owner

the
mall
would
never

package
store

all

an
illegal
restraint.

you
read

toscano
case

also
you

we've

edens

they

is
no
such
agreement,

businesses
is
of
paramount
importance.

particular
concern
is
liquor
land

mean
this

all
about
competition,

really

take

you

are
absolutely
wrong
in
what
they're
saying-
and

you
can't
say-
we've
heard
the

argument

isle

now
this
is
like

licenses.

not
true

is
there's
a
need

this
type

store

fact

well

business

or

to

people

ever

to
give
up

and

and

the

ounce.
Those
are
what
you

Some
of
these
folks
are
looking
to
buy
and
total
wine
is
not
that
that's
not
in
their
market,
so
they
won't

going
there
to
to
do
that.

think

wine
is
a
responsible

economically.

just
a
really
addition
to
this
