From YouTube: City of Boston Licensing Board 8-19-20
Description
The Licensing Board for the City of Boston holds licensed premise inspection hearings on Tuesdays, transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).
A
A
Good
morning,
this
is
a
hearing
before
the
licensing
board
for
the
city
of
boston.
Today
is
august,
19
2020..
This
hearing
is
being
reported.
It
is
being
conducted
pursuant
to
temporary
changes
to
the
open
meeting
law.
That
is
what
allows
us
to
meet
virtually.
I
will
now
introduce
chairwoman
kathleen
joyce.
B
A
As
a
reminder,
procedurally,
this
hearing
will
function
just
like
an
in-person
hearing.
We
will
call
each
item
in
the
order.
It
appears
on
the
agenda.
If
you
are
the
applicant
or
representing
the
applicant,
please
unmute
yourself
after
you've
made
your
presentation.
The
chairwoman
and
commissioners
will
ask
any
questions
they
have
and
then
we
will
take
testimony
in
support
of
each
application,
beginning
with
elected
officials
or
their
representatives
and
then
in
opposition.

This

has
requested
to
make
a
brief
presentation.
A
C
Madam
chairman,
honorable
members
of
the
board,
thank
you
for
the
opportunity
and
before
I
start
the
presentation,
I
would
like
to
state
that
your
administrative
team,
maram
leslie
chaseman
and
everyone
was
very
supportive
in
answering
all
my
questions
and
I'm
very
grateful
and
I
needed
to
stay.
C
B
C
C
C
As
you
know,
boston
is
the
head
of
culture
and
higher
education
in
new
england
and
across
the
united
states.
Many
tourists
who
come
to
boston
to
see
boston.
Somehow
they
come
to
brighton
if
they
come
to
brighton
to
visit
brighton
by
default.
They
come
to
eagles
delhi
to
see
part
of
brighton
and
you
can
see
that
japanese
came
and
you
enjoy
the
lunch.
C
In
addition
to
that,
many
americans
come
to
boston
for
higher
education
once
they
graduate.
They
love
boston,
they
stay
here
and
they
start
a
family,
and
you
can
see
that
many
live
in
brighton
and
communities
like
brighton
and
when
they
come
to
brighton.
I
live
in
brighton,
they
come
to
igas
delhi
and
they
are
part
of
our
customers.
These
professionals
like
what
is
the
factor
that
after
so
many
years,
we
now
apply
for
a
near
online
license.
C
C
You
now
want
to
have
a
glass
of
wine
with
their
meal,
and
we
did
the
analysis
why
these
just
want
to
get
ourselves,
because
the
work
has
intensified
and
after
a
long
day
of
a
long
stressed
day
of
work,
they
want
to
relax
after
15
or
20
minutes
when
they
are
at
eagles.
They
want
to
enjoy
their
meals
with
a
glass
of
wine
and
that's
the
reason
that
we
notice
and
we
talk
to
our
customers
behind
their
persuasion
and
push.
It
has
to
stop.
C
It's
very
important
to
bring
your
kind
attention
that
eagles
daily
has
not
applied
for
full
liquor
license,
although
I
assume
that
there
is
a
profit
in
full
liquor
license,
but
we
did
not
apply
because
our
customers
did
not
ask
for
it.
They
asked
only
for
read
online
and
that's
what
we
did
when
you
applied
for
that
application.
C
C
C
Many
people
lost
their
jobs.
Many
employees
lost
their
jobs,
but
eagles
deli
did
not
have
one
employee's
position
did
not
cut
one
hour,
even
the
sales
went
down,
but
we
believe
that
when
they
are
in
a
good
time
with
us
in
a
bad
time,
we
need
to
protect
them
even
from
our
own
costs.
We
provide
their
payrolls.
C
C
C
In
addition
to
that,
we
are
aware
of
the
fact
that
there
are
some
disabled
residents
in
brighton.
Some
cannot
afford
purchasing
a
meal
and
they
get
free
meals
from
us.
This
is
not
generosity.
This
is
from
our
family's
business.
Is
our
mission
contribute
our
social
process
and
that's
why
we
got
so
many
supports
before
coming
in
front
of
you?
C
C
C
C
B
You
will
be
operating
seven
days
a
week.
Is
that
what
you
said?
B
Okay?
How
what
percentage
of
your
business
is
dying
in
compared
to
takeout.
C
C
B
B
B
Could
you
describe
for
the
record
what
the
public
need
is
for
a
beer
a
malt
and
wine
license
at
your
location
in
this
part
of
this
part
of
the
city
in
your
neighborhood?
Are
there
other
licenses
like
this
in
the
general
vicinity.
C
You
know
I'm
not
fire,
so
sometimes
I
hope
I
get
my
information.
My
communication
accounts
on
the
top
of
that
we
receive
so
many
letters
and
documents
which
I
have
it
there.
That
indicates
that
our
customers
are
behind
this
course
and
requirement
that
persuaded
us
to
apply
after
so
many
years
of
service.
B
B
So
your
manager
would
be
mr
osmani.
C
B
Okay,
so
in
order
to
we,
we
have
standard
manager
of
record
questions.
We
would
have
to
ask
him
if
he's
going
to
be
the
manager
of
record,
so
we
could
talk
to
you
about
that
afterwards,
but
we'll
continue
with
this
part
of
the
testimony
is
that
okay,
so
we'd
have
to
get
in
touch
with
mr
osmani
to
ask
him
some
questions
about
his
experience
as
a
manager
and
his
experience
with
food
and
beverage
and
alcohol,
the
laws
of
the
state,
of
course,
okay,

curran.

Good
morning,
good
morning,
madam
chair
members
of
the
board,
my
name
is
john
gucci,
I'm
senior
vice
president
for
external

at
suffolk
university.
J
I
want
to
thank
you
for
this
opportunity
to
be
before
you
this
morning
and
and
before
I
begin,
if
I
could
just
take
a
second
to
thank
you
generally
for
the
service
you
provided
to
the
city
right
now,
and
I
know,
having
spent
a
number
of
years
as
a
public
servant
in
the
city
of
boston,
I
know
what
a
thankless
job
it
can
be
sometimes-
and
I
know
the
amount
of
time
because
I
pay
attention
to
these
things-
that
you've
been
spending,
particularly
during
this
pandemic,
on
very
critical
issues
facing
the
city
in
terms
of
safety
and-
and
we
appreciate
that
and-
and
I
want
to
say
that
I
want
to
say
it
for
the
record,
because
I
think
it's
important
to
do
so.
J
So
thank
you
for
your
service
to
the
city
right
now.
Thank
you.
I
will
try
to
highlight
our
plan
for
you
and
not
take
up
too
much
of
your
time.
I
do
have
a
few
members
of
the
subject
university
team
here
with
me
for
the
purposes
of
answering
any
questions,
should
there
be
any

coin
our
vice

for
student
affairs,
shigeo

our
director

whom
you've
met
and
jason
wright
of
my
staff
of
the
external

staff
who's
associate
director
of
external
affairs?
J
We
are
very
excited
about
this
new
residence
hall
in
downtown
boston.
We
purchased
the
former
ames
hotel
back
in
september,
and
this
project
has
undergone
an
extensive
review
process.
Through
the
article
80
process.
We
filed
our
institutional
master
plan
notification
form
in
september
of
2019
our
institutional
master
plan
within
which
is
the
one
court
street
project
on
january
31st
of
2020,
and
it
was
approved
by
the
bpda
board
on
may
14th
of
2020..
Throughout
that
process,
the
project
really
did
receive
overwhelming
support
from
all
of
the
neighboring
civic
associations.
J
J
Of
course,
we
could
not
have
anticipated
a
pandemic
back
in
september
when
we
bought
this
hotel,
but
I
must
say
that
it
looks
like
a
very
wise
decision
in
retrospect,
because
it
does
perfectly
enable
us
to
provide
the
type
of
safe,
distancing
and
protection
for
our
students,
given
the
fact
that
it
is
laid
out
as
a
hotel,
which
means
that
we
have
one
student
per
room
with
a
private
bath
and
it
doesn't
get
any
more
ideal
situation
within
this
pandemic
than
that.
So
it's
it's
a
very
again
exciting
opportunity
for
us.
J
We
also
have
contained
within
the
covert
control
plan
and
the
reopening
questionnaire
that
was
provided
to
us
by
the
city
of
boston,
many
details
about
operation
of
the
residence
hall
at
one
court
street,
as
well
as
all
of
our
residence
halls,
and
I
know
you
could
refer
to
that
as
well.
We
had
a
meeting
last
week
with
the
boston
public
health
commission
and
the
mayor's
office
to
review
our
plan,
and
the
plan
was
very
favorably
looked
upon
by
the
city.
J
They
felt
it
was
thorough
and
we
were
very
happy
to
hear
that
the
building
is
14
floors,
there's
113
rooms
in
full
capacity.
That
would
be
about
300
beds.
With
the
pandemic.
We
plan
to
house
about
109
students
in
that
building
for
the
de-densification
of
the
residence
hall.
J
There
is
a
cafe
space
in
on
the
first
floor
of
the
building
that
cafe
will
not
be
open
to
the
public
until
it
is
safe
to
do
so.
It
will
remain
exclusively
for
the
use
of
students,
so
it
will
be
simple
residence
hall
food
service
program.
J
As
I
mentioned
earlier,
the
details
of
how
we're
going
to
operate
the
dorm,
the
details
of
our
compliance
with
covert
protocols
are
in
the
plan
that
we
submitted
to
the
city,
but
to
highlight
a
few.
We
are
using
the
broad
institute
at
mit
for
our
testing
program
and
that
is
a
24
hour
turnaround
on
results.
All
of
our
court
street
residents,
as
with
all
of
our
res
hall
residents
period,
will
be
tested
twice
per
week.
Commuting
students
will
be
tested.
Once
per
week.
J
We
have
looked
at
our
move-in
procedure
with
the
covert
pandemic
in
mind,
and
we
are
only
allowing
one
helper
per
student
as
he
or
she
moves
into
the
dawn.
So
we
don't
congregate
in
the
dawn
needlessly
throughout
the
academic
year.
There
will
be
until
further
notice.
Of
course,
there
will
be
no
guests
for
our
students
in
the
building.
They
will
be
prohibited.
J
Suffolk
university
police
department
will
make
the
one
court
street
residence
hall
part
of
their
routine
patrol
with
all
the
other
residence
hall,
and
that
will
begin
immediately,
of
course,
masks
safe,
distancing
required
at
all
time
within
the
confines
of
the
building.
No
large
gatherings
will
take
place
in
the
building.
The
second
floor
of
this
building
is
designed
to
be
a
meeting
space
designed
for
public
meetings,
institutional
meetings
that
will
not
be
used
for
lodge
gathering
during
the
pandemic.
J
It
will
be
off
limits
for
that
and,
finally,
let
me
just
say
that
we've
also
brought
some
benefits
to
this
to
the
table
with
the
city
of
boston,
with
this
project
that
we
think
are
relatively
important,
we
will
be
making
a
75
000
contribution
to
the
boston
bike
share
program,
we'll
be
making
a
10
000
contribution
to
the
city
for
bike
racks
in
the
area,
and
we
work
this
through
with
the
city
and
with
the
transportation
departments
to
land
on
those
benefits.
J
K
H
J
Is
one
again
that
fits
our
needs
of
the
moment
very
well,
unfortunately,
that
moment
being
the
coal
would
be
endemic
and
we're
we're
delighted
to
have
it
we're
delighted
to
have
it
come
online,
with
your
approval,
of
course,
given
the
fact
that
a
priority
for
russia
for
all
universities
right
now
is
to
de-densify
its
residence
halls,
we're
doing
that
with
the
addition
of
the
one-court
residence
hall,
and
also,
of
course,
with
the
addition
of
three
hotels
here.
J
B
Thank
you
so
much
and
as
you
as
you
said
now
is
a
even
better
time,
no
better
time
now
than
to
be
able
to
have
additional
housing
for
the
students
you
may
have
touched
upon
this,
but
just
for
my
clarification,
how
is
there
an
on-site
manager
of
the
dorm?
How
is
that
fitting?
In
with
the
rest
of
the
suffolk
management
of
the
dorms.
J
M
M
M
P
Yes,
absolutely
they'll
swipe
at
the
entrance
at
the
first
door
and
then
they
will
swipe
again
at
the
security
boost
they
access
the
elevators
and
then
in
their
room.
They
will
tap
their
id
and
punch
in
a
four-digit
code
to
get
into
their
room.
So
there's
three
steps
to
get
into
the
room.

None
perhaps
so
crucial
is
our

The

multiple

neighborhood

and
safety
meetings,
which
traditionally
attract
a
broad

our

T
Finally,
in
regards
to
the

it
is
exemplary.
The

with
their

at

I

Thank

I
have
one
question
for
mr
liang
that
wasn't
covered
in
your
presentation.
Are
you
familiar
with
the
rules
and
regulations
of
this
board,
the
abcc
and
the
laws
of
the
commonwealth,
as
they
pertain
to
the
sales
service
of
alcohol.
H
B
You
have
experience
in
the
food
and
beverage
industry
right.
Yes,
so
I'm
going
to
ask
again:
are
you
familiar
with?
Are
you
familiar
with
our
rules
and
regulations,
the
rules
and
regulations
of
the
abcc
and
the
laws
of
the
commonwealth
as
they
pertain
to
the
sale
in
service
of
alcohol?
Are
you
familiar
with
them.
A
Okay,
sir,
as
a
as
a
proposed
manager
of
record,
you
have
to
familiarize
yourself
with
those
rules
and
regulations
of
the
board,
the
abcc
and
the
laws
of
the
commonwealth,
because
you're
you're,
the
individual.
If
you
were
to
be
approved,
who
would
be
legally
responsible
for
the
sale
in
service
of
alcohol.
B
I
don't
know
if
it's,
if
I'm,
if
I'm
presenting
the
question
wrong.
Y
He's
he
has
experience
over
for
10
years
and
he
has
the
tips
certificate.
The
safe
serve
cpr,
the
allergens
awareness
so
he's
very
familiar
with
how
the
restaurant
operates
and
also
the
the
sales
of
lakers.
So
I
think
that's
a
misunderstanding
of
the
questions.
Yeah.
B
Okay,
I
want
to
ask
it
one
more
time
so
in
order
to
in,
in
order
for
him
to
be
an
approved
manager
of
record,
he
has
to
be
a
citizen
you're,
a
citizen,
mr
liang
right.
B
B
Ben
you
have
experience
yes,
okay,
so
you
are
you're
a
resident
of
the
commonwealth
and
of
the
state
of
in
your
citizen.
H
Yes,
more
than
ten
years.
B
Okay,
yeah,
so
with
that
ex
with
that
experience,
are
you
familiar
with
the
alcohol
laws
in
the
state
and
the
rules
of
the
alcohol
of
the
licensing
board
and
are
you
you
are
yeah?
Okay?
So
I'm
going
to
ask
that
question
just
a
little
differently.
Are
you
familiar
with
the
rules
and
regulations
of
this
board,
the
alcohol
beverage
control
commission
and
our
laws
in
massachusetts
as
they
relate
to
the

customer

to
stay
in

and
keep
things

Thank
you
for
that.
I
just
have
one
question
that
we
would
ask
all
applicants
who
are
changing
the
category
of
a
license
like
this,
for
the
record.
Could
you
describe
the
public
need
for
this
change
from
retail
packet

wine
and
malts
to
retail
package
or
alcohol.
AA
Area
one
more
time,
please
repeat
the
questions.
AA
B
What's
the
name
of
that
other
market
that
sells.
AB
I
do
also
want
to
note
that
there
were
concerns
from
the
from
the
neighborhood
when
they
presented
to
the
line
aboard
in
terms
of
the
close
proximity
to
fallon
field,
as
well
as
the
the
potential
of
you
know,
litter
being
in
the
park
from
from
local
stores.
Thank
you.
A
H
AC
Hi,
thank
you,
respected
board
member
for
giving
me
a
chance
to
speak,
and
I
am
the
one
who
is
very
close
proximity
within
this
henry's
market.
We
are
the
I'm
the
former.
It
was
known
as
the
chance
leaker.
Now
it's
a
roslindale
leakers
and
we
are
just
located
within
a
0.25.
I
would
say
it's
a
quarter
mile
from
the
henry's
market,
so
it
not
only
that
henry's
market
has
already
been
in
the
wine
and
liquor
business.
AC
I
mean
wine
and
beer
business
since
long,
and
just
not
only
I
am
the
only
one
nearby,
but
there
are
four
other
liquor
store
that
is
located
near
henry's
market
and
that
too,
within
one
mile,
so
just
think
about
it.
There
are
not
only
for
liquor
store,
there
are
other
beer
and
wine
and
other
convenience
store
as
well
located
near
hindi's
market.
So
just
think
about
it.
AC
If,
if
henry's
market
will
get
licensed
for
full
legal
license,
other
store
too,
like
convenience
store
and
beer
wine
liquor
store,
they
will
all
will
apply
for
this,
and
it
will
be
injustice
for
all.
The
liquor
store,
like
I
would
say,
like
there,
is
no
need
at
least
because
there
are
four
in
one
mile
and
I
can
give
you
the
direction
as
well.
Like
point
two
five
mile
is
one
point:
five
mile
is
another
one.
AC
A
You
thank
you
calling
steve
residing
on
hayes
road
wishes
to
testify.
AD
AE
Morning,
thank
you
so
much
for
providing
this
opportunity.
So
I
wanted
to
share
my
notion
about
when
I
heard
about
a
new
market
is
transporting
their
convenience
their.
Basically,
they
were
convenience
store
and
when
this
tour
was
started,
it
was
kind
of
unwritten
agreement
between
community
and
the
store
that
this
this
will
be
the
place
to
serve
any
convenience
need
and
later
on.
They
had
like
beer
and
wine
license
and
they
reduce
all
grocery
areas.
Think
about
that.
AE
If
they
have
a
liquor
license,
they
will
give
priority
to
liquor
and
alcoholic
beverages
and
run
with
only
few
items
which
prominently
convenience
store
serves,
so
it
does
not
serve
the
original
need
of
this
place.
AE
There
is
a
school
playground,
people
this
is
like
epicenter,
where
everything
is
closely
approximated
and
we
don't
want
to
have
liquor
store
in
this
area
where
liquor
is
easily
accessible
and
and
can
be
consumed
too
easily,
and
if
the
people
need
liquor
license
that
liquor,
then
there
is
enough
places
around
the
community.
They
can
go
and
grab
it.
So
I
don't
see
the
need
of
this
transfer
from
convenience
from
retailer
to
the
to
the
legal,
and
I
strongly
oppose
this
application.
Thank
you.
AF
Man
are
you
brian
yeah?
My
name
is
man
pereira,
yeah
mama.
I
just
live
in
the
neighborhood
in
the
alabama
street
and
I
heard
about
this
hungry
market
applying
for
the
leakers
to
license,
but
actually
ma'am,
it's
a
convenience
store
and,
like
it's
been
a
year
I
go
with
my
brothers.
We
go
out
for
convenience,
shopping
and
all
and
like
it
doesn't
look
good
to
have
a
liquors
and
all
in
the
area
like
we
go
for
convenient
shopping
and
in
the
same
store
you
would
gonna
sell
leaker.
AF
AG
Hi
I've
grown
up
in
the
area
and
I
would
like
to
say
a
few
things
just
such
base,
so
I
have
a
family
in
the
area.
Who's
relied
on
convenience
stores
such
as
henry
market
for
retails.
In
the
past
I
would
just
like
I
would.
It
would
be
a
shame
for
the
store
to
transition
into
a
full-on
liquor
store.
My
concern
is
not
only
for
the
lack
of
convenience
for
the
people
around
the
area,
but
also
the
safety
of
everyone
living
in
the
area
as
well.
AG
The
neighborhood
the
neighborhood,
already
has
a
few
liquor
stores
in
the
area,
as
we
just
discussed
and
in
the
surrounding.
I
personally
don't
believe
it
would
be
providing
providing
a
healthy
service
to
the
community
as
a
whole.
Neighbor
neighbors
claim
that
the
alcohol
outlets
in
the
area
have
exceeded
past
the
point
where
one
an
extra
one
would
be
necessary
again.
AG
I
would
like
to
make
it
clear
that
I'm
against
from
henry's
market
to
obtain
the
right
to
mainly
sell
alcohol,
as
it
will
cause
future
years
of
crime,
noise
and
public
drunkenness
along
the
streets
of
south
street
and
the
community
as
a
whole.

lot
of
liquor
store
around
there,
and
I
don't
see
honestly,
in
my
opinion,
a
strong
need
to
have
a
new
liquor
store.
AD
I
would
highly
I
would
highly
encourage
and
oppose
oppose
the
proposal.
At
the
same
time,
I
would
like
to
thank
henry
market
for
all
the
support
and
it's
been
there
for
like
30
years,
so
I
have
appreciate
the
support
I
need,
but
at
the
same
time
I
don't
think
it's
a
good
idea
to
have
a
additional
liquor
store
in
already
existing
area
where
there
are
a
lot
of
liquor
store
in
like
a
mile
or
two.
So
thank
you.
AH
AH
AH
I
did
want
to
come
to
support
miss
patel
in
this,
because
what
is
different
than
the
other
convenience
stores,
selling
alcohol
and
liquor
stores
in
the
area
is
that
she
is
not
looking
to
sell
nips.
This
isn't
a
very
transient
area.
It
is
a
very
residential
area
with
people
who
have
been
here
for
a
very
long
time
and
family
relationships.
AH
She
is
not
selling
nips
as
chance
liquor
stores
do
in
roslindale
square
as
well
as
macy's
and
other
liquor
stores.
Well,
with
over
a
mile
and
a
half
radius,
the
park
is
actually
highly
patrolled
right
down
the
street
from
the
police
station
and
there
are
cruisers
going
through
in
and
out
all
the
time.
There's
a
lot
of
people
who
come
and
play
sports.
There
are
children
on
the
other
side
of
the
park.
AH
So
this
isn't
an
area
where
there
are
people
hanging
out
and
drinking
profusely
in
the
streets
or
parks
right
now,
so
I
don't
foresee
that
as
being
a
problem
going
forward
and
again,
she's,
not
looking
to
transform
the
store
into
a
liquor
store
just
to
provide
spirits.
For
those
excuse
me
the
wrong
clientele
that
already
comes
to
the
store
right
now,
so
I
am
in
favor
of
henry's
quick
pick
for
receiving
the
liquor
license.
A
O
Hello,
I'm
not
the
person
you're
looking
for,
but
but
I
did
want
to
speak
in
favor
of
of
henry's
market.
O
AI
Yes,
can
you
hear
me?
Yes,
we
can
hear
you
hi
there.
I
am
calling,
because
I
oppose
I'm
not
in
favor
of
henry's
market
to
get
a
liquor
license.
I've
lived
in
roslindale
since
1982
and
it's
a
very
residential
area.
I
really
really
think
that
we
need.
You
know
we
have
enough
liquor,
license
liquor,
liquor
stores
as
it
is
and
that
area
over
there
we
have
the
park.
We
have
a
lot
of
children
when
it's
not
covered
a
lot
of
kids
play
over
there.
AI
A
lot
of
kids
play
sports
and
I
am
concerned
for
for
people
hanging
out
over
there.
We
have
enough
homeless
people
drinking
already
in
the
rostender
square
area,
and
I
would
not
want
to
see
more
activity
in
that
area
over
there
where
the
park
is
and
also
down
the
street.
AI
So
I
don't,
I
don't
agree
with
them
to
get
a
liquor
license.
Thank
you.
A
O
My
name
is
ken
toy.
I
live
on
selwyn
street
in
roslindale
square.
O
O
I
used
to
smoke,
but
now
I
don't
even
buy
the
smokes,
but
I
do
play
my
lottery
numbers
there
and
everything
still
waiting
to
hit
the
big
one.
But
I
I
don't
see
a
problem,
I
mean
they
seem
to
be
pretty
careful
in
who
they
serve
and
they
always
ask
for
id
and
everything.
So
I
I
think
as
long
as
they're
careful
in
how
they
treat
their
customers,
it
seems
like
they're,
very,
very
responsible,
so
I
would
be
in
favor
of
them
getting
the
like
a
license.
AJ
Yes,
thank
you
very
much
to
give
me
a
chance
to
all
board
member.
My
name
is
mike
harris
and
I'm
speaking
from
fletcher
street,
so
I'm
living
here
from
more
than
10
years
and
I
believe
the
residents
of
this
area
need
more
grocery
store
and
market
than
the
liquor
store.
I
thought
we
have
like
enough
liquor
store
around
this
area,
and
I
also
have
some
fears
that,
if
we,
if
we
have
likely
custodial
to
the
residence
area,
that
brings
like
more
nonsense
and
safety
concern,
which
we
already
have
right
now
near
the
roosevelt
square.
A
AK
No,
I
oppose
the
liquor
license
to
be
offered
to
henry's
because,
like
I
you've
seen
all
the
people
in
the
nebula
saying
that
we
have
already
enough
liquor
stores
out
here
and
where
the
location
where
the
henry
market
is
is
around,
where
a
lot
of
kids
play
and
a
lot
of
sports
activities
happen.
So
issuing
a
legal
license
in
that
location,
I
don't
think
would
be
appropriate
and
that's
my.
I
don't
think
it
should
be
approved.
AA
Yeah
it'll
be
all
behind
the
counters.
If
you
want
to
submit
what
would
you
know
how
we're
gonna
have
a
liquor,
so
I
would
say
less
than
200
square
foot,
just
behind
the
counter
where
the
cash
register
is
so
people
customer
will
not
have
hands
on
hands
access
to
the
you
know,
and
I'm
like
I
says,
I'm
not
here
to
convert
the
whole
convenience
store
into
a
liquor
store.
This
is
just
additional
addition
to
it
and
I
will
be
continuous
operating
as
henry's
market
is
convenient
as
I
never.
Z
AA
Z
The
store
is
a
convenience
store
and,
as
devianta
says,
she's
looking
to
offer
the
additional
liquor
as
a
convenience
to
her
customers.
She's
not
looking
to
do
it
in
volume
like
a
full
liquor
store
would
operate.
That's
why,
on
the
condition
for
the
lana,
when
she
you
know,
talked
to
the
neighborhood
association,
it
would
be
behind
the
counter
she's
not
looking
to
reduce
the
current
grocery
store
items
from
what
she
has.
AL
Good
morning,
madam
chair
members
of
the
board
attorney
matt
deckel
from
drago
and
toscano
on
behalf
of
stride
corporation
doing
business
as
saba's
market.
Also
on
this
call
with
me,
is
karan
patel,
the
owner
and
manager
of
record
at
savas.
As
mentioned
the
proposal
we're
seeking
to
change
the
category
of
the
existing
existing
package
license
from
wines
and
malt
beverages
to
all
alcohol.
G
What's
like
your
main
food
items,
sandwich.
AL
Sorry
about
that,
as
I
was
saying,
sava-
serves
predominantly
a
class
of
walking
patrons
to
and
to
and
from
the
store,
and
there
are
no
other
liquor
stores
within
close
proximity,
so
we're
trying
to
better
serve
our
existing
customers
as
well
as
server
demand
that
we
find
in
this
community.
AL
Now,
by
way
of
brief
background
on
sava's
location
itself,
it's
located
at
150
bennington
street
in
east
boston.
The
total
size
of
the
premises
is
just
under
4
000
square
feet,
with
the
first
floor
being
licensed
and
the
basement
being
storage
about
a
thousand
square
feet.
This
location
has
had
a
package
license
since
december
of
2014
they've
never
had
any
violations
or
any
other
disciplinary
action
against
them
by
this
board
or
anyone
else.
We
found
this
to
be
appropriate
location
and
a
valued
member
of
the
community
as
part
of
the
application.
AL
As
part
of
our
community
process,
koran
has
agreed
that
the
alcohol
would
be
stored
behind
the
counter
or
right
in
front
of
the
counter,
so
that
eyes
would
always
be
on
it.
We
would
not
sell
any
nips
or
anything
any
individual
small
bottles
which
could
be
easily
disposed
of.
The
owners
know
nips
for
their
own
value
and
to
respect
their
own
community
as
well
as
for
everyone
around
them.
AL
The
only
concern
we
heard
at
all
is
we
don't
want
to
lose
any
of
the
groceries
you're
offering
currently
in
favor
of
the
alcohol
and
we've
agreed
not
to
do
that.
We
would
be
reallocating
some
of
the
beer
and
wine
that
is
currently
sold,
and
that
would
be
the
reduction
in
square
footage,
not
groceries
itself.
AL
In
terms
of
the
process,
I
said
we
had
an
abutters
meeting,
we've
obtained
over
a
thousand
signatures
in
support
which
were
submitted
both
to
the
city,
councilor's
office,
the
board
and
the
mayor's
office
and
neighborhood
services,
as
well
as
300
individual
letters
of
support,
including
one
from
east
boston,
main
streets,
and
we
believe
that
the
past
performance
of
savas,
as
well
as
this
level
of
support
that
we've
received
evidences
the
fact
that
there
is
a
public
need
at
this
location
and
that
the
business
owner
is
a
responsible
owner
who
can
continue
to
operate
this
business
in
a
responsible
way
with
that
I'll
pause
and
take
any
questions
from
members
of
the
board.
AL
V
Morning,
madam
chair
members
of
the
board,
lena
trameli,
with
the
mayor's
office
of
neighborhood
services,
we
would
like
to
go
on
the
recording
support
the
office
of
neighborhood
services,
helena
vargas
meeting
on
july
28,
where
the
applicant
mentioned
that
they
are
not
going
to
be
having
nibs
or
singles,
and
the
attendees
show
strong
support
of
the
proposal.
We
also
receive
over
300
letters
of
support
from
residents
of
the
eagle
here
area
and
a
petition
in
support
signed
by
more
than
a
thousand
members
of
the
community.
Thank
you.
AN
AL
Madam
chair,
just
to
clarify,
I
believe
he
said
henry's
market
we're
not
near
a
park.
I
think
you
might
have
been
wanting
to
speak
on
the
last
application
just
to
be
just
to
clarify.
AL
K
H
AO
My
name
is
milton:
I've
been
a
resident
of
east
boston
for
over
20
years
and
I
actually
like
to
support
sava's
market
with
the
liquor
license.
The
reason
being
is
I
go
to
that
market
for
my
groceries,
as
well
as
necessities
such
as
toilet
paper,
toothpaste
and
deodorant,
and
I've
never
had
a
problem
there
they're
always
respectful,
and
they
also
took
the
initiative
to
learn
some
spanish
as
well.
I
see
them
talking
to
customers
in
spanish
and
that
is
very
considerate.
AO
They
put
their
always
put
their
customers
first
and
I
feel
like,
even
though
I
have
a
full-grown
beard
when
I
buy
cigarettes,
I
get
id'd,
so
I
feel
like
they're,
also
very
responsible,
and
I
100
support
them
on
the
liquor
license.
Thank
you
for
your
time.
A
A
You
so
much
calling
at
1051
seven
hill
llc
doing
business
as
seven
hill
wine
and
spirits
located
at
1047
to
1051
dorchester
avenue,
holder
of
a
retail
package
door.
Alcoholic
beverages
license
is
petitioned
to
transfer
the
license
from
the
above
to
elias
llc,
doing
business
as
seven
hill
wine
and
spirits
at
the
same
location,
lee
khan
bay
manager,
11
pm
closing
hour.
Lastly,
his
petition
to
pledge
the
license
to
north
shore
bank
attorney
carolyn
conway.
N
Good
morning,
carol
and
conway
on
behalf
of
the
licensee
or
the,
and
I
have
also
on
with
us,
is
likan
ebay,
who
is
the
proposed
100
owner
of
the
licensed
llc
and
will
also
be
the
manager
of
record
the.
If
this
is
pretty
much
a
straightforward
transfer,
the
prior
owners,
I
just
basically
had
over
kind
of
overstretched,
and
they
just
wanted
to
sell
the
store
to
somebody
who
could
give
it
the
attention
that
it
needs.
Mr
lakin,
mr
ebay
comes
in
with
a
lot
of
experience
in
the
alcohol
industry.
N
He
has
been
us
in
management
position
for
choice,
slickers
on
massachusetts
avenue
for
over
10
years.
We
are
purchasing
all
in
addition
to
the
assets
of
the
corporation,
we're
also
buying
the
inventory
so
you'll
see
that
most
of
the
financing
or
all
of
the
financing
is
coming
from
north
shore
bank.
It
involves
mr
ebay's
real
estate
as
well
as
the
license.
We
have
met
with
the
columbia,
seven
hill,
civic
association,
and
we
have
agreed
to
abide
by
the
long-term
understanding
with
the
neighborhood,
which
is
includes
no
nips.
N
No
neon
signs
in
the
windows
and
also
to
keep
the
to
keep
the
advertisements
is,
as
short
as
possible.
We're
also
going
to
do
a
lot
of
canvassing
of
the
neighborhood
to
see
if
there
are
any
items
that
the
neighborhood
would
like
to
have
stocked
in
the
store.
Originally,
you
may
recall
that
it
had
more
grocery
items
they
didn't
sell,
but
were
looking
to
put
in
maybe
chocolates
cheeses
and
other
items
that
the
that
the
neighborhood
would
like.
N
So
as
I,
mr
ebay
is
here
to
answer
any
questions,
but,
as
I
said,
it's
pretty
much
a
straightforward
transfer.
We
don't
anticipate
that
there'll
be
any
kind
of
change
in
the
operation
of
the
of
the
store.
B
Mr
ebay
you're
already
the
approved
manager
record
for
the
store.
Yes,
I
don't
have
any
questions.
Okay,
commissioners,.
L
Madam
chair
members
of
the
board,
patrick
fandale,
mayor's
office
neighborhood
services,
we'd
like
to
go
on
record
support
of
this
proposal.
The
applicant
as
noted,
did
meet
with
the
columbia
saving
health,
civic
association,
as
well
as
the
butters
in
the
area.
We'd
just
like
to
note
again
to
the
counselor's
point
that
there
be
no
nips
or
single
or
neon
signs
at
the
request
of
the
neighborhood,
but
we'd
like
to
go
in
full
support.
A
AM
A
AA
E
AM
Yeah,
okay:
we
are
proposing
a
cafe
and
sandwich
store
in
south
station
train
terminal
and
I'm
I'm
doing
all
halal
sandwiches
most
of
it
and
doing
some
indian
food
with
it
healthy,
indian,
halal
food.
So
pretty
much
pretty
much.
That's
it!
It's
a
250
square
foot,
chaos,
the
project
started
year
and
a
half.
AM
Finally,
we
were
able
to
build
it
up
and
then
this
is
over,
but
I'm
planning
to
open.
First
of
all,
first,
not.
E
E
Good
morning,
madam
chair
and
members
of
the
board
lisa
high
with
the
mayor's
office
of
neighborhood
services,
the
mayor's
office
we
like
to
go
on
record
to
support.
They
have
a
support.
They
have
two
passengers.
I
would
say
all
passengers
would
like,
but
would
ask
that
the
applicant
reaches
out
to
the
association
for
introductions
once
they
settle
in.
Thank
you.
