applicant
has
committed
that
they
are
not
in
the
business
to
sell
and
will
not
sell
kegs,

singles
and
no
larger
quantities

beer

twelve
packs,
because
this
is
an
application
for
a
new
license.
Of
course,
the
discussion
on
character
and
fitness
and
of
the
applicant
and
public
need
for
the
license
is
warranted,
while
the
character
and
fitness
of
this
applicant
I
think
seems
to
speak
for
itself,
I'd
like
to
take
the
time
to
offer
a
few
highlights.

First
and
foremost,
the
applicant
has
been
an
exemplary
licensee
in
other
locations,
including
their
existing
store
in
the
south
end
and
as
previous
licensees
in
both
Duxbury
and
Belmont.
Since
its
entry
in
the
South
Boston
neighborhood
upwards
of
20
charitable
youth
and
community
organizations
have
regularly
been
supported
by
foodies
and
several
several
others
that
go
nameless,
that
the
family
in
the
store
have
provided
for
to
those
in
need.
Over
the
years
I
know,
the
board
has
received
several
support:
letters
that
speak
to
the
families
character.

Echoing
sentiments
such
as
never
have
I
encountered
a
more
generous
caring,
charitable
and
dedicated
person
to
his
family,
friends,
co-workers
and
the
city
of
Boston.
Young
Victor
is
embedded
with
those
same
qualities
and
that
will
prove
to
be
the
legacy
of
foodies.
Overall,
there
has
been
a
tremendous
emphasis
on
the
kindness
and
compassion
the
Lyon
family
has
shown
their
communities
throughout
the
years
from
employment
to
donations
of
time
and
money.
Now,
as
far
as
public
need
is
concerned,
public
need
in
this
instance,
is
larger
than
a
simple
request
for
a
beer
and
wine
license.

But
despite,
but
to
start
despite
the
fact
that
this
type
of
license
falls
under
the
same
umbrella
of
our
licensing
system,
this
request
is
for
a
small-scale,
family-run
grocery
market.
It
is
not
just
another
package
store
in
the
neighborhood.
The
family
again
has
invested
millions
in
this
neighborhood
to
offer
a
market
where
there
was
none.
Previously
they
employ
upwards
of
the
50
people,
several
of
whom
live
in
South
Boston.
They
are
incredibly
active
in
the
community,
as
I
previously
indicated,
and
since
mr.

Leon
took
substantial
financial
risk
in
opening
this
store,
foodies
has
greatly
improved
the
quality
of
life
for
thousands
of
residents
of
South
Boston.
This
is
a
highly
competitive
industry
as
I'm
sure
the
board
is
well
aware,
and
there
are
a
number
of
other
local
grocery
options
in
the
area
that
enjoy
the
benefit
of
selling
beer
and
wine.

It's
a
very
real
statement
to
say-
and
it's
very
apparent
now
more
than
ever
in
the
times
that
we're
facing
that,
if
foodies
is
unable
to
obtain
a
license,
it
will
be
very
difficult
for
them
to
continue
to
justify
a
long
term.
Investment
in
this
location
by
this
local
family
operator
to
continue
to
operate
in
this
South
Boston
location
without
the
benefit
of
competing
on
a
level
playing
field
with
other
grocery
stores.
Both
the
big
chains
and
the
small
operators
leaves
their
future
in
great
question
now.

Well,
some
offerings
are
the
same
for
many,
some
other
nearby
package
stores,
the
fundamental
nature
of
their
businesses
are
different.
They
are,
first
and
foremost
a
grocery
store
market.
They
are
not
a
liquor
store,

not
sell
spirits
as
they
are
only
seeking
beer
and
wine
and
they've
indicated
the
number
of
items
that
they
will
not
sell.

addition
to
what
they're
seeking
to
offer
would
their
beer

wine
as
a
complement
to
the
food
offerings
in
the
store
they
closed
much
earlier
than
other
licensees
nearby,
they
close
at

p.m.

it's
true
that,
while
they
are
nearby
traditional
packaged
stores,

you
can
see

the

was
previously
submitted

there's
nothing
on
this

instances
across
the
city
and
in
South
Boston
as

granted
licenses
to
markets
that
are
either
next
to
across
the
street,
from

otherwise
nearby
existing
package
stores
with
all
alcohol
licenses
all
have
coexisted
and
drived
in
their
own
respective
businesses

markets

different
and
unique.
Offerings
are
able
to
provide
their
media
area
of
South
Boston
again,
it's
not
just
enough
they're
licensed,
but
a
market
that
serves
the
entire
west
side
of
South
Boston.

only

South
Boston
alone

off-premises
licenses
across
the
street
from
one
another
is
Bell's
Market
on
Dorchester
Street,
which
is
was
first
and
foremost
a
food
market,
small-scale
with
Old

liquors

on
East
Broadway
is
American
provisions
which
again
started
as
a
small
neighborhood
grocery
Mart
Market.

even
shorter
distance
right
across
the

applicant
hopes
that
the
board
recognizes
the
importance
that
this
request
will
have
on
the
long
term
survival
of
one
of
South,
Boston's
newest,
or
at
least
in
the
past
decade.
Markets
and
agreed
to
allow
foodies
to
expand
their
offerings
to
include
beer
and
wine
in
order
for
them
to
remain
a
market
in
this
location
long
term.

As
far
as
community
process
is
concerned,
earlier
this
year,
the
applicant
met
with
the
South
Boston
elected
officials
to
demonstrate
the
widespread
support
and
desire
the
application
had
received
by
submitting
a
lengthy
compilation
of
100-plus
support
letters
over
well
over
a
thousand
signatures
on
petitions
gathered
in
the
store
and
backgrounds
of
the
Leon
family
and
testimonials
to
many
of
the
generous

neighborhood

applicants,
proposal
and
intent
the
concept
and
background
and
to
address
any
issues
or
concerns
that
the
neighborhood
may

not
only

previous
meetings,
but
the
application
and
foodies
overall
desire
for
an
off
premise.

License
has
been
widely
publicized
through
several
media
and
neighborhood
platforms
and
they've
been
incredibly
transparent
about
their
request
for
the
better
part
of
three
years,
and
that
request
has
not
changed.
They've
done
an
incredible
amount
of
their
own
neighborhood
canvassing,
as
evidenced
again
by
the
letters
and
petitions
and
emails
that
have
been
sent
to
the
board.

with
again
the

was
collected
in

board

the

which
is
also
depicted
on
a

in
the
packet

was
delivered

the
board,
which
is
just
another
way
to
emphasize
the
surrounding
support
within

community

the
immediate
vicinity

hear
previously
from
abutters
that
there
was
an
issue
with
the
delivery
times
at
the
store,
and
that
was
adjusted
previously.

we
did
hear
initially
recently,
rather
that
that
is
still
a
concern
with
the

conversation

with
both
the
vendors
that
deliver
to
the
store
and
the
neighbors,

also
encourage
people

contact

store

the
time

they
can
address
it

neighbors

this

do
have
deliveries
now
that
come
after
6:00
a.m.
which

usually
their
breads
and
smaller
deliveries

in
the
early
evening,

between

7

wholesale
deliveries
generally
show
up
three
days
a
week.

want

that
the
community
process
it's

arduous

the

they

of
some

threats,
leaving
meetings

environment

we

proposal
and
request
for
the
license,
has
not

been

their
own
outreach,
and
they
feel
that
the
purpose

intent
of

outreach

implying

in
Jennifer

in

neighborhood
would

residents

years

statement

foody's
is
coming
back

they're
hoping
that
prediction
has
come
true.

sizable
federal
stimulus
loan
to

a
supermarket

street

housing,

foody's
probably
ended
their
WIC
program
and
when
they
received
pushback

the
community,
representatives

foodies

WIC
program
as
a
bargaining
chip
for
support
for
this
application.

appreciate,

Scanlon's
representation
of
appliance

she

fine
