From YouTube: City of Boston Licensing Board Voting Hearing 4-6-23
Description
The Licensing Board for the City of Boston holds licensed premise inspection hearings on Tuesdays, transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).
A
Good
morning
this
is
the
voting
hearing
before
the
city
of
Boston
licensing
board.
Today
is
Thursday
April
6
2023.
While
the
public
is
encouraged
to
attend,
there
will
be
no
additional
public.
Testimony
accepted
this
morning
begin
with
the
licensed
premise:
inspection
hearing,
which
occurred
on
Tuesday
April
4th
2023
item
number
one:
the
15
LaGrange
Street
Corporation,
doing
business

located
at

LaGrange

state
of
the
incident
December
11
2022
theft,
employee
on
Patron,
at
establishment,
in
violation
of
Mass
general
laws,
chapter
138,
section,
64.,.
B
B
D
I
actually
I'm
going
to
say
no
violation,
just
because
I
don't
think
we
had
enough
without
the
with
the
credibility
of
the
alleged
victim
called
in
a
question
and
without
having
him
in
our
own
hearing.
I
was
a
I
was
on.
You
know,
I
I
thought
there
was
something
maybe
going
on,
but
I
just
didn't
think
we
got
to
the
bottom
of
it.
So
I
was
I
was
a
no
on
like
kind
of
a
50
50
basis.
Okay,
sorry.
D
B
C
B
We
have
I
want
to
make
a
motion
for
a
violation.
B
It
looks
like
we
have
a
second
motion
from
Kiana
for
violation
and
a
no
from
Liam,
so
it
would
be
two
to
one
or
violation.
I
would
vote
for
a
written
warning.
This
licensee
has
no
past
history
of
this,
and
you
know
there
was
no
past
history
with
this
particular
employee,
but
I
do
think.
A
written
warning
is
appropriate
in
this
case.
B
A
D
B
B
We
actually
had
no
evidence
of
service,
no
evidence
of
the
person,
you
know
being
intoxicated
there.
So
I
see
no
violation.
C
A
B
So
we
received
a
lot
of
video
from
licensing
on
this.
I
was
able
to
review
the
video
and
they
said
they
had
a
video
evidence
of
her
ID
being
scanned,
which
I
did
not
see.
I
didn't
see
any
scanner.
In
the
sponsor's
hand,
I
did
see
the
person
being
id'd
and
her
her
miniature
alcohol
bottles
being
taken
away.
B
The
testimony
was
that
they
served
her
and
I
see
a
violation.
D
I
agree:
I
did
not
see
any
scanning,
they
said
the
video
would
show
the
scanning
I
think
they
even
implied
that
we'd
see
like
a
green
light
or
something
like
that.
We
definitely
didn't
see
that
I
saw
a
violation.
C
A
D
I
think
that's
appropriate,
considering
we
hadn't
had
them
in
for
the
first
one
when
this
happened
so
I.
Think
for
that
reason,
because
we
hadn't
gotten
to
them
yet
before
this
happened
again.
I
think
it's
appropriate
to
combine
the
warnings
and
have
a
second
warning.
A
So
the
vote
is
a
violation
with
a
second
warning
item

a.
B
Okay,
licensee
appeared
at
the
hearing
on
Tuesday
and
testified
that
they
have
put.
B
D
Yeah
I
agree
with
all
that
and
I
also
thought.
The
incident
itself
was
not
truly
foreseeable,
so
I
didn't
see
a
violation.
C
A
B
B
Never
mind
no
problem
with
them
being
there,
so
I
didn't
see
a
violation.
B
I
wasn't
persuaded
by
all
of
the
testimony.
I
do
believe
this
was
an
unintended
punch
bowl
with
alcohol
in
it
and
I
think
people
were
allowed
to
serve
themselves
I,
don't
necessarily
think
it
rises
to
the
level
of
actual
bottle
service,
as
we
know
it
to
be
before
the
board.
B
I
don't
see
any
issue
with
the
expired
ISD.
They
took
care
of
that,
but
based
upon
what
the
evidence
was
of
the
testimony
of
the
day,
I
would
vote
for
a
written
warning
explaining
exactly
what
they
can
and
can't
do
as
far
as
patrons
serving
themselves
and
unattended.
To
me,
this
is
the
same
as
leaving
alcohol
unattended.
B
No
one
saw
an
employee
labeling
out
punch
appeared
to
the
police
that
arrived,
that
it
was
self-serve,
so
I
think
it
warrants
a
warning.
D
Yeah
I
was
very
unconvinced
that
this
was
an
attended
service
area.
You
know
that
they
were
charging
and
all
that
so
I
yeah
I
just
didn't
find
their
version
of
events
credible
at
all
I've
started
violation
as
well.
A
So
the
the
vote
is
for
a
violation
and
chairman
Joyce.
Your
recommendation
is
for
a
written
warning.
A
I
agree:
written
warning
and
correspondence
from
the
board
item

in

of

and

B
B
A
C
A
D
C
D
D
But
it
seems
like
it's
not
quite
in
the
in
the
spot
that
is
laid
out
on
okay
on
the
floor
plan,
so
I
I
would
say
that
they
need
to
tighten
it
up,
especially
because
it's
not
just
the
position
of
the
table.
You
can
see
on
the
floor
plan.
They
actually
know
where
the
where
the
chairs
are
going
to
be,
and
it
seems
like
on
the
picture
that
we
see
the
chairs
are
kind
of
widened
out
and
pushed
into
that
area
of
egress.
D
So
I
just
think
that
they
have
to
be
more
careful
about
that.
So
it
it
seems
on
the
borderline
so
like
for
the
future,
but
I
I
definitely
agree
that
you
know
they
had
inspectional

there
telling
them
it
was
okay
and
I
know.
There's
lots
of
confusion
about

four

but
I
would
just
ask
that
they
tighten
it
up
and
kind
of
adhere
to
the
plans
that
they've
filed
with
us.
Thank
you.

Commissioners
for
allowing
us
to
be

for

I
want
to
just
start
out
by
saying
they
actually

alcohol
has

at

Am
this
is
an
anomaly
compared
to
other
licensees
in
this
area
there
may
have
been
some
confusion
as
the
police
were
driving
by
as
far
as
what
time
they
had
to
close
in
this
particular
night.
That
being
said,
some
of
the
testimony
was
not
credible.
B
They
were
Cooperative
because
they
shut
the
door
to
the
place
when
they
first
arrived
and
asked
to
enter,
and
there
was
definitely
more
than
50
people
inside
based
on
what
I
saw
in
the
video,
but
I
wasn't
able
to
get
to
a
violation,
because
in
reviewing
the
video
I
did
not
see
any
service
of
alcohol
I
think
people
were
leaving
an
orderly
manner.
B
There
was
no
music
on
the
staff
that
was
inside
immediately
started
to
cooperate
with
police
and
ask
people
to
leave
so
I
wasn't
able
to
get
to
a
violation.
There
but
I
did
want
to
note
for
the
record
that
it
could
have
been
more
efforts
on
the
part
of
the
licensee
to
cooperate
with
the
police
when
they
entered
the
door.
On
the
first
floor,.
D
I
started
almost
the
exact
same
way.
I
did
want
to
say
that
I
did
find
the
testimony
that
there
was
service
to
be
credible,
but
I
didn't
think
that
still
got
us
there.
The
video
I
was
hoping
it
would
get
us
a
little
bit
further.
So
I
didn't
see
a
violation,
but
I
saw
the
same
kind
of
issues
with
them
closing
down
and
and
definitely
they
weren't
signing
for
non-cooperation.
If
they
had
been
I've
said
in
the
past,
I
probably
would
have
been
going
there.
D
I
did
want
to
get
some
clarity
on
this
type
of
license,
though,
at
our
expectations,
I
I
know
we
don't
have
many
but
I
I.
Think
in
my
mind,
I
always
thought
that,
even
if
you
have
alcohol-
and
you
have
a
two
o'clock-
but
yet
you
can
keep
open
I
thought
the
expectation
that
alcohol
would
be
actually
cleared
and
not
like
not
consumed
after
2
30..
Is
that
the
expected,
like
what
did
we
expect
out
of
a
license
like
this
regarding
alcohol,
that
one
served
at
two
o'clock
like?
D
B
Think
half
hour
is
unreasonable,
but
you
know
we
also
don't
want
people
pounding
drinks
just
to
like
finish
it
up
in
five
minutes.
Yeah.
D
B
Think
a
reasonable,
whatever
it
would
take
for
a
reasonable
person
to
consume
that
drink
is
what
we
would
be
taking
a
look
at
okay,
something
to
think
about.
We
don't
you're
right.
We
don't
get
these
a
lot
and
I
think
the
more
clarity
we
can
give
the
license,
see
the
better
and
it's
worth
having
a
conversation
with
them.
So
they
know
what
our
expectations
are.
A
D
No,
no
alcohol
at
all,
okay,
so
I'm
trying
to
work
out
like
where,
because
if
we
had
like
a
24
hour-
and
it's
like
five
in
the
morning
and
they're
like
oh
no,
we
serve
them
at
two
like
they're,
still
drinking
it
right.
You
know
obviously
like
tighter
here
with
three
but
I
just
want
to
make
sure
we
don't
have
anything
like
that
either
too,
and
that,
if
we
do,
we
have
Clarity
on
you
know
it
four
in
the
morning
they
can't
be
drinking
after
yeah
a
drink
that
was
supposedly
served.
It
too.
So.
C
B
C
Agree:
I
did
not
see
by
ovation
I
agree
with
the
correspondence
about
cooperating
with
with
the
police
or
any
inspectors
coming
in
Sea
Service
yep.
D
A
Great
so
it
sounds
like
the
vote
is
for
a
no
violation,
a
correspondence
from
the
board
regarding
the
importance
of
cooperation
with
police
and
it's
something
about
expectations
from
the
board.
Regarding
what
time
consumption
of
served
alcohol
is
disease.
