The Licensing Board for the City of Boston holds licensed premise inspection hearings on Tuesdays, transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).

an
interdepartmental
team,
including
the
licensing
board
for
the
city
of
boston,
the
inspectional
services
department,
the
boston
transportation
department,
the
public
improvement
commission,
the
office
of
economic
development,
the
department
of
public
works
and
the
mayor's
office
of
neighborhood
services.
This
hearing
is
regarding
the
extension
of
outdoor
dining
and
the
use
of
approved
heaters
by
licensees.

as
you
all
know,
the
mayor
announced
yesterday
that
he
is
extending
the
outdoor
dining
program
past
october,
31st
2020.,
if
your
outdoor
dining
is
on
private
property,
including
those
that
do
not
extend
onto
public
sidewalks
and
parking
lanes,
that
outdoor
dining
has
been
extended
indefinitely
for
the
duration
of
the
ongoing
coven
19
related
public
health
emergency.

If
you
have
been
previously
approved
for
an
extension
on
private
property,
you
may
continue
to
do
that
indefinitely
until
the
board
or
the
city
issues
further
guidance.
If
you
are
utilizing
the
outdoor
dining
program
on
non-contiguous
spaces,
meaning
it's
not
immediately
adjacent
to
your
license
premise
and
you're
utilizing
the
special
one
day
program.
You
may
continue
to
operate
pursuant
to
all
of
these
requirements
until
further
notice.

you
are
using
the
temporary
outdoor
dining
program
on
public
sidewalks
and
parking
lanes,
you
may
continue
to
use
those
outdoor
dining
spaces
until
december
1st
weather,
permitting
and
or
until
further
guidance
from
the
board.
This
will
also
be
re-evaluated
on
december
1st,
obviously
with
public
sidewalks
and
streets.
There
are
additional
concerns
regarding
snow
and
snow
clearance,
so
we'll
be
keeping
in
close
contact
with
you,
tents
and
pop-up
canopies
continue
to
be
prohibited
on
public
property,
including
sidewalks
parking
lanes
and
city
parks.
There
will
be
no
exceptions
made
to
that
requirement.

are
joined
today

numerous
members
of
the
boston
fire
department,
as
well
as
various
city
departments.
As
I
noted,
we
appreciate
everyone's
attendance
and
we
know
that
the
vast
majority
of
our
licensees
have
been
very,
very
compliant
and
learning
we're
all
learning
as
we
go
and
you've
all
been
doing
the
right
thing.
We
know
that
the
outdoor
dining
has
been
a
lifeline
to
many
of
our
licensees
and
the
mayor.

so
I
I've
been
doing
my
research
and
my
homework,
and
I
made
some
phone
calls.
I
know
you
guys
are
very
very
staunch
about
tents,
but
let
me
just
put
my
two
cents
in
not
to
take
up
a
lot
of
time
and
then,
if
somebody
else
wants
to
discuss
it
after
it's
great
that
you're
extending
or
the
mayor
extended
for
a
month,
that's
great
news.

The
problem
is,
it
is
going
to
get
cold
and
you
know,
even
if
it's
in,
like
the
60s,
it's
a
little
chilly
and
if
there
is
no
enclosure,
a
fireproof
tent
like
they
use
at
events,
it's
gonna
be
a
big
waste
of
time
and
a
waste
of
everyone's
money,
because
you
can't
heat
anything
up
with
these.

why
and
what
they
do
is
it
would
cut
down
your
outdoor
seating
space
but
you'd
be
able
to
put
the
propane
or
the
oil
heater
outside
of
the
fireproof
tent
and
they
duct
it
into
it,
and
it
burns
clean
fuel
and
it's
safe,
and
you
know
they
have
all
the
specs
and
stuff
like
that.
But
this
is
going
to
be
a
difficult
task
if
you
guys
really
really
don't
consider
letting
us
have
tents
on
on
the
public
parks.

us
are
in
public
space
and
it
can
be
done
safely.

Clean
oil
heaters,
I've
been
told
and
I'm
speaking
to
people
who
who
sell
the
oil
heaters,
who
rent
them
out
for
weddings
and
events
that
they
have
intense.
They
they
burn
clean
and
you
don't
have
to
store
the
oil.
You
don't
have
to
store
tanks
like
you
would
for
propane.
You
call
the
companies
they
would
come
in
the
one
or
two
days
a
week
and
they
would
take
care
of
everyone
in
the
morning
and
fill
them
with
oil
again.

online
portal
god
bless
the
fire
department
they're
already
overworked,
as
is-
and
I've
brought
this
up
a
few
weeks
ago
to
to
my
liaison
and
to
a
few
of
the
reps
that
that
to
burden
the
fire
department
with
all
this
work
and
I'm
glad
that
you
guys
helping
to
expedite
it
the
online
portal
when
I
was
on
it
with
a
fellow
restaurant
owner.
Not
only
did
it
not
allow
us
to
save
the
information
after
we
had
to
create
an
account,
but
I
logged
off
hoping
it
would
save
it.
I
had
him
stay
on.

I
logged
back
on
with
my
account,
didn't
save
any
of
my
information
he
got
bumped
off,
then
we
both
went
on
again
and
we
kept
getting
bunked
off.
What
we
did
was
we
copied
and
pasted,
and
we
printed
them
out
and
we
filled
them
out
manually.

It
is,
and
you
know
again,
it
is
a
big
burden
on
the
fire
department.
I
know
that
you
guys
are
trying
to
accommodate
us
and
help
us,
but
honestly
in
italy
and
france,
all
parts
of
europe,
even
in
new
york
city.
Actually,
you
do
see
these
outdoor
spaces
that
that
are
tented
in
and
mind
you.
It's
gonna,
be
a
big
expense,
because
you
know
they're
insulated,
they're
sturdy.
They
go
right
into
the
ground,
they
won't
be
blown
off.

greatly
appreciate

we
appreciate

at

time
tents
cannot
be
permitted
on
public
property.

temporary
extension
program

beginning

understand

challenge,

north

understand
that
tents
are
allowed
for

feast,
but
for
things
like
the
feast,
the
street
is
shut
down
and
it's
for
a
limited
duration

fire
department
and
they
told
me
that

speed
bumps
do
not
affect
the
way
the
fire
trucks
would
go
down,

bumps
for
two
months
now
it
would.

would
stop
all
the
crazies
from
run
driving
down
the
street
fast,
the
motorcycles,
the
cars
that
rev
up
and
zoom
couple
of
speed.

that's

we're

we
could
certainly
pass
that
on,
but
in
terms
of
the
tents
on
either
the
street
or
the
sidewalk.
Among
other
concerns,
it
is
a
sight
line
concern
and
we
have
already
gotten
reports
of
both
the
fire
department
having
issues
with
the
tents
that
are
located
on
public
property.
So
I'm
sorry,
the
the
umbrellas
that
are
located
on
public
property
as
well
as
drivers
struggling
to
actually
see
where
they're
going.
So
it
is
a
public
safety
issue
at
the
end
of
the
day.

touch

speed
bumps,
especially
in
the
north
end,
sir
speed
bumps,
would
absolutely
you
know
slow
down
our
response
time.
It's
tough
getting
around
the
north
end
anyhow,
because
it's
such

city

parking
you
can
barely
fit
a
fire
truck
up
a
lot
of
these
side
streets.
So
when
it
comes
to
fire
time,
time
is
of
the
essence.

even

20
seconds
could
cost
somebody
their
life.

be
against
speed
bumps
on
hanover
street.

understand

concerns
with
that

people
speeding,

you

it's

congested

the
speed

time

help
you

neighbor
and
anybody
else
for
anything

medical
emergency

that
