The Licensing Board for the City of Boston holds licensed premise inspection hearings on Tuesdays, transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).

Today's
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments
to
the
open
meeting
law.

allows
us

meet.
Virtually
this
hearing
will
be
recorded
and

review
procedural
matters,

will

incident

pm.
Sorry
detective,
william
gallagher
and
detective
hernandez,
signed
the
license
premiership
and
conducted
a
licensed
promise
inspection
of
westown
center
at
1732
center
street.
The
inspection
came
about
because
of
event
that
was
held
at
the
premise
on
february
13
2021
detectives
remain
aware.
The
social
media
post,
where
pictures
of
the
event
were
posted
detectives,
observed
patrons
at
this
event,
to
be
seated
grouped
together
in
an
area
where
social
distancing
was
not
practical.

observed
patrons
standing
about
the
premise
not
wearing
face
coverings,
as
required
under
governor
charlie
baker
in
boston
licensing
cover

guidelines
for
restaurants
inside
the
premise
on
the
27th
detective
spoke
with

manager.

who
did
not
work
that
day
but
was
aware
of
the
event.

green
stated
that
the
event
was
a
last-minute
thing
and
she
was
not

sure
if
adequate
staff
was
on
hand
detectives
rated.

If

are
having
a
private
event,
you
did
the
right
thing
by
closing
it
to

general
public,
but
those
private
events
can
only
be
ten
people
and
the
reason
is
these
guidelines
with
a
90-minute
limit.

They
only
want
people
congregating
for
90
minutes
at
a
time.
So
when
you
have
a
private
event
and
they
only
want
10
that
goes
beyond
the
90
minutes.
If
you
have
a
private
event,
it
allows
you
to
go
beyond
the
90
minutes,
but
you
still
can
only
have
10
people.
They
don't
want
people
being
around
each
other
for
that
long
period
of
time.
Does
that
make
sense
to
you.

know

if
you
were
going
to
have
a
restaurant
buy
out
a
lot
of
times,
people
have
been
trying
to
have
weddings
in
restaurants
right
now.
It's
only
allowed
to
have

people

could
see

there

only

if
you
have
somebody
serving.
If
you
actually
have
a
staff
member
serving
to
the
public,
you
can't
have

public
going
up
themselves

serving

keep
that
in
mind
if
you're
planning
on
other
events
as
well
and
definitely
one
of
the
things
we're
hearing
across
the
city
is
staffing
so
and
sometimes
these
things
get
bigger
than
people
realize
even
on
a
regular
night.
So
you
just
want
to
make
sure
you
always
have
enough
staff
to
help
manage
that
people
can't
be
walking
around
without
masks
on,
even
if
they
are
there
as
a
guest.

not
allowed
because
of
the
aerosols
that
are
expelled
when
people
are
talking,
so
the
microphone
should
not
have
been
used
that
day
and
you
would
have
had
to
have
had
some
sort
of,
I
think
permission
from
us

abuse

thing

that
that
I
noticed
was
the
standing
without
the
mask.

hernandez
assigned
to
the
licensed
prime
minister
performing
checks
at
bars
and
restaurants
during
the
cover

emergency.
Well,
while
walking
into
delfino's
restaurant
located
at
754,
south
street
detectives
noticed
that
the
establishment
appeared
to
be
over
their
capacity
check
to
the
premise
colin
victor's
license
revealed
that
the
restaurant's
normal
capacity
is
49
patrons
under
the
governor's
and
boston
licenses
for
temporary
covert
restrictions.

Supremacy
must
be
operated
at
a
reduced
capacity
of
40
of
its
normal
capacity.
That
figure
would
be
20
patrons
trying
to
attempt
to
gallery
conduct
an
account
and
found
30
seated
patents.
Detectives
reiterate.
The
importance
of
the
governor's
covet
guidelines
and
boston's
license
board
advisory
on
the
current
prohibition
of
no
more
than
40
percent
of
the
overall
capacity
of
the
license
premise.

observed.

was

The
governor's
covert
guidelines
in
the
boston
licensing
board
advisory
on
the
prohibition
of
no
more
than
40
percent
of
the
overall
capacity

licensed
premise
over
crowding
of
the
establishment.

accepted
the
notice
detectives,

informed
mr
judge
that
delfino's
is

appear
before
the
boston's
licensing
board

emerging
hearing
on
monday

judge

emergency
license
premise,
hearing
notice,
that's
