F
A
D
E
If
I
could
just
stop
you
there,
I
think
this
is
the
detective
started
matter
regarding
the
lansdowne
pub.
Was
that
correct.
B
Is
that
elaine
the
same
as
nash's.
D
Correct
upon
arrival,
officers
spoke
to
the
victim,
miss
jacqueline
hill
date
of
birth
july
1996,
who
stated
that
she
was
coming
down
the
stairs
from
the
second
floor
and
a
suspect
hit
her
in
the
head
with
a
bottle.
The
victim
had
no
visible
injuries
and
declined
to
be
seen
by
boston
ems.
The
victim
described
the
suspect
as
a
black
female.
D
In
her
20s
wearing
a
white
shirt
officer,
hilton
and
florentino
were
able
to
locate
the
suspect,
jamira
orana
date
of
birth
may
4th
1996,
who
say
that
she
got
into
a
verbal
argument
with
the
victim.
The
suspects
say
that
the
victim
called
her
quote
a
dirty
dominican
and
started
to
step
towards
her
in
an
aggressive
manner.
The
suspect
stated
that
she
then
pushed
the
victim
away.
The
suspect
stated
that
she
never
struck
the
victim
of
the
bottom
sergeant.
F
Yeah
so
so
dur
on
the
on
the
night
of
the
event
there
there
was
an
incident
involving
two
patrons
jacqueline
hill
and
jamara
or
arona.
It
happened
at
the
at
the
top
of
the
stairway
and
I
had
three
security
people
around
around
them
at
the
time
when,
when
when
the
incident
occurred,
my
security
people
promptly
stopped
it
and
then,
as
it
is
our
protocol,
we
took
a
one-party,
miss
jacqueline
hill.
F
We
escorted
her
outside
and
as
his
protocol,
we
kept
the
other
party
jamira
orona
in
in
inside,
to
avoid
any
further
conflict
outside.
When
the
police
arrived,
we
escorted
jamara
arona
outside
and
there
was
no
no
objects
used.
There
was
there
was
no
bottles
or
anything
used
in
in
in
the
conflict
or
in
the
incident.
It
was
just
a
physical
occurrence,
and
so
once
the
police
came
over,
we
we
handed
miss
jamara
over
to
them
and
then
they
took
over
the
situation.
A
B
Thank
you.
You
see,
there
was
three
security
at
the
top
of
the
stairs
or
around
the
victim
in
the.
F
B
When
you
were
following
up
this
alleged
assault,
did
you
get
an
opportunity
to
talk
to
those
three
security
guards?
I.
F
F
G
We
do
have
excuse
me.
Sorry,
we
have
camera
footage
which
we
gave
to
the
detective
and
after
reviewing
it
thoroughly
you,
we
see
the
first
girl
walking
with
a
man
with
her
arms
around
him
to
the
top
of
the
stairs,
and
at
that
point,
at
the
top
of
the
stairs
is
where
the
conflict,
like
sylvie
said,
happened,
and
it
was
a
split
second,
the
two
had
no
knowledge
or
of
each
other
or
had
any
interaction
previously
in
the
evening.
A
A
A
Great
we'll
wait
just
one
second
to
see
if
mr
aguero
was
able
to
turn
his
camera
on
great
there
we
go
yep.
Could
you
please
raise
your
right
hand.

Was

couple
days
ago,
so
I've
been
talking
to
lucille
about
that
about
the
incident
and
I
saw
the
report,
but
just
going
forward,
I
mean
we,
we,
you
know
we
have
to
take
the
more
responsibility
to
come
into
the
customer
who
come
into
our
place.
I
Yes,
that
was
apparently
that
was
a
couple
that
was
eating
at
our
restaurant
and
and
all
the
girls
just
came
in
to
to
our
place
and
the
wife
starting
to
looking
back
to
the
other
girl
and
that's
how
they
started.
The
argument.

I
could

I
forwarded
that
video

K
Members
said
that
they
had
a
count
of
175

while
reviewing
the
licenses

of
the
establishment
detectives
learned.
The

patrons
detective
hernandez,
performed
the
mechanical

of
the

discovered
that
the

this
to
the

A
C
I
would
thank
you
again,
madam
chair
members,
of
the
board,
we're
not
here
to
contest
the
detective's
version
of
the
facts.
While
mechanical
counts
can
always
be
difficult.
We,
we
obviously
were
over
capacity
and
certainly
don't
want
to
argue
that
I
just
didn't
think
it's
important
to
put
this
day
into
context.
The
event
did
happen
on
st
paddy's
day.
C
Again
we're
not
trying
to
we're
just
trying
to
give
a
little
context
here,
typical
saint
patty's
day
in
boston,
particularly
in
south
boston,
where
both
these
venues
are
located
is
exciting
enough,
but
this
particular
year,
saint
patty's
day,
was
really
built
by
the
media
as
end
of
mask
wearing
back
to
normalcy.
It
was
really
the
first
time
in
two
years
that
these
bars
have
seen
these
type
of
crowds.
C
The
headline
from
the
local
paper
that
day
was
after
two
years
wait
crowds
come
out
to
st
paddy's
day
and
the
other
one
returned
to
saint
patty's
day
in
south
boston,
kindles
hope
for
brighter
times.
So
it
turned
out
to
be
this
beautiful
day.
People
came
out
to
celebrate.
It
seemed
like
everyone,
including
outdoor
folks,
got
up
caught
up
in
the
excitement.
Again,
we're
not
here
to
make
excuses
just
some
context,
I'll
say
that
the
day
did
go
without
incident.
There
were
no
troubles
inside
the
establishments.
C
We
reduced
the
crowd,
got
it
back
to
capacity
and
then,
within
the
next
couple
of
days,
management
had
a
mandatory
security
training,
meeting
outlining
capacity
standards,
safety
protocol
and
other
measures
that
this
board
typically
wants
us
to
go
through
with
our
employees.
Since
that
time,
I'm
happy
to
say
that
we
feel
the
staff
has
been
more
prepared
to
handle
this
kind
of
crowd,
and
even
when
we
had
some
lines,
we've
not
had
any
further
issues
with
capacity.
C
So
while
there
was
a
breakdown
on
this
particular
st
paddy's
day,
we
think
it
was
a
bit
of
an
aberration
for
these
establishments
and
not
the
norm,
and
I
just
want
you
to
take
that
into
consideration.
I'm
happy
to
answer
any
questions.
I
appreciate
you
listening
to
me.
E
So,
on
a
typical
on
a
saturday,
we
typically
so
it's
two
more
at
each.
We
typically
run
six
and
three
or
four
at
each
location.
So
we
added
two
but
the
two
that
we
added
at
both
locations
were
brand
new
and
specifically
the
the
gentleman
at
broadway.
Keeping
an
account
up
front
had
just
swapped
out
and
was
one
of
the
newer,
the
one
keeping
account.

And
denied
further
medical

the

spoke
to
two
other
witnesses,
patrick

and
paul
moran.
Patrick
moran
explained
that
he
was
visiting
boston
from
ireland
with
his
family.
Patrick
moran
stated
that
they
were
enjoying
drinks
and
the
bartender
shut
them
off,
because
he
felt
that
the
girls
were
too
young
and
intoxicated
to
be
speaking
with
them.
M
Marianne
stated
that
they
had
nothing
but
good
intentions
for
the
young
girls
and
even
brought
them
a
water
and
offered
to
pay
for
their
cab

home
moran
stated
as
they
were,
leaving
the
establishment
the
bartender
later
identified
as
jonathan's
senate
insulted
them.
With
rude
remarks,
moran
admitted
the
group
exchanged
remarks
with,
and
the
bartender
and
an
unknown
patron
sitting
at
the
bar
involved
himself.
With
the
situation,
moran
stated
the
unknown
male
then
lunged
at
the
victims
and
assaulted
them.
M
M
Vegas
stated
he
heard
a
commotion
in
the
front
of
the
bar
and
observed
the
males
appear
to
be
fighting.
The
officer
spoke
to
the
bartender
jonathan
senate,
who
stated
he
had
shut
off
the
unknown,
females
were
being
intoxicated
and
they
left
the
establishment
senate
stated
he
brought
the
bill
to
the
victims
and
witnesses,
and
they
started
to
insult
him
for
being
asked
to
leave.
M
The
officers
asked
senate
if
he
knew
the
customer
who
assaulted
the
victims,
and
he
described
him
as
a
regular
guy
who
goes
by

senate,
did
not
provide
a
name
and
stated
the
suspect
paid
cash
sergeant.
Salutchi
arrived

conducted
a

that
revealed
all

up

manager

was
advised
that
a
report
would
be
written
and
could
be
received
at
boston,
police
headquarters.
N
For
being
late
on
the
evening,
it
was
the
day
before
st
patrick's
day,
a
group
of
gentlemen
had
entered
dylan's,
probably
nine.
It
was
after
nine
o'clock.
I
believe
they
looked
like
they
had
a
few
drinks
on
them.
The
bartender
was
watching
their
reactions
and
they
approached
a
group
of
young
women
who
were
at
a
table
adjacent
to
the
bar
and
seemed
to
be
harassing
the
women.
The
women
approached
the
bartender
and
asked
them.
Could
he
do
something
about
these
gentlemen,
who
were
harassing
them
at
the
table?
N
At
that
point,
the
bartender
approached
them
and
realized
they
had
too
much
to
drink,
asked
them
to
leave.
They
got
into
a
verbal
altercation
and
a
customer
at
the
bar
when
they
were
leaving,
did
strike
some
of
the
gentlemen
in
that
party
and
they
went
next
door
to
the
police
station
to
seek
medical
help
on
a
cut
on
their
forehead
and
that's
pretty
much
the
basis
of
the
scenario.
B
H
The
police
report
says
that
the
bartender
said
that
he
had
shut
off
the
females
as
well.
Is
that
true.

We

This

placed

The

became

snatched
his

from
sergeant

and
turned
to
run
away
pushed
mr

up
against
the

and
warned
him
not
to
run
mr

complied
and
apologized
to
officers.
Giving
back
his

detectives
wrote
down
mr
khan's
information
and
released
him
to

his
friends.
Mr
chicano
will
be
summoned
into
court
for

Detective
gallagher
then
proceeded
into
the
liquor
store
to
speak
with
the
employee
about
the
public
drinkers
in
front
of
his
licensed
establishment
outside
the
store.
L
Sergeant
gallagher
spoke
with
mr
sunak
kapoor
about
the
incident.
In
watching
the
front
of
his
premise.
Mr
kapoor
said
it
has
been
a
constant
problem
to
assure
detectives
he
will
have
his
employees
do
better
for
inspection
of
quality.
Liquor's

The
license
to
have
expired
back
on

2021..
A
O
So
being
a
responsible
citizens,
I
believe
public
safety
is
our
first
and
foremost,
we
have
taken
significant
amount
of
steps
we
have
installed.
If
you
can
see
on
the
back
of
us,
we
have
installed
the
cameras
to
surveillance
for
the
outside
of
the
property,
and
we've
been
also
educating
our
employees.
Regarding
that,
we
have
also
posted
the
signs
like
these
in
our
store
and
encourage
the
customer,
do
not
consume
anything
on
the
street
or
and
near
about
our
premises
at
all.
O
So
with
that
being
said,
the
training
has
been
significantly
given
to
all
the
employees
and
we
personally
are
taking
personal
measurements
going
to
the
premises
back
and
forth,
and
also
making
sure
that
people
are
not
consuming
alcohol
in
or
outside
of
the
premises.
That's
what
we
are
making
sure,
but,
as
the
commission
might
must
be
aware,
we
have
two
bars
left
and
right
to
us.
There's
another
property.
There
people
consume
the
alcohol
that
drives
them
related
to
others
to
do
that,
but
we
are
definitely
discouraging
people
not
to
consume
the
alcohol.
O
On
the
top
of
that,
we
educated
all
the
employees
on
that.
We
apologize
of
this
thing
happened
because
of
us
and
we
take
the
responsibility
of
that,
and,
but
being
that
being
said,
it
was
an
honest
mistake.
It
wasn't
any
intention
of
us
to
do
that.
We
are
always
number
one
in
the
queue
for
the
public
safety
and
also
installing
the
signs
and
spending
the
finances
on
the
surveillance,
cameras
and
whatnot.
We
took
appropriate
measurements
as
far
as
the
license
is
connected.
We
have
the
continuous
license
display
on
the
on
the
premises.
O
The
glass
was
broken.
That's
why
the
license
wasn't
available
that
day,
but
it
was
in
the
phone
and
we
was
100
complied
with
it,
and
the
licenses
has
been
same
day
has
been
posted
on
the
premises
as
well,
so
again
being
considering
this
as
a
public
safety.
We
have
take
some
bold
steps
to
make
sure
this
don't
happen
again
ever.
B
Thank
you,
and
thanks
for
reiterating
your
commitment
to
public
safety,
how
many
staff
do
you
have
working
on
a
night
like
this.
O
B
Okay
appreciate
that
I
think
that
will
help
commission
current
commissioner
saxon.
Do
you
have
any
questions.
A
With
no
further
questions,
the
board
will
take
this
matter
under
advisement
as
well.
Thank
you.
Thank
you.
Those
are
all
the
items
before
the
board
today
and
just
as
a
reminder,
one
more
time
due
to
scheduling
conflicts.
The
voting
meeting
this
week
will
be
held
tomorrow
june,

at
