meeting

is

allows
us
to
meet
virtually
today's
hearing
is
being
recorded
and
will
be
posted
to
the
city's
website.

reviewing

matters,

licensing

today
I
am

and
commissioner

curran
we're
going
to
take
one
item,
we're
going

take
the
first
item,
which
is
old
and
new
business,
and
this
is
different
from
our
regular
licensed
premise,
inspection
hearings
and
we're
going
to
take
this
item
up
so
that
we
can
appoint
danny
green
as
the
new
executive
secretary
to
the
board.

responding
to
a
radio
call
for
a
fight
at
972,
saratoga
street
east
boston,
known
as
lafonda
colombiana
restaurante
bar
before
arrival,
the
channel
2
dispatcher
informed
the
officers
that
the
caller
stated
a
male
was
throwing
a
bottle
and
hitting
people.
The
caller
described
the
male
as
hispanic
male,
dark-skinned
white
shirt,
red
shorts
and
white
shoes.
The
caller
further
stated
the
people
the
people
are
bleeding
and
need
ems.

At
the
same
time,
a
large
crowd
came
out
yelling
at
mr
hernandez
and
officers
decided
to
move
mr
hammond
and
this
to
a
marked
cruiser
number
four
five
one,
seven
to
separate
the
group
until
off
control
was
seen
while
officer
bell
stayed
with
the
suspect.
The
last
crowd
came
to
officer
bang,
pointing
the
victim
one
later
identified.
As
jorge

towels
on

head

stop
bleeding
officer
bank
requested

busting

ford

bank
attempted
several
times

control

crowd
with
the

caller

approached
the
offices
and
gave
his
statements.
Mr
ross
hussein
has
stated
that
he
was
drinking
with
his
friends
and
her
large
verbal
altercations
between
the
suspect
and
victim
three
later
identified
as
samora
val
simone
dob
3486
victim

and
2
attempted
to
intervene
in
order
to
de-escalate
the
situation.
Mr
asazuna
stated
that
he
observed
the
suspect
picked
up
a
chair
and
began
hitting
people
with
it.

further
stated
that
the
suspect
took
a
small
wooden
baseball
bat
from
a
motor
vehicle
and
used
it
to
break
two
front
glass
windows
officer
ben
observed.
The
glass
of
the
two
front
doors
was
broken
officer.
Bang
was
not
aware
of
victim
three,
but
the
other
officers
on
the
scene
informed
the
officer
that
all
three
victims
were
transported
to
mass
general
for
evaluation,
sergeant,
holden
informed
officers
to
transport
the
suspect
to
district
a7
for
booking,
while
other
officers
would
stay
at
972
saratoga
street
to
control
the
scene.

offices
finally
moved
the
suspect
to
mark
mark's
patrol
wagon
9618,
the
officer's
bang
and
pell's
transporter
the
suspect
they
had
the
suspect
hit
his
head
and
body
slamming
inside
the
mark.
Cruiser
intentionally
officers
notified
channel,
2,
dispatcher
and
suspect's
axes
were
filmed
on
body
camera.
Upon
arrival
at
district
seven,
the
suspect
attempted
to
fight
with
officers
with
the
assistance
of
the
gold.
Four

The
payload
and
holder
officers
moved
the
suspect
to
the
booking
area.
It
should
be
noted
that
the
suspect
refused
the
booking
procedure.

ortiz,
who

at

with
several
witnesses

gather

ortiz

with
witness

who
stated
that

suspect
was
informed
by
the
restaurant
manager
that
he
could
not
stay
without
purchasing
food
or
drinks.
Miss
alvarez
observed
the
suspect
was
agitated,
but
bought
a
shot
to
kill
her
through
her.

boiler
stated
that,
after
the
suspect
drank
his
alcoholic
beverage,
he
asked
one
customer
to
dance
with
him,
which
she
refused
that
led
the
suspect
to
pick
up
a
chair
and
started
to
hit
and
throw
at
people.
Mr
alvarez,
as

as
miss
alvarez

also
observed
the
suspect
to
go
outside
and
picked
up
a
small
bat
from
a
motor
vehicle
and
proceed
to
smash.
The
glass
of
the
two
front
doors

Ortiz
spoke
with
witness
too
refused
to
give
her
information.

that
the
suspect
approached
her
and
asked
her
to
dance
with
her
when
vic,

witnessed,

refuse
the
suspect
mad
picked
up
a
chair

started
to
hit
people
with
it.

dangerous
weapon.

it
appears

me
from
the
report
and
where
I
gathered
from
the

clients
and
all
the
witnesses
that
basically
there
was
no
fight
between

patrons
here.
What
we
have
is
a
very
violent,
extremely
violent
man
who
even
went
after
the
police
officers.

the
cruiser.

mean

The
man
came
into
the
to
the
establishment
around

one
drink
and
all
hell
broke
loose
when
he
asked
the
woman
to
go
dance
with
him.

created
havoc.
Basically,
my
client,
jorge
castaneda,
tried
to
stop
him
along
with
two
other
gentlemen
who
ended
up
with
blood
all
over
their
body
and
their
head.
He
had
to
have
a
number
of
stitches
in
the
head.

my
clients
were
basically
a
victim
when
this
gentleman
was
being
violent
and
attacking
everyone
inside
my
client
did
his
best
to
safeguard
all
the
patrons.
At
some
point,
mr
hernandez
left
the
premises
and
my
client
and
the
employees.
What
they
did
is
block
the
the
doors
to
prevent
this
gentleman
from
coming
back,
because
they
saw
him
coming
back
with
a
bat.

broke
the
the
windows
he
broke
a
number.
This
is
the
I
don't
know.

And
when
he
came
back
with
a
baseball
bat,
he
broke
four
glasses
and
the
whole
doors
of
the
front,
trying
to
attempt
to
come
back
and
probably
kill
all
of
my
clients
and
the
employees
and
destroy
the
whole
place.
So,
as
I
said,
there
is
no
fight
with
the
patrons.
This
is
the
destruction
of
the
property,
the
destruction
of
the
doors
by
this
gentleman
by
hernandez
and.

is
the
chair
that
was
thrown
to
the
people,
so
we
had
ample
evidence
to
show
that
this
is
an
action
by
one
deranged
man.

gather
from
my
clients
that
on
monday
this
happened
on
a
monday.
This
is
not
like
a
friday

saturday.

is
monday,
and
they
tell
me
that
yesterday
there
was
only
three
people
usually
from
three
to
five,
maybe
seven
people
on
a
monday.

business

been

2019

violations
ever

the
employees

and

took

as
a

they
report

that
nine
to

years
this
never
happened.

this

that

up
being

hostage
inside

the

business

the
mob

talking

people

hernandez

because
it's
a
monday,
she

a
little
bit

unit
conducted

private
inspection

gas

located
at

brighton
ave
in
boston.
While
reverend
the
licenses
and
permits
of
the
establishment
detectives
observed
that
there
was
no
cohen
victoria's
license.
Posted
detectives
were
aware
that
the
establishment's
convicted
license
had
expired
on
december
31st.
2020
detectives
brought
this
to
the
attention
of
the
person
in
charge.
