The Licensing Board for the City of Boston holds licensed premise inspection hearings on Tuesdays, transactional hearings on Wednesdays and voting hearings on Thursdays weekly pursuant to Governor Charles Baker’s executive order (the “Order”) issued March 22, 2020, temporarily modifying certain requirements of the Open Meeting Law (M.G.L. ch. 30A s. 20) due to the ongoing public health crisis due to Covid-19 (coronavirus).

english's
cottage
inc,

english

the
incident

alcohol
during
prohibition

on-premise
consumption
pursuant
to
governor
charles
baker's
executive
order
and
the
board's
advisory
dated
march
23,
2020,

all
relevant
notices
and
reports

result,
what
detectives
had
observed
sergeant
detective
gallagher
issued
a
license
premise:
inspection
notice,
number
zero.
Two

service

alcohol
during
the
governor

the
covert
19
emergency
service
of
alcoholic
beverages
of
food
or
on-premise
consumption

he

vacate
the
premise.

were

the
tables
inside
the
establishment.

so
I
you
know,
obviously
we
understand
the
whole
crisis
that
we're
all
going
through
and
this
at
this
point
on
the
march
21st
date,
we
were
kind
of
in
that
flux
period.
The
the
area
police
had
come
to
the
establishment
two
days
before
that
on
the
19th,
and
there
was
no
violation
because,
mr
mr
english
was
in
paying
bills
and
paying
off.
You
know
at
the
time
when
everybody
had
closed
on
the
13th,
14th
and
15th,
everybody
thought
it
was
going
to
be
a
two-week
process.

People
going
in
to
take
care
of
their
properties
do
what
they
needed
to
do
in
terms
of
figuring
out
where
they
were
going
from
here,
but
from
a
technical
standpoint
having
people
in
the
establishment
was
not
the
problem.
The
issue
was
the
was
the
alcohol
that
was
being
consumed
at
the
time
and
up
until
the
governor's
order
that
came
out
on
march
23rd,
which
was
two
days
later.

There
wasn't
a
specific
edict
from
anybody
regarding
you
know
an
owner
sitting
in
having
a
beer,
while
he's
doing
work
on
his
property.
What
mr
english
had
been
doing
is
being
in
his
property.
He
still
goes
in
every
day
to
check
it.
He
owns
the
property,
so
he
has
to
make
sure
the
property
is
safe.
He
has
to
make
sure
it's
no
issues
with
the
with
the
equipment.

So
he
was
in
the
place,
but
obviously
everybody's
been
going
through
a
tough
time,
and
I
would
suggest
to
the
board
that
this
was
early
in
the
whole
whole
covered
transactional
issue
for
the
restaurants
and
buyers
as
to
what
cannon
cannot
be
done,
he
wasn't
running
a
business
in
there.
It
was
closed.
The
doors
were
locked
besides.

Detective
gallagher
and
detective
hernandez
had
abandoned
the
doors
to
get
in,
wasn't
an
unusual
issue
for
him,
because
people
were
coming
by
in
the
early
days
banging
on
the
door
all
the
time
to
find
out
what's
going
on.
When
are
they
going
to
reopen?
When
can
we?
You
know,
come
back
and
all
that
type
of
stuff,
so
obviously
he
apologizes
for
not
letting
letting
them
in
right
away,
but
that
was
part
of
the
reason
for
not
not
having
opened
the
door
immediately.

At
that
point,
I
made
no
attempt
to
hide
any
of
the
beer
he
was
drinking
on
the
on
the
bar.
He
and
mr
flaherty
did
have,
did
have
beer
and
were
drinking
a
beer.
After
doing
some
work
at
the
property,
the
daughter
had
come
to
pick
them
up
and
take
them
home,
but
I
would
suggest
to
the
board
that
you
know
this
was
early
in
this.

Obviously
it
was
the
first
week
of
the
coven
19
crisis
and
for
for
an
owner,
and
we
all
talked
about
it
because
we've
had
the
calls
on
the
board
about
informing
our
clients
make
sure
they
understand
that
they
can't
be
in
there
serving
alcohol,
but
at
the
same
time
made
it
perfectly
clear
and
certainly
the
march
23rd
order
made
it
perfectly
clear
to
everybody
that
owners
and
employees
are
not
allowed
to
sit
in
and
drink
a
beer.

And
even
if
you're
doing
you
take
out
that
you're
not
going
to
be
able
to
serve
alcohol
to
your
employees,
they
can
eat,
but
they
cannot
drink
the
alcohol
so
his
license.
Obviously
you
took
his
license.
The
license
was
taken
back
on
march
21st.
It's
been
four
months
that
he's
been
out
of
business.
He
has
not
had
the
opportunity
to
reopen
to
do
anything.

At
this
point,
I
would
suggest
to
the
board
that,
as
a
result
of
this
being
such
an
early
violation
of
of
the
order
and
what
was
happening
at
the
time-
and
there
was
not
as
much
clarity
as
there
was
certainly
after
the
23rd
and
going
forward
from
there
that
you
know
the
consequences
and
the
penalties
that
have
been
have
been
issued
to
him
technically
already
should
suffice,
hopefully
to
the
board's
liking.

district
police
officers
stopped

they

you
couldn't

drinking

is
a
very

sympathy
for
what's
going
on
with
the
bars
and
restaurants
right
now,
trust
me,
I
do
our
first.
The
first
thing
we
do
is
try
to
educate
people
about
what's
going
on,
and
if
there
are
any
questions
you
should
be
contacting
the
board,
but
ignorance
of
the
law
is
not
an
excuse.

been
pretty
clear,
we've
been
pretty
flexible,
so
you
should
have
reached
out
to
us.
I
understand
you
have
been
shut
down
for
four
months.
I
understand
you
want
to
reopen,
but
the
what
was
described
to
me.
What
was
written
in
the
police
report
is
definitely
not
acceptable.
It's
actually
egregious
that's
why
we
pulled
your
license
that
day
and
do
you
plan
on
reopening?

we've
got
a
full
kitchen,
we're
ready
to
go
with
food.
I
we
wouldn't
open
for
a
couple
of
weeks
anyways,
because
we
need
to
make
sure
we
clean
it
make
sure
we've
got
the
the

appropriate
cleaning
methods
to
make
sure
that
we
can.
