Description
City of Boston Licensing Board Entertainment Application Hearing 5-4-2023
B
B
Good
afternoon,
this
is
an
administrative
hearing
before
the
Mayor's
Office
of
Consumer
Affairs
and
Licensing
today
is
Thursday
May
4th
2023.
This
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments.
To
the
open
meeting
law
which
allows
us
to
meet
virtually
this
area
is
being
recorded,
will
be
posted
to
the
city
of
Boston's
website.
B
Record
I
will
then
ask
who
is
president
will
be
happy
the
applicant,
who
will
then
make
a
brief
presentation
regarding
the
proposal
followed
by
questions
by
the
entertainment,
Division
and
testimony.
So
the
only
item
on
this
afternoon's
agenda
is
Race
by
Nia
Seaport
LLC
doing
business
as
Grace
by
Nia
located
at
wanna,
see
Port
Square,
also
known
as
60c
Port
Boulevard.
B
C
Thank
you
very
much.
Thank
you.
Executive
secretary,
green
director
of
operations
Foo.
My
name
is
Leslie
Delaney
Hawkins
I'm,
with
the
law
firm
of
Prince
LaBelle
Thai,
having
an
address
of
one
international
place
on
behalf
of
the
applicant
graced
by
Nia
Seaport
LLC
with
me
today
is
Nia
Grace,
who
is
the
majority
owner
and
operator.
C
C
The
premise
is
very
particularly
laid
out
to
ensure
that
the
live
entertainment,
which
is
a
one
of
the
biggest
features
of
this
establishment,
can
be
viewed
from
nearly
every
seat
in
the
house
again,
while
the
food
is
the
is
also
a
focus,
live
entertainment.
It
is
kind
of
the
the
driving
Factor
behind
this
concept.
We're
going
to
be
featuring
accent,
performers,
ranging
from
Jazz
to
rhythm
and
blues
to
Funk,
to
whatever
the
neighborhood
brings
us
or
the
city
brings
us,
and
this
is
going
to
include
local
acts.
C
That
are
immediately
abutting,
us
and
Residences
above
us,
so
there
has
been
a
significant
amount
of
work
at
a
significant
amount
of
money.
That's
been
put
into
that
in
the
experience
of
both
Nia
and
her
partner,
Ed
Kane
of
Big
Night
Live
in
the
hospitality
and
in
edsky,
specifically
in
The
Nightlife
industry.
C
There
is
going
to
be
a
very
robust
security
and
operations
plan,
addressing
issues
such
as
obviously
the
compliance
with
all
of
the
noise
ordinance
rules
and
regulations
all
of
the
regulations,
as
they
pertain
to
the
sale
and
service
of
alcohol,
but
also
issues
such
as
dealing
with
dispersal
of
patrons.
Given
that
we
are
seeking
a
2
A.M
closing
hour
to
ensure
that
our
patrons
are
not
loitering
in
the
area
as
they
wait
for
an
Uber,
we
will
have
adequate
staff
to
ensure
that
is
not
the
case.
C
I
think
in
some
ways,
Nia
is
is
probably
better
that
we're
very
excited
about
this
concept
and
we
are
not
to
speak
for
Nia,
because
if
I'm
this
stressed
after
the
last
year,
I.
A
B
B
Presentation
with
that
director
food,
do
you
have
any
questions
that
weren't
touched
upon.
E
Addition
to
the
Seaport
area,
I
do
have
some
few
questions.
Can
you
tell
me
a
little
bit
about
the
butters
or
Community
process.
C
Absolutely
so
we
met,
we
had
a
Butters
meeting
that
was
incredibly
positive.
Conducted
last
fall.
We've
met
with
city
council
president
Ed
Flint,
which
was
a
very
positive
conversation,
and
we
also
appeared
before
the
four
point:
neighborhood
association
and
now
there
is
a
new
group
down
in
this
area
now,
but
it
was
not
in
existence
before
and
they've
been
made
aware
of
this
as
well.
E
Okay,
great
thank
you
and
then,
if
you
could,
please
email
us
the
details
of
the
sound
attenuation
that
was
installed
just
so
we
know
you
know
what
type
was
installed
and
as
well
as
you
stated,
the
security
dispersal,
dispersal
emergency
and
operations
plan.
C
E
A
E
This
probably
will
not
be
an
issue
due
to
the
sound
mitigation
that's
been
installed,
but
if,
if
any
complaints
do
come
in,
if
you
could
just
email
us
the
contacts
of
all
the
managers
just
in
case,
if
it
ever
happens,
and
then
do
you
have
like
expected
age
groups
for
these
type
of
like
live
music
events,
or
is
it
just
like
dining
for.
A
Everybody
we
are
usually
it'll,
be
an
age
limit
of
five
years
and
older
and
all
before,
8
pm.
D
Yes,
members
of
the
board
Connor
Newman
with
the
mayor's
office
Neighborhood
Services,
this
town,
the
mayor's
office
like
defer
to
the
Judgment
of
the
licensing
board.
On
this,
as
you
heard
from
the
applicants,
there
was
a
community
process
in
our
office,
helped
facilitate.
D
There
was
an
abutters
meeting
that
was
held
when
they
were
also
applying
for
their
full
liquor
license.
That
was
very
positive.
We
understand
that
the
Children's
Museum,
which
is
nearby,
is
also
in
support
of
this
proposal.
The
four
point
neighborhood
association,
had
some
additional
questions
which
the
applicant
was
able
to
answer
we're
unaware
of
any
concerns
at
this
time.
Thank
you.
B
Thank
you
very
much.
It
does
not
appear
that
there
are
any
further
questions
or
any
other
individuals
who
wish
to
provide
testimony
so
with
that
attorney
Hawkins.
If
you
could
please
get
over
to
us
the
details
of
the
sound
of
innovation
plan
and
the
dispersal
plan
as
requested
and
the
executive
director
will
review
the
summary
of
today's
hearing
and
we'll
issue
a
written
decision.
