officer
zukowski,
while
performing
a
paid
detail
of
macombers
at
477
river
street,
an
officer
ford
that
charlie
411
were
approached
by
a
female
later
identified
as
alexis.
He
who
stated
that
she
was
beat
up
by
an
unknown
female
inside
macumbus
missy
stated
she
was
talking
to
a
male
in
mocumbus
when
an
unknown
female
approached
her
and
struck
her
multiple
times
with
fists
in
her
face
officers
requested
it
possibly
a
master
of
response
for
medical
evaluation.

mcdonough
responded
and
spoke
to
miss.
He
who
declined
boston,
medical
and
say
that
she
wanted
to
leave
sergeant.
John
mcdonough
saw
multiple
red
marks
and
bumps
on
miss
he's
faced
with,

laid
us
left
in
a
motor
vehicle
soon,
after
a
crowd
of
people,
left
mocumbers
and
began
fist
fighting
on
the
sidewalk
in
front
of
the
club
and
then
moved
to
the
middle
of
river
street,
while
yeah
still
fighting
this
time
side
to
mcdonald,
along
with
other
officers
from
area
b3,
had
to
break
up
multiple
fights
in
front
of
mccombs.

observed

group

should

sergeant
mcdonald

able
to
count

people
on
the
counting

but
had
to
stop
counting
in
order
to
break
up
fights
exit
mccombus,

fighting
officers
could
hear
screaming
inside
the
club
that
continued
out
onto
river
street
sergeant
mcdonough
requested
more
units,
as
well
as
officers
on
the
scene.

up
multiple
groups
of
people
fighting
at
one
point.

to
start
out
by
indicating
to
the

the
commissioners
that
the
capacity
at
makuma
latina
is
260..

on

night
in
question,
there
were
approximately

to
there

mr
lopes
and
mr
fernandez

inside
at
one
time.

we
all
know,
businesses
like
makuma
took
a
real
hit
with
the
pandemic
and
in
order
to
revive
their
business,
one
of
the
things
they
did
is
that
they
hired
promoters
and
these
promoters
focused
on
getting
patrons
to
come
from
the
brockton
area.
Now
this
is
the
first
for
our
for
the
the
licensee,
but
it
was
as
they
saw
it
necessary
in
order
to
keep
their
business
to
get
their
business
revived
and
keep
it
going
now.

said
that
particular
these
promoters
promoted
a
a

event
on
coming
to
the
coming
to
makuma
latinos
on
thursday
nights
and
july.
22Nd
was
a
thursday
night
now,
prior
to
that
thursday,
night
july
22nd,

promotions
were
done
and
on
the
two
thursdays
prior
there
were
patrons
that
came
in
from
the
brockton
area,
and
nothing
happened
on
those
two
particular
nights.
Now
on
the
night
in
question
july
22nd,
there
was
a
bigger
crowd
that
showed
up
now.

latina
on
that
night
had

security
present.
They
had
two
outside.
They
had
three
by
the
front
door
and
they
had
another
six
who
were
spread
out
along
on
the
floor
of
the
cumberla
latina.
So
again,
there
was
a
total
of
11
security,
and
that
does
not
include
mr
lopes
or
mr
fernandez,
who
were
both
present
that
particular
night.
Now
mr
lopes
was
on
the
floor
that
particular
night,
and
so
was
mr
fernandez.

saw

fight
between

women

stopped

since

22nd,

happened

Initially,
we
were
up
in
that
area
dealing
with
an
unrelated
incident,
which
is
documented
in
a
different
report.
As
far
as
the
bar
goes,
while
we
were
there
handling
the
other
incident.

On
top
of
that,
there
was
probably
anywhere
from
40
to
50
cars,
double
parked
on
both
sides
of
tremont
street,
which
is
usually
the
case
not
as
many,
but
we
often
see
a
lot
of
double
parked
cars
in
in
front
of
that
establishment.
On
that
particular
night,
there
was,
there
was
an
excessive
amount
of
double
parked
cars.

With
that
we
observed
that
there
was
public
drinking
going
on.
They
do
have
a
bit
of
a
patio
set
up
if
you're
looking
at
the
establishment,
it'd
be
on
the
right
hand,
side,
which
is
hammond
street,
but
there
was
public
drinking
all
all
about
the
establishment
lodge
crowd,
etc.
As
a
result,
I
made
my
way
into
the
establishment.

was
made
aware
that
they
did
not
have
an
entertainment
license.
It
had
actually
expired.
As
a
result
of
all
of
those
observations,
I
issued
a
code.

premise
violation.

will
say,
though,
that
miss
brittany
and
I'm
sorry-
I
don't-
I
don't
recall
her
last
name
and
I
I
want
to
be
polite.
I
don't
know
her.
I've
never
met
her
until
that
night.
She
was
very
cordial
with
us
and
it
was
very
cooperative
with
us.

Nonetheless,
those
violations
were
located,
and
one
of
the
things
that
she
had
mentioned
was
that
she
was
in
the
process
of
getting
the
entertainment
license
made
mention
that
she
had
paid
the
fee,
but
didn't
have
the
license
so,
but
it
was
still
an
expired.
Entertainment
license
my
concern
overall,
as
the
patrol
supervisor.
That
night
was
the
large
crowd
that
was
outside
and
the
observations
that
multiple
groups
were
starting
to
get
into
pushing
and
shoving
matches.

result
of
that,
we
called
for
surrounding
districts
to
send
additional
help
because
the
crowd
was
so
big.
So
we
had
I'm
in
district
four,
that's
where
the
establishment
is
located.
We
had
district

send
senate
offices
and
we
also
had
district

brighton,
send
additional
offices,
and
it
took
quite
a
quite
a
bit
of
effort
to
get
the
crowd
to
to
move
along
and
be
on
their
way.
But
those
were
my
overall
concerns.

hand

quickly

altercations

the

a
part
of
helping

security
kind

disperse

the

academy
that
had
an
issue
with

restraining
order
that
we
were
trying

were
trying

communicate
with
her.

had
a
family
member
inside
and
being

sister

that
up
and
get
her
outside
of
the
establishment,
but
she
wasn't
really
respecting
those
those
orders

that
that's
kind

how
I
made
it
outside

see
the

large
group
as
the
police
started
to

embark

breaking
up
the
crowd.
The
security
in
the
back
was
a
separate
company.

think
you
guys
have
it

the

rear,
which

in
the

states
that
slade's
parking
lot
in
the
rear
of
our
building
and
it's
not
our
parking
lot
and
so
patrons
can
pull
into
that
parking
lot
and
park
their
car,

to
pick
up
people
or
just
a
hanging
loiter,
and
that
that
can
cause
this.
This
large
crowd
that
that
began
to
circle
the
club,
but
you
know
we're
not
we're
not
to
we're
not
responsible
for
managing
that
parking
lot.

the
residents
in
roxy
homes
and
they
have
private
security
that
manage
that
and
they
since
that
event,
and
what
I've
observed
typically
is
they
come

on

night

wasn't

security
until

were

cars

verification,

that
verified
the
license
was
fraudulent.

license

confiscated
and
will
be
presented
to
court.

detect

hernandez
to
sign
to

bpd
licensed
permission
to
conduct

licensed
premise.
Inspection
of
the
good
life
located
at
28
kingston
street
in
boston
upon
entering
the
establishment
detectives,
asked
the
front
door
staff.
What
kind
of
patrons
inside
the
establishment
was
staff
members
say
that
they
had
a
count
of
178
patrons
once
inside
the
establishment
detectives
noticed
the
basement
will
appear
to
be
overcrowded,
detective
hernandez
performed.

reviewing
the
licenses
and
permits
of
the
establishment
detectives
learned,
the
capacity
for
the
basement
level
was
set
at
99
patrons.

brought
this
attention
to
the
person
in
charge.

filmora
stated
that
he
would
bring
the
promise
into
compliance
as
a
result
of
what
detectives
observe
scientific
allegations

staff.

think
the
extra
patrons
made
it

the
downstairs
floor,
taking
us
over
capacity
overall,
I
had
done
the
count
prior
to
when
sergeant
detective
and
detective
hernandez
showed
up,
and
I
counted
the

did
the
walkthrough
together
and
detective
fernandez
did
the
manual
account
he
saw
that
we
were
over
and
I
think
we
had
a
discussion
that
I
determined
it
was
probably
because
of
the
lack
of
letting
people
go
into
the
downstairs
and
keeping
them
on
the
upstairs
portion
of
the
establishment.
So,
as
a
result,
we
were
over
capacity
and
one
of
the
faults
being
that
we
were
understaffed,
with
security
and
foreign
reason
that
we
had
to
we
work
with
some
djs
and
people.
We
don't
normally
work
with.

exception,
exceptionally
large
crowd
out,
and
it
just
kind
of
overwhelmed
us
and
we've
also
been
closed
for
60
months.
So
I
think
it
was
rusty
and
being
understaffed
and
everything
else.
