begin
today,
I
call
to
your
attention
meeting
minutes
from
our
last
meeting,
which
was
held
on
August
15th
of
2018.
At
that
meeting,
the
public
facilities
department
presented
its
agenda.
The
Department
of
Neighborhood
Development,
presented
its
agenda
and
thereafter
the
Boston
Transportation
Department
presented
its
own
agenda.
Is
there

approve
the
meeting
minutes
for

of
those
agendas
from
August

are
so
moved
and
approved
beginning
this
morning
with
the
public
facilities
Department
before
you
today
is
James
McQueen
he's
a
senior
project
manager
and
robert
melvin
who's,
an
assistant
director
for
construction
with
the
public
facilities
department.
Vote
number
one
concerns
a
transfer
of
the
care,
custody
management
and
control
from
the
public
works
department,
known
as
PWD
to
the
boston
public
schools
department
known
as
BPS.

Morning,
commissioners
I'm
pleased
to
be
before
you
again
with
respect
to
the
Boston
Arts
Academy,
a
project
brief
update
on
our
status.
We
recently
submitted
our
design
development
documents
to
the
MSBA
in
July
and
are
working
towards
the
submission
of
a
60%
CD
submission
in
November.
In
the
meantime,
we've
issued
an
early
bid
package
for
abatement
and
demolition.
The
building
has
been
vacated
and
abatement
is
underway.
Structural
demolition
will
begin
in
November.
As
the
team
developed
the
design
several
issues
arose
which
require
your
attention
today.

Additionally,
we
proposed
to
have
certain
Bay's
that
extend
out
beyond
the
face
of
the
building
here
here
and
here,
to
accommodate
the
program
within
the
building
and
finally,
in
the
the
windows
themselves.
There
are
solar
shades
that
reduce
glare
and
they
also
extend
beyond
the
face
of
the
building
and
over
the
property
line.

Additionally,
the
public
facilities
Commission
has
approved
specific
repairs
requested
for
the
project,
which
include
widening
the
sidewalk
installation
of
benches,
reducing
the
raus
walk
distance,
some
landscape,
irrigation
and
other
site
improvements,
which
the
BPS
has
agreed
to
maintain
a
copy
of
the
letters
from
Public,
Works,
Department
and
Boston
Public
Schools
requesting
and
accepting
the
transfer
care,
custody,
maintenance
and
control
to
Boston.
Public
Schools
are
included
in
the
vote.

package
and
BPS
has
agreed
to
assume
responsibility
for
the
fiscal
and
operational
needs
for
the
maintenance
and
care
of
this
property,
including
the
landscape,
irrigation
and
other
sake
improvements.

request
to
amend
the
vote
of
August
6
2014
regarding
a
contract
with
Daedalus
projects
Inc
to
provide
owner
project
manager,
services
associated
with
the
Dearborn
six
through
12
stem
early
college
Academy
project
located
at
36
Winthrop
Street
in
Roxbury.

amount
of
the
additional
project
management
services
is
$100,000.
The
costs
are
based
on
actual
sub
consultant
proposals.

attention
to
my
project,
background
memorandum
and
the
enclosures
therein,
specifically
the
Daedalus
project's
summary,
which
lists
supplemental
service
services
by
subject
matter
and
by
dollar
amounts.
These
include
historic
preservation,
consulting
for
a
review
by
the
Massachusetts
Historical
review
of
construction
project
schedules
by
an
independent
third
party,
indoor
air
quality
testing
to
support
our
application
for
LEED
Gold
and,
lastly,
an
estimated
allowance
for
unanticipated
services
as
needed.

project

the

facilities

accompanied

by
the
assistant
director

construction
and
that's
Robert
Melvin

The
vote
request
concerns
an
award
of
a
contract
to
Miller
Dyer
Spears,
incorporated
to
provide
architectural
design
and
construction
administration
services
associated
with
the
central
maintenance
facility,
complex
project
located
at
400
frontage
road
in
South
Boston.
The
contract
price
for
these
design
services
is
requested
at
$395,000
pot.

before
you

present
or
seek
approval
for
the
design
services
contract
for
Gerard,
our
spears
Inc
for
the
central
maintenance
facility,
upgrades
and
replacement
of
various
building
systems.
That
work
includes
replacement
of
the
original
steel
framed
facade
and
at
the
main
entrance.
This
facade
is
starting
to
rot
after
40
years
in
the
50
years
in
place.

As
you
can
see
in
this
one
photograph,
one
of
them
is
out
of
order
and
not
in
use
the
other.
Other
work
includes
new
lighting
in
garage
levels,
one
two
for
an
installation
of
new
security
cameras
at
all,
building
entrances
and
garage
entrances.
Public
Works
is
reviewed
and
agrees
with
the
proposed
scope
of
work.

Neuer
dyer
spears
was
one
of
six
firms
that
submitted
qualifications
for
review
by
the
designer
selection
committee,
which
included
myself
to
public
facilities,
design
review
staff
and
a
staff
simul
engineer
from
public
works
upon
reviewing
each
of
the
proposals:
the
six
design
designers,
the
committee
recommended
selection
of
Miller
Dyer
Spears,
due
to
their
experience
working
at
the
central
maintenance
facility
and
with
Public
Works
on
several
projects.
The
public
facilities
department
will
respectfully
request
the
public
facilities,
Commission
approval
of
Nord
or
Spears
incorporated
design
services
proposal
in
the
amount
of
$395,000.

Aware
of
the
potential
for
sale
of
this
property
as
well,
however,
the
work
that
we're
proposing
in
here
is
due
to
public
safety
and
security,
the
glass
wall
that
was
shown
in
the
previous
photograph
that
top
panel
to
the
top
right,
the
glad
the
the
steel
stops
have
rusted
over
the
years,
and
they
have
deteriorated
to
the
point
that
in
heavy
winds,
the
glass
actually
vibrates
so
for
a
public
safety
issue.
We
believe
that
this
needs
to
be
replaced.

We
don't
think
that,
even
if
the
sale
happens
quickly,
that
this
property
will
be
transferring
over
several
years
of
time,
so
the
elevators
now
people
get
trapped
inside
of
them.
You
obviously
have
the
security
issues
with
lighting
in
the
garage.
That's
not
working
properly
after
50
years
in
the
building
and
security
cameras
to
protect
the
entrances.
