The April 11, 2018 Public Facilities Commission Meeting was recorded live at the Winter Chambers, 26 Court Street in Downtown Boston.
B
Morning,
commissioners,
this
morning
we
have
today
a
set
of
meeting
minutes.
One
set
is
for
the
public
facilities
Department
it's
from
the
last
meeting,
which
occurred
on
March
14
2018.
The
second
set
of
meeting
minutes
is
from
March
14th
2018
and
those
concerned
the
Department
of
Neighborhood
Development.
Is
there
a
motion
to
approve
the
minutes.
A
B
For
the
record,
the
meeting
minutes
of
March
14th
2018
for
the
public
facilities
Department
are
hereby
approved.
Noted
for
the
record.
Are
the
March
14
2008
eeen
meeting
minutes
for
the
Department
of
Neighborhood
Development,
which
are
approved
beginning
this
morning
with
the
public
facilities
Department
we
have
before
us
today.
The
director
of
the
department,
Patricia
Lyons,
and
also
a
senior
project
manager,
Maureen
Anderson,.
B
Boat
number
one
is
being
presented
by
Maureen
Anderson.
This
is
a
transfer
of
the
care,
custody
management,
control
of
the
land
and
building
located
at
585
commercial
street
and
the
north
and
district
of
the
city
of
Boston.
It's
a
property
transfer
between
city
departments.
Maureen.
If
you
present
your
vote
requests.
Please
thank.
C
You
good
morning,
commissioners,
the
public
facilities
department
is
requesting
a
property
transfer
from
property
and
construction
management
department
to
the
585
commercial
street,
to
the
Boston
Public
Schools
to
their
care,
custody
and
control.
The
property
and
construction
management
department
acquired
the
property
in
April
of
2013
for
additional
educational
space
for
the
downtown
and
North
End
areas
of
the
city
of
Boston.
C
585
commercial
street
property
was
used
a
swing
space,
while
the
Eliot
upper
school
located
at
173,
Salem
Street,
was
under
construction.
Now
that
the
construction
of
the
Eliot
upper
school
has
been
completed,
the
Eliot
innovation
school,
which
will
be
located
at
585
commercial
street,
is
beginning
their
construction
process.
The
Eliot
innovation
school
will
be
completed
in
late
summer
of
2019
and
for
the
school
year,
starting
in
September,
I'd
like
to
bring
your
attention
to
some
graphics,
slides.
C
D
C
C
The
next
slide
is
a
view
of
the
new
school's
design
from
Commercial
Street.
You
can
see
that
some
enhancements
have
been
made
to
the
existing
building,
and
now
we
have
a
view
from
the
Boston
Harbor
walk
of
the
new
school
Elliott
innovation
school
and
on
either
side
of
the
property
are
the
recreational
spaces.
C
A
D
You
Thank
You
commissioners,
if
I
may,
just
for
a
moment,
I
just
like
to
also
say
thank
you
for
your
your
comment
on
the
585
property.
585
commercial
street
property.
This
essentially
just
so
you
have
a
sense-
will
help
to
create
a
really
premier
campus
facility
or
a
set
of
facilities
for
the
Elliott
Innovation
school.
D
As
Maureen
mentioned,
we
completed
a
22
million
dollar
renovation
to
the
Old
North
Bennett
Street
School,
on
Salem
Street
in
the
spring
and
adding
this
facility,
which
is
an
8
and
a
half
million
dollar
investment
as
well
brings
that
total
investment
to
over
40
million
dollars
in
that
campus
school.
So
it
will
be
a
really
premier
school
for
the
city.
B
Department,
the
vote
request,
concerns
a
contract
to
nada

to
provide
architectural

and
construction
administration

for
the
Adams

library
renovations
project,
which
is
located
at
690
Adams

in
Dorchester.
The
contract
price
is
1
million,
two
hundred
and
fifty
nine
thousand
three
hundred
and
twenty
dollars
Jim.
If
you
present
your
vote
request,
please
good.
F
Morning,
commissioners,
again
I'm
here
to
for
a
vote
of
approval
toward
a
design
and
construction
administration's
contract
to

for
the
Adam,
steep
Adam,

the

of

will
consist
of
design

and
construction

for
the

on
May
19th
2016,
the

approved

perform
a
programming

that
explored
building

as
well
as
the
design
of
a
new
library
facility
for
the
Adams
branch
in
the
public
procurement
and
advertisement
for
the
design
study.

The

the
selected

the
programming

to
can
continue
with
complete
design
and
administration
services
for
the
resulting
project.
Hence
this
is
the
reason
PFD
is
presenting
the
vote
request
today.
The
city
seeks
to
explore,
seeks
to
exercise
its
legal
right
to
a

with

The
last
slide,
this
shows
the
programming

concept
for
approximately
a
fourteen
thousand
seven
hundred
gross
square

Building
the
project
will
include
upgrades
to
four

audio-visual
acoustics
life,
safety
systems
and
security.
Each
to
each

Each
design
phase
will
include
a

E
B
Vote
number
three
is
with
Mary
Silvia
she's,
a
project
manager
with
the
public
facilities
Department.
This
is
a
contract
to
CG
kV,
architects
incorporated
to
provide
architectural
design
and
construction
administration
services
associated
with
the
Johnson
building
roof
replacement
project
located
at
700
Boylston
Street.
The
contract
price
is
three
hundred
seventy
three
thousand
three
hundred
dollars
Mary.
If
you'd
present
your
vote
request,
please
Thank
You
Angela
good
morning.
G
There
are
sandbags
that
were
placed
quite
a
while
ago,
and
the
bags
have
since
deteriorated,
because
that
area
the
roof
was
beginning
to
lift
up,
and
so
the
age
of
this
build
of
this
roof
is
of
this
roofing
here
is
around
20
years,
it's
beginning
to
end
its
its
life.
The
skylights,
which
are
scheduled
for
replacement,
are
original,
which
is
1968,
so
they're
going
on
50
years,
the
slate
great
roofing
material,
there's
some
some
pieces
that
are
broken
or
damaged
are
gone.
The
schedule
is
to
simply
replace
those.
G
So
here
you
can
see
the
slate
what
it's
sort
of
condition.
This
is
a
pretty
good
slide
of
what
the
low
slope
roofing
looks.
There's
some
ponding
there's
some
seams
that
have
been
repaired
over
the
years
and
those
are
the
that's
the
the
sand.
That's
left
from
those
sandbags
that
deteriorated,
so
the
sand
and
other
you
know,
accumulation
over
the
years.
This
is
the
gutter
that
I
referred
to
around
the
perimeter.
Those
downs,
those
gutters
a
roof
drain,
sorry,
are
clogged
and
needy
the
replacement.

I
Scope
of
this
project
includes
the
removal
and
replacement
of
all
windows
at
seven
elementary
schools
and
high
schools
throughout
the
city.
In
total,
we
replaced
over
three
thousand
windows
and
the
project
was
performed
in
conjunction
with
the
MSBA
accelerated
repair
program.
The
project
has
been
a
great
success
and
the
new
windows
have
revitalized
the
schools
and
have
had
a
dramatic
effect
on
the
neighborhoods.
I
We
are
requesting
approval
to
amend
the
design

construction
administration
contract
with
our
architect,

who
provided
additional

an

in
the

and
is
necessary
to
coordinate
and
control
the
numerous
documents
that
spread
over
the
four
separate
contracts
on
the
seven
schools,
I'll
direct
you
to
the
to
the
slides
we
have
of
each
school
each
each
school
we
replaced
all
of
the
here.
We
go
as.
I
Is
the
front
of
the
summative
school
and
we
replaced
all
of
the
windows
throughout
the
school,
and
we
also
in
this
school,
replaced
the
front
doors
and
some
of
the
side
doors,
and
just
to
give
you
a
quick
recap
on
replacing
the
windows,
we
obviously
took
out
the
old
windows.
We
placed
all
new
wood
blocking
new
vapor
barrier
and
new
windows,
including
metal
panning,
which
matched
the
architectural
intent
of
the
original
building
and
most
of
the
buildings
that
we
did
were
built
around.
Not
in
the
1920s.
I
I
This
is
the
Davis
Ellis
Elementary
School
in
Roxbury,
and
this
is
a
side
view
of
the
school
again.
You
can
see
all
the
windows
that
were
replaced
this
this
school
had
an
absolute
dramatic
effect
when
you
drove
by
a
lot
of
these
windows
were
done,
I
would
say
in
the
60s
or
70s
they
were
replaced
at
that
time
and
the
windows
themselves
became
secure.
You
couldn't
really
see
outside
of
them
from
from
the
inside
out.
I
I
This
is
tech
Academy
in
Dorchester.
This
was
the
largest
school
that
we
did.
I
would
have
to
I'd
have
to
say,
there's
probably
over
400
openings
in
this
school.
So
again
the
front
the
windows
throughout
the
school
were
done
and
this
front
entry
door.
We
are
in
we're
going
to
replace
as
soon
as
it's
really
weather
dependent
on
us
at
this
time.
So
we
put
it
on
hold
for
the
winter
contracts
is
going
to
come
back
in
whistle
ated
to
replace
these
front
doors.
Also.
I
And
this
is
the
last
school
we
did:
the
seventh,
the
seventh
school,
the
Young
Achievers
Science
and
Academy
in
Mattapan
this.
This
elevation
shows
all
new
windows,
and
this
elevation
also
shows
what
we
want.
One
of
the
things
that
we
did
throughout
the
school
is
put
these
security
screens
on
normally.
I
I
E
E
D
Thank
you.
Thank
you
for
your
vote.
I
just
like
to
take
this
opportunity
to
sort
of
give
you
an
update
on
the
success
that
we
have
have
achieved
in
participating
in
the
MSB
A's
accelerated
repair
program
over
the
last
three
years.
First
I
want
to
thank
and
congratulate
Rob
for
doing
a
tremendous
job
in
our
first
iteration
of
the.
D
As
you
can
see,
we
can
have
tremendous
effect
on
our
buildings
throughout
the
city
in
the
last
three
years,
along
with
the
seven
facilities
that
we've
been
able
to
replace
windows
and
doors
at
we've
also
are
in
the
either
completed
or
in
the
process
of
replacing
boilers
at
seven
schools
and
roof
set
in
another
three
schools.
So
overall,
we've
spent
approximately
forty
eight
million
dollars
at
fifteen
school
I'm.
Sorry,
seventeen
schools
and
we've
gotten
reimbursement
for
about
fifty,
eight
percent
of
that
or
twenty-eight
million
dollars
or
so
so
there's
been
tremendous
success.
