a
block
away

the
otis
school,

at
the
top
of
this

Callahan
tunnel

Central
Square
in

Boston

Development
Corporation,

discuss
the
acquisition
of
this
piece
of
property.
The
effort
has
resulted
in
a
mutually
agreed
upon
price
of
3.8
million
dollars
for
a
28
thousand
square
foot
lot
in
the
neighborhood
that
has
severely
overcrowded
schools.

This
is
the
lot
right
here
there's
to
a
lot.
This
is
a
28
thousand
square
foot
piece
of
property
right
here
with
an
existing
structure
on
it,
that's
15,000
square
feet,
it's
a
three-story
building
that
was
built
in
the
early
1900s
and
it
most
recently
housed
the
Edward
Brooke
charter
school,
which
vacated
in
about
2013.
Since
that
time,
that
building
has
been
unoccupied.

Purchasing
acquiring
this
piece
of
property
provides
an
opportunity
to
positively
impact
bps
and
assist
in
the
implementation
of
some
of
the
goals
laid
out
in
the
bill.
Bps
master
plan,
the
bill,
bps
master
plan,
was
released
in
2017.
An
update
was
published
in
2018
and
based
on
the
findings
of
these
reports.
The
East
Boston
elementary
schools
are
currently
some
of
the
oldest
in
the
district
Elementary
School
seats.
In
East,
Boston,
very
high
demand
exhibit
the
existing
elementary
schools
in
East.

Boston
are
overcrowding
and
experience
capacity
issues
in
many
lack
the
appropriate
spaces
for
special
instruction
music
art
in
science
active
technology.
A
future
project
on
this
site
will
allow
Boston,
Public
Schools
at
21st
century
learning,
environment
spaces
in
East,
Boston,
expand
enrollment
in
the
entire
neighborhood
and
relieve
overcrowding
at
other
East
Boston
schools,
while
allowing
the
existing
elementary
schools
to
repurpose
classrooms.
So
they
can
provide
the
desired
educational
program
which
will
include
music,
art
and
STEM
related
instruction.

In
addition,
the
bill
BPS
plan
identified
the
reduction
of
transitions
as
a
key
outcome
of
new
projects.
This
property
will
facilitate
the
transition
of
the
East
Boston
network
of
schools
to
a
single
transition
pathway,
while
keeping
more
of
the
East
Boston
students
in
East
Boston,
many
of
which
now
have
to
travel
to
Charlestown
when
they
hit
middle
schools
through
the
lack
of
six
to
eighth
grade
seats.

The
purchase
of
this
property
represents
an
ideal
opportunity
to
move
the
bill.

seeking
the
PFCs
approval
of
the
order
of
taking
of

Peres
street
will
then
seek
to
transfer

care

custody
of
this
property
to
Boston
Public
Schools
for
a
future
school
project

the

this
project

months
of
the
contracts,
execution
date
and
construction
administration
services
within
the
remaining

months.

scope
of
design
services
consists
of
design,
construction
documents
and
construction
administration
services
for
a
comprehensive
library
renovation.
With
addition,
that
will
include,
though,
not
limited
to
new
programming
requirements,
building
envelope,
repairs,
landscaping,
accessibility,
improvements,
including
a
new
elevator
sustainability.
Improvements,
will
include
new
mechanical
systems,
plumbing
electrical
lighting
and
finishes,
and
also
included
or
technology,
audio-visual,
acoustics
communications,
life,
safety
system,
security
and
detailed
estimates.

library
is
built
in
1931
and
as
large
is
a
largely
intact
example
of
the
Art
Deco
style.

is

building's

this

layout

expansion

elevator

this

is
a
space
between
the
existing
building
in
filled
to
create

community
gathering
space,

a

addition
to
the
children's
library

seating

can

easily

advertised
for
professional
design
services
through
a
request

qualifications
process.

to

rule
a

Three
firms
were
shortlisted
by
the
selection
committee
and
a
recommendation
was
submitted
to
the
director
of
public
facilities,
given
that
the
designer
was
relatively
unknown
to
the
department.
The
director
asked
that
references
for
previous
library
projects
be
contacted.
As
a
result,
time
was
taken
to
confirm
the
top
Drake
firm.
Several
references
were
contacted
at
libraries
throughout
the
Commonwealth,
where
the
resulting
comments
were
all
positive,
referring
to
their
ability
to
bring
a
thoughtful,
level-headed,
artful
and
well-planned
solution
to
the
projects.

Therefore,
on
April
9th
2019
Owens
ello
architecture,
LLC
was
approved
for
selection
by
the
director
of
public
facilities
department.
The
firm
selection
was
based
on
its
team's
experience
with

design

services
to
a
request
for
qualifications

advertisement

submitted

the
city,

business
enterprise
office,
for
distribution
and
notice
on
its
list
serve
and
for
publication
in
the
city
record
and
the
Boston
Globe

October
1st
2018.

appeared
in
the

Secretary
of
State's
central
registry
weekly
posting
on

3rd

project

committee

people
with
experience
in
design
planning
and
construction

from
the

will
be

on
November

criteria
in
the

recommended
as
the
top
firm
for
the
project.

the

for
the
project

RFP
RFQ
design
fee
schedule.

the

is

is
to
amend
the
executed,
design
and
construction
administration
services
contract
with
next
phase.

Studios
Inc
additional
funds
are
being
added
to
the
additional
services
portion
of
the
contract,
doing
an
increase
in
scope
as
well
as
a
time
extraction
to
the
expiration
date
to
December
24
2019.
The
funds
requested
are
approved
by
the
city
of
Boston's
office
of
budget
management.
The
additional
funds
are
related
to
an
issue
with
the
structural
columns
that
was
discovered
during
construction
and
required
a
structural
engineer,
services
to
design
repairs
to
said
columns,
also
an
underground
fuel
oil
storage
tank
was
discovered
during
construction
as
well
as
contaminated
soil
that
needed
to
be
remediated.

This
required
the
services
of
an
environmental
consultant
and
a
civil
engineer.
The
fee
for
the
additional
services
is
forty
thousand
four
hundred
and
twelve
dollars
and
forty
cents
and
upon
review
of
the
public
facilities
Department.
It
does
reflect
an
acceptable
price
for
the
work
involved.
As
indicated
in
my
memo
to
the
public
facilities,
Commission
voted
on
and
approved
three
prior
amendments
to
this
contract.
The
project
started
out
as
a
building
envelope
and
roof
replacement
project.
Amendment.
I
Funding
to
allow
for
evaluation
of
the
concrete
slab
amendment
number
two
added
for
funding
after
was
determined
that
that
slab
needed
to
be
upgraded
and
replaced.
Amendment
number
2
added
funding
to
allow
for
additional
scope
related
to
replacing
the
structural,
concrete
slab
and
obviously
the
fire
fire
department
had
to
vacate
the
building
for
that
work
to
take
place.
So
taking
advantage
of
that,
we
also
upgraded
the
HVAC
system.
This
amendment
also
extended
the
contract
expiration
date
to
April
28th
of
2018.
I
Amendment
number
three
was
to
clarify
the
basic
services
amount
previously
voted
and
vote.
Number
two
I'll
show
you
some
of
the
work
here
that
we
what
these
additional
funds
are
for.
So,
as
you
see
here,
when
we
demoed
the
constructions,
the
structural,
concrete
slab,
it
was
discovered
that
the
existing
concrete
columns
were
not
actually
anchored
to
the
to
the
basement
slab,
and
that
was
a
serious
concern
that
needed
to
be
addressed,
which
required
the
services
of
a
structural
engineer
and,
as
you'll
see
here
in
the
next
photo.

we
discovered
when
we
would,
when
we
were
doing
our
contract
work
and
then
additionally,
in
the
