From YouTube: Public Facilities Commission Meeting 5-17-17 Part 1 of 2
Description
The May 17, 2017 Public Facilities Commission Meeting was recorded live at the Winter Chambers, 26 Court Street in Downtown Boston.
B
Good
morning,
commissioners,
we
have
the
public
facilities
Department
before
you
this
morning.
Thereafter
we
will
have
a
separate
meeting
with
the
Department
of
Neighborhood
Development
in
front
of
the
commissioners.
Today,
our
meeting
minutes
for
the
public
facilities
Department
from
April
14th
2017,
er,
Craven
and
Commissioner
Mamo
Lee,
were
present
at
those
meetings.
Although
chair
Craven
is
not
with
us
today,
I
would
ask
Commissioner
Mamo
Lee
if
he
approves
the
minute.
Those.
B
Thank
you
noted
for
the
record
moving
forward
with
our
agenda
today
before
us.
We
have
eight
votes
with
the
public
facilities
Department.
The
first
vote
is
with
Alistair
Lux
he's
a
staff
architect.
This
is
a
contract
to
Sasaki

to
perform
a
programming

with
the

in
Boston.
The

If
you
present
your

please

C
The
project
was
publicly
advertised.
It
appeared
in
the
city
record,
the
Boston

and
the
Central

in
November
of
2016
and
the
advertised

The

noted
that
PFD
may
retain
the
selected
designer
to
provide
complete
design
and
construction
administration
services
for
the
resulting
project.
C
We
received
a
good
response.
Ten
firm
submitted
statements
of
qualifications,
so
it
was.
It
was
great
to
be
able
to
select
from
a
good
pool
like
that.
The
selection
committee
was
consisted
of
six
members,
four
from
the

two

You

So
we
met
in

are

If
you
would

your

please:
okay,

E
Morning,
commissioners
I'm
here
today
to
give
you
an
overview
with
the
George
Wright
Clubhouse
study
and
and
look
for
your
approval
of
the
award
of
the
study.
Meyer
Meyer

the
the
George

will
review
the
existing
conditions
of
the

look
at
operations,
services
in
the
existing

The

will
include

look
at
sustainable
building
systems
to
implement
in
the
building
upgrade
code
and
a
DA

E
We
shortlisted
Meyer
and
Meyer
Inc
first
and
then,
as
built,
we
recommend
Meyer
Meyer
Inc
because
of
their
extensive
historical,
architectural
work
in
the
Boston
area
and
because
of
their
sub
consultant
team
of
very
good
engineers,
Judith
niche
engineering,
being
a
woman,
business
enterprise
and
Johnny
Miller.
Who
is
a
golf
consultant
nationally
known?
Therefore,
I
look
to
you
to
recommend
and
give
the
approval
of
Meyer
and
Meyer
Inc.
If
you
have
any
questions,
I'd
love
to
answer
them.
E
B
May
just
let
me
Thank
You
commissioners,
if
I
may
just
make
a
note
for
the
record
just
to
let
it
reflect
that
the
advertisements
took
place
in
January
of
2017,
and
this
is
a
timely
request
before
us.
So
I
think
there
was
a
statement
that
it
happened
in
2016,
but
the
record
does
reflect
that.
It's
January
2017.

I
draw
the

to
the

Show
that

here.
It'll
go
in

of

but
the

that
are
noted
on
the

There
is
an

for
each
one
of
them.
The

also
contain
an

Summary,
the
project
summary
is
that
we
are
opposed
to
the
other

there
will
be
when
to

Maison

on
many
many
of
the
items
are
in
need
of
repair
these
four.
These
five
stations
were
chosen
because
of
their
their
needs,
and
we
advertised
for
requested
qualifications
in
October
and
and
we
were
able
to
got
responses
of
five
companies
that
wanted
to
do
this
work
and
of
the
five
we
be
shortlisted.
Three
we
had
saw
in
the
design
selection
committee.
F
We
had
two
people
from
public
facilities,
department
and
one
representative
of
the
Boston

the
three
shortlist
of
ferns
were

with
this
information
I'd
be
glad
to
answer
questions
on
which
that
you
would
approve
in
your
contract
with
hacks
engineers,
PC.
F
A
F
B
You
so
at
number
four
is
approved.
Vote
number.
Five
is
also
with
james
custom.
This
is
an
amendment
to
the
contract
as
of
december
21st
2016
with
powers
and
company
incorporated
to
provide
architectural
design
and
construction
administration
services
associated
with
the
gallivant
and
johnson
community
centers
improvement
project
located
in
Mattapan
and
Roxbury.
This
is
an
increase
to
the
contract
of
two
hundred
and
nine
thousand
eight
hundred
dollars.
I'm
making
note
for
the
record
that,
although
the
project
name
includes
the
Johnson
community
center,
the
vote
request.
B
F
The
the
amendment
is
an
increase
in
the
designers
fee
for
a
free
$9,800.
This
is
which
is
requested
by
the
bosses
centers
for
youth
and
family,
to
add
to
repay
the
parking
lot
to
rework
the
storm
drain
system
and
also
add
a
portable
generator.
We
want
to
turn
the
building
into
a
cooling
center,
so
we're
that's
part
of
the
work.
That's
being
done.
F
Design
service
contract
was
first
amended
in
in
May
21st
2015
for
44,500.
At
that
time
the
amendment
was
put
forward
to
the
Commission,
because
the
bosses
her
views,
her
family,
asked
if
we
would
take
and
and
put
in
or
upgrade
the
heating
ventilation,
air
conditioning
system,
cooling,
the
gym,
put
a
new
fire
alarm
system
security
systems
and
just
just
bring
it
up
to
current
code.
F
We
also
increased
the
contract
time
for
the
designer
to
December
of
2016,
and
then
we
also
extended
it
again,
so
it
becomes
June,
teria
20
2018
either
end
so
it
would
be-
and
this
is
where
this
vote
is
involved,
because
the
additional
fee
that
we're
asking
for
has
to
do
with
the
construction
of
everything
else.
That
goes
along
with
the
heating,
cooling
ventilation
system
and
also
roofing,
etc.
F
B
I'll
make
a
confirmation
for
the
record
that
your
vote
request
is
solely
for
additional
services.
It's,
as
you
stated,
two
hundred
and
nine
thousand
eight
hundred
dollars
and
you're
not
seeking
a
time
increase,
so
what
the
commissioners
have
before
them.
In
the
project
background
memorandum
identifies
that
the
design
services
will
expire
on
June
30th
of
2018,
correct.
D
B
The
next
vote
is
vote
number
six.
This
vote
is
with
Brian
McLaughlin
who's,
the
chief
of
staff
for
the
public
facilities
Department.
This
vote
concerns
an
amendment
to
the
vote
of
October
5th
2016
regarding
a

with
NV

incorporated
for

also
known
as

associated
with

Acronym
is
ARP
at

Boston

The
project
is
located
in
Boston,
Hyde,

Dorchester.
B
This
would
be
an
increase
to
the
contract
of
three
hundred
and
thirty
seven
thousand
five
hundred
and
thirty
five
dollars.
When
I
note
for
the

commissioners
is
that
vote
number
six
and
you'll
also
see
that
vote
number
seven
is
being
presented
by
Brian

both
votes
concerned,
the
exact
same
five

Number

is
for

Vote
number
seven
is
for
the

it's
agreeable
with
you
much
of
the
presentation
for

Six

are
similar.
B
You
I
will
now
read
out

Seven
vote
number
seven
again
is
presented
by
Brian
McLaughlin.
This
is
an
amendment
to
the
vote
of
November
9
2016.
This
regards
the
contract
with
Icahn

incorporated
for

and

associated
with
the
Massachusetts

and
those
also

on

performed,
Brian's
prepared
to
go
over
schools
in
the
work
that
will
be
done
there,
so
Brian
effective
call
your
attention
to
presenting
the

may
present
for
both
both
both

we'll
do

For
the

before
you
today,
this
process
started
back
in
February
of
2016,
with
the
MSBA,
with
the

which
is
the

These

going

very
favorable

you
would
present
your
vote
request
to
the
commission
good.
H
Morning,
commissioners,
good
morning,
someone
so
angel
outlined
the
request
to
increase
the
contract
to
Johnathan
levy.
Architects.
Jonathan
is
with
us
today.
Seated
behind
me,
the
City
Council
appropriated
73
million
two
hundred
seventy
five
thousand
seven
hundred
and
seventy
eight
dollars
for
the
project.
H
Money's
for
this
increase
have
already
already
been
allocated.
We're
moving
it
from
one
line:
item
into
Jonathan's
contract
on
February
7th
2013,
the
public
facilities
Commission
approved
the
award
of
the
initial
feasibility
study
contract
for
the
project,
which
was
also
recommended
by
the
math
school
Building
Authority.
Thereafter,
the
project
was
eligible
for
a
funding
agreement
with
the
MSBA
subsequently
on
August
6th
2014,
the
public
facilities
Commission
voted
to
amend,
Johnathan
Levy's
contract
can
continue
with
full
professional
design
and
construction
administration
services.
H
For
for
this
project,
the
PFC
approved
the
vote
request
in
the
corresponding
increase
to
Johnathan
levees
contract
for
additional
time
and
money
for
full
professional
design
and
construction
administration
stration
services.
These
additional
services
are
necessary
due
to
reportable
concentrations,
concentrations
of
hazardous
soils
at
the
project
site,
although,
as
I
mentioned,
geotechnical
and
geo
environmental
services
were
included
in
the
original
design
contract,
the
project
site
conditions
required
more
infield
monitoring
by
the
geotech
in
the
Geo
environmental
engineer,
along
with
additional
testing
and
reporting
to
the
Department
of
Environmental
Protection.
H
Furthermore,
there
were
additional
services
required
by
the
master
Commission
related
to
the
demolition
of
the
former
Henry
Dearborn
school,
which
was
in
the
same
location
as
the
new
project.
As
you
see
before
you,
the
mass
historic
Commission
required
vibration,
monitoring
of
abutting
properties
within
to
a
200-foot
radius.
During
the
demolition
process
of
the
school
and
I'm
happy
to
report,
there
were
no
adverse
effects.
