commissioners,
today
we're
beginning
with
the
public
facilities
Department
and
before
we
begin
the
meeting.
We
have
meeting
minutes
from
our
last
meeting
on
November
15
2017.
The
meeting
minutes
are
for
the
public
facilities
department
and
for
the
Department
of
Neighborhood
Development.
Is
there
a

to
approve
the
meeting

Beginning
this
morning
with
the
public
facilities
department,
we
have
two
votes
that
are
being
presented.
The
presenter
for
both
votes
is
James,
McQueen,
he's
a
senior
project
manager
with
the
public
facilities
department.
The
votes
are
connected
to
each
other
vote
number
one
concerns
a
contract
with
Perkins
Eastman,
architects
DPC.

This
is
the
designer
for
the
Boston
Arts
Academy
project
and
the
second
vote
concerns
PMA
consultants
LLC,
who
is
known
as
the
owner
project
manager
for
the
Boston
Arts
Academy
project.
My
understanding
is
is
that
James
McQueen
would
like
to
present
both
votes
and
do
a
separate
roll
call
for
the
votes
individually
since
they're
connected
to
each
other.

one
in
its
entirety.

This
is
an
amendment
to
the
vote
of
September
22nd
2017
regarding
a
contract
with
Perkins
Eastman
architects,
DPC
to
conduct
a
feasibility
study
and
prepare
a
schematic
design
for
the
Boston
Arts
Academy
project.
The
increase
to
the
contract
is
ten
million.
Five
hundred
and
eighty
seven
thousand
four
hundred
and
thirty
seven
dollars-
this
includes
a
contract
time
extension
vote.
Number
two
is
an
amendment
to
the
vote
of
September
22nd
2017
regarding
a
contour
with
PMA
consultants,
LLC
to
provide
owner
project
manager,
services
associated
with
the
Boston
Arts
Academy
project.

Both
votes
I
have
to
do
with
extending
the
contract
beyond
the
original
schematic
design,
phase
into
design
development
through
construction
administration
and
commissioning
the
Boston
Arts
Academy
project
is
for
well
it's
for
the
Boston
Arts
Academy,
which
is
the
state's
only
public
high
school
for
the
visual
and
performing
arts
and
the
only
extended
day
program
in
the
state.

They
offer
access
to
a
college,
preparatory
arts
and
academic
education
to
a
diverse
student
body
of
four
hundred
and
sixty
students
in
a
full
inclusion
program
for
grades
nine
through
twelve
operating
with
a
faculty
of
45
and
a
staff
of
19.
The
BAA
offers
programs
in
dance,
music,
theater
design
and
visual
communications
and
fashion
technology
supported
by
strong
academic
and
steam
programs.
The
existing
three
and
a
half
storey
building
is
located
on
approximately
forty
two
thousand
square
foot
site
at
174.

However,
the
existing
building
only
contains
a
small
black
box
theater
and
provides
no
auditorium
or
appropriate
music
or
dance
performance
space.
The
city
first
filed
a
statement
of
interest
with
the
MSBA
for
the
Boston
Arts
Academy
in
2008.
Within
that
document,
numerous
defense
deficiencies
were
highlighted.
The
HVAC
plumbing
electrical
technology
and
fire
alarm
and
emergency
power
systems
are
all
at
the
end
of
their
useful
life.
The
building
is
non-compliant
with
current
energy
codes,
contains
hazardous
materials
and
is
only
partially
acceptable
to
handicapped
individuals.

In
addition,
the
existing
building
does
not
support
the
delivery
of
its
specialized
educational
programming,
the
building
houses,
the
performing
arts
school,
but
lacks
an
auditorium
with
the
stage
or
sufficient
music
and
theater
of
practice
basis.
The
new
facility
will
be
designed
to
accommodate
500
students
in
academics
and
five
arts
majors,
in
addition
to
the
typical
classrooms
and
science
labs
required
at
any
high
school.

That
will
feature
a
500-seat
auditorium
and
theater
seat
space
with
a
proscenium
stage
and
scene
shop,
a
200-seat
black
box,
theater
for
new
dance
studios,
visual
arts
studios,
a
recording,
studio,
choral
room
and
150
seat,
recital
lecture
hall.
In
order
to
meet
the
educational
program,
the
project
requires
more
square
footage
than
is
available
in
the
existing
building.

Current
construction
cost
estimate
is
95
million,
nine
hundred
seventy
six
thousand
eight
hundred
and
seven
dollars,
or
about
six
hundred
twenty
five
dollars
a
square
foot.
Total
project
costs
are
identified
as
a
hundred
and
twenty
four
million
seven
hundred
and
fifty
five
thousand
four
hundred
and
thirteen
dollars
and
the
MSBA
facilities
grant
is
estimated
to
be
forty,
seven
million
six
hundred
and
seventy
five
thousand
ninety
three
dollars.
