is
the
review
and
approval
of
meeting
minutes
from
the
prior
meeting,
which
occurred
on
May
15th
2019.
There
are
meeting
minutes
presented
for
the
public
facilities
department

for
the
Department
of
Neighborhood
Development.
Is

director
of

Patricia
Lyons
and
the
first
two
votes
are
being
presented
by
Maureen
Anderson
who's,
a
senior
project
manager
with
the
public
facilities
department
before
the
votes
are
presented,
I
make
a
notice
of
disclosure
for
the
record.
Commissioner
Mamo
Lee
serves
as
a
director
of
engineering
and
facilities,
management
for
the
Boston
Redevelopment
Authority
and
its
economic
development
Industrial
Corporation.

concern
the
Boston,
Planning
and
Development
Agency,
also
known
as
the
VRA.
These
matters
have
not
previously
been
discussing
are
brought
before
Commissioner
Mamo
Lee
he's
had
no
involvement.
In
the
matter
at
hand,
there
have
been
no
requests
from
the
city
of
Boston
or
the
BPD,
a
the

RA

these

parcels
in
the
downtown
area
of
Boston
are
rare,
which
is
why
it
was
necessary
for
the
city
to
acquire
both
parcels.
The
acquisition
of
this
property
will
enable
PFE
to
begin
the
design
process
of
the
native
new
JQ
s
in
partnership
with
the
Massachusetts
School
Building
Authority,
as
you
can
see
over
here,
there's
a
view
of
the
satellite
of
the
parcel
900
Washington
Street.
The
next
view
is
900
Washington
Street
to
be
made
up
of
various
other
sub
parcels.

a

temporary
modular
school.
That's
on
the
site,
and
this
is
showing
the
two
properties
and
the
combined
site
size
of
thirty-nine
thousand
four
hundred
and
sixty-seven
square
feet.

nine
hundred
Washington
Street

Ave,

the

The
city
also
seeks
the
permission
to
transfer
care,
custody
management
and
control
of
this
property
to
Boston
Public
Schools
and
for
the
foregoing
reasons,

am

approval
of
these

approval

utilize,
Massachusetts

Laws,
chapter
149,
a
construction
management,
at-risk
delivery
method
for
the
Boston
City
Hall
and
Plaza
renovations
project.
This
request
concerns
authority
to
enter
into
a
construction
management
at-risk
contract
with
a
competitively
and
publicly
procured
and
qualified
construction
management
at-risk
firm

I'm
here
to
request
a
vote
for
authorization
to
apply
to
the
Office
of
Inspector
General,
for
approval
to
contract
a
construction
manager
at
risk
firm
for
the
City
Hall
implies
a
renovation
project,
key
elements
of
the
construction
manager
at
risk
firm
to
assist
the
project
team
during
the
pre-construction
services.
These
services
include,
but
are
not
limited
to
review
design
criteria
and
advise
on
constructibility
as
the
project
progresses,
develop
and
refine
a
project
schedule
that
minimizes
impacts
to
daily
footprint.

Excuse
me
daily
for
traffic
retail
spaces
and
public
safety
review
phasing
strategies
to
expedite
the
project
as
efficiently
and
as
economically
as
possible,
examine
and
analyze
cost
estimates
and
assess
all
material
and
labor
costs
associated
with
it.
The
construction
manager
at
risk
will
also
assist
in
pre-qualifying
trade
contractors,
identifying
early
construction
packages
and
coordinating
efforts
working
around
and
within
the
MBTA
tunnels,
which
adds
to
a
complexity
of
this
unique
project.

The
city
recently
completed
the
schematic
design
phase
of
this
project
and
identified
improvements
to
the
plaza
and
entrances
of
City
Hall.
The
design
makes
recommendations
that
include
reactivation
of
the
north
entry
of
City
Hall,
a
beneficial
Civic
building
at
the
entries
of
Congress
Street,
a
new
play
structure,
water
features,
utility
infrastructure
and
it
enhanced
security
lighting
and
improved
accessibility.

We'll
have
a
type
of
pavilion
that
can
support
concerts,
odd
activities,
and
this
can
hold
between
seven
and
ten
thousand
people
over
here.
On
the
left
hand,
side
is
some
water
features,
and
the
play
structure
is
up
on
this
second
level.
Adjacent
to
the
JFK
building
down
here
will
be
some
rooms,
there'll,
be
individual
rooms,
cut
out
to
support
various
activities,
it
could
be
small
concerts,
seniors
can
sit
there
and
have
lunch,
and
people
can
get
married
in
City.
Hall
come
on,
take
photos
so
we're
trying
to
make
the
space
is
flexible.

the
entrance
to
the
Congress
Street,
which
is
an
accessible
path
from
Congress.
It
goes
right
up
through
to
Cambridge
Street.
This
will
lead
to
the
north
entry.
Of
course,
we
all
know
the
north
entry
has
numerous
public
activities
in
there
with
the
parking
Florrick
election
and
so
forth.
So
this
entry
will
be
activated
and
will
have
similar
security
protocol
as
the
the
other
entry
on
the
Cambridge
Street
side.
Again,
there's
a
curb
cut
here
for
drop-off
for
convenience
and
over
on
the
left-hand
side.

The
public
agency
has
determined
that
the
use
of
construction
management
at
risk
service
is
appropriate
for
the
building
project
in
States.
In
writing
the
reasons
for
the
determination
the
public
agency
has
received
authorizations
from
its
governing
body
to
request
approval
from
the
office
of
inspector
general
to
utilize
under
Chapter
149
procurement
procedures
and
finally,
the
building
project
has
an
estimated
construction
value
of
535
million
dollars
or
more
therefore,
to
proceed
to
the
next
step.
