Description
The May 15, 2019 Public Facilities Commission Meeting was recorded live at the Winter Chambers, 26 Court Street in Downtown Boston.
A
B
Good
morning,
commissioners,
before
us
today
is
the
Department
of
Neighborhood
Development.
We
have
with
us
this
morning:
Sheila
Dillon,
the
chief
and
director
of
D
and
E
vote
number
one
is
being
presented
by
Christine
McQuarrie
she's,
a
senior
program
manager
with
the
Boston
home
center
division
of
D
and
E
vote
number.
One
concerns
a
vote
request
to
accept
and
expend
a
grant
from
the
Commonwealth
of
Massachusetts
to
implement
foreclosure
prevention.
Counseling
services,
the
grant
amount
is
190
1357,
seventy
nine
cents
Christine.
If
you'd
present
your
vote
requests,
please
good.
C
Morning,
commissioners,
my
this
is
an
accept,
expand
vote
for
a
grant
from
the
division
of
banks
for
foreclosure
prevention
and
intervention
services.
This
is
the
twelfth
year
that
we
received
the
grant.
We
received
a
grant
of
a
191
350
779.
This
is
from
the
Commonwealth
of
mass
licensing
from
the
chapter
206
statute,
which
provides
funding
for
closure
prevention
in
educational
counseling.
We
reported
these
grant
funds
for
the
calendar
year
2009
for
foreclosure
prevention
services.
We
will
use
these
funds
to
support
our
nonprofit
partners,
which
we
contract
through
an
RFP
process.
C
We
currently
have
for
nonprofit
partner
agencies.
They
are
urban
edged
in
western
comunidade
Development
Corporation
ABCD
through
Mattapan
Family,
Service,
Center
and
ecumenical
Social
Action
Committee.
The
funds
will
also
be
used
to
promote
additional
marketing
for
the
program
and
for
staff.
The
closure
training,
the
Boston
Home
Center
provides
free
and
confidential
foreclosure
prevention
services
so
but
to
owner-occupied
Boston
homeowners.
We
have
this
year.
We
are
looking
to
continue
to
expand
our
home
preservation
component.
C
This
is
for
homeowners,
who
may
not
be
seeking
a
loan
modification
but
who
are
struggling
with
other
economic
conditions
that
are
impacting
their
ability
to
maintain
their
homes.
In
the
past
2018,
we
had
449
homeowners
who
receive
these
services
this
year,
we've
already
seen
33,
so
we're
seeing
an
increase
in
that
component
of
our
services
with
these
funds,
one
one
of
the
things
we
will
do
will
allow
an
expansion
of
that
component
of
our
services
this
past
year.
To
date,
we
have
past
year
fiscal
year.

You
good

my
name

David
Cotter
I'm,
a
development
officer
in
the
Neighborhood
Housing
division
of
the
Department
of
Neighborhood
Development
I'm,
here
requesting
a
conveyance
vote
from
PFC
for
four
corners:
Plaza
LLC,
a
subsidiary
subsidiary
of
Codman
Square
Neighborhood
Development
Corporation,
for
the
parcels
identified
in
the
vote
package
on
Bowden
Street
in
Dorchester.
This
matter
was
first
before
you
in
October
1st
of
2014,
when
PFC
voted
to
tentatively
designate
Codman
Square
Neighborhood
Development
Corporation
as
the
developer
of
the
two
parcels
of
vacant
land
at
10-20,
Bowden,
Street
and
22
Bowden
Street
in
Dorchester.
G
These
two
parcels
have
been
in
the
city's
inventory
for
almost
30
years.
The
designation
has
subsequently
been
extended
four
times
most
recently
last
month
in
April
of
2019.
As
you
recall,
I
was
here
last
month
asking
for
a
short
extension
to
deal
with
a
few
minor
administrative
issues
before
DND
could
ask
for
a
conveyance
vote.
G
In
addition
to
the
reduced
purchase
price
of
the
land,
the
city
of
Boston
is
committing
1.75
million
dollars
from
various
sitting
funding

in
state
funding
and
over
6.5

in
low-income
housing.
Tax
credits

the
project
I
have
also
included
some
handouts.

and
also
about
a
10-minute
walk
to
the

in
Geneva

station,
which
is
to
the
north.
The
second
slide
is
zoomed
in
a
little
bit
more
as
you
can
see
the
product,
the
parcels
have
frontage
on
Bowden
Street
in
Bowden
F.
That
rectangular
parcel
is
10-20
that
large

shape

is

Bowden
Street
and
that
small
skinny
parcel
on
the
right
is
already
owned
by

Plaza
LLC.
G
G
In
summary,
if
PFC
approves
this
vote
request,
this
project
will
create
31
units
of
affordable
housing,
including
four
units
for
homeless
individuals
and
families.
It
will
create
over
nine
thousand
two
hundred
square
feet
of
commercial
space.
It
will
revitalize
two
vacant,
city-owned
properties
that
have
been
in
D
and
E's
inventory
for
nearly
thirty
years,
and
by
doing
so,
the
city
expects
to
save
approximately
three
thousand
dollars
in
annual
maintenance
costs
of
the
properties
and
generate
approximately
seventy
thousand
dollars
in
annual
property
tax
revenue.
If
you

any
questions,
I'd
be
happy
dance.

Eight

a

management

from

Public

to
the
Department
of
Neighborhood

for
land
and
building
located
at
15
Everett

in
Hyde

This
is
a
property
transfer
and
I
would
just
note
for
the
record
that
D
and
E
serves
a
special
role
for
the
public
facilities
Commission
for
property.
B
That's
transferred
the
vote
from
the
Boston
Public
Schools
notes
a
transfer
to
the
polk
facilities
commission,
but
because
the
commission
does
not
have
a
budget
or
a
staff
of
project
managers.
D
and
E
serves
that
role.
So
the
vote
request
reflects
a
request
to
transfer
the
care
custody
management
control
from
bps
appropriately
to
the
Department
of
Neighborhood
Development.
Winning.
If
you

You
Angela
good
morning,
commissioners
I'm
here
requesting
PFC
approval
for
the
tentative
developer,
designation
of
Boston
food
forest
coalition
incorporated
hereafter
referred
to
as
BFF

for
the

package
in
the
Dorchester
section
of
Boston

a
public
process
that
resulted
in
this
vote.
Request.
D
and
E
held
a
community
meeting
in
May
2018
to
discuss
with
community
members.
The
use
of
these
parcels
as
food
producing,
open
space
support
by
the
community
and
the
abutters
was
strong.
K
A
request
for
proposals
was
issued
on
February,
11th,
2019
and
advertised
in
the
state
central
register
and
the
Boston
Herald
one
development
team
applied
to
the
RFP
and
was
determined
to
meet
the
eligibility
criteria
based
on
community
feedback
and
D
and
E
review
of
the
application
against
the
RFP
evaluation
criteria.
We
recommend
the
tentative
developer
designation
of
Boston
food
forest
coalition
incorporated
be
if
BFF
C's
proposal
will
preserve
the
parcel
as
permanent,
open
space,
providing
food
access
and
gathering
space
for
everyone
in
the
Jones
Hill
community
of
Dorchester.
K
K
The
third
is
a
preliminary
design
of
the
food
forest
that
BFF
C
is
proposing,
you'll
see
that
they
have
some
fruit,
trees
and
shrubs,
as
well
as
some
vegetables
in
the
plan,
they'll
be
working
out
the
details
of
what
exactly
those
trees
and
bushes
will
be,
and
they
have
an
accessible
path
and
they
have
benches
planned
throughout
the
site
for
use
by
the
community
and
there's
an
accessible
entrance
there
as
well.
In
summary,
if
PFC
approves
the
vote
request,
it
will
result
in
the
following
public
benefits.
K
This
proposed
development
will
turn
a
long
vacant
property
into
a
vibrant
food
producing
community
space.
In
addition,
the
city
will
avoid
approximately
1,100
dollars
in
annual
maintenance
expenses
and
return
this
property
to
productive
use.
After
more
than
29
years
in
our
inventory
I'm
here
to
answer
any
questions
you
may
have.
Thank
you.
Thank.

You
Angela
good
morning,
commissioners
I'm
here
requesting
PFC
approval
of
the
conveyance

Dudley
economic
empowerment
partners,

for
the
parcel
identified
in
the
vote

in
the

Dean
D
conducted
a
public
process
that
resulted
in
this
vote
request.
A
community
meeting
was
held
to
discuss
the
development
of
the
parcel.
A
request
for
proposals
was
issued
on
January,
29th,
2018
and
advertised
in
the
state

register
in
the

one

and
was

to
meet
eligibility

L
The
eligible
developer
was
invited
to
a
community
meeting
to
present
their
proposal
to
the
neighborhood
Pfc
approved
the
tentative
developer,
designation
of
Dudley
economic
empowerment
partners,
ain't
on
August
15th
of
2018.
The
designation
was
advertised
in
the
city
record
on
September
3rd
and
September
10th
of
2018.
The
vote
package
includes
a
comprehensive
memo
about
the
project
and
the
PFC
vote
request.
I've
also
provided
for
handouts
related
to
the
vote
request
that
are
displayed
on
the
screen.
The
first
is
a
site
map
see
the
site
is
at
the
corner
of
trel
and
where
street.
L
The
second
image
is
the
current
conditions.
As
you
can
see,
it's
half
a
house,
it
was
a
duplex.
One
side
is
occupied,
the
other
side
burned
down
approximately
30
plus
years
ago,
and
the
site
has
been
looking
like
this
ever
since.
So
it's
quite
striking
as
you
come
up
the
street
and
see
that
huge
wall
staring
at
you.
L
The
next
slide
is
the
site
plan,
so
the
existing
building
is
on
the
left
and
the
new
building
is
on
the
right.
As
you
can
see,
they'll
be
accessed
off,
of
where
Street
for
parking
there'll
be
two
parking
spaces.
There'll
be
a
path
to
the
back
door.
The
front
entrance
will
be
on
Charles
Street
at
the
corner,
with
a
little
small
covered
porch
in
the
front
and
there'll
be
a
small
porch
of
the
back.
Also,
and
the
final
is
a
front
elevation
of
what
the
finished
building
would
look
like.
L
In
summary,
if
PFC
approves
the
vote
request,
it
will
result
in
the
following
public
benefits:
development
of
a
parcel
underutilized
vacant
land
in
the
neighborhood,
which
has
been
in
the
city's
inventory
for
more
than
33
years.
New
construction
of
a
three
bedroom
and
one
and
a
half
bathrooms
single-family
attached
home,
the
affordable
home
will
be
sold
to
a
household
earning
up
to
100
percent
of
the
area.
Median
income
to
off
street
parking
spaces,
and
the
project
will
provide
on-the-job
construction
training
for
youth
through
the
youth
through
youth
build
Boston.
L
The
sale
of
the
possible
can
also
be
expected
to
yield
long-term
financial
benefits
for
the
city.
By
removing
this
possible
from
the
city's
inventory,
the
city
will
be
able
to
avoid
the
future
costs
and
liabilities
associated,
maintaining
the
property.
The
city
stands
to
save
an
estimated
one
thousand
dollars
in
annual
operational
cost.
In
addition,
by
returning
this
property
of
the
tax
roll,
the
city
can
expect
to
generate
approximately
a
thousand
dollars
in
annual
tax
revenue
I'm
here
to
answer
any
questions.
If
any.
