business
today
is
a
request
for
approval
of
the
meeting
minutes
from
our
prior
meeting,
which
took
place
on
November
14th
2018
before
the
Commission.
Today,
our
meeting
minutes
concerning
the
public
facilities
department
and
also
the
Department
of
Neighborhood
Development.

vote
request
concerns
an
amendment
to
a
prior
vote
which
took
place
on
March
14th
2018
regarding
a
contract
with
util
incorporated
to
provide
architectural
design
and
construction
administration
services
associated
with
the
Dudley
branch
library
renovations
project
located
at
65
Warren
Street
in
Boston.
The
request
concerns
an
increase
to
that
contract
of
$60,000

for
approval
to
emit
a
professional
design
and
construction
administration's
contract
to
util.
This
is
what
the
Dudley
branch
renovations
public
facilities
is
managing
the
design
and
construction
of
the
project
working
with
Boston
Public
Library
to
timely,
deliver
the
design
services
for
the
project
within
four
years
of
the
contract
execution
date.
The
scope
of
services
for
the
additional
design
consists
of
redesigning
the
landscape
and
civil
drawings
to
meet
elevation
changes
to
Warren
and
Dudley
streets.

So
the
library's
Plaza
now
requires
adjustments
to
the
previously
designed
site
walls,
ramps
steps
to
meet
the
new
Street
elevations
BPW
work.
Their
work
includes
new
sidewalks
white
bike
paths,
curbs
signal
improvements
and
crosswalks.
Also
after
an
oil
tank
was
removed
from
the
site,
tests
proved
that
soils
were
contaminated.
Therefore,
a
licensed
site
professional
was
required
to
be
on
site
for
the
remediation
period
to
include
additional
testing
and
final
clearance.
After
the
remediation,
the
LSP
completed
the
required
documentation
that
was
filed
with
the
Department
of
Environmental
Protection.

So
this
is
a
Seidel

of
the
project
and
the
second
slide
shows
you
the
limits
of
the
work.
So
from
this
side
you
can
see
the
the
red
line
depicts
the
limits
of
the
work
on
the
site
where
the
the
ramps
sidewalk
area
steps
going
into
the
building.
They
all
need
an
adjustment.
The
improvements
are
outside
the
red
line
that
that
to
the
street,
the
sidewalk
and
the
ramp
area
is
stormwater
infiltrate
infiltration
chambers
needed
adjusting,
basically
regrading
throughout
the
terrace
to
meet
the
new
street
elevation
and
then
the
next
slide.

This
shows
the
oil
tank
that
was
removed
from
the
site,
and
you
can
see
the
the
oily
water
under
the
tank
testing
proved
that
that
we
did
in
fact
have
contaminated
soils
that
were
removed
and
remediated.
The
good
news
is
that
the
site
is
clean
now,
so
that's
all
been
recorded
and
filed
with
the
DEP.

the
next
slide.

final
product,
that's
a
rendering
of
what
the
plaza
will
look
like
it's
greatly
improved
over.
What's
existing
now
and
a
huge
huge
benefits
have
been
able
for
the
dead
folks
at
Dudley,
so
the
$60,000
fee
was
was
negotiated
with
UTA,
based
on
the
design
selection
handbook
in
their
fee
schedule.

services
associated

repair
program

The
contract
price
is
forty
thousand
five
hundred
dollars.

addition,

with

CSS
architects
incorporated
to
provide
design
and
construction
administration
services
associated
with
the
2018
Massachusetts
School
Building
Authority's
accelerated
repair
program
project.
The
contract
price
is
recommended
at
one
hundred.
Sixty
nine
thousand
six
hundred
dollars
is
their
approval
from
the
Commission
for
votes
two
and
three
to
be
presented
jointly
with
a
separate
roll
call
there
at
thereafter.

approval

a

a
complete
project
management
service
contract,
but
then

five
consultant
sank
in
a
design
and
construction
administration
service
contract
with
CSS
architects
Inc.
These
contracts
are
associated
with
the
two
thousand
MSBA
accelerated
repair
program
at
six
Boston
Public
Schools,
the
original
MSBA
invitation
included
seven
Boston
Public
Schools
at
the
time
to
submit
the
city
submitted
our
statements
of
interest,
the
MSP,
a
policy
allowed
school
districts
to
submit
for
roofs
that
were
20
years
or
older.

However,
financial
reimbursement
was
not
guaranteed
until
all
statements
of
interest
were
received.
Statewide
at
that
point,
the
MSBA
then
decided
that
only
roofs
that
were
twenty-five
years
or
older
would
be
eligible
for
financial
reimbursement
of
importance.
The
majority
of
the
roof
at
the
Snowden
School
is
only
22
years
old.
Therefore,
the
city
removed
it
for
consideration
from
the
project.

As
you
are
aware,
the
MSBA
accelerated
repair
program
is
for
facilities
in
which
the
scope
of
work
is
limited
to
the
replacement
of
roofs
windows,
exterior
doors
and
boilers.
This
program
focuses
on
extending
the
useful
life
of
otherwise
structurally
sound
buildings
that
are
capable
of
supporting
the
required
educational
program
for
a
particular
school.
The
following
six
schools
have
been
approved
by
the
MSP,
a
the
Raphael
Hernandez
school,
located
in
Roxbury
for
a
boiler
replacement.
The
Patrick
Linden
school,
located
in
West
Roxbury
for
a
boiler
replacement.

The
Donald
McKay
school,
located
in
East
Boston
for
a
boiler
replacement,
the
James
Otis
school,
located
in
East
Boston
for
a
window
replacement
judges.
Excuse
me,
Josiah
Quincy,
Elementary
School,
located
in
the
Chinatown
section
of
Boston
for
a
boiler
replacement
in
the
John
Deal
Bryant
school
of
mathematics
and
science
located
in
Roxbury
for
a
window
replacement
to
expedite
the
project
delivery,
the
MSBA
assigned
to
OPM
and
designers,
two
districts
who
are
invited
into
the
AARP
program
during
the
life
of
an
ERP
project.

All
school
districts
collaborating
with
the
MSP
a
are
required
to
appropriate
funds
to
separate
times.
First,
upon
initial
invitation
into
the
accelerated
repair
program,
districts
have
60
days
to
appropriate
funds
for
schematic
design
services
upon
MSBA
board.
Approval
of
the
schematic
design
for
a
project
school
districts
then
have
90
days
to
appropriate
the
balance
of
the
funds
to
support
the
construction
document
phase
through
construction
completion
for
the
schools
before
you
today.
The
MSBA
process
started
in
February
of
2018
with
the
city
submissions
of
seven
stem
statements
of
interest
to
the
MSBA.

Then
the
process
continued
as
follows:
June
27th
2017
the
MSBA,
invited
the
seven
schools
into
the
accelerated
repair
program,
August
2000
of
18
City,
Council,
appropriated
600,000
for
the
schematic
design
phase
November
of
2018
the
MSBA
assigned
consultants
to
the
city,
the
MSBA
conducted
its
own
publicly
advertised
procurement
process.
Subsequently,
the
MSP,
a
selection
committee
reviewed
the
applicants
and
their
submissions,
then
rated
shortlisted
the
top
firms.
Accordingly,
nb5
and
CSS
were
assigned
to
the
city.
The
city
was
directed
to
bring
these
firms
under
contract
using
the
MSP
aid
approved
contract
documents.

meeting
construction
is
projected
to
take
place
in
the
summer
or
an
early
fall
of
2020.

the
funds
requested
are
approved
by
the
cities.

window
replacement.
These
windows
are
31
year,
old,
single
pane,
aluminum
style
windows,
they're
inefficient,
and
they
do
not
allow
natural
daylight
into
the
classrooms.

Josiah
Quincy
elementary
school.
This
is
scheduled
for
a
boiler
replacement
and
here
are
their
42
year
old,
inefficient
boilers.

finally,
we
have
the
John
the
O'brien
school
of
mathematics
and
science.

is
scheduled
for
a
window
replacement,
their
windows
a
41
year
old,
steel
frame
style,
they're
inefficient,
and
they
also
do
not
allow
natural
daylight

the
classrooms
