Commission
approved
the
conveyance
to
we
grow
microgreens
OLC
for

parcels
outlined
in
to
vote
package

Hyde
Park
readville
neighborhood

Boston.
This
matter
was
last
before
you
in
March
of
2018,
when
the
Commish
voted
to
approve
the
tentative
developer.

Designation
of
we
grow
microgreens
D&D
conducted
a
public
process
that
led
to
that
votes,
as
well
as
the
subsequent
request
to
refresh
the
record
to
community
meetings
were
held
by
D&D
an
early
2017
prior
to
the
issuance
of
the
RFP.
Later
that
year,
the
RFP
was
issued
in
September
and
advertised
in
the
state
central
register,
as
well
as
the
Boston
Herald.
We
received
one
proposal
and
it
was
determined
to
meet
the
eligibility
criteria.

Commission
voted
to
approve
the
tentative
developer
designation
of
we
grow
microgreens
on
March
14th
of
2018,
and
the
designation
was
advertised
in
the
city
record
on
April,
2nd
and
April
ninth
of
2018.
Since
the
tentative
developer
designation
we
grow,
microgreens
has
presented
their
current
plans
to
the
community
at
a
community
meeting
in
June
of
2018.

have
provided
evidence
to
D&D
of
their
financial
feasibility
in
the
form
of
a
bank
loan
commitment,
as
well
as
letters
of
grant
awards
from
the
city
of
Boston
Community
Preservation
Act,
as
well
as
the
state
department
of
agricultural
resources.
They
have
submitted
a
final
and
approved
development
budget.
They
have
received
comprehensive
farm
review
from
the
Boston
Planning
and
Development
Agency
they've
received
approval
and
stamped
plans
from
the
Boston
Water
and
Sewer
Commission.

initiated
the
permitting
process
for
the
green
house
with
the
inspectional
Services
Department
and
they
have
initiated
a
cleanup
of
the
site
which
has
been
long
neglected.

vote
package
includes

comprehensive

adjacent

storm

a
heavily
wooded
and
overgrown
parcel.
The
parcels
have
been
in

and
E's
inventory
for
24
years.

like
to
point
out
that,
since
tentative
designation,
we
grow
microgreens
has
undertaken
a
massive
clean-up
on
the
site
under
license
from
D
and
D.
The
site
has
been
subject
to
a
long
period
of
neglect,
collecting
decades
of
trash,
dumped
construction,
debris
and
other
various
items
that
had
been
previously
hidden
under
the
decades
of
uncontrolled
growth.
We
grow.
Microgreens
took
up
this
cleanup
at
their
own
expense
and
at
their
own
risk,
often
relying
on
volunteer
labor
and
community
cleanup
days.
Important
to
note,
the
cleanup
was
not
limited
to
the
subject
site
that
we're
discussing
today.

They
cleaned
up
the
entire
area,
so
there's
additional
six
parcels
and
Deedee's
control
the
paper
Street,
as
well
as
the
Boston
water
storm
culvert,
which
is
of
special
importance
significance,
because
that
Culver
has
also
been
neglected
for
some
time,
and
this
neighborhood
has
been
experiencing
serious
flooding
issues.
So
the
hope
is
that
cleaning
maintaining
that
culvert
will
help
some
of
the
flooding
in
the
area.
The
vast
amount
of
cleared
vegetation
and
collected
debris
posed
a
challenge
for
removal
and
disposal.

Given
the
limited
resources
available
during
this
pre
development
time.
That
said,
the
site
has
been
kept
relatively
and
reasonably
clean.
While
this
cleanup
continues.
Although
inspectional
Services
Department
has
issued
a
few
citations
for
that
trash
remaining
on-site
once
the
site
is
conveyed,
we
grow
microgreens.
They
will
have
access
to
significant
funding,
as
well
as
their
general
contractor.
Who
has
the
resources
of
heavy
equipment
who
can
come
in
and
complete
the
clean-out
and
begin
to
development,
which
is
slated
to
begin
as
soon
as
possible?

Subject
to,
of
course,
a
favorable
vote
of
today,
the
project
has
the
support
of
the
State
Department
of
agricultural
resources,
councillor
McCarthy's
office,
the
mayor's
office
of
Neighborhood
Services,
the
mayor's
office
of
food
access,
several
closest
abutters
to
the
proposed
project,
as
well
as
residents
from
surrounding
neighborhoods,
who
are
familiar
with.
We
grow
microgreens
and
their
proposal
to
expand
into
this
neighborhood
for
full
transparency.

would
like

acknowledge
for
the
record
that
we
have
had
a
long
dialogue
with
a
neighborhood
resident
who
has
at
times
strongly
opposed
this
project,
there's
my
understanding
that
he
has
expressed
a
desire
to
speak
before
you
today.

know

that
will
happen.

believe,
for
the

You

a
copy
of
a
letter
that
was
forwarded
to
the
Commission,
so
you

understanding
of
his
concerns.

Multiple
times
we
have
come
to
agreement
and
resolved
the
concerns
expressed
meeting
with
the
Constituent,
both
in
our
offices
and
out
in
the
neighborhood
at
the
project
site.
Most
recently,
deputy
director
Donald
Wright
met
with
a
constituent
yesterday
to
again
relay
our
continued
commitment
to
work
with
him
and
his
neighbors
to
mitigate
any
impacts
of
this
development,
as
well
as
make
sure
that
this
development
is
of
the
best
that
it
can
be
for
him
and
his
neighbors.
In
summary,
if
the
public
facilities
Commission
votes
to
approve
this
request,
it
will
result
in
some
community
benefits.

will
return
seven
vacant
properties
and
deity's
inventory
for
24
years
back
to
productive
use
and
on
to
the
tax
rolls
it
will
preserve
35,000
square
feet
of
land
as
protected
open
space,
and
it
will
local
food
access.

small,
piles
well
organized
on
the

nothing
that

would
characterize

an
eyesore,

continue
with
their
site
cleanup.
If
it
were
something
that
we
felt
were
extraordinary
of
a
major
offense
and
we

been
receiving
multiple
complaints
from
multiple
parties.

department
could
go
out
there

clean
it

property
management
team
has
been
out
to
the
site
and
it's
been
nothing
of
their
concern.

been
not
identified
as
something
to
me
to
take
immediate
action
on
again
if
we
felt
that
and
if
folks
came
to
us
and
told
us
that
they
really
wanted
this
cleaned
up,
the
department
could
utilize
its
own
resources
to

this,

we
feel
it's
entirely
appropriate
to
allow
the
developer,
who
has
done
this
cleanup?

going

doing

significant
development
on
the
site

do
that
once
they
closed
on
this

project

lot

dissemination

misinformation
regarding
this

incredibly
unfortunate.

believe

ISD
tickets
that

reactions

to

would
argue
that
the
the
tickets
themselves

nonsense.

neighborhood
is
eager
to
welcome

new
neighbors.

urban
farm

changed

blighted,
forgotten
property

growing
living,

integral
part
of
our
community,
as
DND
knows

business

important

the
city
of
Boston

to
every
dollar

spend

local
business
stays
in
the

Boston,

that
stat
is

important,
especially

about
something
like

proponents
of

farmers

cleaning

proposals
was

29th,
2018
and
advertised
in
the
state

register

development
teams
applied
to
the
RFP
and
both
were
determined
to
meet
eligibility
criteria.

teams
presented
their
proposals
to
neighborhood
residents
at
a
community
meeting
on
June
4th
of
2018,
based
on

review
of
all
eligible
applications
against
the
RFP
evaluation
criteria.
We
recommend
the
tentative
Delavan
developer
designation
of
a
nominee
comprised
of
principals
from
the
common
Square
Neighborhood
Development
Corporation
and

to
yield
long-term
financial

the

be
able
to
avoid
the
future
costs
and
liabilities
associated

maintaining
these

estimated

annual
