I'm
here
to
answer
any
questions
you
may
have.
B
Before
I
read,
vote
number
five
I
make
a
disclosure
for
the
record
for
a
vote
number
five.
We
have
the
rule
of
necessity,
that's
applying
for
the
public
facilities
Commission
there.
In
order
for
there
to
be
a
quorum,
there
needs
to
be
two
commissioners
voting
chair,
Craven
is
absent
today
and
with
us
is
Commissioner
Irish
and
commissioner
Momo
Lee.
Commissioner
Irish
is
disclosed
for
the
record
of
residence
on
Angel
Street
in
Dorchester
and
concerning
vote
number
five.
There
has
been
no
discussion
with
Commissioner
Irish.
B
There
has
been
no
communication
with
him
outside
of
this
PFC
meeting
as
legal
counsel
for
the
public
facilities.
Commission
I
find
that
there
are
no
conflicts
of
interest
and
that
he's
able
to
partake
in
this
vote
out
of
the
rule
of
necessity
and
he's
able
to
engage
in
discussion
and
voting
thereon.
Now,
I'll
begin
to
read:
vote
number.
Five
phone
number
five
is
being
presented
by
Ryan
lundergan
he's
a
housing
development
officer
with
the
Neighborhood
Housing
Development
Division
of
D&D
phone
number.
B
Five
concerns
a
rescission
of
the
tentative
develop
our
designation
vote
of
December
13
2017
and
a
conveyance
vote
of
May
16
2008
een.
Two
Oxbow
urban
LLC.
This
concerns
vacant
land
located
at
twenty
one,
twenty
two,
twenty
eight
and
thirty,
seven
angel
Street
and
twelve
and
fourteen
Lawrence
Street
and
Dorchester.
The
purchase
price
had
been
proposed
at
six
hundred
dollars.
Again
this
is
a
rescission
vote
Ryan
if
you'd
present
the
vote
request.
Please
thank.
H
You,
my
name
is
Ryan
lender
again,
I'm
a
development
officer
for
the
development
requesting
to
rescind
the
tentative
developer,
designation
and
conveyance
votes
for
Oxbow
urban
at
the
parcels
located
on
angel
street
22,
28:37
angel
street
and
twelve
and
fourteen
Lauren
Street.
The
memo
before
you
includes
comprehensive
details
for
the
reasoning
of
pulling
the
tentative
developer,
designation
and
conveyance
of
these
for
this
developer.
H
At
the
point
of
conveyance
after
the
conveyance
vote,
there
was
an
increase
of
construction
costs
and
the
developer
in
turn
after
detailed
negotiations
and
trying
to
find
another
contractor,
unfortunately
had
to
step
away
from
the
project.
Therefore,
we're
requesting
to
pull
the
tenants
bail
for
a
destination
conveyance
vote
the,
if
approved
today,
to
pull
these
will
be
able
to
select
another
developer
on
the
project
and
to
hopefully
be
back
here
in
October,
to
move
forward
with
the
project.
H
We've
been
running
a
parallel
path
on
this
one
so
that
we
can
have
it
quickly.
We've
design
unit
to
work
with
some
of
the
designs
on
this
one
put
out
an
RFP
and
we
actually
had
a
community
meeting
last
night
that
went
really
well
to
introduce
a
preferred
developer.
So,
hopefully,
in
the
next
month,
we'll
prepare
for
our
coming
PFC
meeting.
We
anticipate
coming
back
in
in
October.
A
B
This
is
the
cart
before
the
horse
and
so
you're
coming
up
after
the
fact
and
it's
unclear
what
their
direct
questions
as
to
what
the
advertisement
dates
where
we
want
to
make
sure
that
moving
forward,
that
you've
got
compliance
with
national
law
capped
at
30,
B,
section
16,
so
that
that
had
not
been
disclosed
to
myself
as
legal
counsel
or
to
the
commissioners
before
now.
So
what
are
the
advertisement
dates
that
are
in
compliance
with
section
16,
I'm.
H
H
B
H
B
So
we
want
a
full
disclosure
to
the
Commission
as
to
what's
been
done
in
compliance
with
the
new
RFP,
and
we
want
that
reviewed
by
legal
counsel
for
D
and
D
and
through
the
law
department
as
well.
We'll
take
it
a
memo
that
will
go
to
the
PFC
secretary
and
be
submitted
to
the
commissioner.
So
it
can
become
part
of
today's
record
I'm.
G
B
Vote
number
six
is
also
being
presented
by
Ryan
lundergan.
This
concerns
a
rescission
of
the
tentative
developer,
designation
vote
of
November
15
2017
and
conveyance
vote
of
May
16
2008
teen,
2,
Oxbow
urban
LLC.
His
concerns
vacant
land
located
at
17
and
19
Helen
Street
115,
Wheatland,
Ave
242
to
244,
nor
Wall,
Street
and
unnumbered
parcel
on
nor
Wall
Street
and
78
Spencer
Street
in
Dorchester.
The
purchase
price
is
$600
Ryan.
If
you'd
present
your
vote
request.
Please
thank.
H
You
I'm
requesting
a
rescission
vote
for
the
tentative
developer,
designation
and
conveyance
vote
once
again
for
from
octavo
urban
on
the
parcels
listed
in
the
memo.
There's
a
detail
listing
here
for
the
reasons
of
pulling
the
the
tentative
developer,
designation
and
conveyance
of
this
one
again.
The
developer
was
unable
to
perform
the
tasks
here
because
of
the
price
increase
by
20%
for
construction
costs
and
the
developer
had
walked
away
from
the
project.
H
B
A
A
H
They
in
in
previous
packages,
they
had,
they
had
developed
in
the
neighborhood
homes,
initiative
close
to
20
homes,
and
they
had
a
good
track
record
and
that's
why
we
thought
if
we
were
to
work
on
these
two
packages
in
this
in
same
neighborhoods,
we
might
have
some
economy
of
scale
savings
here.
Unfortunately,
things
didn't
work
out
with
this
developer.
A
B
B
The
fact
that
were
before
the
Commission
today
with
the
public
record
of
a
disclosure
and
that
the
memorandum,
which
is
a
public
record,
indicates
that
there
is
a
walkaway
and
a
non-compliance
to
move
forward
that
this
deems
someone
in
the
future,
such
as
Oxbow
submitting
to
be
considered,
not
a
responsible
proposer
and
that's
one
of
the
elements
in
section
16.
So
that
is
what
I
hear
the
Commissioner
asking
for
for
a
thorough
review
in
compliance
with
section
16
for
any
future
recommendations
to
the
Commission
that
concerns
Oxbow
and
any
other
proposers
I'd.
B
H
B
Rescission
vote
so
I'll
note
for
the
record
that
vote
number
6
will
also
be
accompanied
with
a
memorandum
to
the
PFC
Secretary
to
be
delivered
to
the
commissioners
with
a
full
disclosure
as
to
the
advertising
requirements
for
the
property,
that's
in
question
and
that
such
be
done
in
compliance
with
Mass
General,
chapter
30b,
section
16
and
any
other
applicable
laws.
