In the South End, Mayor Walsh attends the launch ceremony of Inquilinos Boricuas en Accion (IBA)'s newly purchased West Newton/Rutland Apartments. IBA plans to renovate, finance, and preserve the apartments in order to convert this historic neighborhood into long-term affordable housing units by January 2021.
Founded in 1968, IBA is one of the nation's first community-based non-profits which independently develop affordable housing and community spaces. IBA has helped develop 14 housing developments with over 1,100 units.

very
similar
undertaking,
and

in
West,
Newton
Street,
this
effort
will
improve
and
preserve
a
hundred
and
forty-six
deeply
affordable
housing
units

residents
of
this
community
and
future
generations
of
folks
that
are
looking
for
deeply
affordable
housing
in
the
south,
and
so
it
is
a
huge
accomplishment.
Accomplishment
and
I
am
absolutely
delighted
to
be
here
today
to
finally
be
able
to
make
this
bring
this
transaction
to
fruition.

we

two
announcements
like
this

official
moving
forward.

exciting.
This
project
is
a
powerful
investment
for
the
South
End,
more
importantly,
a
powerful
investment
for
the
residence,
that's
really
where

power
comes
in
and
having
people
have
the
opportunity
to
live
in,
live
an
incredible
units
of
housing,
and
that's
that's
what
our
goal
is.

want
to
make
sure
we
want
to
keep
these
affordable
for
generations
to
come,
and
literally
this
morning
was
talking
about
the
challenges
facing
the
city
in
the
in
the
in
the
future,
and
you
know
we
have
there's
not
just
one
challenge.
You
know:
I
was
talking
to
the
senator
about
education.
That's
one
of
the
biggest
challenges
facing
us
in
the
future.

Housing
is
another
one
of
the
biggest
challenges
facing
us
in
the
future
and
I
think
you
can
prioritize
these
different
challenges,
but
they're
different
for
different
people,
and
if
people
don't
have
a
home,
they
don't
have
a
place
to
live
and
the
investments
that
will
make
me
in
the
schools
and
the
work
we're
doing
in
transportation.
The
work
we're
doing
in
different
areas.

If
they
don't
live
here,
if
they
can't
live
here,
then
those
investments
of
someone
else,
which
is
fine,
but
it
is
important
to
make
sure
we
keep
the
community
affordable
and
prevent
displacement
for
long-term
residents,
and
that's
something
that
that's
important.
This
project,
as
all
of
them,
will
create
jobs.
It
will
also
connect
residents
with
incredible
services
to
Eva.
Affordable
housing
is
what
our
neighborhoods
need
to
thrive.

We
have
to
use
right
now
in
Boston,
nearly
one
in
five
homes
I'm
in
Boston,
our
deed,
restrictive,
affordable
units
makes
Boston
a
national
leader
in
that
space.
But
we
also
working
with
the
legislature
who
passed
the
biggest
housing
bond
bill
in
the
history
of
Vaughn
Bills
last
session,
with
1.8
billion
dollars.
We're
working
with
the
administration
in
in
here
in
the
Commonwealth
to
work
on
more
opportunities
for
money
as
well
we'd
like
to
work
with
a
federal
delegation.

If
we
had
a
federal
partner,
what
the
numbers
could
look
like
even
more
than
what
we've
already
done
so
we're
gonna
continue
to
work
there,
but
we
have
great
partners
here
in
Massachusetts,
and
certainly
we
have
great
partners
here
in
Boston
like
the
Boston
Housing
Authority,
who
does
incredible
work
iniba.
The
VHA
is
one
of
the
largest
and
best
agencies
of
its
kind
in
the
United
States.
It's
not
just
me
saying
that
just
look
at
the
numbers
and
hear
what
other
people
are
saying.

It
serves
nearly
60,000
residents
in
63
housing
developments
and
13,000
residents
that
have
rental
vouchers
and
IVA
has
been
a
national
leader
in
community
preservation
for
the
last
50
years
and
we're
going
to
continue
to
move
forward.
Despite
what
happens
in
Washington,
despite
what
happens
hopefully
going
to
another
shutdown.
B
But
if
we
did
have
one
we're
working
with
Billy
and
the
housing
authority
to
see
these
13,000
in
its
families
that
live
in
public
in
voucher
housing
make
sure
that
you
find
it
and
make
sure
that
we
don't
mind
that
the
money
doesn't
run
out
and
we
don't
put
them
ever
asking
if
it
comes
to
that
point,
we're
going
to
figure
it
out
and
we're
gonna
work
with
the
legislature
with
the
governor's
office
to
move
forward.
But
it's
great
to
see
these
two
incredible
organizations
working
together
on
this
important
project.

It
will
also
improve
our
outdoor
green
space,
something
that
I
know
is
really
important,
particularly
when
you
live
in
in
the
city
of
Boston,
my
backyard
that
I
grew
up
in
we
right
here
was
my
backyard
and
my
father
decided
to
take
the
dirt
that
was
in
the
backyard
that
someday
might
have
had
grass
and
put
concrete
over
it.
So
our
green
space
was
a
row
of
flowers
and
living
in
the
city
is
complicated,
but
this
project
really
addresses
that
as
well.
This
project
goes
beyond
affordable
housing.

It's
going
to
create
a
hundred
hundred
construction
jobs
in
the
city.
It
will
support
businesses
owned
by
women,
people
of
color
in
Boston
residents,
and
we're
going
to
really
make
sure
that
we
continue
to
push
that
agenda
to
me.
We
move
forward.
It's
also
going
to
provide
residents
with
great
services
like
college,
prep
and
financial
coaching,
and
we're
seeing
some
success
in
in
doing
financial,
coaching
literacy,
coaching
for
people
to
understand
the
importance
of
building
credit
and
building
wealth
and
even
those
the
families.
A
lot
of
them
don't
make
a
lot
of
money.

Helping
them
understand
that
importance.
It
will
help
them
on
a
pathway
forward.
So
again,
I
want
to
thank
Vanessa
and
your
board
for
making
this
a
priority.

also
proud
of
this
project
will
restore
buildings
to
the
original
historic
historical
character.

will
have

lasting
impact
on
the
south

preservation

these

like
to
tell
it
the
big
numbers.

thousands
of
new
units
are
being
built
and
it's
much
sexier
to
talk
about
new
things
being
built.

I
really
want

commend
the

lack

probably
don't
value
their
own
lives
enough

different
choice

when

look
at
these.

after
pictures
and
I
see
the
difference
in
what
we're
communicating

residents

this
community
about
how
much
we
value
them
that
you
know
those
are
important
methods
of
communication
that
we
are
sending
out
to
residents
of
this
community
about
how
much
their
lives
are
worth
to
us
as
a
community
and
as
a
city
and
as
a
state.

But
it's
one
of
the
tools
in
our
toolbox
and
it
I
think,
is
a
really
important
tool
to
communicate
the
value
that
we
place
and
all
the
residents
of
this
community
and
I
think
it
will
have
a
ripple
effect
in
ways

never

able
to
measure
and
know
for
sure.
But
I
take
it
on
faith
that
this
work
is
so
important
in
nurturing
the
lives
and
the
sensibilities
and
the
value
of
life
and
the
joy
in
life
for
the
residents
of
this
community,

it
has
taken
incredible
team
to
do
that.

diversity
of

community

before

brought

communities,
it's

undeniable
when
it's
done,
and
so
the
fact
that
it's
expanding
in

neighborhood

could
only
be
a
champ.

know
that

I
really
just
want
to
have
it
a
couple
of
things
that
I
think
bill
spoke
to
the
mayor
spoke
to
as
well
and

know
when
I
take
care
of
a
patient,
whether
it's
a
gunshot,
a
heart
attack
or
a
stroke,
typically
a
pasta,
Medical
Center,
it's
always
related
to
what's
going
on
at
the
home

they

and
preserving,
affordable
housing.
We
really
do
mean
a
lot
to
me,
but
especially
at
the
community.

as
we
move
forward

development
of
the
project,

the
buildings

Weston
in
Brooklyn,
and
today
we're
here
seeing
that
vision
coming
to
fruition,

much

mentioned
earlier,
is
very
meaningful

Eva.
These
units
that
we
are
taking
over
and
developing
were
developed
by
Eva
in
1977.
This
was
a
turkey
development
that
Eva
did
for
the
VHA,
so
it
is
exciting
that
these
units
are
coming
now
full
circle
and
they're
coming
in
a
way
back
home
to
be
part
of
our
great
portfolio.

The
project
will
contribute
to
the
South
fence,
affordable
stock,
because
also
within
that
hundred
and
forty
six
units,
there
are
11
new
units
that
will
be
refurbished
and
brought
to
the
market.
So
it's
a
great
contribution
to
that
11,
more
units
of
new
housing
to
the
South
End,
the
rehab
and
renovations,
will
begin
in
a
few
weeks
and
will
address
important
capital
needs
at
the
property.
As
you
see
in
some
of
these
boards
is,
there's
a
rendition
of
what
we
hope
that
we
will
be
able
to
do
with
a
as
part
of
the
plan.

So
you
will
see
over
the
course
of
the
next
two
years:
extensive
exterior
masonry
repairs,
new
windows
at
the
roof,
dormer
level,
exterior
doors,
roofs,
new
HP's,
HVAC
equipment,
fire,
alarm
improvements,
accessible
Bram's,
sprinkler
systems
in
the
buildings,
and
the
list
goes
on.
In
addition,
we'll
be
two
upgrades
to
some
of
the
kitchen
and
bathrooms
in
the
units
of
the
property,
so
we're
very
excited.
This
is
Eva's
project
and
from
in
the
last
seven
or
eight
years,
but
more
recently,
since
we
merged
both
our
real
estate
development
arm
and
our
program
arm.

So,
reaching
to
this
point,
the
beginning
of
this
renovation
has
been
the
product
of
intensive
work,
intensive
effort,
a
huge
tremendous
team
and
the
hard
work
of
all
of
those
individuals
that
are
part
of
the
team.

BHA
as
bill
mentioned,
has
been
with
us
from
the
very
beginning
and
this
endeavor
and
we
have
been
working
hand
in
hand
from
the
beginning
when
we
got
the
call
in
December
of
2015
that
we
were
designated
developer.

I

like
also
to

VHA
