Description
The Boston Election Commission holds the City's Ballot Position Drawing of candidates' names for the Boston Municipal Election, to be held on November 2, 2021.
A
All
right,
so
we
have
a
couple
of
agendas
items
on
the
agenda
today.
The
first
item
is
the
certification
of
election
results
from
the
september
14th
preliminary
election,
as
well
as
the
recount
which
took
place
on
saturday,
sean.
B
B
A
Aye
all
opposed
the
board
will
move
to
certify
the
results,
as
submitted
by
head
registrar,
sabino
pomanti
for
the
september
14
preliminary
election.
So
we
are
going
to
immediately
move
to
the
ballot
position
drawing
for
the
november
election.
A
You
guys
all
ready
so
I'll
start
by
I'm
just
thanking
everyone
here
for
attending
the
ballot
position,
drawing
for
the
upcoming
election,
which
is
scheduled
for
tuesday
november
2nd.
I
guess
you've
all
had
an
introduction
to
all
of
my
board
members
here.
The
purpose
of
this
drawing
is
to
determine
the
order
in
which
the
candidates
names
will
appear
on
the
november
2nd
ballot,
and
everyone
here
should
have
received
the
list
of
candidates.
A
A
In
addition
to
the
list
of
candidates
for
each
office,
the
november
ballot
will
include
one
binding
ballot
question
which
will
appear
as
question
1
on
the
ballot
question
1
we'll
ask
voters:
shall
the
city
approve
the
charter
amendment
proposed
by
the
city
council
summarize
below
and
some
summary
of
the
proposed
charter
amendment?
The
proposed
amendment
to
the
boston
city
charter
would
change
the
city
of
boston's
budget
process
in
several
ways.
A
Under
the
proposed
amendment,
the
mayor
and
city
council
would
hold
budget
budgetary
powers
together
with
the
power
to
modify
and
amend
appropriation
orders,
as
is
the
case
now.
Under
the
amendment
will,
under
the
amendment
only
the
mayor
may
initially
submit
a
budget
or
appropriation
order.
Currently,
the
city
council
can
adopt
or
reject
a
budget
or
reduce
specific
line,
specific
items
in
the
budget
under
the
proposed
amendment,
the
city
council
would
have
the
ability
to
amend
the
budget
by
re,
reallocating
funds
among
existing
or
new
line
items.
A
The
total
amount
of
the
city
council's
amended
version
of
the
budget,
however,
could
not
exceed
the
total
amount
of
the
budget
proposed
by
the
mayor.
The
the
mayor
could
accept
or
reject
the
city
council's
version
of
the
budget
or
amend
any
line
item
in
the
city
council's
version
of
the
budget.
The
city
council
would
have
the
ability
to
override
the
mayor's
veto
or
amendments
by
a
two-thirds
vote.
A
The
proposed
amendment
also
requires
the
city
council
and
mayor
to
create,
by
ordinance
an
independent
office
of
precipitatory
budget
budgeting,
including
or
an
external
oversight
board
to
further
public
engagement
and
public
spending.
Under
the
proposed
amendment,
the
office
could
create
an
and
oversee
an
equitable
and
binding
decision-making
process
open
to
all
boston
residents.
The
structure
of
the
office
and
oversight
board
and
the
binding
decision
making
process
on
the
budget
would
be
described
in
the
future
ordinance
enacted
by
the
city
council
in
may.
A
The
ballot
will
also
include
two
non-binding
public
advisory
questions,
which
will
also
be
drawn
from
the
receptacle
to
determine
the
order
in
which
they
will
appear.
The
non-binding
questions
are
an
eversource
substation
in
east
boston,
which
will
ask
voters,
should
a
high
voltage
electric
substation
be
built
at
400,
condors
street
in
east
boston
along
the
chelsea
creek
near
homes,
parks,
playgrounds,
jet
fuel
storage
and
in
a
flood
flood
risk
area,
rather
than
in
a
nearby
alternative,
safe
and
secure
location
such
as
non-residential
massport
land
and
lo
at
logan
airport.
A
The
second
question
which
will
be
drawn
is
a
question,
a
question
for
the
school
committee
and
in
which
the
ways
in
which
we
would
elect
our
school
committee
should
the
current
appointed
school
committee
structure
be
changed
to
a
school
committee
elected
by
boston
by
the
residents
of
boston.
A
All
right,
you
guys
ready
all
right
for
the
office
of
mayor
asabi,
george
32
mayhew
street
district
3,
present
city
council
at
large.
