conducted
a
public
process

resulted
in
this
vote

Moh
held
community
meetings
in
january
2021
to
discuss
with
community
members
the
potential
uses
for
these
parcels
support
by
the
community,
and
the
betters
was
strong
for
continued
use
as
a
community
garden,
urban,
wild
and
pathway.

proposals,
requests
for
proposals
was
issued
on
september,
27,
2021
and
advertised
in
the
state,
central
register
and
the
boston
herald
one
development
team
applied
to
the
rfp
and
was
determined
to
meet
the
eligibility
criteria
based
on
community
feedback
and
moh
review
of
the
application
against
the
rfp
evaluation
criteria.
We
recommend
the
designation
of
the
cooper
center.
The
cooper
center
is
a
long-standing
community
institution
and
owns
multiple
abutting
parcels
on
two
sides,
including
two
community
gardens,
one
of
which
includes
part
of
one
of
the
parcels
in
question.

Acquisition
of
these
three
parcels
will
allow
them
to
add
safety
and
security
features,
make
improvements
to
the
pathway
permanently,
preserve
the
portion
of
one
parcel
that
is
in
use
as
a
community
garden
space
and
preserve
all

them

open

comprehensive

space

folded
into
this
housing

with
the
completion
of
the
affordable
housing
or
shortly
thereafter.

delays
experienced
by
urban
edge
stemming
from
the
kova

pandemic,
which
had
significant
impacts

budget

timeline

the

maximize
efficiency

was

on

of

designation
of
powerful
design
and
construction
llc
for

eight-month

company

meets
moh's
goal
of
diversity,

The
application
also
demonstrated
norfolk's
successful
track
record
of
new
construction
home
ownership
development

far
the
most
feasible
and
competitive
development
budget
of
all
of
the
respondents
and
strong
evidence
of
financing.

since
their
designation
in
2020
moh
and
the
norfolk
team
have
determined
that,
after
additional
community
engagement
and
consultation,
there
was
uncertainty
regarding
the
development
of
one
of
the
five
sites
included
in
the
rfp
located
at
42
georgia
street.
As
a
result,
the
developer
and
moh
determined
that
it
was
best
not
to
move
forward
with
development
of
that
particular
site
at
the
present
time.

Norfolk
design
and
construction
llc
has
also
presented
plans
for
the
remaining
four
development
sites
at
several
community
meetings
and
has
gained
the
support
of
neighborhood
associations
and
abutters
to
each
site.
Today's
vote
package
includes
a
comprehensive
memo
about
the
project
and
the
pfc
vote
request.

project

result
in
a
total
of
seven
new
units
consisting
of
one
single
family
home,
which
will
be
an
ownership
unit
and
three
two
family
homes,
each
of
which
will
include
one
ownership
unit

one
rental
unit.

homes

split

eighty
percent
and
one
hundred
percent
ami.

support
