joseph.
I
am
the
deputy
commissioner
of
isd.
It's
a
pleasure
to
see
you
all
here,
a
welcoming
a
variety
of
students
to
our
city
city
of
boston.
This
morning
I
had
this
chance
and
opportunity
to
speak
with
all
the
inspectors
that
go
to
various
neighborhoods,
where
all
those
students
are
congregated.
A
So
that's
what
they
almost
do
every
day,
but
today
we
want
that
to
be
a
little
different
because
of
guidelines
restrictions,
and
we
want
to
make
sure
that
and
all
the
everything's
that
they
do.
They
also
enforce
all
applicable
codes,
as
building
inspectors
are
here
to
check
the
exterior
buildings.

Housing
inspectors
also
are
here
to
make
sure
that
the
interior
of
buildings
are
safe.
With
respect
to
smoke.
Carbon
monoxide,
egresses
sanitary,
all
these
things
are
met,
so
the
student
can
be
safe
and
we
also
distribute
flyers.
So
in
case
the
students
feel
that
they're
not
comfortable.
They
have
issues,
they
can
call
our
city
or
agencies
to
address
to
help
them
address
these
issues
and
that's
what
we
did
this
morning
and
today
so
we're
here
and
to
for
the
mayor
to
welcome
them,
and
it's
a
pleasure
to
be
here
so
now.

Thank

So
this
is
an
exciting
time
for
the
kids
to
move
in
and
probably
an
anxious
time
for
the
parents.
So
one
thing
from
the
fire
department's
end:
we
want
to
make
sure
that
everybody
checks
their
smoke
detectors
when
they
move
in
make
sure
they're
working.

The
other
thing
is
smoking.
People
should
not
be
kids
should
not
be
smoking
indoors.
If
they're
smoking
on
the
porches
make
sure
that
they
have
proper
cans
to
throw
the
cigarette
butts
away,
and
the
other
thing
is
cooking.
Kids
aren't
very
good
at
cooking
when
they're
new
at
it.
So
statistics
show
that
cooking
fires
increase
dramatically
in
these
areas
of
the
city
where
the
kids
move
in,
so
they
should
be
careful
with
the
cooking.

that
units
are

city
is
clean
and
I'm
not
going

go

I
know
the
person
that
you
really
want
to
hear
from
today
is
our
fearless
leader.
Who's
been
leading
the
city
for
the
last
five
months
or
so
getting
everyone
vaccinated.

Ensuring
we
have
an
equitable
recovery,
and
today
is
a
part
of
our
economic
recovery,
welcoming
our
student
community
back
and
ensuring
that
it's
done
so
in
a
safe
way.
So,
with
no
further
ado,
I'd
like
to
introduce
our
mayor

Thank

I
want
to
thank
my
entire
team
for
being
here.
We
certainly
want
to
welcome
students
back
to
boston.
We
know.
Last
year
many
young
people
had
to
go
home
in
the
midst
of
the
pandemic
at
the
peak,
and
so
it
is
a
good
day
in
the
city
of
boston,
when
we
can
welcome
students
from
all
over
the
world
to
the
best
universities
in
the
world
to
the
best
city
in
the
world,
and
so
we
certainly
want
to
welcome
students.
We
need
our
students
to
be
safe.

We
need
to
make
sure
that
the
housing
that
they
are
moving
into
is
up
to
standard,
which
is
why
my
team
is
here
representation
from
the
fire
department
from
isd
to
make
sure
that
everything
is
up
to
code
and
where
there
are
challenges,
landlords
will
have
to
address
those
challenges.

We
cannot
have
anyone
in
our
city
living
in
substandard
housing
living
in
unsafe
conditions,
certainly
our
young
people
they
deserve,
as
they
seek
a
great
education
in
our
city
to
live
in
housing
that
meets
their
needs
and
the
residents
of
a
community
that
welcome
our
students
also
deserve
to
have
good
neighbors
in
our
young
people,
and
so
we
are
here
to
make
sure
that
that
happens.
Today
is
september
1st,
we
know
all
over
the
city
of
boston.
We
have
young
people
moving
in.

We
anticipate
50
000
additions
in
terms
of
residents
coming
into
the
city
of
boston,
which
is
why
we
continue
our
efforts
around
vaccine
distribution
and
making
sure
that
our
residents
are
getting
vaccinated.
We
have
70
percent
with
at
least
one
shot
in
the
arm.
We've
implemented
a
mass
mandate
for
indoors
in
all
places
that
are
open
to
the
public.

We
want
our
students
to
be
safe,
whether
they
are
at
home
in
their
housing,
whether
they
are
on
campus
or
whether
they
are
out
and
about,
and
so
grateful
again
to
members
of
my
team
for
being
here
to
make
sure
that
the
inspections
are
happening,
that
the
fire
detectors
and
smoked
the
smoke
detectors.

We
want
to
make
sure
that
our
young
people
are
are
welcomed
in
the
city
of
boston,
that
the
housing
that
they
live
in
is
good
housing
and
that
the
residents
in
the
community
that
they
live
are
all
feeling
good
about
having
our
students
come
back
into
our
city
after
such
a
difficult
year
and
a
half
dealing
with
covet
19..

I
don't
know
if
you,
I
know
you
probably
haven't
been
inside
that
apartment
there,
but
the
conditions
are
pretty
deplorable
and
we
were
just
touring
them
with
the
current
tenants.
Do
you
have
a
message
for
landlords
who
don't
hold
previous
tenants
accountable
and
you
know
don't
hold
themselves
accountable
and
clean
a
place
out.
I
mean
it's
pretty
bad
in
there.
No.

Substandard
conditions
for
anyone,
no
one
deserves
to
live
in
squalor,
and
it
is
up
to
our
property
owners
to
keep
their
property
up
to
code
up
to
standard,
and
certainly
the
previous
tenants
should
do
their
part
as
well,
for
I
have
not
been
inside,
so
I
can't
speak
to
what
is
inside,
but
this
is
why
we
have
the
team
here,
and
so
my
understanding
is
that
the
landlord
is
on
the
way
down,
but
we
will
not
tolerate
that
in
the
city
of
boston,
our
young
people
deserve
to
live
in
good
housing.

The
residents
who
live
in
this
neighborhood
deserve
to.
They
deserve
to
also
have
housing
here
that
is
meeting
the
standards.
We
don't
want
to
see
fires.
We
don't
want
to
see
rodents
all
of
those
create
issues
for
everyone,
not
just
an
individual
house,
but
everyone
on
the
street.
So
that
is
why
we
have
members
of
our
team
from
isd
here
from
the
fire
department
here
to
address
these
concerns.

Certainly,
landlords
have
the
control
and
power
to
do
that
now.
So,
if
they're
not
building
in
time
to
address
any
concerns
with
their
apartments,
then
that
is
a
problem
that
they
need
to
address,
and
we
can
certainly
look
at
this
from
a
systemic
standpoint,
but
the
leases
are
given
by
landlords
and
they
can
do
more
to
build
in
that
time.
Absolutely
mention.

Well,
the
good
news
over
the
last
three
weeks
as
we
followed
the
data
we
have
seen,
the
positivity
rate
remain
relatively
flat,
but
we
are
not
taking
our
foot
off
the
gas.
We
are
going
to
continue
to
do
everything
to
get
residents
vaccinated,
to
make
sure
that
the
mass
mandate
is.
Is
that
everyone
knows
about
it
that
everyone's
adhering
to
it?
D
We
have
to
do
everything
possible
to
keep
ourselves
safe,
so
it
was
a
proactive
step,
as
we
are
expecting
young
people,
not
just
in
our
colleges
and
universities,
but
young
people
coming
back
into
k-12
schools
as
well.
So
we
want
to
be
proactive,
but
the
good
news
is:
we've
continued
to
do
the
work
around
vaccine
access,
vaccine
education,
meeting
people
where
they
are
to
get
more
people
vaccinated
and
encouraging
mass
wearing
everywhere.

We
will
continue
to
follow
the
data
that
has
been
our
approach
from
the
very
beginning.
We
are
still
very
much
in
a
public
health
crisis
with
the
pandemic.
We
are
not
going
to
take
our
foot
off
the
gas
we're
going
to
follow
the
data
we're
going
to
let
the
data
inform
our
decisions
right
now.
We
have
a
mass
mandate
for
all
city
buildings,
all
spaces
indoors
that
are
open
to
the
public.

We
want
our
children
to
be
safe
as
they
come
back
into
k-12
education
and
they
will
be
massed
up
and
will
continue
to
drive
the
point
home
around
vaccines.
I
want
to
encourage
everyone
also
to
get
tested.
It
is
important
that
we
continue
to
test
to
understand
where
cases
are
coming
from,
so
that
we
can
do
everything
to
target
those
communities
with
the
life-saving
vaccine.

You
know
again,
I,
as
mayor,
understand
these
issues
from
a
deep
personal
perspective.
As
someone
who
has
experienced
housing
and
security,
we
know
that
covet
19
has
made
things
worse,
that
housing
affordability
was
a
crisis
before
the
pandemic.
The
the
pandemic
has
only
exacerbated
these
issues,
and
so,
while
I've
invested
in
50
million
dollars
in
rental
relief,
that
is
the
proactive
stance.

We
certainly
hope
that
we
can
help
landlords
and
tenants
resolve
any
issues
before
it
ever
gets
to
the
point
of
an
eviction,
but
with
the
courts
not
upholding
the
federal
moratorium
on
evictions,
it
was
really
important
to
act
at
the
local
level.
I
want
to
thank
my
entire
team,
certainly
my
chief
of
housing,
sheila
dillon,
for
the
good
work
that
we've
been
doing
on
the
housing
front
and
certainly
the
the
public
health
commission
for
their
work.
We
want
to
make
sure
that
we
are
keeping
boston
residents
in
boston.

Quick,
a
question
for
mike
yes,
so
in
in
this
case
of
the
house
behind
you,
you
know
the
mothers
saw
you
guys
and
came
over
to
inspectional
services
and
started
talking
to
them
right
away.
Is
that
something
that
you
encourage
homeowners
to
do
as
they're
walking
around
in
their
yellow
vests
and
everything.

Oh
yeah,
I
mean
this
morning.
We
had
a
big
talk
with
about
andrew
inspectors
at
10
10,
and
then
we
talked
about
what
they
have
to
do.
They've
been
doing
for
that's
their
duty
and
today,
to
be
a
little
more
proactive
where
the
students
are
going
to
be
gathered
and
that's
something
they're
going
to
be
looking
for.

Well,
with
respect
to
bed
bugs
we
have
the
owners,
our
inspectors.
Are
there
just
to
check
these
things?
The
owners
must
must
do
things
to
mitigate
this
problem
so
another
for
them
not
to
replicate
elsewhere
whenever
they
have
confined
them
there.
So
we
can
solve
the
problem
on
the
spot.
Talking
about.
A
Well,
so
the
city
always
discourage
them
to
pick
up
strats
on
the
streets,
that's
why
they
are
dumpsters.
They
are
autoitis
come
to
get
these
trash.
I
mean
people
are
not
otherwise
we're
not
helping
that
they're,
not
helping
the
cars,
and
we
discourage
people
to
pick
up
those
kind
of
stuff
on
the
tracks
because
they
have
all
sort
of
bugs
watches
bed
bugs
they
have
this
kind
of
stuff.
So
I
strongly
recommend
people
not
to
pick
up
anything
on
the
trash
when
they
sit
on
the
street.
