quarter
community
report
out
of
the
opec
commission.

many
of
you
know,
the
opat
office
itself
was
put
in
place
last
november
through
the
work
and
efforts
of
many
people
on
the
boston
police
task
force,
reform
task
force,
in
that
there
were
three
boards
commissions
and
panels
that
were
formed
as
a
result.
In
the
opat
office
there
is
the
civilian
review
board
the
internal
oversight
panel,
as
well
as
the
opec
commission.
That
includes
myself
and
the
honorable
judge.

Leslie
harris
who
is
here
with
me
today
and
part
of
that
responsibility
is
to
report
out
to
the
community
once
per
quarter,
and
that
is
what
we
are
doing
here
today.
So
we
have
a
series
of
things
that
we
need
to
report
out
to
you
all.
But
before
I
begin,
I
think
it's
important
for
us
to
go
through
a
little
bit
of
housekeeping
for
those
who
are
here
and
also,
more
importantly,
acknowledge
those
who
may
need
some
language
interpretation
services
today.

Part
of
what
we
need
to
report
out
to
you
is
how
many
complaints
that
we
have
received
in
opac.
Since
we
came
in
existence,
the
ordinance
went
into
effect
on
july
1st,
and
in
that
time
we
did
receive
one
complaint
and
that
complaint
was
an
abuse
of
power
complaint.
It
was
received
by
a
male
by
a
black
male
and
that
complaint
is
underway.

We
have
continued
to
look
at
that
complaint
and
work
with
bpd
on
that
complaint,
and
you
give
me
one
second,
I
apologize
just
looking
at
a
little
bit
more
information.
We
also
have
received
three
anonymous
letters
in
the
office.

One
alleged
misuse
of
police
overtime,
general
complaints
about
one
of
them
was
a
general
complaint
about
the
police
as
overall
and
another
one,
a
possible
use
of
force
complaint
that
we
just
received
this
week
that
we
have
begun
to
look
at
in
my
house
and
what
we
will
report
out
as
we
have
started
to
build
out
our
office
is
every
time
that
we
have
these
meetings.
We
will
identify
perfect
audience:
the
race,
the
ethnicity,
the
gender,
sexual
orientation,
if
known
and
the
age
of
the
complainant.

If
known
that,
that's
the
information
that
the
onus
does
require
us
to
report
out
and
for
anonymous
letters.
The
reason
why
I
decided
to
include
those
because
we
have
been
getting
those-
I
do
think
that
they
are
important.
They
do
provide
information
and
we
do
encourage
information
to
come
in
from
the
community
in
any
form
to
help
guide
the
work
that
we
are
doing
at
opat
in
the
office.

as
stated,
the
ordinance
took
effect
on
july
1st

I'm
happy
to
report
that
we
also
have
been
hiring
and
on.
This
call
now
are
three
key
members
of
my
staff
that
recently
joined
my
executive
assistant,
karen
alecantra
alicantara,
who
is
somewhere
in
the
background.
I
can't

everyone

is

chief

staff

who's
is
the
deputy
director
who
is.

heard
him
when
you're
doing

who
is
also
helping
run
the

also
have
job
descriptions
that
are
up
right
now
for
investigators,
and,
if
you
know
anyone
who's
looking

be
or
yourself
are
looking,
I
encourage

growing

be
looking

intake
workers
as
time
goes
on
and
hoping
to
have
a
permanent
home
by
the
end
of
this
month
that
we
will
happily
be
sharing
the
good
news
on
and,
as
I
stated,
we
do
have
a
website
now
our
email

also
last
week
you
may
have
heard
the
mayor
has
made
some
appointments
to
the
slovenia
review
board.
So
there
are
nine
appointees
in
total
on
the
slovenia
review
board,
four
of
which
was
appointed
last
week,
and
that
is
a
great
news
to
begin.
The
work
on
the
slovenian
review
board
and
also
judge
harris
was
appointed
to
serve
on
the
internal
affairs
oversight
panel,
rounding
out
the
five
members
that
serve
on
that
panel.

So
we
will
have
a
total
of
14
members
that
will
do
the
good
work
and
getting
some
good
trouble
to
better
serve
the
work
of
opat
in
our
community
and
that's
the
work
we'll
be
doing
going
forward.
In
the
time
that
I
have
been
the
executive
director.
What
we
have
been
doing
is
working
on
the
reforms
in
the
implementation
of
that
today,
the
boston
police
department
did
post
on
their
website.
A
Some
updates
that
they
were
working
on
they've
been
working
on
in
conjunction
with
the
mayor's
office
in
my
office
to
get
a
lot
of
the
work
that
we
needed
to
really
get
moving
on.
The
task
force
recommendations,
including
some
youth,
so
force
policies,
and
this
is
the
state
policies
as
well.
A
The
state
on
august
27th
held
a
hearing
on
some
regulations
on
the
use
of
false
policies,
not
the
city
that
included
crowd
control
at
mass
demonstrations
and
reporting
complaints
to
the
post,
that
the
city
of
boston
started
doing
as
well,
working
with
the
boston
police
to
make
sure
that
we
were
in
compliance
with
what
is
required
by
the
state
reforms.
Now,
as
well
as
the
recommendations
and,
what's
required
by
the
ordinance,
that's
a
lot
of
the
work
we've
been
focusing
on
and
also
what
we've
been
doing
locally.

They've
also
worked
to
with
their
retention
policy
so
that
they
actually
were
wearing
them
longer
than
what
they
were
wearing
them
prior.
When
they
first
started
to
institute
the
body
one
camera
program,
they
have
an
accountability,
transparency
website
and
dashboards.
There
were
seven
dashboards
that
were
introduced
in
early
june
that
are
currently
up
on
their
website.

There
are
a
lot
more
to
come
and
work
that
we
need
to
do
on
that,
though,
in
june
the
gang
database
policy
was
revised.
It
was
also
active
bystander
training
that
they
instituted.
We
are
actively
working
on
the
domestic
violence
and
sexual
assault
policy.
A
We
have
in
my
office,
really
worked
to
streamline
when
that
policy
would
actually
be
in
effect,
and
so
we're
looking
at
a
deadline
to
get
that
really
finalized
and,
in
effect,
in
the
next
couple
of
weeks,
so
that
we
can
roll
that
out.
There
was
a
new
section,
12
process
that
bpd
did
and
again
a
lot
of
these
reforms
in
a
more
comprehensive
update
of
what
bpd
has
been
doing
in
response
to
the
police.

are

their

transparency

and
you
can
find
that
at
boston.gov
news
to
get
more
information
about
that
stuff.
There
is
there's
a
lot
of
stuff.
That's
going
on
with
the
task
force
reforms
that
I
do
want
to
highlight.
There's
a
lot
of
work
that
we
still
have
to
do.
I,
in
the
five
months
that
I've
been
there.

will
say
that
there's
been
a
significant
amount
of
effort
from
my
office
in
the
mayor's
office
and
bpd
to
move
things
along,
and
I
want
to
make
sure
that
everyone
is
aware
that
we,
we
are
pushing
the
envelope
really
hard
and
fast
to
get
these
things
completed
and
that
they
are
actually
being
done
in
the
spirit
in
which
that
they
were
created
by
the
task
force
is
why
I'm
very
excited
to
have
judge
harris
on
the
eternal
oversight
panel.
I'm
I'm
excited
to
see
the
civilian
review
board
members
come
in.

It's
also
what
happened.
The
matrix
with
the
commissioner
is
looking
at
different
models
to
actually
start
looking
at.
Putting
that
in
place.
The
matrix
is
what
the
slovenia
review
board
will
look
at
for
discipline
and
recommendations
when
we
do
get
complaints,
I
will
also
say
in
the
next
few
weeks.
One
of
the
things
that
you
will
see
on
our
website
is
how
complaints
will
come
in
to
opec.

One
of
the
things
that
I'm
very
proud
of
is
that
our
office
will
take
complaints.
We
will
be
able
to
have
a
way
for
you
to
file
complaints
online.
You
can
walk
in
and
do
complaints.
You
can
also
mail
and
complain.
So
all
those
options
will
be
available
to
the
public
soon
and
because
we
are
hiring
investigators.

complaints
will
be
investigated
by
opac
staff
and
we're
looking
forward
to
being
a
another
avenue
for
our
community
to
engage
and
help
us
really
do
the
work
that
the
task
force
recommendations
really
set
for
in
the
spirit
of
their
work,
to
get
this
work
done.

all

would

originally
the

board

moved

are
not

mayor
did

press
release
last
week
and

michelle

has

the

was

transition
period
before

those

got
into
their
thing

the

oftentimes

city

a
guy
who
is
pretty
intuitive,
didn't
see
these
right
and
as
what
just
happened

this
very
meeting

while
the
city
is
saying
these
things
are
out
there
there's
some
sort
of
breakdown
with
the
public,

to
do
a
better,
a
better
job,
because
to
this
day
I
don't
believe
people
know
that
the
opat
exists.
They
definitely
don't
know
that
there's
a
civilian
review
board.

staffing

not
up
which
we
had
hoped
it
would
be
at
a
quicker
pace,
then
I'm
concerned
about
investigations
that
may
be
done
without
an
investigative
staff
and
then
also
too
understanding
that
the
the
opat
the
office,

crb

I
you
know,
have
very
different
and
distinct
missions
and
functions
and
a
degree
of
separation,
and
I
just
hope
that
the
public
is
clear
with
that
as
well.

board
are
the
boards

will
see
complaints
that
come

office

ones
who
will
get
the
complaints
and
make
recommendations
for
discipline
of
those
complaints
about
police
officers.

that
happened
by

police
that
are
just
automatically
reviewed
by
the
iop
and
those
are
reviewed
by
the
eternal
affairs
oversight
panel.
The
old
pac
commission
are
when
we
hear
when
you've
heard
on
the
news
that
this
subpoena
power-
this
is
where
the
subpoena
power
lies.
It
lies
in
the
opec
commission
and
that
is
made
of.
We
also
do
the
regulations
of
the
the
opec
staff
they
command.
What
my
office
does
and
they
they
figure
out
where
things
go,
so
complaints
will
not
be
listed
somewhere
gin.

see,
because
there
is
some
privacy
to
those
things.
Witness
information
is
protected,
and
so
they
they
won't
be
listed.
The
information
that
I
laid
out
earlier
today
who
the
comp
you
know
the
complainant
information
is
what
is
we
we're
required
to
report
out,
but
you
can
imagine
there
are
populations
of
people
who
have
never
gone
to
the
police
because
populations
of
people
that
I've
in
communities
I
belong
to
that
have
never
gone
to
the
police
because
they
did
not
feel
comfortable
going
to
the
police.
To
complain
about
the
police.

Oppat
is
a
place
where
they
can
safely
come
to
the
police
and
feel
that
they
can
safely
come
to
the
police.
So
we
will
not
be
posting
complaints
or
witness
information
online
because
they
should
feel
safe
coming
here,
and
that
does
not
mean
that
we're
trying
to
collect
protect
police
officers.
It
means
that
we
are
protecting
the
people
who
are
complaining
about
what
happened
to
complainants,
who
are
who
are
stating
not
complaining
who's,
saying
what
happened
to
them.

to

officers,
their
information
in
the
internal
affairs
oversight
panel
will
come
out.

hire

total

four.

are
looking

policies
about
facial
recognition,
specifically
for
the
police
department
and
or
drones.

year
the
boston
city
council
and
the
mayor
than
mayor
law
signed
banning
facial
recognition,
software
in
the
city
of
boston
last
june,
so
that
was
banned
last
year.

wondering
if
we're

rely
on
bp
bpd
to
give
the
board
all
the
evidence
so
well.
The
board
actually
gather
the
evidence
themselves
and
go
talk
to
witnesses.

own

only
thing
that
we
would
be
looking
for
from
bpd
would
be
any
records
about
the
officer
themselves
and
producing
the
officer
themselves,
any
and
interviews
that
we
need
to
do
with
the
officer.

camera
compliance
and
if
you
get
any
complaints
about
officers,
not
turning

their
body
cameras
is
that
something
you
guys

be
looking
into,

you
guys

there
anyone

discipline

of
the
officers
for
not
using
their
body
cameras?
Are
you
know,
pressing
record.

we
have
not
received
any,
but
yes
any
complaint
that
comes
in,
we
will
look
at,
but
we
have
not
received
any
complaints
about
it.
I
know
one
of
the
issues
that
they
were
having
is
there
were
a
couple
of
complaints.
Is
one
was
a
battery
life
in
that
if
they
worked
overtime
or
took
it
was,
I
think
it
was
a
different
shift
or
something
that
they
did
not
have
a
camera.
So
they
did
do
a
second
rollout
of
the
body.

One
cameras
that
allowed
the
cameras
to
have
they
to
do
a
different
to
get
a
second
battery.
So
now
they
do
have
the
ability
to
have
them
on
longer,
but
we
would
investigate
those
and
they
would
be
a
complaint
that
would
come
in
if
someone
filed
a
complaint
or
if
there
was
a
policy.
One
of
the
things
I
do
want
to
stress
is
that
I
am
a
person
who
believes
that
there
should
be
policy
and
procedure.

it's
not
enough
for
me
to
just
say
that
there's
a
policy
to
have
body-worn
cameras
that
should
also
actually
be
a
procedure
that
goes
with
it.
