about
what
we

we
discussed
earlier.

communication
about
the
impending
actions
of
any
known
groups.
We
continue
to
monitor
the
situation
and
to
work
closely
with
community
members.
Most
of
all,
we
want
to
ensure
that
community
members
are
empowered
in
communicating
anything
that
you
may
see
or
hear
or
read
about
on
social
media
to
to
please
err
on
the
side
of
reaching
out
to
local
public
safety
officials,
so
that
we
can
have
the
most
information
at
hand
and
we'll
continue
to
work
in
partnership
with
community
members
as
we
strategize
and
plan
and
coordinate
to
respond
to
not
one-off
incidents.

Secondly,
we
wanted
them
to
know
that
we
understand
the
climate
is
really
scary
in
this
moment
to
a
lot
of
impacted
communities.

We
see
nationwide
what
we
saw
with
jalen
walker
in
ohio
and
robert
crimo
in
highland
park
illinois,
in
the
backdrop
of
what
we're
experiencing
here
in
boston,
where
we've
had
three
separate
and
distinct
instances
over
the
last
few
months
involving
hate
groups
where,
whether
back
on
january
22nd
of
2022,
the
individuals
that
approximately
two
dozen
of
them
at
brigham
and
women's
hospital
with
banners
that
brigham
and
women
hospital
kills
whites
and
other
you
know
espoused
ideologies.

Hate
does
not
have
a
place
in
boston
or
massachusetts,
and
I'm
proud
that
we
were
here
today
not
only
with
the
district
attorney's
office,
the
attorney
general's
office,
but
the
u.s
attorney's
office,
as
well
as
state
police,
boston,
police,
transit,
police,
the
fbi
and
several
others.
So
we
are
working
hard
to
make
sure
that
if
there
are
any
federal
charges
we
can
bring
or
if
there
are
any
state
charges
that
can
be
brought,
we
will
be
looking
at
this.
We
don't
want
to
wait
until
there's
violence.

Not
be
aware
of
the
presence
of
these
individuals,
that
is
to
say
that
their
decision
to
march
carry
on
large
block
traffic,
but
in
downtown
austin.
What
what
is
its
work?
Do
you
assure
the
public
that
they
have
safe,
when,
in
fact,
these
individuals
have
been
basically
at
a
moment's
notice,
decide
to
march
in
boston
and
no
one
seems
to
know
that
what
was
the
role
of
rick
and
the
jttf
that
confidence?

Sure
so
and,
commissioner,
if
you
want
to
come
up
and
talk
as
well,
some
of
the
information,
sir,
that
we
have
with
federal
state
and
local
law
enforcement
partners
or
partners,
is
not
going
to
be
made
public
right
now.
But
to
your
point,
what
should
not
instill
confidence
is,
if
you
feel,
as
if
you
know
more
than
members
of
law
enforcement
do
here.
It
is
my
understanding
and
I
have
been
briefed
by
not
only
the
fbi
but
also
the
boston
police.

Yes,
we
are
looking
at
and
we
had
a
lot
of
pointed
questions
and
we
should
as
to
if
this
were
black
lives
matter
protest.
Would
the
response
have
been
different
than
this
white
supremacist
group
and,
and
I
believe,
the
boston
police
responded
to
those
questions
internally.
But
if,
if
somebody
from
the
fbi
or
the
boston
police
wants
to
come
up
and
explain
with
respect
to
the
jttf
and
brick
response,
they
can.
A
The
individuals
who
were
involved
with
the
assault
of
mr
morrell
need
to
be
prosecuted
within
the
fullest
extent
of
the
law.
There's
an
ongoing
investigation
by
the
civil
rights
unit
and
gathering
information.
The
difficulty
of
the
the
sort
of
intentionality
of
the
masks
to
shield
identity
has
been
a
hurdle
there,
but
there's
much
footage,
that's
being
reviewed
so
that
that
follow-up
can
take
place
the
once
any
people
are
within
the
city
boundaries
and
within
the
jurisdiction
of
the
boston
police.

That
is
when
the
local
law
enforcement
efforts
kick
in
and
to
have
the
plans
in
place
for
how
we
are
going
to
approach
groups
and
monitor
them
and
ensure
public
safety
when
they're
physically.
Here
we
rely
on
our
partners
at
other
levels,
especially
at
the
federal
level,
for
any
intelligence
on
national
groups
and
where
they
may
be
moving.
I
have
learned
moving
around
the
country.

I
have
learned
a
tremendous
amount
in
just
the
last
couple
days
here
about
the
clear
distinction
between
how
our
law
treats
terrorist
groups
outside
this
country
and
domestic
terrorist
groups,
and
that
distinction
relies
very
heavily
on
the
first
amendment
as
a
shield
in
many
cases,
and
so
there
has
not
been
from
right
from
my
understanding
ongoing
surveillance
of
groups
with
a
certain
ideology
short
of
before
they
reached
the
threshold
of
a
threat
or
intent
to
incite
or
commit
violence.

So
speaking
for
the
jttf
like
to
answer
your
question
on,
that
is
one
one
item
that
we
spent
quite
a
bit
of
time.
Talking
about
in
the
meeting
today
was
a
very
clear
definition
and
distinction
of
what
the
federal
government
can
and
cannot
do
when
it
comes
to
domestic
terrorism
investigations,
and
so
two
of
the
main
elements
are
that
we
cannot
track
or
monitor
domestic
groups
or
police
ideology.

There
has
to
be
certain
elements
that
are
met
for
us
to
even
open
up
an
active
investigation,
and
that
is
the
existence
of
a
potential
federal
crime,
the
threat
or
use
of
force
or
violence
in
conjunction
with
some
sort
of
a
social
or
political
agenda.
So
that
is
the
threshold
at
the
federal
level
that
would
need
to
be
met
for
us
to
actually
engage
in
the
opening
of
an
active
investigation.

clarify
one
thing:
a
liar:
I'm
not

you

me,
I'm
not
a
liar
okay.
So
so
what
what
I
will
say
is
my
understanding
is
in
boston.
They
did
not
witness
it
in
terms
of
the
investigation.
Obviously,
there's
a
lot
of
video.
That's
been
recovered
and
again
I
mentioned
it
inside
this
meeting.

There's
a
lot
of
detectives
assigned
to
that
in
an
effort
to
identify
those
individuals
involved
in
this
assault.
If
we're
able
to
make
identifications
you
know,
people's
faces
are
visible.
We
have
mechanisms,
you
know,
try
to
identify
those
people,
whether
they're
out
of
state
or
their
local
people.
There
will
be
charges
abroad.

Last
question
was
at
least
someone
shouting
over
here
and
then
and
then
after
that,
I
will
make
myself
available
afterwards,
but
so
this
whole
group
doesn't
have
to
continue
standing
here.

So,
regarding
the
spreading
of
propaganda
once
again
very
definitively
on
the
federal
level,
perhaps
there
has
to
be
the
existence
of
a
federal
crime
and
a
threat
or
use
of
force
in
conjunction
with
a
social
or
political
agenda.
Now,
as
far
as
propaganda,
it
depends
on
what
isn't
what
what
that
propagand,
what
that
propaganda
entails.

So,
in
many
cases,
even
ignorant,
vile
or
repugnant
hate
speech
can
be
at
times
covered
by
the
first
amendment
if
it
rises
to
a
level
where
there
is
a
threat
or
use
of
force
or
violence.
That
is
where
we
can
and
have
gotten
involved
in
initiated
investigations
has.

Well,
as
you've
heard,
this
is
an
active
and
ongoing
investigation.
We
are
obviously
coordinating
fully
with
the
boston
pd,
as
the
united
states
attorney's
office
is
with
the
district
attorney's
office
and
as
the
facts
and
the
evidence
come
to
bear
we'll
see
where
we
are
with
it
and
what
decisions
are
made
at
that
time.
