the
name
of
the
department
and

one
motivation.
The
name
has
become
obsolete
over
the
years
and
it
is
confusing
to
the
general
public
at
one
time.
Many
years
ago
the
vast
majority
of
our
activities
was
about
development,
development
of
housing,
development
of
community
gardens
and
even
way
back
schools
and
other
public
buildings.

Since
then,
we
have
taken
on
as
as
the
city
of
boston's
needs,
have
changed
more
and
more
activities
that
really
don't
have
anything
to
do
with
development.
For
example,
we
oversee
the
housing
of
our
homeless,
individuals
and
families.
We
oversee
all
of
our
home
ownership
programs.
We
help
people,
buy
homes,
fix
up
their
homes
and
avoid
foreclosure.

do
senior
home
repair,
we
do
real
estate
management,
so
we
have
and-
and
it
continues
and
we
did
create
under
the
last
administration,
the
office
of
housing,
stability,
where
we
helped
renters,
maintain
their
tenancies
and
stay
in

their
apartments
by
helping
them
pay,
rent,
get
legal
services,
work
out
conflicts
with
their
landlords,
so
we're
really
much
more
about
housing.
Development
remains
a
very
important
piece
of
what
we
do,
but
we
are.

mayor
thought
it
was
best
to
change
the
name

why

executive
order

submitted

months

I
filed
a
petition

court
to
deregister
a
parcel
of
real
estate
that
we
were
selling.

deregistering
because,
in
terms
of
development,
working
with
the
plans
unit
of
the
land
court

registered
land
there's
a
significant
backlog
in
hinders
development,
so
the
developer
asked
if
we
would
be
willing
to
deregister
the
land
and
we

course
agreed
in
that
process.

presented
the
petition

to
the
land
court,
which
was
reviewed
by
the
chief
title
examiner,
as
well
as
by
one
of
the
judges.

they
do

the
dorchester
section
of
boston.
These
parcels
are
offered
under
the
mayor's
neighborhood
homes
initiative.

moh
conducted
an
extensive
public
process
that
resulted
in
this
vote
request.
Community
meetings
were
held
in
july
of
2020
and
again
in
march
of
2021
to
discuss
the
development
of
the
parcels.
Our
request
for
proposals
was
issued
on
october,
4th
of
2021
and
advertised
in
the
state
central
register
and
the
boston
herald.

the
preferred
developer,
norfolk
was
invited
to
a
virtual
community
meeting
on
january
25th
of
this
year
to
present
their
proposal
and
were
met
with
positive
reception
based
on
community
feedback
and
dnd
review
of
all
eligible
applications
against
the
rfp
evaluation
criteria.
We
recommend
that
norfolk
design
and
construction
llc
be
tentatively
designated.

summary,

pfc

it

result

following
public
benefits:

creation
of
eight
total
new,
affordable
home
ownership
units,
which
will
be
deed,
restricted
and
remain
affordable
for
50
years.

project
will
also
revitalize
five
parcels
of
underutilized
vacant
land
in
the
neighborhood.

have
also
been
in
the
city's
inventory
from
35
to
4
years,
but
mostly
over
30
years,
and
the
project
is
expected
to
create
22
628
construction
hours
to
generate
jobs
among
the
building
trades.
The
sale
of
the
five
parcels
will
also
be
expected
to
yield
long-term
financial
benefits.
By
removing
the
parcels
from
the
inventory,
the
city
will
be
able
to
avoid
future
costs
and
liabilities
associated
with
maintaining
these
properties.

stands
to
save
an
estimated
6000
in
operational
costs
by
passing
on
responsibility
for
property
maintenance
to
norfolk.
In
addition,
by
returning
these
properties
to
the
tax
rolls,
the
city
can
expect
to
recoup

revenue.
