E
Thank
you
t
good
morning,
commissioners,
I'm
here
to
request
pfc
approval
for
the
transfer
of
15
parcels
of
vacant
wooded
land
located
on
colorado,
alabama
and
kennebec
streets
in
matapan
to
the
care,
custody
management,
control
of
the
boston
conservation
commission
from
the
department
of
neighborhood
development.
E
Subject:
parcels
totally
total
approximately
eighty
thousand
square
feet
in
size
and
are
located
within
the
madden
hunt,
woods,
urban,
wild
and
adjacent
to
land.
Currently
in
the
custody
of
the
conservation,
commission,
boston
concert,
conservation,
commission
and
park
staff
have
evaluated
the
subject
parcels
and
recommended
their
permanent
preservation
and
inclusion
in
the
mata
woods
urban
wild
under
conservation,
commission
care
and
custody.
E
E
First
is
a
map
depicting
the
parcels
you
can
see
the
parcels
to
the
southwest
are
currently
under
the
boston
conservation
commission
custody,
including
surrounding
that
sort
of
outlaw
outlying
parcel
to
the
south,
and
the
second
is
an
aerial
photograph
of
the
area
showing
the
matahun
woods
in
context
with
the
surrounding
neighborhood.

C
Vote
number
one
is
hereby
approved.
Vote
number
two
is
being
presented
by
john
furrier
back
senior
development
officer
for
the
neighborhood
housing
development
division
on
behalf
of
kirsten
studio
vote.
2
is
a
request
for
the
interest
city
transfer
of
the
care
custody
management,
control
of
vacant
land
located
at
unnumbered
parcel
hamlet
street
and
18
hamlet
street,
in
dorchester
from
the
boston
transportation
department
to
the
navy
department
of
neighborhood
development.
F
F
This
is
a
request
for
an
intergovernmental
transfer
of
the
two
parcels
that
were
outlined
by
tt,
specifically
16
hamlet
street
and
another
identified
parcel
on
hamlet
street
totaling,
35
720
square
feet,
an
intergovernmental
transfer
from
boston
transportation
department
to
the
department
of
neighborhood
development,
and
it's
noteworthy
that
it's
a
result
of
approximately
two
years,
certainly
going
back
into
2019
in
pre-pandemic
intensive
planning
between
dnd
and
double
street
neighborhood
initiative,
office
of
economic
development,
arts
and
culture,
library
in
boston
transportation,
department
and
the
effort
was
really
to
assess
parcels
in
and
around
uppam's
corner,
to
determine
what
opportunities
exist
to
create
affordable
housing
as
well
as
affordable
commercial
space.
F
The
epd
off
street
parking
facilities
board
approve
the
transfer
in
early
january
and
then,
as
of
record,
we
do
have
a
letter
requesting
transfer
transfer
the
parcel
from
bpd,
and
we
have
a
similar
letter
from
the
director
and
chief
of
dnd
both
dated
january
25th.
F
If
this
is
approved,
dnd
is
in
the
process
of
getting
a
surplus
vote
at
the
council,
and
then
we
would
move
as
quickly
as
possible
to
issue
a
request
for
proposals.
F
There's
two
slides,
I
believe
we
have
for
the
site.
One
shows
the
the
locus
map,
as
you
can
see,
is
right
outside
of
optum's
corner
coming
down,
dudley,
take
a
left
and
turn
off
dudley
and
you
have
the
parking
right
there
and
then
the
second
is
just
for,
like
a
street
context,
existing
conditions
street
view.
D
No
questions
thanks
john
make
a
motion
that
we
approve.
Second,
all
in
favor,
aye,
aye,.
C
Thank
you
phone
number
two
is
hereby
approved
before
I
read
vote
number
three.
I
would
like
to
note
for
the
record,
because
commissioner
irish
maintains
a
residence
on
angel
street
in
dorchester.
He
has
provided
a
signed
disclosure
in
order
to
spell
any
perception
of
a
conflict
of
interest
in
his
disclosure
notice.
Commissioner
irish
indicates
that
he
maintains
a
residence
on
angel
street
in
dorchester.
C
He
has
no
involvement
in
the
matter
noted
in
the
vote
request,
nor
received
any
request
to
vote
in
a
particular
fashion.
The
rule
of
necessity
applies
in
this
case,
as
two
commissioners
are
needed
to
constitute
a
quorum
for
voting.
Therefore,
the
two
commissioners
present
are
deemed
fit
available
to
hear
the
vote,
discuss
and
make
a
determination
of
the
same
commissioner.
Irish,
do
you
have
anything
further
to
add
for
the
record.
C
Thank
you
vote
number
three
is
being
presented
by
ann
conway.
She
is
the
housing
development
officer
for
the
neighborhood
housing
development
division.
Vault
3
is
a
request
for
amendment
to
the
vote
of
december
18
2019
to
extend
the
tentative
designation
and
intent
to
sell
period
from
12
to
18
months
to
the
boston
partnership
for
community
reinvestment
llc.
G
This
was
after
reviewing
the
neighborhood
homes,
initiative
and
development
and
design
criteria
at
a
community
meeting
in
november
of
2017.
dnd
advertised,
the
rfp
in
the
state,
central
register
city
record
and
the
boston
herald
per
chapter
30b
requirements,
three
applications
were
received.
Dnd
then
held
a
community
meeting
in
august
of
2019
to
review
the
preferred
developer,
based
on
dnd's
recommendation,
pfc
approved
the
tentative
developer
designation
of
bpcr
llc
on
december
18th
of
2019.
G
We
are
here
requesting
a
six-month
extension
of
the
developer
designation
to
allow
additional
time
for
the
development
team
to
finalize
financing
and
permits.
While
there
have
been
project
delays
due
to
covid,
the
team
has
accomplished
important
tasks
such
as
improving
the
building
design
and
response
to
dnd
and
community
design
comments
received
zoning
board
of
appeals,
approval
and
have
applied
for
all
permits.
