From YouTube: Public Improvement Commission Hearings 1-27-22
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

Marisa

madam
chair,
I
know
you
have
a
busy
agenda.
This
was
on
for
new
business
two
weeks
ago.
H
I'm
happy
to
go
through
the
background
on
the
project
again
or
we
could
just
get
right
into
the
to
the
agent
to
the
the
petitions.
If
you'd
like.
H
H
Absolutely
okay,
so
anthony
I'll.
Let
you
jump
right
into
the
first
on
the
pedestrian
eastman
petition.
I
So
as
as
we
discussed
two
weeks
ago,
this
pedestrian
easement
will
provide.
J
I
I
All
right,
sorry
about
that,
so
here's
the
pedestrian
and
it's
about
350
square
feet.
It's
five
feet
wide
and
should
provide
a
six
and
a
half
six
and
a
half
foot
wide
clear
state
along
the
frontage
of
the
problem.
B
A
Hearing,
none
I'll
entertain
a
motion
on
public
hearing
item

one.
If
I
make.
I
Thank
you,
and
you
can
see
here
the
specific
repair
plan-
and
I
think
this
mentioned
be
prior.
There's
a
six
and
a
half
foot
wide
clear
space
along
the
front
edge
of
the
building
and
we're
providing
tree
planters
that
are
biking
wine
with
some
permeable
pavers,
a
sidewalk
fixtures
and
bike
racks
and
the
existing
curb
cut.
That's
servicing
the
building
right
now
will
be
reduced
to
four
feet
wide
to
accommodate
a
driveway
for
the
garage
underneath
the
building.
D
I
Yes,
you
had
requested
that
we
provide
a
barrier
along
the
a
roof
area
which
we
have
along
the
catch
basin
structure.
That's
over
here,
so
there
will
be
a
root
barrier.

K
Good
morning
mark
wickstead
with
baller
representing
the
owner,
I
guess,
as
the
last
hearing
went,
would
you
like
me
to
review
the
whole
project
again
or
just
cut
to
the
I.
A
Mean
you
can
give
us
the
the
you
know
the
quick
overview
of
the
project,
but
just
I
think,
present
the
plans.
Okay,
anything
that
might
have
been
outstanding.
K
So
here's
kind
of
an
overview
of
the
project.
The
project
is
on
the.
K
K
The
streetscape
along
hampden
street,
the
building
you
know
is,
is
really
a
great
looking
building
and
really
going
to
activate
hampton
street.
We
are
including
a
blue
bike
station
on
melania
cass
we're,
including
a
10
foot
wide
sidewalk
on
hampton
street,
with
the
pedestrian
easement,
which
we'll
see
we
have
located
our
loading
interior
to
the
site,
and
it
will
be
very
hidden
from
public
view
and
we're
meeting
all
the
requirements
on
electrification
and
pv
and
doing
solar
on
the
building.
K
K
There
was
one
active
business
when
the
project
when
the
site
was
was
purchased,
this
one
scrap
metal
yard
and
then
the
rest
of
the
buildings
had
been
vacant
for
a
while.
This
is
looking
on
hampton
street
towards
the
buildings.
K
This
is
a
rendered
site
plan.
Again
this
is
melania
cass
hampton
street.
This
is
a
future
development
parcel.
This
is
a
shared
driveway
intended
to
to
serve
both
the
fw
web
building
and
the
future
parcel.
I
should
say
that
the
the
driveway
will
be
co-owned
by
both
both
entities
and
there's
an
easement.
An
easement
will
be
in
place
so
that
both
entities
can
use
the
driveway.
K
K
The
up
second
driveway
is
for
public
parking.
This
space
here
on
the
first
floor
is
a
self,
a
self
service
generally
for
plumbing
contractors
where
they
would
come
in
with
you,
know
larger
vehicles
and
pick
up
the
supplies
they
need
for
the
day
and
then
leave.
So
this
is
a
pretty
active
space
a
couple
times
a
day
with
a
lot
of
comings
and
goings,
and
then
on
the
second
floor.
K
Here
is
a
showroom
where
you
and
I
might
go
and
look
at
bathtubs
and
faucets,
and
that
sort
of
thing
so
kind
of
a
lot
of
different
uses
on
this
property
and
then
in
the
back.
Here
is
a
storage
yard
for
products
that
don't
fit
inside
the
warehouse,
long
lengths
of
pipe
tanks.
Things
like
that
this
is
just
some
renderings
of
or
some
some
photos
of,
similar
type
landscape.
K
I
think
this
shows
the
building
very
well
again.
This
is
the
kind
of
public
parking
area,
storage
yard.
This
is
how
you
would
get
into
the
self-service
plumbing
area.
Second
floor,
the
frank
webb
showroom,
and
then
this
is
the
warehouse.
We've
got
a
lot
of
glass
along
the
front
of
the
of
the
retail
areas.
K
We've
got
a
mural
on
the
large
warehouse
space
to
break
that
up
some
signage,
and
then
we've
got
all
of
our
our
street
trees,
plus
our
our
you
know,
landscaping
on
on
our
property,
and
you
can
kind
of
see
how
a
future
building
would
fit
here
and
kind
of
block
the
the
loading
areas
even
more
and
be
a
you
know,
a
nice
presence
on
melania
cass.
K
So
getting
to
the
pedestrian
easement
plan,
I
think
there's
really
only
one
change.
Since
last
hearing
we
reviewed
some
things
with
todd
and
we
have
extended
the
sidewalk
easement
all
the
way
to
melnia
cass,
so
that
that
doesn't
have
to
be
done
in
the
future.
Just
makes
sense
to
make
that
easy.
K
So
that's
a
five
foot,
pedestrian
easement
along
the
frontage
we've
got
all
the
way
across
our
frontage
and
then
we've
got
our
specific
repair
plan,
which
I.
A
Was
just
going
to
stick
it
to
the
easement
for
right
now:
okay,
the
the
public
hearing.
So
are
there
any
commission
members
who
have
questions
or
comments
on
the
public
hearing
portion
of
this
project.
A
All
right,
I
will

a
motion
on

by
ram

L
Hi
good
morning,
rick
latini
with
howard
stein.
Hudson
has
my
screen
come
up
yet.
G
L
Excellent,
so
I
am
joined
today
with
peter
nobley
representing
the
owner
of
the
university
club
of
boston.
This
will
be
pretty
brief,
we're
doing
a
substantial
rehabilitation
of
a
five-story
building
in
the
groundwater
conservation
overlay
district,
the
site
the
building
has
a
basement
and
sub
basement
that
takes
up
the
entire
site.
So
we
are
looking
to
do
a
storage
tank
that
pumps
to
recharge
wells
in
the
sidewalk
at
new
business.
The
only
comments
came
from
mr
simonelli
from
the
boston
groundwater
trust.
L
He
asked
that
we
show
his
monitoring
wells
in
the
plans
which
we've
added
here
and
here
he
also
asked
for
the
g-card
letter
we
usually
get
from
the
boston,
water
and
sewer
commission,
which
we
got
from
phil
iraq
in
the
no
harm
letter
for
not
lowering
groundwater
levels,
which
we
got
from
our
geotechnical
engineer,
and
I
don't
think
mr
simoneau
has
joined
us
today
and
he
has
sent
me
an
email
saying
he
is
satisfied.
So
I
believe
we've
answered
everything
from
the
new
business
anyhow
and
they'll
head
over
to
the
commission.

M
Hi,
I'm
peter
zagorinakis,
I'm
the
developer
and
I'm
joined
by
jonathan
miller
and
ron
bennett,
our
architect
we.
This
is
a
hundred
this
project
I'll
share
my
screen.
This
is
a
hundred
and
unit
project
in
south
boston
at
the
intersections
of
east
1st
street
h
street
east
2nd
street
in
vicksburg.
M
We
were
here
last
time
and
we
there
were
several
comments
that
we
addressed
on
the
public
improvement
plan.
The
there's
several
comments
regarding
the
handicap
ramps
on
the
vicksburg
street
side
of
the
property
did
not
have
flaps.
We've
corrected
the
flaps
on
our
handicap,
ramp,
that's
at
the
corner
of
east
first
street
and
vicksburg.
M
We
could
not
correct
the
opposite
side,
because
the
sidewalk
is
not
ours
and
we
do
not
have
enough
room
to
put
the
flaps
in
that
particular
handicap
ramp.
We
also
connected
the
handicap
ramp
at
the
corner
of
the
second
street
in
in
vicksburg
to
also
have
flaps,
and
this
the
other
one
had
we
put
flaps
in,
but
they're,
not
complete
flaps.
There
are
flaps
on
the
other
side.
M
The
second
comment
that
was
made
that
the
spacing
of
our
lights
and
trees
needed
to
be
adjusted.
So
there
was
a
minimum
of
15
feet
between
the
lights
and
the
trees,
and
the
adjustment
has
been
made
on
on
east
1st
street
8th
street
and
east
2nd
street.
So
all
the
tree
space
and
light
spacing
now
has
15
feet.
M
M
M
We
adjusted
the
one
on
the
corner
of
each
second
victor
to
also
have
flaps,
and
we
in
the
opposite
side
was
a
little
bigger.
So
we
included
collapse
on
that.
A
E
Yeah,
do
you
happen
to
have
any
blown
up
details
of
those
ramps
just
to
further
understand
what
the
condition
there
is.
M
M
A
So,
yes,
my
question
is:
if,
if
compliance
cannot
be
achieved,
does
that
require
a
variance.
E
Yes,
it
would,
I
just
want
to
understand
whether
or
not
those
would
be
compliant
because
I'm
looking
at
it
and
I
look
and
it
seems
like
if
you're
traveling,
down
vicksburg
on
the
opposite
side
of
the
project,
you
run
into
a
level
change
and
that
just
might
be
a
graphical
thing.
So
that's
what
why
I
want
to
clarify
what
the
ramp
actually
will
look
like
blown
up
with
all
the
slopes
and
elevations
on
the
plan.
E
The
one
for
the
yeah,
the
one
that
you
were
circling
yeah
this
one
here.
M
Okay,
so
we
we
can
get
you
a
sketch
of
that,
but
no
there
would
not
be
a
change
in
elevation.
It
would
be
it
would
just
this.
The
elevation
would
go
straight
from
the
sidewalk
from
the
sidewalk
to
the
to
the
crosswalk.
M
E
F
E
Saying
is,
if
you
you
are
on
currently
on
vicksburg
and
you're,
on
the
opposite
side
of
your
project,
so
if
you're
traveling
down
that
sidewalk
and
that
ramp
does
not
have
a
transition
back
to
grade,
because
it
looks
like
it's
a
return
curve
situation
where
there
would
be
a
drop
off
a
curve
reveal
there.
So
we
just
want
to
ensure
of
what
that
actually
looks
like
with
all
the
spot
elevations
on
the
ramp
and
I'm
happy
to
connect
with
you
offline
to
review
those
drawings.
A
Easements
and
then
we'll
make
the
specific
repairs
contingent
upon
your
final
coordination
with
sarah
and
we'll
we'll
keep
going
so
any.
N
I
I
guess
I
can
point
out
that
the
sidewalk
on
the
other
side
of
vicksburg
is
currently
non-compliant.
There's
a
fire
hydrant
in
the
middle
of
the
sidewalk,
it's
very
narrow,
but
there
is
a
compliant
ramp
in
the
corner
in
question.
I
actually
have
it
as
a
google
street
view,
if
you're
interested
in
seeing
what
it
looks
like
right
now,.
A
N
E
Something
it's
just
like
it
just
looks
like
in
the
plan
that
there
is
a
curb
reveal
there.
So
if
we
could
just
get
a
detailed
drawing
with
that
spot
blow
knot
to
show
the
spot
grades
and
the
slopes,
that
would
be
helpful
for
our
review
to
determine
whether
or
not
the
drawing
is
accurately
depicted
on
the
specific
repair
plans.

That's
the
end

the

first:
item
of

O
Hello,
my
name
is
chris
whittier,
I'm
the
representative
from
oxford
properties,
the
owner
of
745
atlantic
I'm
joined
by
our
civil
engineer,
kevin
wright
from
bhb
and
our
geotechnical
engineer,
nathan
sherwood
from
mahalian
aldrich
I'll,
give
just
a
very
brief
overview
of
the
project
and
then
hand
it
over
to
kevin
to
talk
about
the
items
on
the
petition,
but
just
go
ahead
and
share
my
screen
quickly.
O
Yes,
yes,
great
so
745
atlantic
is
an
existing
office
building
located
at
the
intersection
of
atlantic
avenue,
beech
street
and
south
street
in
the
leather
district
of
boston?
The
building
was
built
in
the
late
80s,
oxford
acquired
it
in
2015
and
during
the
course
of
the
pandemic,
the
anchor
tenant
of
the
building
vacated.
As
a
result
of
that,
we
are
looking
to
reoccupy
the
building
by
repositioning
it
for
lab
r
d
and
as
part
of
that
process,
or
going
through
article
80,
as
the
substantial
rehabilitation
of
the
building
will
impact,
then
more
behind.
O
Thousand
square
feet:
the
building
itself
is
not
changing
from
the
exterior
we're,
not
adding
any
gfa
we're,
not
changing
the
site
plan,
no
changes
to
access,
no
changes
to
parking,
but
the
building
is
located
in
the
g-cod.
So
as
part
of
this
process,
we
will
be
installing
a
new
stormwater
infiltration
system
under
the
sidewalks
along
atlantic
avenue
and
additionally,
as
part
of
our
discussions
that
we've
had
ongoing
throughout
the
public
process.
P
And
can
everyone
see
this?
Yes?
Yes,
all
right
good
morning,
as
chris
alluded
to
there's
two
petitions
for
our
specific
repairs,
I'll
start
first
with
atlantic
avenue
and
I'll
zoom
in
so
everyone
can
see
this.
P
P
As
a
result
of
our
coordination
with
the
commission
on
persons
with
disabilities
and
the
bpda
will
we
will
be
installing
a
new,
concrete
sidewalk
on
atlantic
avenue,
providing
the
five-foot
minimum
width
of
the
existing
trees
that
are
staying
in
place,
we'll
also
be
replacing
the
existing
brick?
That's
there
and
placing
new
wire
cut,
brick
in
the
alignment
of
those
trees
to
create
a
clean,
furnishing
zone.
P
The
brick
that
is
here
at
the
corner
of
atlantic
and
beach
will
already
replace,
with
concrete
to
match
up
with
existing
pedestrian
ramps
that
were
recently
completed
and
are
are
compliant
as
a
result
of
our
coordination.
Also,
with
the
street
lighting
division
we'll
be
replacing
existing
steel
hand,
hole
covers
with
the
new
composite
frame
and
covers
as
well.
P
Mound
that
was
created
to
kind
of
help,
with
accessibility
across
the
driveway
entrance
for
our
loading
dock,
we'll
be
replacing
that
with
concrete
per
our
coordination
with
sarah
lane
at
the
commission
with
disabilities,
and
that
is
to
enhance
the
accessibility
across
this
loading
area
and
to
maintain
existing
vehicular
movements
in
and
out
of
the
loading
dock.
A
A
P
The
the
tactile
warning,
yes,
will
be
gone.
The
curb
here
will
be
yes,
yes,
the
yeah.
By
the
end
of
this
it
will.
It
will
look
consistent
with
that.
We
do
have,
as
I
pointed
out
with
sarah
there's-
a
grading
difference
here
on
this
side
with
the
trench
drain,
which
will
have
to
remain
at
the
grade
that
it's
at,
because
if
we
raise
it
any
higher
we'll
be
creating
a
an
issue
for
access
and
drainage.
A
On
on
these
plans,
as
well
like
you
know
where
the
apron
begins
and
kind
of
like
an
understanding
of
the
grading,
because
you've
got
the
six
feet
of
cement
concrete
at
the
back
there,
it
would
be
really
nice
if
that
could
be
as
continuous
as
possible
across
the
driveway
apron.
But
I
think
that
it's
it's
it's
a
it's
a
grading
thing
right.
So.
P
We
shared
this
sketch
with
with
sarah,
but
we
will
get
this
updated
and
put
on
the
plans
for
the
public
hearing.
So
they
can
clearly
see
where
we'll
have
this
the
width
and
where
we
have
to
maintain
the
slope
on
this
side
for
the
grading
and
access.
B
Yeah
remove
the
flush
curb
crossing
the
sidewalk
kevin
yeah,
we'll
go.
P
Any
other
questions
on
atlantic.
E
I
mentioned
this
in
our
email
comments,
but
we
really
do
appreciate
your
partnership
in
making
these
improvements
along
atlantic
and
around
your
site.
One
thing
we
do
request
is
that
when
you
are
at
that
intersection
of
atlantic
and
beach,
when
you
encounter
the
existing
pedestrian
ramps,
that
extra
care
could
be
considered
to
ensure
that
those
ramps
don't
get
damaged
during
that
construction
and
if
they
are
damaged
that
there
is
a
plan
in
place
to
remedy
and
mitigate
some
of
that
damage
to
those
ramps.
P
We
won't
have
as
as
much
as
we
show
on
atlantic,
but
we
do
have
the
ada
accessible
with.
There
are
some
pinch
points,
as
noted
due
to
the
trees,
but
it's
as
close
to
four
feet
as
possible
on
those
locations.
P
We
will
be
replacing
the
existing
brick
with
wire
cut
brick
in
the
in
the
zone
between
the
trees
and
creating
a
furnishing
zone
there
and
meeting
up
with
existing
sidewalk
work.
That
was
done
as
a
part
of
the
beach
street
improvements
here
on
the
south
street
side.
There's
a
garage
entrance
and
this
garage
entrance
will
receive
some
modifications
as
well
to
be
more
in
line
with
the
city's
standard,
commercial
driveway
detail,
providing
accessible
path
so
we'll
be
removing
brick
and
making
improvements
on
the
concrete
apron
here.
P
You'll
see
we
have
the
the
curb
revealed
to
a
certain
point
and
us
approximately
six
foot,
four
six
point:
four
foot
width
of
accessible
path
for
pedestrians
to
travel
and
we'll
also
be
replacing
the
steel
existing
hand.
Holes
covers
with
composite
covers,
and
two
locations
here
and
one
also
here.
They,
this
location,
is
an
existing
one
already
compliant
with
city
standards.
P
One
of
the
things
that
pic
staff
asked
us
to
also
show
on
this
plan
we'll
be
including
standard
city
of
boston
bike,
racks
maintained
by
vtd,
but
this
is
the
location
it'll
go
in
in
between
trees,
on
on
beach
street,
in
the
existing
brick
furnishing
zone,
complying
with
all
the
btd
requirements
for
for
placement
and
location.
E
Again,
I
want
to
again
I
want
to
express
my
appreciation
for
our
partnership
with
your
team,
as
well
as
the
bpda,
to
coordinate
some
of
these
improvements
and
doing
the
best
that
we
can
within
an
existing
condition.
We
really
do
appreciate
it.
B
Just
one
comment:
there's
a
very
small
patch
of
brick
on
south
street
to
the
right
of
the
tree.
Yeah
yeah.
It.
G
Q
A
Concrete
stops
today,
but
it
looks
like
that
has
also
been
mounted
with
asphalt,
because
it
is
not
a
great
strip
of
bricks,
so
I
would
guess
fix
that.

I'm
just
going
to
go
through
the

the

the
benefits
to
the

because
I
think
it's
important
for

to

what
this

overall
and
then
give
you
a

of
the

R
The
existing
master
project
site
is
located
in
the
northeast
corner
of
charlestown.
You
can
see
here
that
the
tobin
bridge
runs
along
the
eastern
edge
of
the
site
to
help
orient
you
to
where
it
is.
It's
comprised
of
over
25
acres
founded
by
bunker
hill
street
medford
street
polk
and
decatur
streets.
R
It
consists
currently
of
41
80
year
old,
three-story,
brick
walk-up
public
housing
buildings
and
a
bha
management
office.
Building
the
1100
units
on
site
today
are
100
percent,
deeply,
affordable,
they're
in
a
state
of
product
disrepair
and
about
five
years
ago
the
federal
housing
and
urban
development
department
determined
that
these
buildings
and
this
project
required
demolition
and
replacement.
R
R
We
are
very
closely
collaborating
with
the
boston
housing
authority
and
the
charlestown
residence
alliance
for
their
oversight,
as
well
as
their
direct
and
deep
involvement
in
the
project
itself.
The
charleston
residence
alliance
is
the
organization
that
represents
the
current
residents
on
site.
R
The
overall
redevelopment
plan
that
was
approved
by
the
bpda
consists
of
2699
housing
units
of
which
1010
or
about
91
percent
of
the
existing
units
on
site
will
be
replaced
with
deeply
affordable
public
housing
unit.
Public

with

project-based

the
100

that
are
not
being
replaced
on
site
will
be
replaced
offsite
by
the

to
me,
the
bha
elsewhere
in
the
charlestown
neighborhood.
R
The
overall
plan
includes
seven
acres
of
usable,
open
space
about
40
of
which
is
publicly
accessible,
organized
into
four
interconnected,
distinctly
missing
spaces
with
their
own
individual
programming
and
those
will
be
open
to
the
community
as
a
whole,
as
well
as
the
presidents,
and
the
plan
also
includes
about
50
square
feet.
R
50
000
square
feet
of
retail
along
bunker
hill
street
and
into
the
site,
bringing
the
community
in,
and
a
portion
of
that
will
be
offered
at
affordable
rates
to
retailers
and,
in
addition,
there
is
a
14
000
square
foot
community
center,
planned
that
will
house
services
and
programming
and
will
be
support
financially
supported
by
the
project
itself
just
quickly.
R
This
is
the
phasing
plan
we're
here
today
to
talk
about
phase
one,
which
is
these
two
buildings,
and
over
time
we
will
be
developing
it
in
roughly
a
counterclockwise
fashion,
though
there's
a
little
bit
of
moving
around
in
that
just
because
of
the
timing
of
particular
building
types
that
need
to
be
developed.
R
Phase
one
includes
building
m.
This
is
the
site
plan
for
building
that
includes
all
of
the
open
space
related
to
both
the
building's
residents
private
courtyard
here,
publicly
accessible
courtyard
here
and
then
future
publicly
accessible,
open
space.
That's
part
of
that
interconnected
set
of
park
length
spaces-
I
discussed,
building
f
at
quarry
and
molten
is
similarly
consists
of
private
courtyards
public,
publicly
accessible
open
spaces,
as
well
as
street
and
sidewalk
improvements.
R
R
S
Can
you
hear
me
now?
Yes,
we
can,
can
you
see
the
screen?
Yes,
thank
you.
Thank
you
addie
good
morning,
commissioners,
it's
been
some
time
since
I've
seen
you
and
hope
to
see
you
in
person
again
someday.
S
So
this
is
the
overview
of
the
proposed
improvements
under
phase
one
I'll
walk
through
it
street
by
street,
and
then,
if
you
want
to
dive
into
deeper
detail,
we
can
go
into
deeper
into
the
streets
just
for
orientation
purpose.
The
tobin
bridge
is
up
here.
S
This
is
building
f
and
then
this
is
building
m.
The
phase
one
buildings
I'll
start
at
the
corner
of
decatur
in
molten
way,
as
you
can
see,
the
various
colors.
The
green
line
is
the
future
that
when
we
complete
this
project
over
the
next
eight
to
ten
years,
this
will
be
the
future
curved
line
due
to
phasing
restraints
and
occupant
and
keeping
the
buildings
occupied.
S
S
We
are
in
the
process
of
updating
those
plans,
as
well
as
resubmitting
to
boston,
water
and
sewer,
who
is
supporting
this
project
as
well
and
we'll
be
issuing
95
drawings,
probably
by
the
end
near
the
end
of
march,
and
we
hope
to
start
construction
in
the
following
months.
S
So
the
green
is
the
future
curved
line.
The
blue,
solid
blue,
is
the
existing
curved
line.
The
dash
blue
is
the
proposed
curve
line
at
the
end
of
at
the
intersection
of
molten
and
decatur.
S
We
will
have
a
raised
table
top
crossing,
so
it'll
be
a
flush
condition
through
this
entire
intersection,
as
requested
through
the
review
process,
and
then
we
also,
we
also
widen
and
relocate,
widen
relocation
decatur
along
the
property
side.
Here,
as
we
scroll
down
molten
street,
is
interesting
as
the
half
of
it
is
private
and
half
of
it
is
public,
so
we
are
widening.
We
do
not
control
this
parcel
right
here,
but
the
parcel
building
f
parcel
we
control,
so
we
are
widening
relocation
widening
and
relocating
the
public
portion.
S
As
that's
one
of
the
applications
before
you,
as
well
as
riding
relocating
the
private
portion,
our
intent
is
to
make
molten
street
a
complete
public
way
through
from,
but
at
this
time
timing
does
not
allow
us
to
do
that,
but
we
hope,
before
we
come
back
to
you
with
the
next
phase,
that
we
can
clean
this
up
and
lay
it
out,
it's
a
complete
public
way.
S
Samuel
morris
way
is
a
private
way.
Now
we
are
right
hand
relocating
the
side
of
it
in
order
to
proceed
with
this
building.
Here,
as
I
indicated,
the
green
line
is
the
future
riding.
So
when
the
future
phase
comes
along,
we
will
widen
it
here
and
at
that
point,
we'll
propose
sam
moore
channel
morris
white
as
a
public
way
for
the
street
for
the
city
to
own
and
maintain
and
again
everything
is
being
constructed
to
city
standards.
S
So
accepting
this
is
a
public
way
in
the
future
should
be
more
of
administrative
action
than
as
opposed
to
reconstructing
anything.
We
do
have
a
raised
cross,
I'm
jumping
around.
I
apologize
back
to
decatur.
We
have
a
raised
crosswalk
here.
We
also
have
two
raised
crosswalks
here.
So
we
have
three
raised
crosswalks
and
a
tabletop.
S
Everything
that
you
typically
look
for-
and
then
striping
here
has
been
as
as
proposed-
is
that
the
direction
of
btd
and
the
city
agencies
through
numerous
meetings
and
coordination
as
we
scroll
up
to
medford
street
at
memphis
metro
street
in
quarry
street
dementia
street
tough
streets.
We
are
riding
and
relocating
both
these
streets
here
to
provide
the
wipe
right
away.
That's
needed
for
the
future
for
the
proposed
now
and
future
widening
presently
we're
proposing
for
this
initial
phase,
we're
going
to
reconstruct
the
sidewalk
along
medford
street
in
its
current
location.
S
So
this
design
in
the
future,
we
can
peel
this
back
and
have
the
sidewalk
ready
to
go
when
that
when
it
happens
in
the
future,
we
have
had
conversations
with
amy
corty
regarding
potential
table,
topping
these
two
intersections
and
we
need
to
continue
the
conversation
with
you
to
see
if
it's
feasible,
if
it
makes
sense
to
do
that
at
this
time,
moving
down
tufts
street,
we
are
widening
relocating
tufts
street,
but
we've
got
the
project
here
and
again
we're
building
compliant
complete
street
sidewalks
up,
and
then
here
you
can
see
the
green
line,
which
is
the
future
widening
of
touch
street
when
that
becomes
available.
S
Walford
way
is
existing
public
way.
That
utilities
consist
only
of
drainage.
We
are
discontinuing
walford
way.
It
is
owned
on
both
sides
by
the
dha
so
return
to
the
bha
and
for
the
interim
phase
one.
We
are
proposing
a
parking
lot
here,
but
as
he
as
eddie
indicated
earlier,
as
the
phases
develop
and
parking
becomes
available
within
the
buildings,
but
this
will
become
a
public
park.
So
this
is
a
temporary
parking
lot
required
for
the
initial
phases.
S
I
think
I
I
touched
upon
everything
that's
within
this
application,
if
you'd
like
to
dive
deep,
I'm
happy
to
do
that.
If
you
have
any
questions,
please
please
ask.
A
I
right
so
like
I
think
we've
talked
about
this
a
bunch.
I
think
that,
for
what
we're
a
lot
of
this
internal
street
stuff
is
is
more
enabling
stuff.
I
think
that
for
what
I
care
about
right
now,
it's
probably
the
medford
street
piece,
and
I
think
that
we
are
there.
I
think,
from
our
end
is
going
to
be
a
question
of
of
the
green,
the
blue
and
the
red,
and
when
they
appear,
I
think
is
is
probably
what
we
want
to
understand.
A
I
think
the
most,
what
we
have
three
weeks
to
figure
that
out.
I
think
that
though
there
is
probably
some
utility
in
having
a
conversation
with
like
bt,
epic
about
all
of
the
internal
streets
before
any
next
stuff
comes.
I
don't
think
that
that's
you
know
prior
to
a
public
hearing,
but
I
think
that,
like
the
the
the
traffic
calming
and
and
what
shows
up
first
and
maybe
some
interim
measures
that
would
be
required,
so
these
don't
become
cut
through
streets,
etc.
But
I
don't.
A
S
Appreciate
that
amy
and
I'll
after
this
afternoon
I'll
send
you
some
times
for
possibly
we
can
meet
next
week
or
the
following
week
to
bring
all
the
parties
together
to
really
bet
through
this.
So
we're
on
the
same
page
as
we
approach
the
public
hearing
perfect.
A
B
One
one
one
request
by
pic
staff
actually
really
quickly.
John.
I
know
that
we
talked
about
the
lack
of
a
title
opinion
for
the
walford
discontinuance.
I
would
just
ask
that
you
check
in
with
chung
to
make
sure
that
he
doesn't
have
any
concerns
with
the
ownership
there.
Just
would
hate
to
have
there
be
a
hiccup
with
you
taking
a
fee
interest
in
that
land.
S
A
T
Good
morning,
members
of
the
commission,
my
name
is
johnny

I'm
here
on
behalf
of
the
petitioner
seaport
np,
title
holder,
llc,
I'm
joined
today
by
ali
rivera,
the
petitioner
and
john
schmidt
from
niche
engineering
today,
we're
before
you
to
respectfully
request
a
canopy
license
along
summer
and
congress
streets
relating
to
the
black
end
project
of
seaport
square,
a
project
site
founded
by
boston,
north
road
congress
street
summer
street
and
block
p
of
the
seaport
square
project.
T
The
block
and
project
will
involve
construction
of
a
17-story
mixed-use
building
containing
office
and
retail
uses
above
portions
of
a
garage.
That's
currently
under
construction
on
both
blocks
n
p,
if
approved,
the
action
will
be
memorialized
in
lmi,
which
we'll
work
through
with
pic's
council
I'll
now
turn
it
over
to
ali
or
john
to
further
discuss
the
action.
S
Oh,
thank
you
I'll
I'll
present
the
the
drawings,
so
here
along
summer
street
we
have
one
canopy
and
five
five
awnings
the
canopy
excel
it.
Canopy
is
internally
drained
and
heat
traced.
It
projects
two-thirds
of
the
pit
that
sidewalk
with,
which
is
about
6.9
feet
over
a
ten
and
a
half
foot
wide
sidewalk
and
it
rests
and
it's
17
feet
above
grade
the
six
spawnings
which
are
also
through
this
and
not
typically
permanent
through
the
pic
were
included
in
this
application
to
share
with
you
the
the
full
story.
S
There
are
retractable,
awnings
fabric
and
material,
and
they
will
be
right
now.
The
drawings
indicate
the
fabric
dropping
down
below
the
10
feet,
but
they
will
be
revised
indicate
that
the
fabric
stops
10
feet
above
the
sidewalk
to
ensure
that
there's
clear
access
for
pedestrians
along
congress
street,
we
have
again,
we
have
one
canopy,
one
canopy
and
three
awnings.
S
The
canopy
itself.
Here
is
12.6
feet
above
the
sidewalk
and
projects
seven
feet
into
the
thirteen
foot
wide
sidewalk.
So
it's
a
lot
of
clearance
there
and
then
three
awnings
again
are
retractable
and
fabric
and
will
be
in
the
fabric
will
be
10
feet
above
the
sidewalk.
S
And
I
know
presenting
awnings
to
the
commission
is
a
little
bit
unusual,
but
we're
trying
to
expedite
this
because
the
project
is
pending
a
building
permit
on
this
approval.
It's
been
if
the
foundation
has
been
in
construction
for
the
last
year
and
a
half
or
so,
and
we're
ready
to
go
into
the
building.

20
overland

llc,
the
applicant.
We
are
requesting
the
approval
of
a
canopy
license
plan
on
overland
street.
I'm
gonna
share
my
screen.
Now.
Let
me
know
when
you
can
see
it.
J
Can
you
see
my
screen
yep?
Okay?
Great?
As
I
mentioned,
the
request
is
for
a
proposed
canopy
license
on
an
existing
entrance
located
on
the
existing
building
at
20
overland
street.
The
existing
building
is
located
on
the
southern
portion
of
overland
street
between
brookline
avenue
and
david
ortiz
drive.
The
proposed
canopy
will
be
connected
to
the
existing
building
column
structure
and
extend
approximately
three
and
a
half
feet
over
the
property
line.
The
sidewalk
is
approximately
15
feet
here,
so
it
is
less
than
the
two-thirds
of
the
sidewalk
width.
J
The
other
thing
that
we
wanted
to
mention
is
that
it
will
be
internally
drained
and
heat-traced,
and
there
is
approximately
14
and
a
half
feet
of
vertical
clearance
below
this
canopy.
The
project
team
has
sent
the
planned
and
engineering
report
to
the
city,
agencies
and
utility
companies.
As
part
of
the
pic
notification
process,
we've
received
responses
from

btd
isd
commissions
for
persons
with
disabilities,
landmark

and
property
management
department.
A
If
there
are
no
questions,
is
three
weeks
gonna
be
enough
time?
Yes,
it
is
all
right.
Well,
we'll
see
you
in
three
weeks.
Thank
you.
So

adam

the

today
from

The
walk

is
eric

who
is
the

H
Who
is
a
project
manager?
Excuse
me
on
the
civil
engineer,
side
david,
jean
grande
from
dci
and
from
mbox

who's.
Our
project
architect.
We
have
chris
dougherty
david.
I
think
you
or
chris
will
be
sharing
your
screen.
Is
it
you
david.
H
Okay,
so,
while
while
mountain
chair,
while
david's
bringing
up
our
presentation,
I
can
go
ahead
and
just
give
some
brief
background,
so
you'll
see
in
a
minute
that
this
site
is
located,
it's
coming
up
now
dave.
If
you
can
go
to
the
first
slide.
H
H
It's
about
eighty
seven
thousand,
six
hundred
thirty
one
square
feet:
you
can
see
here
it's
bounded
to
the
northeast
by
walk
hill
street,
it's
bonded
in
northwest
by
canterbury,
to
the
southeast
by
american
legion
highway,
and
then
there's
a
newish
condo
building
adjacent
to
it
as
well.
You
can
see
there
the
site
previously
consisted
of
a
single-story
retail
commercial
uses.
There
was
a
flower
shop
here
that
catered
to
the
nearby
cemeteries,
as
well
as
a
small
restaurant
and
some
single-family
residential
buildings.
H
At
this
point,
the
site
has
actually
been
has
has
been
demolished.
So
all
the
buildings
on
the
site
have
since
been
demolished
david.
If
you
can
go
to
the
first
slide,
that
shows
the
project
just
brief.
There
you
go
perfect
and
just
to
show
the
commission.
Madam
chair,
the
project
is
a
new
multi-family
residential
development,
no
commercial,
it's
about
118,
000
square
feet,
it's
a
three
and
four
story.
Building
you
can
see
here.
H
It's
106
residential
rental
units
and
we'll
have
126
parking
spaces
both
at
grade
at
the
rear,
as
well
as
in
an
underground
subsurface
garage.
So
as
you'll
see
in
a
moment
on
the
project
will
upgrade
and
transform
the
site.
It
was
a
formerly
you
know,
mainly
commercial
site
and
needed
upgrades
with
regard
to
sidewalk
experience,
public
realm,
new
landscaping,
street
trees
and
other
streetscape
improvements
in
and
around
the
site
that
you
would.
You
would
expect,
with
a
turnover
from
a
commercial
site
to
a
residential
site.
H
Very
briefly,
this
is
an
article
80
large
project
review
project,
so
it
has
gotten
approval
from
the
bpda.
We
have
zoning
approval
as
well.
The
tapa
has
actually
already
been
executed
with
btb
back
in
october,
and
I
believe
a
construction
management
plan
was
submitted
to
btd
for
review
earlier
this
month.
H
So
we're
looking
for
specific
repair
upgrades,
as
well
as
a
pet
easement,
around
the
entirety
of
the
site
on
all
three
streets,
and
a
lot
of
that
came
about
as
a
result
of
really
an
extensive
article,
80
outreach
process
in
a
lengthy
administrative
city
agency,
review
process.
H
That
has
gotten
us
to
this
point
with
you
all
here
today.
So
with
that,
I
can
throw
it
over
to
david,
who,
I
believe,
will
now
walk
through
the
pet
easement
and
the
specific
repair
petitions
that
were
in
front
of
you
today,
david
I'll
I'll.
Let
you
go
through
those.
Q
Yeah
before
I
do
that
in
terms
of
what
we
are
providing
in
the
future,
I
do
want
to
talk
a
little
bit
more
about
the
existing
conditions.
In
particular,
there's
extensive
curve
cuts
for
these
commercial
uses
on
walk
hill,
there's
poor
definition
of
the
the
edge
of
the
right
of
the
edge
of
pavement,
the
the
carriage
with
there's
extensive,
large,
curb
radii
here,
which
makes
it
difficult
for
pedestrian
safety
and
movement.
Q
We
we
worked
with
the
both
the
community
and
and
and
the
btd
and
bpda
to
to
make
sort
of
some
improvements
to
that
to
the
the
overall
environment
along
walk
hill
and
along
canterbury.
So
with
that
I'll,
just
walk
you
through
the
specific
re
repair
plan.
First
of
all,
as
nick
had
mentioned,
we
are
providing
106
bicycle
spots.
They
will
be
located
throughout
the
site.
We
will
also
providing
bicycle
accommodations
along
the
roadway.
Q
There
is
an
existing
bike
path
that
that
ends
in
this
general
area.
We
will
be
extending
that
as
a
community
benefit
down
to
american
legion
highway.
I
won't
bore
you
with
with
all
of
those
details,
but
it
ties
into
the
specific
repair
plan
and
some
of
the
pavement
markings
that
we'll
be
doing
so.
Q
Q
We
will
be
providing
a
12
foot
wide
sidewalk,
which
would
be
a
five
foot
furniture
zone
and
seven
foot
clear
path,
pedestrian,
clear
path
along
the
furniture
zone,
as
I
had
mentioned,
there'll
be
some
tree
wells,
but
there
will
also
be
some
a
bicycle
on
street
bicycle
parking.
Q
We
are,
as
part
of
the
specific
repair
plan,
tightening
up
the
curb
radius
here
and
and
removing
three
significant
curb
cuts.
As
I
had
mentioned,
the
iraq,
they
were
first
properties.
They
all
have
been
raised.
A
lot
of
curb
cuts
are
a
long.
Q
Q
In
addition,
so
in
order
to
accomplish
this,
these,
these
wider
sidewalks,
these
12
foot
side
walks
along
walk
hill
and
nine
feet
on
canterbury.
We
we
do
need
an
easement
and
so
that
the
the
owner
will
be
providing
a
pedestrian
easement.
As
part
of
that
you
can,
you
can
see
here,
I
can.
I
can
try
to
actually
zoom
in
on
this,
so
that
you
all
can
see
it
a
little
bit
better.
Q
As
as
you
can
see
here,
we'll
be
putting
an
all
new
curb
along
here,
there
is
no
curb
furniture
zone
sidewalk.
This
is
actually
part
of
the
easement
and
I'll
go
through
the
easement
plan
in
a
minute,
and
you
can
see
that
the
existing
radius
is
back
here,
so
we're
tightening
up
the
pedestrian
zone.
All
of
these
new
head
ramps
would
be
done
in
in
accordance
with
the
requirements
for
the
construction
and
layout
of
pedestrian
ramps
in
the
city
of
austin.
Q
And
I
do
want
to
bring
some
attention.
Our
two
curb
cuts
are
in
this
area
here
and
they
will
be
for
two
parking
areas.
As
nick
had
mentioned.
One
is
a
surficial
parking.
We
have
a
12
foot,
sort
of
a
residential
curb
cut
to
minimize
the
curb
cut
along
canterbury
street,
and
that
will
service
this
surface
lot
in
and
behind
the
bill.
Q
The
second
curb
cut,
which
is
right
here,
will
go
down
to
subsurface
parking
underneath
the
building,
so
this
will
actually
be
a
clint
that
that
we'll
be
parking
on.
Q
Q
And
this
is
the
easement
plan,
which
gives
you
the
the
geometrics
for
the
easements
anything
else
I
wanted
to
cover.
Q
The
only
other
thing
I
did
want
to
cover
is
that
we're
going
to
re-strike
this
whole
intersection-
and
this
is
outside
of
I
believe,
outside
of
pic,
but
we
are
dashing
the
bike
lane
through
the
intersection,
we're
also
doing
thermoplastic
improvements
out
in
the
public
right-of-way
in
this
general
area,
and
we
will
have
delineators
and
pavement
markings
on
the
opposite
side
of
canterbury.
Q
So
with
that
I'd
entertain
any
questions.
Q
I'm
sorry
amy
at
regular
curve
yeah
at
this
stage,
where
we
wanted
to
do
sort
of
more
of
a
test
case.
It
would
be
just
pavement,
markings
and
and
delineated.
A
Right
so
like
it's
not
really
a
part
of
this,
but
it
just
seems
like
it
would
make
that
intersection
a
little
bit
better.
I
will
say
that
the
delineators
will
only
get
you
so
far
with
a
winter.
So
it's
more
about
how
that
intersection
is
going
to
hold
up.
A
D
F
D
Everybody
see
that
yes,
okay,
so
we
will
be
microtrenching
from
the
existing
rising
manhole
to
a
second
verizon
manhole
at
a
distance
of
approximately
228
feet
and
all
disturbed
surfaces
and
road
markings
will
be
restored
to
reconstruction
conditions,
and
the
purpose
of
this
is
to
strengthen
our
network
in
the
area.
So
if
you
have
any
questions,
I'd
be
happy
to
answer
them.
A
All
right,
yeah,
I
think
the
only
comment
here
is
you're
going
through
a
lot
of
stuff,
so
the
restoration
is
going
to
be
the
key
here,
but
you
know,
I
think
you
guys
know
what
you
got
to
do.
I'm
assuming
three
weeks
is
enough
time
for
you
guys
to
come
back
for
a
public
hearing.
